Township Update

TOWNSHIP OF WARMINSTER Board of Supervisors • Daniel J. McPhillips, Chair • Mark McKee, Vice-Chair • Thomas E. Panzer, Treasurer • Jason Croley, Secretary • Wayne McCulloch, Asst. Treasurer

Interim Township Manager • Steve Wiesner

From the Township Manager

This Directory marks a milestone for Warminster Township. Within it you will find a host of great classes, hobbies, and workshops which have been developed and brought to you through the efforts of our Parks and Recreation Department. These programs have been enjoyed by many of our resident’s year after year, and with a new strategic partnership with the Central Bucks Family YMCA, will continue for many years to come.

Starting later this year, the Central Bucks Family Y, will begin offering programming directly to the Warminster community. And yes, you will continue to receive a directory listing all of the programs and classes being offered. Although the cover may be different, many of the classes and programs inside will be familiar, and will continue to be held at the WREC in Warminster Community Park, and throughout the community.

This partnership will benefit residents who will be offered expanded programs at a discount from the Y, along with the many special events the Township will continue to host, such as Touch a Truck, The Easter Egg Scramble, and the Rubber Ducky Regatta, just to mention a few.

~ Steve Wiesner, Interim Township Manager

From the Director of the Central Bucks Family YMCA

Dear Friends,

I hope you enjoyed your summer and had the chance to break away from your regular routine. If it was anything like mine, you did a little travel, enjoyed the outdoors, maybe even read a good book.

Now fall is here, and with that comes the resetting of nature. As hot summer fun activities, vacations and days off come to an end, Y staff are resetting and recommitting their passion to build relationships and strengthen community. Starting with the late fall season, we will share this passion with Warminster Township through offering a sampling of Y programs through the Warminster Recreation Department. You can expect to see more information, including a full description of these programs, late September 2014. Information will be made available on our website: www.cbfymca.org and we will also supply printed materials to the Warminster Recreation Department as well as to friends of the Warminster community.

With a commitment to nurturing the potential of kids, promoting healthy living and fostering a sense of social responsibility, the Y ensures that every individual has access to the essentials needed to learn, grow and thrive. The Y continues to be the place that brings people from all walks of life together, sharing in a common desire for wellness, happiness, and connection to the community. What you can expect from us: • Accepting, family-friendly environment • Our commitment to high levels of service and satisfaction • Caring, friendly and competent professional staff • Staff responsiveness to feedback • Quality equipment, services and programming Y programs help you get started on a longer, happier, healthier life; relieve stress, build a stronger spirit, mind and body; provide entertainment and social opportunities. So join us and create meaningful change in your life.

The staff and I at Central Bucks Family YMCA look forward to building a relationship with Warminster residents. We are grateful for the opportunity to expand our reach, impact more lives and strengthen the Warminster Community through youth development, healthy living and social responsibility.

Warm Regards, Zane Moore, President/CEO, Central Bucks Family YMCA

Yoga enhances physical flexibility and balance, improves body image, promotes body acceptance, reduces anxiety and depression and teaches us how to rise above all the “noise” and focus on what matters. Each class will incorporate physical poses, breathing, meditation and yoga philosophy.

In the Parks

19

IN ALL THE PARKS Parks are open from sunrise to sunset. After dusk, you must have a

permit or risk being fined. Parks are officially closed during winter weather conditions. Park

parking lots, paths and trails are not maintained and may remain snow and ice covered for extended periods. Surfaces may be slippery. Guests may still access park for winter recreational activities; however, they do so at their own peril. Anti-slip winter footwear is recommended.

All Park buildings will be winterized (restrooms closed, water/electric turned off) by December 1 to reduce the chance of frozen pipes. Portapotties will be removed from Kemper and Munro in late December, but will remain on site at WCP. Buildings will reopen by April 1.

To reduce vandalism, park facilities are locked unless park staff or sport organizations are utilizing a park.

Spring sport organizations should submit field permits by February 1, 2015. Sport fields in all parks are available by permit only. Persons who wish to use pavilions & fields should apply for permits. Permit holders have priority.

Please do not feed the wildlife, especially the deer and geese, in the parks - supplemental feeding encourages wildlife to become dependent on handouts that are not part of their natural diets.

If you see people with their dogs running loose, please call the Animal Control Officer (267) 803-4859 or Police (215) 672-1000. Do not try to intervene and put yourself in harm's way.

Solicitation of any kind by vendors, or private instructors using parks for classes, is not permitted in any park without permission. Citations will be issued by the Police Department.

Motorized vehicles, including ATVs, and remote control devices (cars, planes, drones) are not permitted in Township parks.

Parks & Recreation would like to extend our thanks to the many sport groups, individuals and volunteers who assist with park maintenance. If you have questions about the various projects underway, please call us.

FACILITY RENTALS Park facilities & pavilions are available for parties, family picnics, sport activities & business gatherings for a reasonable fee. Please do not forget to reserve your pavilion or field by completing a facility request permit in the Parks & Rec. Office. Permit holders have priority. Forms can be obtained from the township website on-line at www.warminstertownship.org

TREE UPDATE PennVest Tree Grant As part of the “Plant a Million Trees” grant program, Warminster Township, working with the Delaware Valley Regional Planning Commission (DVRPC) and Pennsylvania Horticultural Society (PHS), was one of the seven local municipalities to receive 300 trees as part of a $2.3 million PennVest Grant to enhance communities. The care and maintenance of these trees was covered for 2 years by the grant and this project greatly added to the reforestation of WCP – especially along the trails.

Tree Tenders – Free Classes As part of the DCNR TreeVitalize program, the Pennsylvania Horticultural Society (PHS), in partnership with Penn State Cooperative Extension, will offer nine hours of FREE hands-on tree care training for residents of the five-county Philadelphia region. For info, visit the website: www.treevitalize.net.

Memorial Tree Donations More than 55 families have already planted the living memorial gift of a tree or shrub in the park system. If you enjoy a particular park and wish to place a lasting gift to a family member, friend or pet, either living or deceased, consider donating a tree to the community. If you wish to make a tree donation, simply download the form from the township website or call the office and speak with Karen. Several options are available. Memorial trees are installed in early March or after September 15th.

PARK ENCROACHMENT In numerous parks throughout the system, there are instances of neighbors who have placed woodpiles, equipment, sheds, play apparatus, even swimming pools on park property. If your residence backs up to a park, please be aware of your property boundaries before installing anything. Items that encroach on park land must be removed at the cost of the homeowner no matter how long they have been in place.

PLEASE DON’T FEED THE WILDLIFE! Parks and Recreation is working with the USDA Wildlife Service to protect the health of our park birds and wildlife. Please do not feed the waterfowl (geese, ducks, gulls, etc.) or the deer in our parks. Feeding these wild animals creates dependence, promotes the spread of disease and upsets the natural cycles. Thank you for your cooperation. BIRDING NEWS @ WCP The summer breeding season produced low numbers of blue birds and slightly

more tree swallows. The 22 nest boxes throughout the park produced only 38 tree swallows and 9 bluebirds. The numbers continue to go down as house sparrows take over nesting boxes and displace or kill the native species. Regular tree and brush area nesters like woodpeckers, thrushes, warblers and vireos along with robins, orioles, finches, kingbirds, etc. were back in the park this summer. Field birds like red-winged blackbirds, meadow larks, and savanna sparrows nested in the grass meadows and were prevalent. Northern nesting birds will be seen migrating through our area and will be heading south along with our summer visitors. Watch for them throughout the fall months. Also watch for the arrival of our winter visitors, snow birds. Walk the trails around the park and see how many birds you can see.

CHRIST HOME PARK UPDATE The connector trail has been completed and this fall will see the installation of the playground, grassy area and more plantings. Final work on the park should be completed by late fall. The Township received two grants to assist with completion of this project – one from PECO Green Region and one from The Bucks County Municipal Open Space Program.

FRIENDS OF WARMINSTER PARKS Friends of Warminster Parks is a volunteer, 501-C-3 non-profit organization committed to raising awareness and funds for the improvement, preservation and continued development of the Warminster Township Park system. The goal is to raise funds to enhance and develop both passive and active recreational areas in Warminster Township Parks and support recreational programs for the benefit and enjoyment of Warminster residents. For more information on how you can get involved, contact the Parks & Recreation Department at (215) 443-5428.

WARMINSTER COMMUNITY PARK (WCP) This 243-acre parcel was received in 2001 as a public benefit transfer (free) from the US Department of the Interior’s Federal Lands to Parks program with a real estate value of over $15 million. To the residents of this community who strive to preserve open space, the value is priceless. We invite everyone to visit the site and our new offices, take a walk, bike or rollerblade, play on the playground, picnic in the pavilion, relax by the pond, or take one of the many programs offered by Parks & Rec.

Special Park Activities Open to All! Warminster Rotary and the Parks & Recreation Department

invite all area residents to come visit Safety Town where youngsters bring bikes, trikes and big wheels to enjoy this “kid-sized” community. The next time you are walking the perimeter trail at WCP, check out the red History Walk educational panels. You will be amazed at all of the historical advancements that happened right here in Warminster!

Trail Map Available On-line! Over 6 miles of paved trails, which bisect the park to create a multitude of walking, biking and running opportunities, are available at WCP & Munro! Besides being posted on the bulletin board, a map can be downloaded from the Township website’s resources/on-line forms & documents/parks & recreation for personal use or picked up in the P&R offices located off the parking lot at 1100 Veterans Way.

To Mow or Not to Mow… We continue to monitor the no mow zones throughout the park and will complete the semi-annual mowing of the WCP site as weather permits. All of the meadows and natural areas including several of the finger meadows into the woods should be cut back twice a year to try and curtail some of the invasive species - especially the multiflora rose - and allow for reseeding of the grasses. Mowing should be done once in late February/early March before nesting season begins and once in August before fall sets in.

WARMINSTER BARK PARK Bark Park Paw Pass applications will be available in December for the 2015 calendar year. There are no limits on the number of members who can participate in the Park. New members are required to complete an application, provide copies of current vaccinations and County licensing, pay an annual fee and attend a Bark Park workshop. These 90-minute workshops are provided FREE by a certified trainer so that area members and their canine friends get the most of the dog park experience. In exchange, members receive the Rules and Regs, Bark Park etiquette & safety info, a Bark Park ID tag and a Paw Pass gate card. Hours for the park will be 8:00 AM-Sunset – weather and conditions permitting. The Bark Park has been designed to include two (2) separate fenced-in areas for the large and small dogs to run off-leash and include pavilion coverage, water (in season) and benches. Reminders for our Bark Park Members: CLEAN UP, NO EXCUSES! - Keep the dog park clean and more importantly our dogs

healthy. A dog owner should always have bags with them, even if provided at a dog park. Socialization & Basic Commands – Dogs should be fully socialized BEFORE going to the dog

park. Dogs should respond to basic commands since a dog must be under the handler’s control at all times when in the dog park.

Incident Reports – All incidents must be reported to the police or animal control within 24 hours: 267-803-4859.

Only Members Allowed! – To ensure the safety of all dogs, members should not permit others into the Bark Park. You are responsible for any injury or damages done by a non-member.

NO DUMPING REMINDER For residents who back up to our park system, please be reminded that no dumping is allowed. Since public access is limited behind the homes at Barness, Devonshire, Meadow Run, Ivy Woods and Kemper, we can only infer that neighbors are dumping in the parks. This practice must cease and desist immediately or you may be cited by our L&I or Police Department. Leaves, trees, limbs, trimmings and other yard waste must be removed and disposed of properly through the trash company.

VANDALISM – It Hurts Everyone Instead of spending tax dollars to improve the parks, we are constantly trying to stay ahead of the repair & replacement costs which have resulted from break-ins, arson and general building & equipment vandalism. If you see it happening, do not intervene or put yourself at risk – call the Police! An Anti-Vandalism Ordinance is in place. There is a reward if your information leads to an arrest and conviction. If you see vandalism, dumping or other hazards, DON’T WAIT!! Please call the Police Department immediately at (215) 672-1000 or 9-1-1. WARMINSTER PARKS
