A recent incident brings up an important issue concerning our welfare and safety. A good neighbor noticed that a unit had three days worth of papers at the door. Was this resident on vacation and neglected to stop her paper? Possibly, but perhaps she had fallen, was ill, or had passed away. The building rep was notified and security called to make a welfare check. Now it gets complicated. There were two locks on the door, and only one of the keys on file with the office worked. The old doorknob had been replaced with a lovely new locking door handle, and a new key was never taken to the office. No problem, just call the daughter for information on the resident. That didn’t work so well either. Remember the gold colored emergency contact form you filled out and filed with the office when you moved in? Well, this one was dated 1991. The phone number for the emergency contact had changed. There was no way to contact a family member, or family friend listed on the form. Havana Business Improvement District

The Havana Business Improvement District (BID), thearea along Havana Street from 6th Avenue toDartmouth, has many projects in the works and newstores and restaurants now open for business.

On Tuesday, January 8, neighbors, business owners,BID board members and Aurora city staff gathered togive the old Buckingham Square Mall a proper send-off, making way for the new mixed-use developmentcalled The Gardens on Havana. The memory book fromthe event is now in the possession of the Aurora HistoryMuseum.

Kohl’s is slated to open at the Gardens on Havana sitein the fall of 2008 with all retail opening in the spring of2009.

Since the door is the propertyof the owner, the cost ofreplacing the door is theresponsibility of the owner.This is a costly mistake whenit would have been so easy totake a new key to the office. Ifyour condo is on the second,third or fourth floor and securitycan’t gain access in anemergency then 911 is alwayscalled. On the first floor, if theunit has the old aluminumwindows, entry can be gainedthrough the window if it hasbeen left unlocked.

After this incident I got towondering how current myEDS form was. I mean afterall, as president of the WindsorGardens Association, I shouldbe up on this stuff. Oops!When I checked, the last timemy form had been updatedwas in 2002. Now howembarrassing is that?Needless to say an updatedversion is now on file with theoffice.

When was the last time youupdated your emergencycontact form? It is to our

advantage to have theinformation current, and I forone don’t want to bepurchasing a new front door ifI have had an emergency.

If you are wondering how therecent event turned out, I amhappy to report that theresident was simply awayvisiting relatives and neglectedto stop the paper or notify aneighbor that she would begone for a few days.

Spring is just around thecorner, or so I hope. It is a timewhen we all start to think aboutsprucing up our places. Wewill once again have theannual cleanup day in WindsorGardens, so begin thinkingabout what you might want toget rid of that you normallyshould not put down the trashchute. This is a greatconvenience for us.

As I sign off this month I willleave you with a thought I ranacross recently: “I would beunstoppable if I could just getstarted.” Certainly works forme some days.

Re: Snow and thestreets of WindsorGardensLast winter a few people,despite the many parking lots,continued to park on the streetsof Windsor Gardens while lotsof snow was sitting in the middleof the street waiting for trucksto carry it away. This preventedRoute 3 buses from followingthe normal route throughWindsor Gardens. “On streetparkers” probably alsoprevented, or at least sloweddown, fire trucks that usuallyaccompany ambulances for 911calls.

I realize parking on the streetmeans many people are closerto the elevator in their building.And for many walking is difficult.Never the less, “selfish” is thekindest way to think of thoseparking on the street instead ofa parking lot after the hugeamount of snow that was on thestreets last year. I hope“accomplice to the grim reaper”was not an apt description of onstreet parkers, if an ambulanceor fire truck was delayed.Perhaps someone rescheduleda critical doctor appointmentbecause the route 3 bus stayedon Alameda Avenue, rather thantry to pass through WindsorGardens.

If you only care about yourself,consider this. When WindsorGardens streets are narrowedby snow plowed into the middle LETTERS

of the street, your car is morelikely to be damaged whenparked on the street instead ofa Windsor Gardens parking lot.Making the effort to walk a bitmore to and from a parking lotcan save thousands of dollarsin automobile repair costs andthe inconvenience of livingwithout your car in the “postsnow storm” period, when bodyshops are the busiest.

Whatever motivates you to parkin the parking lots before, duringand after a big snow storm,please do it. It might make yourlife a little more difficult. But itcan make the lives of manyother people a little bit, even alot, easier.

Re: Garage Door ServiceChargeRecently I had trouble closingmy garage door. I called securityand they checked out theproblem and told me to call ScottSturgis for service, which I did.Upon Mr. Sturgis' arrival, hisservicing and correction of theproblem took about fifteenminutes. His service charge was$40, which I paid.

I think that such a charge is too,too much. Forty dollars for tenminutes work? Of course, histravel time to and from his workplace is considered.

I believe it behooves WindsorGardens to look into suchservice charges and findsomeone who is willing to bemore reasonable for such minorrepairs.

Response to Letter Re:Garage Door ServiceChargeThank you for your letter. I amsorry you were given theimpression that you wererequired to use this contractorfor any repairs made to yourgarage door opener. That is notcorrect information.

The Association has contractedwith GDO Dynamics (ownerScott Sturgis) to install garagedoor openers in units that do nothave one at the time of resale.After meeting with severalinstallers his company gave usthe best price for this servicewith the most reliable responsetime. Beyond that service, theAssociation does not have acontract with GDO Dynamics.

Although each disastersituation is unique, there aresome general guidelines youshould follow:

1) Use extreme caution whenentering or working in buildingsthat may have been damagedor weakened by a disaster, asthey may collapse withoutwarning. Also, there may begas leaks or electrical shortcircuits in the building.

2) Do not take lanterns, torchesor lighted cigarettes intobuildings that have beenflooded or otherwise damagedsince there may be leaking gaslines or flammable materialpresent.

3) Stay away from fallen ordamaged electrical wires,which may still be dangerous.

(Consider ALL wires to bedangerous, includingtelephone wires.)

4) If any of your electricalappliances are wet, first turn offthe main power switch in yourhouse, then unplug the wetappliance. Allow the wetappliance to fully dry, and thenplug in the appliance, and thenturn on the main power switch.(NEVER perform these stepsif you are wet or in standingwater.) If the fuses blow whenthe electrical power is restored,turn off the main power switchand contact your utilitycompany.

5) If you smell gas in yourhouse, immediately exit thehouse and notify the gascompany and the fire

General Maintenance

The department has beenworking with a consultant on asolution for smaller leaks. Kevlarhas been added to the closedloop boiler system and this hasstopped one leak that we knowof. The Kevlar product is a pulpwith a high tensile strength andwas initially used in bullet proofvests because it is flexible andvery light weight. When addedto the boiler, the microscopicfibers move through the systemand will “plug” pin hole leaks. Wehope to see a reduction in thistype of leak over the next year.

The water leak in Building 55 hasbeen repaired and concretepoured. The carpet will be fixedbefore the end of the month.

Capital Projects

Several improvements to theunderground garages havebeen made, includingplastering and the use of carpetfrom the warehouse that wasleft from other jobs. The areasare repainted, doors arerepaired and new signage isaffixed.

The canopy project is goingwell. The atrium windowproblem has been solved byinstalling half windows at a costof $932 per building. We will tryto find a use for the other glass.The grading issues withBuilding 68 and 84 have beensolved with special columns forthese buildings.

Grounds

Grounds personnel are workingon the planters at the outdoorpool as weather permits.Currently they have moved theentire fill but nothing else canbe done until the weather getswarmer.

Maintenance Report

Dana Cusack has been workingclosely with ASR on thelandscaping issues around thecanopies – repairing irrigationlines, etc.

Dana recently attended the ProGreen Expo downtown andbrought back a lot of information.He will also be attending USGAclasses on grasses, herbicidesand golf environments in March.

Grounds held their annual treetrimming safety seminar inJanuary. Workers are workingon dead wooding pine treesaround the complex.

Wallpaper and border has beencompleted in Building 53.

Painters continue to work in therestaurant on Mondays whenthe restaurant is closed.

Work on the Dayton Streetmaintenance building is finally

underway. The consolidationof maintenance personnel andequipment in the new buildingwill free up space in the centralarea, which presentsopportunities for expanding,relocating or otherwiseimproving some of our existingfacilities.

Grounds personnel havemoved the storage bays fromthe detention pond area –which was a very big job. Theyhave also been cleaning up theproperty and it is greatlyimproved.

The area on the Dayton Streetproperty that has been used byresidents for car washing hasbeen permanently closed dueto the location of the newmaintenance building on theproperty.

Pool Water Chemical Analysis Shows Association Pools Within Desired Range

This winter there havebeen several questionsabout how theAssociation monitors thechemicals in the water inthe swimming and therapypools.

Our pools are tested at leastonce and as many as three

times per day accordingto “bather load.”Adjustments are made tothe pool chemicalsaccording to the results

of these daily tests.

FORMAL NOTICE: RENTAL LIMIT OF 20% HAS BEEN REACHEDThe amended Declarations for the Windsor Gardens community were recorded in Denver District Court in January, 2002. It has taken four and a halfyears to reach the rental limit of 20% as stated in Article 5, Section 5.6, (a) and (b). The limitations set for all future rentals went into effect July 17, 2006.According to the Association’s Declaration, any owner wishing to lease a unit, if the unit has not been previously rented, must apply for andobtain the Association’s permission to lease the unit. Permission may be withheld based upon the Board’s determination of the then existingpercentage of leased units. Permission shall be granted on a first come, first serve basis. The Association may grant permission to an owner to leasea unit in the event of hardship, as solely determined by the Board of Directors of the Association. Owners should address hardship issues to the Boardof Directors, in care of the Association offices and they will be contacted for a meeting the Association Rental Committee will consider these issues.All nonresident owners should be aware that all renters must come in to the Association offices PRIOR to moving into the unit as required by theAssociation Declarations.It is Association procedure to notify Building Representatives when new residents are moving into their buildings.
