This effort would require thesupport of the City Council, as well as thecooperation of the affected private propertyowners and agencies. Ultimately, the study couldbe expanded to look at a City-wide NutrientManagement program for all properties withinCity limits.

In 2013, using grant assistance from theChesapeake Bay Trust, the City hired URSCorporation to complete a StormwaterManagement Retrofit Study. This studyidentified and ranked 44 potential sites for retrofitprojects, and provided conceptual designs forthree of the highest ranking projects. The City isapplying for a Chesapeake & Atlantic CoastalBays Trust Fund Capital Improvement Grant toconstruct two of these facilities, and will seekadditional funding to construct additional retrofitfacilities in the coming years.

Staff has presented information on variousfunding mechanisms (including a StormwaterUtility Fee) to the Council. Council has not takenany action on the idea of such a fee and will waituntil a new NPDES Phase II permit is issuedbefore making a decision.

In 2014, the City was awarded a Chesapeake &Atlantic Coastal Bays Trust Fund CapitalImprovement Grant to construct two stormwatermanagement retrofit facilities to treat runoff frompreviously “unmanaged” areas. The design ofthese facilities is nearing completion, and the Cityanticipates that construction of the facilities willbe complete by mid-2015. The City justsubmitted a “Letter of Intent” to apply foradditional grant funding from this program inorder to construct additional stormwatermanagement retrofit projects.
