NO"TH-YANKEE TBEATMRNT OF PRISONERS.Yesterdaymorningone hundredand tire-*.ty-four Confederate Surgeons, who havebeen returned from the differentbastilee olths North, arrived in thiscity by thesteamerSchulta. The statements which tbey make in reler-ence totheir own treatment, and that of onrprisoners, particularly the wounded, are Inkeepjng with otherstatements published ofthe heatbeuish trestment to which tbey sresubjected.

Oue of these Surgeons, with whom wehad a long snd interesting Interview, wascaptured at Williamaport, Md.,in July last, where he had been left, la conjunction witbothers, in charge of some twoJmndredifonr wounded. These men werenearlyall sobadly wounded that lt was deemedadvisablenot to attempt tbeir removal to Virginia, al-though abundanceof time had been allowedto do so had theircondition permitted it.?In a few days after tbe occupation of tbetownby the Yankees,an order was issuedfor tbe removal of all these woundedto Hagerstawn. The Surgeons remon-strated, but te __r_r p-arp-se. Tbe uextday brought a peremptory order fertbelr removal, and, In their helpless ondnearly exhausted condition, they werepack,ed off to Hagerstown and piled away,with-out comfort, in the Court-House, and aguard placed around tbe building. For afew days they were allowed to send out fortheir rations, but very soon this privilegewas withdrawn, and theywerecompelled toprepare their ownfood, as best they could, with the meanest kind of facilities. Thesupply of medicines furnished was totallyinadequateto thenecessities ofthe sufferingwounded, and they were not permitted toreceive the stimulants and delicacies whichthe ladies of the townbrought to tbe ."burt-yard in profusion. In afew days they wereagain removed and transferred from theCourt-House to the Seminary, on tbeout-skirts of tlie town.

In the meantime oil thenurses wbo badbeen left to assist in taking care of thewounded were seized as prisoners of warandsent off to prison, leaving onlyfivesur-geons to lahor with snd care for twohuu-dred men, not one of whom was able to doanything for himself. This force, of course, was wholly Insufficient for the care of solaree a number, and much suffering ensuedfrom want of proper attcut ion, and a num-ber of deaths resulted where the patientmight have recovered if properly cared for.

Finally tbe Surgeons themselves werescutoff to Fort McHenry. Dr. Newell was thelast who left Hager-towu. He was informedthat be would have to walk to Chambers-burg, a distance of twenty-one miles, lletold tbem at once that be was unable towalk so great a distance, being then, as hehad been for sometime previous, quite unwell. Tbey insisted, however, that be shouldtry lt, and he was started off under guard.?He had not gone far until be became wellnigh exhausted, and entirely incapable ofmukiog tbe speed reqnlral of bim by theguard. To accelerate bis movements theydrew their bayonets on him and atruck bimover tbe head with their muskets. Underthis persecution be fainted aud fell in theroad, when be was caught by the collar anddragged some distance to a bouse, where hewas kept under guard until an ambulancecame along, In which he was conveyed toCbambersburg, andfrom theuce on to Balti-moreby railroad.

One Surgeon witb whom we conversedwas for a time in charge ofthe wounded atHarrisburg, Pa. The treatment receivedthere was in the main kind and humane, very little difference being made in thetreatment of our own and the cuemy'swounded. The country people around theplace seiit lv many delicacies, and the Taa*kee surgeons permitted tbem to be distill)uted amongour wounded.

Of the treatment at Fort McHenry, as ageneral thing, the darkest picture everdrawn by the New York Herald of ''Lifeattbe Libby," conveysbut a fei nt conceptlou. The rations consist of bard tack (exceptwbere Itis completelyexcavatedby worms)meat once a day, and a kind of slop In tiemorning which tbe Yankees politely stylecoffee. No fire haayet been allowed in thequarters of the officers, although theweather Las been quite severe.

All theprivatesoldiers heretoforeconfine-in the fort have been sentoff toPoint Look-out, on the eastern shoreof Maryland?acold, dreary, and bleak place in the winterseason. On the day tbat tbelast instalmentwas sent off one of tbem was observed by ahumane surgeon to be nearly destitute ofpants, and in a cold, shivering condition.?The surgeon ranoff tohis quarters and gota pair of bis own pants, and, coming back>asked permission of tbe Lieutenant of theguardto present themto the destitute pris-oner. The Lieutenant's reply was, "No,sir; tbeclothes be haa on are a d?d sightbetter thanhe deaerves."

These area few oftbestatements receivedfrom Port McHenry, wbere perhaps Confed-erate prisonera are better treated than inaayotber prison of tbe North, because tbeprisoners confined there are mostly officers.

At Fort Delaware thetreatment ofprivatesoldiers, wbo sre unfortunateenough tofallinto ths hands of tbe enemy, fore muchworse. We have sfew interesting facts with rcference to the Yankee prisoners on BslleIsle which show bow false are the state-ments Which teem through tbeYankee presstoucbing thetreatment sud tbecondition otthese prisoners.

With a view to the proper distributionofclothing snd provisions sent by tbeNorth tothese prisoners, a board of officers?nay, two boards of Yankee officers, have beenorganized : onefor tbe quartermaster's andanother for tbe commissary's department, under whose direction tbe distributionsaremade. We were present, andsaw a con-siderable lot of clothing in the course oidistribution among the prisoners. It wasc&nducte.l entirely by tbe Yankee board.?Col. Sanderson, a former hotel-keeper InNew York of a popular Southern house, ora bouse much patronjsed by Southerner.,was chief of the proceeding, and managedit in a business-like style.
