This design-build project works from the outside in, decreasing the impact to the flow of traffic through downtown Dallas. On I-35E across the Trinity River, crews have completed beams and are working to complete other aspects of the superstructure, including concrete decks for the new roadways. With traffic shifts to exit Riverfront Boulevard from I-30 and I-35E scheduled for the first quarter of 2015, crews are working hard. These traffic shifts will allow drivers to separate from the mainlane traffic, using the frontage roads. Part of the project renovation includes the building of frontage roads on I-30 and I-35E. Currently there are no frontage roads on the interstates, leaving no room for traffic during heavy congestion or accidents. Building frontage roads will help traffic mobility, separating mainlane traffic from local traffic. One of the milestones for Pegasus Link Constructors (PLC) this quarter was completing major work on the abutment pedestal, column and cap of the future Margaret McDermott Bridge. Two of the 39 steel arch pieces of the bridge arrived mid-November from Tampa, Florida. is to start in December of this year. This Santiago Calatrava-designed bridge will include a suspension bridge dedicated to pedestrian and bicycle access, adding another iconic structure to the Dallas skyline, a 300-foot tall bridge parallel to I-30.

Construction along I-35E at Colorado Boulevard is progressing. The new exit ramp and temporary on-ramp from northbound I-35E to Colorado Boulevard are proving successful, increasing traffic management and safety, particularly for trailer tractors. The former clover-leaf exits and entrances hindered large vehicle operators.

Upcoming closures as part of the construction include the Riverfront exit from northbound I-35E. This closure will combine three phases into one, expediting the construction progress in the area. The closure will occur in early December and will extend for about 90 days. The detour route for this closure will lead drivers to continue on northbound I-35E and exit using the left lane exit toward Reunion Boulevard. The construction team is working closely with stakeholders and business owners along Riverfront Boulevard.

To help keep drivers and stakeholders up-to-date about closures, the project team has created numerous ways to communicate information. Drivers can text “dallashorseshoe” to 31996 to receive traffic information. The new system also allows viewers to receive images of the detour maps if applicable. DBE Spotlight: Kysu GroupIn 2012, Chinh Phan brought together his 15 years of engineering experience to form a multidisciplinary civil engineering firm – Kysu Group. Thanks to the many years of experience in design, construction and plan set production, Kysu Group understands how quality planning minimizes project concerns and improves efficiency.

Phan received his Bachelor of Science degree in Civil Engineering from The University of Texas at Austin. He is an involved member of many professional groups, such as the Texas Society of Professional Engineers and the Greater Dallas Asian American Chamber of Commerce.

For the Dallas Horseshoe Project, Kysu Group is a sub-consultant to Raba Kistner Infrastructure Inc. (RKI), the independent Design Quality Assurance Firm (DQAF). Phan is a key member of the DQAF team, which oversees design quality through every phase of the project. This oversight and close coordination with Pegasus Link Constructors (PLC) and TxDOT is crucial as the Dallas Horseshoe Project is a design-build project. By conducting a thorough and timely review of the design packages, Kysu Group helps PLC and TxDOT identify and resolve potential issues before construction activities begin, while maintaining the project schedule.

“The Dallas Horseshoe Project gives Kysu Group numerous industry relationships to build on for our future, and it has been a great experience working with PLC. The joint-venture team is very well integrated, showing leadership and teamwork,” Phan said. “This opportunity to work with PLC will definitely affect our future in a positive way.”

Kysu Group has been working on the Dallas Horseshoe Project for two years now and continues to show powerful work ethic and industry knowledge. Having worked for other Texas Department of Transportation projects in the past, Phan knows the importance of a well-established team to take a project from concept to completion.

With disadvantaged business enterprise (DBE) inclusion on the Dallas Horseshoe Project, small firms are given great exposure and opportunity that may not otherwise be offered. The project also benefits from having small firms involved. Small firms like Kysu Group are very hands-on with clients and are willing to achieve high standards for the project’s needs.

“After work for the Dallas Horseshoe Project is complete, we would like to continue to grow and have more opportunities with other companies to show our capabilities as a small firm,” Phan said. “Seeing the completion of a great project like this one is only fuel for the next.”

Dallas Horseshoe Project Director Nominated for 2014 Gemini Teaming Partner AwardThe Asian American Contractors Association of Texas (AACATX) nominated Bob Stevens, Dallas Horseshoe Project director with Pegasus Link Constructors (PLC), to receive the 2014 Gemini Teaming Partner Award at their Annual Constellation Awards Luncheon.

Launched in 2011, the AACATX awards luncheon celebrates those who give outstanding opportunities to minority and women-owned business enterprises (M/WBEs), to disadvantaged business enterprises (DBEs) and to those who strongly support AACATX’s members and its mission. Named for the constellation that represents the Greek mythology twins, the Gemini Teaming Partner Award was created in 2012 to spotlight organizations and individuals who build team mentality and support for AACATX.

This year, Anuj Patel, President & CEO of A P Engineering Consultant Inc. and Vice President of business development at AACATX, nominated Stevens for the award due to his strong partnership to provide support on the Dallas Horseshoe Project.

“In these last four years, my company has increased capacity close to seven times because of the partnership I was able to create with companies like PLC and people like Stevens,” Patel said. “The Dallas Horseshoe Project is such a landmark

project, and I am delighted and honored to have contributed to this effort.”

Stevens attributes his efforts to support the success of DBE firms by building on relationships and helping them increase their exposure to new opportunities.

“To be nominated for the Gemini Award is a symbol of PLC’s relationship with DBEs and of cultivating those relationships to undertake great works like the Dallas Horseshoe Project,” Stevens said. “I’m grateful for the nomination and to be in the same category of other accomplished nominees.”

Previous Gemini Teaming Partner Award winners nominated by individual AACATX members include Webber LLC and Bell & McCoy Companies. The Gemini Award is accompanied by other exceptional Constellation Awards, such as the Venus Award for most valuable woman-owned business and the Saturn Award for the most valuable AACATX Member of the Year.

The mission of AACATX is to make M/WBEs and DBEs visible to growing opportunities and to create new avenues for networking and prosperity. Reunion Tower, a partner of the project, offers holiday events starting Friday, Nov. 28 at GeO-Deck. Congratulations to TxDOT Dallas District!The Dallas Horseshoe Project Team would like to congratulate two members of the Texas Depar tment of Transpor tation (TxDOT) Dallas District and the DFW Strategic Projects Office. At the TxDOT Transpor tation Conference (Shor t Course) in College Station, Texas, on Oct. 14, Tracey Friggle Logan, retired TxDOT director of construction, was awarded the Gibb Gilchrist Award, and Randy Redmond, director of DFW Strategic Projects Office, was awarded the Dewitt C. Greer Award.

Two of the highest awards bestowed to TxDOT employees, the awards recognize and encourage the skill, dedication, civic mindedness, innovation and performance excellence in the field of engineering and for outstanding service to the people of the State of Texas in TxDOT. This is the highest award TxDOT bestows on employees. Before her retirement, Friggle Logan worked on the Dallas Horseshoe Project during her tenure.

About the awards:

Before his death, John S. Redditt of Lufkin, Texas, provided funds and an endowment to establish the Gibb Gilchrist Award and the Dewitt C. Greer Award for outstanding service to the people of the State of Texas in the Texas Department of Transportation. In accordance with Mr. Redditt’s wishes, the Board of Directors of Texas A&M University assumed responsibility for holding the endowment in trust, making the final selection of award winners and presenting the awards at the annual TxDOT Transportation

Conference or another appropriate occasion. These awards are granted for outstanding service to the State of Texas in TxDOT and consist of $1,000 in cash and an appropriate plaque.

The regional Small Business Transportation Summit on Oct. 22 was hosted by the U.S. Department of Transportation (US DOT) Office of Small and Disadvantaged Business Utilization, the US DOT Gulf Region Small Business Transportation Resource Center (SBTRC) and the Greater Dallas Hispanic Chamber of Commerce. Pegasus Link Constructors (PLC) was the lead sponsor for this event, bringing together transportation agencies, prime contractors, and disadvantaged business enterprises (DBEs) to promote successful procurement of transportation contracts.

The summit offered various educational workshops to share best practices from across the region and address topics such as: bidding and estimating, DBE certifications and renewals, keys to being successful in civil highway construction, bonding and insurance, access to capital, and marketing to prime contractors.

Additionally, the WTS (Women in Transportation) Dallas/Fort Worth Chapter had students from their Transportation YOU Program participate in the summit. Transportation YOU (TY) is a joint initiative of WTS International and the US DOT, launched in 2010 with the signing of a memorandum of understanding by U.S. Secretary of Transportation Ray LaHood. This is a Science, Technology, Engineering and Mathematics initiative providing

the opportunity to spark the interest in young women in all modes of transportation.

The summit also allowed a question-and-answer time with Associate Administrator for Civil Rights Warren Whitlock, and TxDOT Director of Engineering Operations for Metro Districts Bill Hale, who served as the honorary chair of the Summit.
