His father is Steven Marksberry who is on the “A“ shift of Station 6. Members of the selection committee were Jerry Gray, Gary Reim, Lela Paksoy and David Gibbs. Due to previous scheduling, Luke will not be able to meet with us at the May meeting. We’re working on a date that will be mutually convenient so we can meet him. May Meeting Our May meeting will be on Tuesday May 27, 2014. Dessert is at 6:30 p.m. and our meeting starts at 7:00 p.m. at the new RFD Training Center on Lookout Drive. We Have a Scholarship Winner!

The 2014 winner of our Academic Scholarship is Lucas Allen Marksberry. He is a student at Melissa

High School and plans to attend Grayson County Community College to study welding. His father is

Steven Marksberry who is on the “A“ shift of Station 6. Members of the selection committee were

Jerry Gray, Gary Reim, Lela Paksoy and David Gibbs.

Due to previous scheduling, Luke will not be able to meet with us at the May meeting. We’re working

on a date that will be mutually convenient so we can meet him.

Hello Members!

We look forward to seeing you all at the regular meeting on May 27

th at the new training center.

We have 2 picnics coming up. June 24th is the Reunion picnic so if you know

any past members, please invite them or better yet offer to take them with you. The second picnic, September 18, is the joint picnic with the CPAAA. The CPAAA is hosting this year. The time and location will be forth coming. The next fund raiser is going to be held on July 26th (National Ice-cream Month) at Sweet Firefly. More details will be forthcoming.

Congratulations to the newly promoted Captains and Drivers. Their Badge Pinning Ceremony was May 13th. Listed left to right - Captains David Davis, Ron Gill and Casey Merriman Drivers Clay Lee, Brad Sherburn, Luis Gutierrez and Nathan Carsten. Congratulations to the 26 graduates from Class #19 of the Citizens Fire Academy. Thanks to all that work the First Aid tent at the Wildflower Festival!! Human Trafficking

Sgt. Tracy Utsey from the Collin County Sheriff’s Office (CCSO) was our guest

speaker at our April meeting. His topic was Human Trafficking. He presented in

detail a past case for us.

Sgt. Utsey is a graduate of Collin County Community College’s Texas Police

Academy and has been with the Collin County Sheriff’s Department since 1999.

He has been with Patrol, Field Training Officer, Narcotics, SWAT, Criminal

Investigation, and now works in Crimes against Persons. He is married and has

two children. One of them, his son Spencer, was his assistant, manning the slide

projector while the Sgt. gave his talk.

Prostitution is a big issue; human trafficking is a big issue. While doing

undercover work, they became aware of the human trafficking problem in Frisco

and consequently Collin County. Pimps used to use the Dallas Observer’s back

page to recruit johns and the girls they used. From the back page they moved to

the internet through Craig’s List; then they got more sophisticated with their own web site

Backpage.com with the “goods” for sale in Frisco, Allen, and Plano.

The pimps set up shop mostly in motels and pay weekly rates for a room with 2-3 girls at a time per

room. The pimps see to their needs: food, clothing, drugs, internet pictures, make-up etc.. The girls

are advertised on Facebook, and other internet media as models, stars, etc.

Law enforcement has many parties involved: Collin County Sheriff’s Office, Child Protective Ser-

vices, Alcohol, Tobacco & Firearms, Drug Enforcement Agency, etc. They target escort services

which set up delivery of the girl. Law enforcement sets up a controlled environment—when, where,

type of dress, and amount to pay—usually in a set of three hotel rooms—1) Where the girl meets the

prospective john, 2) the surveillance control room, and 3) the room where they book and process the

girls/pimps. There is also surveillance from the outside.

The “delivery” is dressed according the request. The pimp drives by slowly checking the place out or

returns in a few minutes. Surveillance in a van keeps tabs on the pimp’s car.

Meanwhile the girl enters the first room. A price is negotiated. When the code phrase is said, for ex-

ample, “It’s my birthday!” the arrest is made. The girl is interviewed. The occupants in the pimp car

outside are taken in.

In one instance, the girl was 15 years old, a runaway or kidnapped; sometimes they are younger and

also runaways. However, once the girl admits she’s 15 or younger, she is not treated as a criminal,

but as a victim.

Are there more victims? The US Marshals adopt a warrant and the hunt began. The pimp runs…

fast. They found more victims, more children involved. The media agreed to work with the agencies

to get the pimp in custody first.

The FBI and the US Attorney were called to help. They (CCSO) found more girls. On a tip from the

pimp’s girlfriend, they found him, even though it was by foot pursuit. But they got him in custody.

But once he was in jail, he told everyone his business, via mail and phone calls, even though he was

warned they might be monitored.

The victims, now identified, have severe emotional trauma, were unable to testify. They didn’t know

what they wanted to do in life. Most of them had absentee fathers.

ATF got the pimp on possession of firearms. Further searches found contraband with him posted on

his Facebook page and elsewhere with several rifles. Photoshopping does not help. Do NOT post

online. They will find out.

He was in Dallas but went to the suburbs. Big mistake. The Feds got an indictment and he got 20

years. When he gets out, he must register as a sex offender and be monitored for life.

The local police are becoming more trained, too, taking human trafficking classes, to get their inter-

mediate licenses.

One other case was the supposed runaway of a 13 year old from Princeton. Usually runaways take

things with them—like a phone or money or favorite things. In this case, none of these were taken or

disturbed, leading the investigator to believe it was not a case of running away but a kidnapping.

The child met the guy on an online gaming site. The guy was a native American trucker from Wash-

ington state. His family up there appeared to be running a kidnapping ring from the home base in

WA. Why did the girl go with the truck driver? She was “bored”.

TCFAAA News The next TCFAAA meeting will be a Delegates/Alternates only business meeting to discuss the future of the TCFAAA. The meeting will be on Saturday, June 7, 2014 at 9:00 a.m. at the Euless Fire Admin Offices, 201 N. Ector Drive, Euless, TX 76039. Only the Delegate OR Alternate can vote.

We are looking for people to serve as President, Vice President, Secretary, & possibly Treasurer for 2014. If no one steps forward to fill these positions, then we will discuss how to disband, & distribute the current funds in the treasury.
