Next generation of water – Capstone program

• Water for Placemaking

• Ensuring water has a voice at the table with planners and city designers

• Water for Growth

• Having all water sources on the table – incl. stormwater and potable

reuse

• Water for Health

• Providing a voice for water in the national health agenda

• Water for remote and indigenous communities

• Ensuring safe drinking water for all (SDG 6)

Health and Safety

WSAA National Safety Benchmarking

• 2015/16 (25 Participants)

• 2016/17 (28 Participants)

Key information

Industry (water utilities and contractors) relatively high for:

• Total Recordable Injury Frequency Rate (TRIFR)

• High Potential Incident Frequency Rate (HPIRF)

Culture and Leadership are the most important factors

Page 9: Water For Health and the Environmentbpaa.org.au/resources/Greg Ryan Water Services Assoc Australia.pdf · • Pipe relining project • Revisions to the WSAA Codes. Health and Safety.

How are we responding?

48

WSA

A

9.3

National focus on and commitment to improved health and safety performance through the following:

1) Leadership to focus and drive performance improvement

(Establish a HS Taskforce to provide strategic direction)

2) Industry commitment to lifting health and safety performance

(Develop an industry commitment statement- signals that our leaders are committed to driving change)

3 ) Filling the gap through focussed initiatives

(Fatal Risk Guidelines, Mental Health Framework, Safety Maturity Project etc.)

4 ) WSAA Member collaboration

5) Outreach – let’s not be insular!

Health Based Targets

Page 12: Water For Health and the Environmentbpaa.org.au/resources/Greg Ryan Water Services Assoc Australia.pdf · • Pipe relining project • Revisions to the WSAA Codes. Health and Safety.

Health Based Targets

Embedded in the Australian Drinking Water Guidelines

• Operational monitoring to demonstrated health risk is managed

• Based on Disability Adjusted Life Years (DALY) concept

Assume we take 1 million people, av. life expectancy of 70 yrs

What is the acceptable health risk?

The loss of the 1 year of quality life in those 70 yrs, for 1 person

Asbestos Pipe Disposal

• Inconsistency nationally by regulators on removal requirements

• WSAA good practice disposal guidelines for AC pipe

• Risk based approach to determine disposal solution

• Asbestos Safety Eradication Agency - Case study document

Next steps

Meeting with key state regulators to determine an

agreed national approach for Water AC pipes

Page 18: Water For Health and the Environmentbpaa.org.au/resources/Greg Ryan Water Services Assoc Australia.pdf · • Pipe relining project • Revisions to the WSAA Codes. Health and Safety.

Telco Act

Page 19: Water For Health and the Environmentbpaa.org.au/resources/Greg Ryan Water Services Assoc Australia.pdf · • Pipe relining project • Revisions to the WSAA Codes. Health and Safety.

Telco Act 1997 and why should I care?Provides the regulatory framework for Telecommunications

Carriers, including licence conditions and penalties for non-

compliance

Sch 3 provides some powers for Carriers to inspect land, and to

install and maintain facilities, and some immunities to some

State and Territory Laws esp. for ‘Low Impact Facilities’

Note: water tanks and towers are classified as Low Impact

Facilities under the Telecommunications (Low-Impact Facilities)

Determination 1997

Sets framework for commercial agreements and where these

cannot be reached, for Carrier Immunities under Schedule 3

Page 20: Water For Health and the Environmentbpaa.org.au/resources/Greg Ryan Water Services Assoc Australia.pdf · • Pipe relining project • Revisions to the WSAA Codes. Health and Safety.

Telecommunications

Primary issues for water infrastructure

• Criminal offence for Landowner to switch off Carrier equipment

• Not all equipment is well labelled or identified (no central register)

• Lack of clear escalation/complaint process

• Legacy issues with older equipment

Powers and Immunities Reference Group

• Legislators, Regulators, Peak bodies (Telcos and Landowners)

• Objective – to resolve current and future issues

Pipe rehabilitation

Page 22: Water For Health and the Environmentbpaa.org.au/resources/Greg Ryan Water Services Assoc Australia.pdf · • Pipe relining project • Revisions to the WSAA Codes. Health and Safety.

Pipe integrity

• A$500 Billion worth water pipe assets (in Australia, US

and UK) are aging

• Renewal costs

• critical water pipe: A$5000 – 20,000 per meter

• concrete sewer pipes: $5000 per meter (in most cases)

• In 2008 to 2009 water main failures: one in every 20

minutes

• Sewer breaks and chokes were twice the reported failure

of water mains

CRC-P Project Objectives

• Develop clear codes of practice and product standards for lining

products

• Articulate and establishing the fit of the technology to asset needs

• Building in smart sensing and system intelligence for the liners

• Develop decision tools based on sound knowledge of product

application and performance

• Translation of the innovation, adaptation of outcomes with training and

user uptake

• Develop win-win partnerships
