QUALIFICATIONS

Am I Eligible You can vote in the Prince Albert Civic/In-City School Boards

Election if, on the day of the election, you are:

a Canadian citizen;

at least 18 years old;

a resident of The City of Prince Albert or the owner of assessable land within the municipality for at least three (3) consecutive months immediately preceding the day of the election; and,

a resident of the Province of Saskatchewan for at least six (6) consecutive months immediately preceding the day of the election.

(Section 36 of The Local Government Election Act, 2015.)

Non-Resident Voter If you don’t live in Prince Albert, but own assessable land in

Prince Albert for at least three (3) consecutive months immediately preceding the day of the election, you can vote for the Mayor and Councillor in the polling area/ward in which the property is located. You must still meet all the other requirements set out above. Please note that if you own more than 1 property in Prince Albert, you can only vote ONCE in the polling area/ward where the property with the highest assessment is located, regardless of how many properties you own. You are NOT eligible to vote for the In-City School Boards if you do not live in the city.

Separate School Board In addition to the requirements set out above, voters must be

of the religious faith of the minority that established the Separate School Division, which in the City of Prince Albert is Roman Catholic, and on being registered as a voter in that separate school division, that person shall not qualify to be registered as a voter in respect of any other school division. If your faith recognizes the Pope as the leader of your church, you are considered to be a member of the minority Catholic faith, thereby becoming an elector for the Separate School Board.

Public School Board A person who is registered as a voter in a Public School Division is not qualified to be registered as a voter in respect to any other school division.

IDENTIFICATION

Proof of Identity All voters must provide identification to be eligible to vote. The

purpose of the voter identification is to provide proof of identity and to establish residency.

(Section 110 of The Local Government Election Act, 2015.)

Acceptable Identification Option 1 Photo Identification

Original Government-issued photo identification that includes your name and address is your best option. The identification must be issued by a Federal, Provincial or Municipal Government, such as a Saskatchewan Driver’s License. If your identification does not meet this criteria it will not be recognized as an acceptable form of photo identification. If you do not have a driver’s license, you may obtain photo identification from SGI at little or no cost.

Option 2 Two Pieces of Information

Two (2) original pieces of information, both of which must contain your name and at least one (1) that contains your address. Examples of acceptable identification options include a utility bill issued to you within the last 6 months, and a credit card statement. (Section 14 and Table 1, Appendix D of The Local Government Election Regulations, 2015.)

Option 3 Voucher

If you do not possess any form of acceptable identification you may have another voter vouch for you, or provide assurance of your identity and address. In this case, the following requirements must be met:

You must be accompanied by another voter who has acceptable identification;

The voter who is vouching for you must be entitled to vote in Prince Albert; and,

The Vouching for Identity Form must be completed by the voucher. This Form is available at the polling station.

No voucher may vouch for MORE than one (1) person in an election unless the people to be vouched for are living at the same address and are related to the voucher. (Section 17 and Table 2, Appendix D of The Local Government Election Regulations, 2015.)

The following individuals may not vouch for the identity of any person:

a person who has been vouched for;

an election official; or,

a candidate or candidate’s agent.

Residency The residence of a person is the place where that person

normally resides. A person who is temporarily absent from the place where

he/she normally resides does not lose his/her residence. An example would be someone away to study at an educational institute. Until that person completes or abandons their studies, the person is considered a resident of the place in which they resided immediately before leaving to pursue their studies.

If a person has more than 1 home in the Province, that person

must choose 1 as his/her residence. Exceptions to Residency If you are an active member of the Canadian Forces or as a

spouse/dependent of a member of the Canadian Forces you are eligible to vote in the last place you resided before your service.

If you are a student studying away from your usual residence, you can vote in the place where you resided immediately before leaving to pursue studies.

If you are a resident of The City, but currently living abroad,

you can apply for a Mail-In Ballot. No Fixed Address If an individual has no fixed address, they can fill out a

Certificate of Identity and Residence Form and have it signed by an Administrator at a shelter such as YWCA or Salvation Army. They can then vote in the same ward as the shelter is located by bringing in that Form as one (1) piece of required identification, plus another piece of identification.

POLLING AREAS & PLACES

Polling Areas/Wards The City is divided into 8 polling areas/wards and voters can

only vote in the polling area/ward in which they reside.

Polling area/ward boundaries run down the center of the street or lane. If you live on a boundary of a polling area/ward, you vote in the polling area/ward on the SAME SIDE of the boundary as where you reside. A Polling Area and Places Map is available at www.pavotes.ca.

Polling Places Each of the 8 polling areas/wards have one (1) polling place where residents who reside in that area/ward can attend to vote.

In Ward 2, there are two (2) polling places and in that case, a voter may choose to vote at either of the polling places in that area/ward. All polling places are accessible to persons who use mobility devices.

Advance Polls ALL eligible voters may choose to vote early at an Advance Poll via Drive-Thru at the Exhibition Grounds, 815 Exhibition Drive, using 6th Avenue East access, on the following dates at the specified time:

Once you have cast your ballot, you will be directed by the Election Official to deposit the ballot into the ballot box, and proceed to the exit.

MOBILE POLL

Eligibility A Mobile Poll has been established ONLY for those eligible

voters with physical disabilities or limited mobility, along with the resident caregiver of that voter.

(Section 30 of The Local Government Election Act, 2015.)

Application Eligible voters are required to complete an Application by

Voter for Homebound Voting, and have it certified by an individual who can confirm the physical limitations of the voter. In the case of the resident caregiver, they are also required to complete an Application, and have it certified by an individual who can confirm that the caregiver is providing care to that voter. Applications are available online at www.pavotes.ca or at the Election Office at City Hall, Room 208, 1084 Central Avenue.

Deadline Applications must be submitted to the Election Office at City Hall, Room 208, 2nd Floor, 1084 Central Avenue, by the deadline of 4:00 p.m. on Monday, October 26, 2020.

Notification Each applicant will be notified by the Election Office of the

specific time when an Election Official will visit the residence. The eligible voter(s) will be required to complete the Voter Registration Form and show the required identification prior to voting.

MAIL-IN BALLOT

Purpose Eligible voters wishing to vote by mail can register to vote and

apply for a mail-in ballot. Once registered, eligible voters will then receive a ballot package in the mail after nomination day which is to be completed and provided back to the Election Office.

Mail-in ballots are an option for voters to avoid having to apply or vote in-person due to the ongoing threat and spread of COVID-19.

Application from Home When you apply from home, be sure to complete the following:

Fill out and sign the Voter’s Registration and Declaration Form

Make a copy of all required identification

Have someone from the Approved list of witnesses verify your identity by witnessing your declaration form. You must submit with your application, a copy of your witness’ identification.

Send your completed registration form including your signature, copy of your ID, witness signature and copy of witness ID by: Email to pavotes@citypa.com; or Mail to Elections, 1084 Central Avenue, Prince Albert,

SK S6V 7P3. The deadline to submit your application from home is October 26, 2020.

Application In-Person at City Hall You can come to the second floor of City Hall between 8:00

a.m. and 4:30 p.m., Monday to Friday to register for your mail-in ballot package in-person. The deadline to apply for a mail-in ballot in-person is November 9, 2020 at 8:00 p.m. When you come in, be sure to have original copies of all required identification. The office will have a Voter’s Registration and Declaration Form for you to complete and designated Election Official to witness your signature.

To protect the public and election workers, we would encourage voters to make an appointment with the Election Office by contacting 306-953-4305 or email at pavotes@citypa.com.

Accepted Registrations Provided all documentation is in order, your registration will

be approved and we will mail you a ballot package with instructions in late October after the ballots are finalized.

If your registration is incomplete, unclear or illegible, we will contact you to request you attend in-person to complete the process.

ID Requirements Identification is required by both the applicant and the witness

to register for a mail-in ballot.

Options include:

One (1) piece of government-issued ID with your photograph, name, address and signature; or

Two (2) pieces of information that combined, include a name, address and signature. Examples include a birth certificate, Canadian Blood Services Donor Card, Canadian Passport, Debit Card issued by a bank, Metis Nation Status Card, etc. Please see the Voter Identification list for complete options.

In the case of an occupational based professional witness, their ID submission must be either a business card or license or registration number.

The identification documents to be provided is intended for the use of the 2020 Civic Election only. Please be advised that copies of identification information provided will be verified by the Election Office and destroyed once verification is complete.

Instructions for Witnesses As the person who witnesses the voter’s signature on the

Voter’s Registration and Declaration of Person Requesting Mail-in Ballot Form, you will need to review the applicant’s identification and confirm that you are satisfied that the voter’s identity has been established.

Voting In late-October, a ballot package will be mailed to the eligible voter at the address specified on the Application. The package will contain:

A ballot;

A ballot security envelope;

Instructions on how to vote by Mail-in ballot; and,

A self-addressed return envelope.

It is very important to follow the instructions carefully for completing and returning the ballot in the appropriate manner. The ballot may be returned by mail, courier, in person or by any other means to the Election Office in order to be counted. The onus is on the voter to ensure the ballot is received by the Returning Officer by the deadline of 8:00 p.m. on Monday, November 9, 2020.

VOTING AT THE POLLS Candidates A complete list of candidates running for the Election will be

available at www.pavotes.ca once the Nominations are received and the official list will be indicated following the Withdrawal Period on October 8, 2020.

Voters List Unlike Provincial and Federal Elections, the City does not

have a Voters List. Voter Registration Each eligible voter is required to answer all questions and sign

a Voter’s Registration Form, which declares they are eligible to vote. The Voter’s Registration Form may be completed as follows:

1. At home by downloading and printing the Voter’s

Registration Form from www.pavotes.ca and answering all required questions; or

2. At the poll, where Election Officials can assist with any

questions.

Please note, the voter must sign the Form in front of an Election Official at the poll.

At the Poll At each designated poll, an Election Official will greet eligible

voters to verify the voter’s address to ensure the voter is at the correct poll and ensure the voter has proper identification. If an eligible voter has not already completed a Voter’s Registration Form, the voter will be provided the Form to complete and an Election Official will be available to assist if required. Once the Form is complete, the voter will be directed to a specific Election Official to register by providing the proper identification, make their declaration, and sign the Form.

Registering After the voter has registered with the specified Election Official, the voter will be provided 1 ballot containing all the races, in which the voter is eligible to vote, in a secrecy folder to take to a voting compartment.

After the voter has marked the ballot by filling in the oval for the correct number of candidates for each of the races on the

ballot, the voter will place the ballot back in the secrecy folder and proceed to the Electronic Vote Counting Machine, where an Election Official will assist the voter in feeding the ballot into the machine. The Electronic Vote Counting Machine will automatically count the ballot and feed the ballot directly into the ballot box. The votes will continue to be counted throughout the day and until the close of the poll, at which time the results will be provided to the Election Office. The voter will immediately exit the polling place once the ballot has been fed into the machine. Voters are NOT allowed to remain in the polling place once their vote has been cast.

Challenging a Voter During the time the polls are open, a candidate or candidate’s agent may object to the entitlement of any person intending to vote. If the candidate or agent believes that the voter is not entitled to vote and objects, the Election Official will re-confirm the information sworn on the Registration Form with the voter. If the voter indicates that the declaration is correct, the voter will proceed to vote. The objection that was raised, including the name of the candidate or agent raising the objection will be noted on the Registration Form and the entry will be initialed by the Election Official. Should the voter indicate that a mistake was made in completing the Registration Form and/or is not entitled to vote, the information will be noted on the Registration Form and the voter will not be issued a ballot and will forfeit the right to vote. Please note that although a candidate and/or candidate’s agent can be present at the polls, they CANNOT interfere with the election process.

Safety Measures The Returning Officer has put measures in place, following the guidelines of the Saskatchewan Health Authority, to ensure that polling places are safe for voters and workers, such as:

Hand Sanitizer for voters and workers;

Masks/Shields for workers; and,

Two (2) meter distancing marks on floors. In addition, due to the Saskatchewan Government’s Public

Health Order effective November 6, 2020, non-medical masks are mandatory at polling locations on Election Day. For those that are unable or unwilling to wear a mask, curbside voting will be available. At the door, an election official will bring your ballot outside and conduct your vote from your vehicle or on the sidewalk.

Please expect line-ups during peak times such as noon and supper.

ASSISTANCE FOR VOTERS WITH DISABILITIES

Methods Eligible voters with disabilities can vote using the following 3

methods: 1. Bring a friend to assist at their designated regular poll; 2. Request an Election Official to assist at their

designated regular poll; or, 3. Use the AutoMARK Voter Assist Terminal that is

available at the Advance Polls only.

Bring a Friend Upon signing a declaration at an eligible voters designated regular poll, a friend may assist the voter to mark the ballot as the voter requests.

Election Official Election Officials are also available to assist eligible voters at

their designated regular poll to mark the ballot as the voter requests.

Voter Assist Terminal The AutoMARK Voter Assist Terminal (VAT) is an optical scan

ballot-marking terminal that assists voters who are visually-impaired or have physical impairments that would make it difficult or impossible to mark a ballot in the usual way. It uses a touch screen to let voters mark the paper ballots privately and independently, and is wheelchair accessible. Some of the key features include:

Rocker Paddle/Foot Switch – for voters with limited motor control

Braille key pad – for voters who are blind or have limited visibility

Audio Function – for voters who are blind or have limited visibility to hear the choices

These terminals will only be available for voting by eligible voters at the Advance Polls located at the Log House on Exhibition Drive. To access this feature, it would be preferable to make arrangements in advance of Election Day by calling 306-953-4305 to speak to an Election Official.

FREE TRANSPORTATION

City Transit System The City’s Transit System will be available free of charge on

Election Day to allow voters with limited transportation an opportunity to vote. View the current bus route at www.citypa.ca

Seniors/Special Needs Current transportation services provided by the Prince Albert & District Community Service Centre will be available free of charge on Election Day to Seniors and residents with Special Needs. Riders are encouraged to book this service up to ten (10) days in advance of Election Day. Since there may be an increase in ridership for the election, residents are requested to be flexible with their pick up time, as priority is given to those residents who regularly utilize the service for outings. RESULTS

Live Results Results will be provided live at www.pavotes.ca.

The unofficial results are typically received between 8:30 p.m. and 10:30 p.m.

Tie Results In the event of a tie in any race, the returning officer will do the following:

1. Write the name of the tied candidates on separate

blank sheets of paper of equal size, color and texture;

2. Fold the sheets in a uniform manner and so the names are concealed;

3. Deposit them in a receptacle; and,

4. Direct a person to withdraw one (1) of the sheets.

Whichever tied candidate’s name is on the drawn sheet shall be declared elected.

Election Central On Election Night, the City Hall Foyer will be designated for

media, with access only to those invited for interviewing purposes. Due to COVID restrictions, the number of people must be limited.

Official Results Official election results will be announced on Friday, November 13, 2020 at 10:00 a.m. by the Returning Officer in Room No. 238 and posted at www.pavotes.ca.
