The Capricorn Highway – Rockhampton to Gracemere Duplication project will improve safety and enhance the capacity of the highway improving connectivity and travel times for highway users.
About the Project The $74.99 million project is funded through the Northern Australia Roads Program with the Australian Government contributing $59.99 million and the Queensland Government contributing $15 million.
Over five kilometres of the Capricorn Highway between Rockhampton and Gracemere will be widened from two to four lanes and existing intersections will be redesigned to improve traffic operations and safety.
In December 2018, the Department of Transport and Main Roads (TMR) appointed Fulton Hogan to design and construct the upgrade.
Project Benefits Duplicating the Capricorn Highway between Rockhampton and Gracemere will deliver safety and capacity improvements to ease congestion and improve travel times. Intersection upgrades at Old Capricorn Highway/Fairy Bower Road intersection and McLaughlin Street
intersection will provide for safer access to the highway for all road users. The concept design provides an optimal traffic solution to ease congestion and improve travel times for around 18,000 vehicles per day using the Capricorn Highway. It also ensures the highway can cater for future traffic growth in the region.
It will deliver safety benefits with dual highway carriageways reducing the risk of head-on crashes. Increasing the highway capacity from two to four lanes removes the need for highrisk overtaking manoeuvres and on-road cycle facilities will separate cyclists from high-speed highway traffic.
Key Design Features: • A four-lane separated highway between Rockhampton
and Gracemere with a new eastbound carriageway. • Intersection upgrades including dedicated turn lanes,
improved sight distance, new linemarking and lighting. • New active transport infrastructure including onroad
cycling facilities and a new westbound cyclist bridge at Scrubby Creek.
• A new two lane eastbound bridge at Scrubby Creek. • A signalised intersection at Fairy Bower Road and Old
Gracemere Road.

Project InformationThe federal funding component is from the Northern Australia Roads Program which supports works that provides infrastructure safety and productivity improvements.
The Capricorn Highway between Rockhampton and Gracemere is a commuter route connecting the community of Gracemere to Rockhampton City. It also serves as a key freight route in Central Queensland connecting the Bruce Highway in the east to central and western Queensland.
The Capricorn Highway Duplication project focuses on addressing the capacity of the highway between Rockhampton and Gracemere to cater for the traffic volumes that exceed 18,000 vehicles per day.
The completed upgrade to the Capricorn Highway will see increased capacity and reduced travel times particularly during the peak traffic times in the morning and afternoons.
The design and construct contract for the duplication project and has been awarded to Fulton Hogan Constructions, with design for the Capricorn Highway currently being progressed.An average of 187 direct jobs will be supported over the life of the project.
