FREMANTLE lives and grows while Cockburn simply dies according to a prematurely released blueprint of the Barnett government’s latest merger plans.
Fremantle will swallow up tiny East Fremantle council and take Palmyra and Bicton from Melville while also expanding south into North Coogee, Hamilton Hill, Coogee and Spearwood.
Melville will also expand south, taking Coolbellup, North Lake, Leeming, Bibra Lake and Jandakot airport.
The rest of Cockburn will be folded into a vastly increased City of Kwinana, which may be renamed City of Jervoise Bay.
The blueprint mirrors a submission by Kwinana to the local government advisory board and is a massive departure from a previous plan which had Fremantle and East Fremantle disappearing into Melville and Cockburn merging with Kwinana.
Fremantle deputy mayor Josh Wilson is no fan of mergers overall but says this plan is largely what the council had argued for, an organic enveloping of hinterland suburbs into Fremantle.
byby BBRERENDNDANAN FFOSOSTETERR “I said at the fi rst community meeting that I thought we could fi ght for this cause and win, and I still believe that,” Cr Wilson says. “Logic, leadership and community passion together are irresistible.”
That said, he won’t relax till it’s all over: To date the process has been such a moveable feast that anything might happen by the time the borders are fi nalised.
One dark spot is the government’s apparent determination to carve out North Fremantle and park it in its Western Suburbs super council. Fremantle Labor MP Simone McGurk is calling on the government to provide urgent clarifi cation about its plans.
Cockburn mayor Logan Howlett admits he’s “surprised” and “shocked” by the maps, which had been inadvertently included in this week’s release of new boundaries for Perth and Vincent.
“The principle of dissecting a healthy local government to support smaller unsustainable councils goes against the entire local government reform purpose,” he says. “The state government has backfl ipped on its proposal for local government reform which saw Cockburn merger with Kwinana.
“It said there would only be
minor tinkering of boundaries.”Cockburn-based community
groups plan to rally at parliament house in two weeks to protest.
Historical Society of Cockburn president Alex Campbell describes the mergers as “absolutely ridiculous”: “Queensland spent something like $60-odd million on mergers and $38 million undoing it. Cockburn is a progressive council that is successful, no wonder the other councils want a piece of it.”
Atwell Residents’ Association president Jon Guy: “We don’t want to see Cockburn split down Armadale Road. We are a growing regional council and it doesn’t make any sense to merge.”
Spearwood community leader John Cunai: “We are a council in the black and should not be sacrifi ced and o ered up the lap of the amalgamation gods.”
Mr Howlett says he’s requested an immediate meeting with WA local government minister Tony Simpson: “Under our proposal, Kwinana businesses would stand to pay up to 10 per cent less in their current rates. Carving o parts of Cockburn would only push up the rates for those that are left. If the aim is to make services more cost e ective, then this is not the way to do it.”

THREE cars, a truck and a derelict fi shing boat were torched Monday by arsonists suspected of also lighting a fi re hours earlier at the old power station in Coogee.
Firefi ghters notifi ed police of suspicious vehicle fi res on Mills Street while they were en route to the blaze at the derelict power house.
Police this week could not confi rm whether a serial arsonist or group is responsible.
The incidents follow a string of suspicious fi res since February in which fi rebugs —who have eluded police—have torched cars and property in South Fremantle, Hilton, Hamilton Hill, Spearwood and Munster.
Last week, intruders left a $200,000 damage bill after setting alight Beaconsfi eld pensioner Jan ter Horst’s home (“Fire-bombed,” Herald, November 2, 2013). Neighbours saved the house with garden hoses.
On Wednesday, arson detectives were called to Canning Vale where an ATM was set alight at the Livingstone shopping centre, causing widespread damage.
In May, arsonists struck in South Fremantle where they set fi re to cars and property on King
William and Grey Streets. They were lit three days after
arsonists attacked a Hilton house on May 15. No-one was injured but the fi re destroyed most of the building and its contents.
The attacks follow a deliberately lit blaze on April 10 which caused $50,000 damage to Muscle Worx on Rockingham Road in Spearwood.
The fi tness supplements shop had to be rebuilt.
On March 28, a suspicious fi re caused extensive damage to a gym at the Hamilton Hill shopping centre on Rockingham
Road, leaving a reported damage bill of $10,000.
On February 27, three males set fi re to a power pole and median strip on Leach Highway in Willagee.
People with information on these crimes are urged to call Crime Stoppers on 1800333000. Rewards of up to $50,000 are o ered for information leading to a conviction.
WA Police laid 196 arson-related charges from July 2010 to June 2011.
No charges have been laid for any of the attacks this year.
• This old boat was burned out Monday by an arsonist who has so far eluded police.

MUSIC promoter Sunset Events is planning to build an open-air concert venue at Arthur Head capable of holding 15,000 people.
The plans by port-based architects CODA, which include a micro-brewery, were revealed at an invite-only meeting of Fremantle councillors, artists and business leaders Monday night. No explanation was given for why the general public was excluded.
As well as a glass-fronted cafe/restaurant with stunning views over Bathers Beach, they show a micro-brewery and sheltered area extending from J-Shed and beyond the grassed area. Sunset expects to host more than 20 concerts a year at the site.
Sculptor Greg James says
artists are getting the rough end of the pineapple in what is supposed to be an emerging artistic precinct.
“I have nothing against Sunset Events but I’m disappointed what was proposed for the area has changed,” he told the Herald.
“For the city to put something next door to the artists, e ectively impacting on their ability to work, raises some serious questions about their strategic plan for the area.
“I have artists here that are carving wood and using grinders creating dust, so who is going to stop? The people eating or the artists, who should be working because their licence is based on performance criteria?”
He fears artists will be “cut o ” from Arthur Head, as they were during the ISAF world sailing championships.
“There were media trucks on the lawn and we were basically
cut o from the area.”Fremantle Inner-City
Residents’ Association member Ros Fairhead describes the plans as “frightening”.
“If it was a bar, cafe and micro-brewery that would be ok, but to make it viable they are planning 10 to 20 outdoor concerts a year, which is a real concern.
“You will have 15,000 people walking through the Round House and trouncing over heritage-listed areas. Not to mention the noise. It will make living here untenable.”
Photographer Glen Cowans is surprised by the size and scope: “I would love to see something happen there that fi ts in with the ambience of the area.
“I have to say I would like to see something that is more focused on the arts and culture.”
Concert brewery plans for J Shed

Fuming over port moveI DON’T have as much experience in city planning and traffi c management as Pam Nairn (Herald Thinking Allowed, November 2, 2013), but I do vaguely remember that last time the WA government proposed to move the port facilities to Kwinana because it was concerned roads around Fremantle would not be able to cope with future increase in trucking traffi c, the Freo community was jumping up and down at the prospect of losing their port and our council was fi ghting tooth and nail to keep it here.
Surely the diesel fumes are a small price to pay for this. I wonder why Pam fails to mention this in her essay and instead blames Main Roads and the WA government for badly managing traffi c.

What bank?THE Commonwealth Bank has had a branch at Canning Bridge Applecross since 1957: I was one of its fi rst customers.
Can you believe how amazed I was today Monday November 4 to fi nd the building stripped of all internal fi ttings including the ATM. There was no-one in the building to ask what was going on—whether they were just refurbishing—just a large skip bin outside.
No notice to say what was going on with the bank. On asking adjoining businesses, no-one was any the wiser. The branch was evidently open for business as usual Friday November 1.
I have three accounts with the Canning Bridge branch and at the time of writing, I had not received any notifi cation about the closure. Our next nearest branch is at Garden City shopping centre, which is not as convenient.
I am also a shareholder in the bank which makes one less pleased. I think the Commonwealth Bank should give a public apology to its Canning Bridge customers. To confi rm the bank had closed I rang the main offi ce in Sydney.

Back to basicsTHE mayor of Fremantle says the super-sized Garden City will suck shoppers out of Fremantle (Herald November 2, 2013). It already has.
The average shopper cannot a ord the retail “o er” in Fremantle. As far as making it diffi cult to assess the signifi cant di erences of the retail “o er” in Garden City beggars belief.
The MYRE project may not be “replicated at these large suburban shopping centres” because it doesn’t o er a ordable or practical shopping to the average Fremantle resident.
“Rebranding” Fremantle should include catering to the necessities of daily life for the average resident, not just the elite or tourist.
A last-ditch objection to the expansion of Garden City proves the Fremantle council is completely out of touch when it thinks it maybe able to “pinch” customers who end up preferring the port city shopping experience.
Equality and viable choices for every shopper will rejuvenate Fremantle. Fremantle used to be a community where residents met and shopped for all their needs. That has long since disappeared and the “new breed” could take a lesson by talking to the the original residents, and businesses, who made it what it was.

Late start an idea for FreoI SHARE the concerns of the City of Fremantle that an even bigger Garden City (the spiritual home and centre of Melville) will have a negative impact on retailing in Fremantle.
I think for the most part the Brad Pettitt-led council has been a good council and is on the right track and
Dashing DeanI WOULD like to thank East Fremantle ranger “Dean” for his selfl ess assistance on the late afternoon of last Saturday.
Dean may be normally recognised as the ranger who pops parking tickets onto your windscreen but after my front wheel collapsed on a speed bump on Riverside Road, he spent 90 minutes directing traffi c around my vehicle that was marooned in the middle of the road.
Greg RobinsonPreston Point Rd, Bicton
this is just another challenge. But Garden City’s growth
highlights the clear divide and total absence of any concern for what goes on beyond the borders of Melville for any of their neighbours and why a merger of Fremantle and Melville with the absence of commonality will be a disaster.
I think Fremantle has to be bold and follow a Singapore model of shops not opening until 11am or later and staying open until late. I’m suggesting 11pm. No, it’s not going to suit everyone, but it may suit many. Fremantle needs to o er a clear alternative to the mega shopping centre. Garden City retailers won’t want to open from 9am to midnight.
On another note, I’m keen to see the City of Fremantle comply with its own notice and the bush fi res act 1954, Metropolitan Fire District advertised in the Herald (November 2, 2013)! Many of the city’s suburban verges are defi nitely a fi re hazard this summer.

RED SHIELD APPEAL
by CARMELO AMALFI
FOR the past 20 years, Cockburn RSL Chief Marshall Arthur Stanton and wife Nola have been handing out red poppies by the box load.
Their car boot fi lled with poppies, they urged young and old to remember the men and women who sacrifi ced their lives in war on Remembrance Day on Monday. “This is my 20th year,” the 75-year-old Samson pensioner told the Herald at the Spudshed in Jandakot where the couple set up their poppy stall on Thursday.

WA transport shadow Ken Travers says the Barnett government has broken another election promise by refusing to add a lane to Canning Highway in Applecross.
Late last week Mr Buswell said the LibNats would trial traffi c light changes along the highway between Kintail Road in Applecross and Riseley Street in Booragoon to ease congestion.
Mr Travers says that’s a far cry from Mr Buswell’s pre-election claim that the only way to fi x the notorious bottleneck was to add a lane.
“The Barnett Government has failed to get on with the job
battalion, was wounded in France, returning home to spend the rest of his life in Southern Cross. Many died on the battlefi eld.
“So many people had family and relatives who fought and died in WWI,” he says, recalling the calipers his grandfather wore on a leg damaged by shrapnel.
Mr Stanton, whose eldest son is a major and a scientifi c advisor for the Australian army, says it is important to remember those who never made it home.
Australia pauses for one minute’s silence to remember at the 11th hour of the 11th day of the 11th month on the 95th anniversary of the end of WWI.

councils will hold services at Monument Hill and Memorial Hall, respectively, to mark Remembrance Day.
Originally called Armistice Day, the day is now dedicated to defence personnel who died fi ghting in all wars.
Poppies were among the fi rst plants that came from the battlefi elds of northern France and Belgium during WWI. A popular myth is poppies were rich in their redness because they blossomed from grounds saturated with blood.
Today, the Returned Services League sells poppies to raise funds for ex-servicmen and women, widows and dependents.
and actually provide long-term solutions for traffi c congestion,” he says.
“While it is important to trial new initiatives, the government needs to provide consistency in its transport planning.
“The Barnett government continues to fail in dealing with traffi c congestion. It doesn’t help when they constantly change plans.”
Mr Buswell says WA Main Roads has told him the trial—longer green signals on the highway—will raise “fl ow effi ciencies” by up to 15 per cent.
“In the longer term will be the work around creating a dedicated bus lane, perhaps AM eastbound—PM westbound, on Canning Highway to help get buses o the highway through
that particularly busy area,” he mused.
“We are also looking at redesign and reconfi guration of the freeway on and o -ramps at Canning Highway and Kwinana Freeway.”
Alfred Cove Liberal MP Dean Nalder says he’s “pleased” Canning Highway will be given “priority with extended green phasings”.
“Since the election I have focused the minister’s attention on the incapacity of Canning Highway and the impact this is having on the safety and amenity of our local roads.
“Giving Kwinana Freeway greater capacity will free up congestion on Canning Bridge and peak-hour traffi c on Canning Highway.”

POLICE cordoned off part of the CBD Tuesday after a fi ght between two women left a 20m trail of blood along Queen Street.
Witnesses watched in disbelief as the incident unfolded about 2.30pm outside Fixx cafe, next to the Kings Square roundabout. One woman threw a bottle at the other, who cut her hand as she tried to protect herself. After several minutes the couple walked off as if nothing had happened.
Police described the incident as
unusual: “There is no complainant, no victim and no off ender,” Sgt Naomi Smith told the Herald, which had stumbled across the bloody scene.
Fixx staff say they are used to such incidents. One shook his head and said, “I’m not sure what went down, all I saw was a lot of blood”.
A forensic team spent the afternoon marking out blood droplets on the pavement, some of which had splattered across Fixx’s front window. Police are investigating.

FREO FARM proponents are considering the old Lefroy Road quarry and Clontarf Hill as possible alternative sites to the South Fremantle tip for their community ecovillage.
“A few months ago, Fremantle council supported our proposal but didn’t fully support our chosen location,” Freo farmer Cathy Hall says in the group’s latest newsletter.
“So we’re looking at a couple of new permanent site options including the Lefroy Road quarry in Beaconsfi eld alongside South Fremantle High School.
“Clontarf Hill was also looked at.”The Freo farmers abandoned Hollis
Park on the old South Fremantle landfi ll site after locals objected to the use of contaminated land to grow vegetables.
The issue was further complicated last month when Hollis Park was included as part of the heritage listed South Beach horse exercise area.
The council resolved in April this year that conditional support be given to the farm project, “if it can be demonstrated to be compatible with [the site’s] contamination status”.

UNDERWATER wind turbines, marine plastic pollution and coral resistance to ocean acidifi cation will be discussed at a WA Museum forum in Fremantle tomorrow.
Celebrating Oceans Initiatives 2013 is an annual one-day event hosted by the UWA Oceans Institute.

increasing acidifi cation in the ocean.Ocean engineer Scott Draper will
provide details of new research to place wind turbines underwater.
“These turbines have thicker blades and fatter foundations because the tidal forces are higher,” Dr Draper told the Herald.
“The kinetic energy is larger because the density of water is higher.”
Dr Draper says these tidal stream systems worked more effi ciently in tidal areas such as WA’s Kimberley.
First conceived in the 1970s, tidal stream generators, also referred to as tidal energy converters, extract energy from the tides which can be stored until needed.
“We need to do a resource assessment for all types of renewable energy in WA,” he says. “We are engaging with o shore groups to calculate the physics of the ocean environment.”

The Power Assisted Electric Bicycle is still regarded as a bit of a novelty item in Australia, but that’s certainly not the case overseas.
If you frequent the ever expanding bike path networks across the major cities it’s hard not to notice those commuters that are making the task look just a bit too easy.
With the recent changes in legislation regarding the limitations of Power Assisted Electric Bicycles, we’re starting to see a more refi ned approach to construction of these bikes.
The new regulations now follow the established EN 15194 standard that limits Power Assisted Electric Bicycles to 250w with an assisted speed of up to 25km/hr.
The RAC have recently published a report on
the nightmare that is Perth’s rush hour traffi c. Overall, the most congested commutes were
parts of Kwinana Freeway, Albany Highway & Mitchell Freeway
With half of all car trips taken in Perth covering short distances of less than 5km and 10% covering 1km or less, it seems that a much healthier, cheaper, environmentally friendly alternative is the Power Assisted Electric Bicycle.
There are a few companies working to bring the new Power Assisted Electric Bicycles design and development to Australia, the main one being West Australia’s ZAP Bikes. They have been operating for almost 3 years and recently moved to their new premises at 8 Port Kembla
Drive in Bibra Lake to handle the increase in demand. We spoke to them and they gave us an insight into their future development plans for the Australian market.
“ZAP Bikes has been in business for 3 years now and we’ve seen a huge uptake of our ZAP Bikes in that time. At the minute we’re working on our next generation bikes for our range. Our Online Shop is up and running, helping us get our bikes to every part of Australia now. Along with our website expect to see ZAP Bikes Dealerships in the major cities in the future.”

Being dead has never been so funny! Harbour Theatre’s award winning directors Peter Kirkwood and Nicola Bond have teamed up for Ghost Writer, a comedy whodunnit by David Tristram, author of The Secret Lives of Henry and Alice and The Opposite Sex.
Bringing together a great ensemble cast, the story centres on young Edward Pinfold - once a promising young playwright. Since the tragic death a year ago of his actress wife, Ruby, he has lost the ability to write. In fact, he has lost the ability to do almost anything but drink. Unable to face the emptiness of his own home, he has moved into the attic room of one of his oldest actor friends, Alex. We join the story on the fi rst anniversary of Ruby’s death. A night of surprises, revelations and unexpected creativity lies ahead.
Best Actress award winner and co-director Nicola Bond is thrilled to be once again collaborating with Peter Kirkwood in this fast-paced whodunnit. “The play has shades of Faust and Blithe Spirit running through it,” she says, “outrageous laughs, spooky characters and sinister secrets all combine to make this a comedy thriller of the highest quality. There is
Dead funnynothing quite like a good ghost story to start the festive season and to celebrate the end of our 50th Anniversary year!”
To fi nd out what really happened the fateful night that Ruby died, Edward must reunite with Ruby’s old acting colleagues, Hedley and Frances while his best friend Alex looks on in bemusement, and potential love interest Glenda becomes progressively drunk. What happens next is a bit hard to swallow...and certainly uproariously funny.

WARNING: Don’t call any electrican until you read this
Not all Electricians are the same... most contractors don’t turn up when they say, if at all & when they do they are often rude, unpleasant & leave you with an unfair bill, a messy
house & feeling really annoyed.Hi, I’m Dave from “My Sparky”. I know good, reliable tradies are
hard to fi nd, that’s why I guarantee you’ll have me arrive
on time. I’ll be courteous, respectful & in uniform. I will
only do the best quality work - no short cuts, then clean up after
the job & leave you with a smile. If you’re not happy at the end
you’ll receive $50 cash, on me.

A great way to get rid of those
unwanted items
ARIES (Mar 21 – Apr 20)As the Moon slowly rises, so you fi gure out that it is by getting your hoofs on
solid ground, that you will be best able to make your way through diffi cult emotional territory. Be pragmatic. Put in all the effort you need to put in to see things to their completion. Be really thorough.
TAURUS (Apr 21 – May 20)Those old patterns that have served you well but that are now anachronisms, are
sticking out with such obviousness that they are on the verge of parody. This is a time of regeneration. This means that that which no longer serves you, needs to turn to dust. Consider working in a new way.
GEMINI (May 21 – June 21)Mercury has just entered Scorpio. Scorpio is all about fi nding the
magic that comes through totality. The moment is here for a major creative act. Each creation involves a simultaneous destruction of all that is uncreative. You are brewing change. Soon you will be in full fruit.
CANCER (June 22 – Jul 22)As the Scorpio Sun brings in a deep existential shift, so you become a very
philosophical crab. Certain changes can only be managed by having a wide enough overview to be able to embrace diffi culty into the grand scheme of things. Sit in your arm chair and have a good ponder.
LEO (Jul 23 – Aug 22)Though the spotlight is shining on you, you don’t feel empowered. You
aren’t at all an imposter. You deserve your position. It’s just that the Scorpio Sun is unnerving you in much the same way that a scorpion can unnerve a lion. Face your feelings. Be the courage that you symbolise.
VIRGO (Aug 23 – Sept 22)Mars is mostly setting up harmonious and powerful outcomes - though he is
opposing Chiron, the wounded healer. This implies that it would be best to know that your journey isn’t just a pragmatic one; it’s a journey of healing, wholeness and rehabilitation too. Know your cure.
LIBRA (Sept 23 – Oct 23)After a quiet patch, it is time to slowly open at least one eye to the possibilities
of interaction. You are nearly done with whatever needed to happen in seclusion. Have a look around for the interesting and appropriate people required to fuel your next adventure. But don’t rush.
SCORPIO (Oct 24 – Nov 21)Mercury has entered. He is both a trickster and a guide. You are in for
an interesting time fi guring out which is which. You’re charged up and on a mission. The success of this mission depends on being able to discern wisdom from the rampant excesses of your own mind.
SAGITTARIUS (Nov 22 – Dec 21)Having spent time getting those roots down deep, the moment is coming for
you to poke your head above the ground and be seen. Though your time on centre stage isn’t quite here, it’s getting close. It would be best to get prepared. Warm your engine. Be steady in aim and intent.
CAPRICORN (Dec 22 – Jan 19)Venus is moving close to Pluto. She’s not quite here but she’s getting near.
Venus is of course love. Pluto, in essence, is the garbage disposal unit in the sky. His job is to turn leaves orange and ready them to fall. As Venus meets Pluto, love goes through a seasonal cleanout. Trust it.
AQUARIUS (Jan 20 – Feb 18)The whole huge issue of home, is at the forefront of your thoughts and feelings. Are
you so full of ideals that nothing that is offered to you satisfi es your expectations? At some point, life will ask you to choose between ideals and reality. Either choice is perfect if embraced totally.
PISCES (Feb 19 – Mar 20)Mars in Virgo is leaning on you. Putting it bluntly, he is saying – get on with it.
The siren lure of the Pisces ocean, can easily lead to being becalmed. Float around in circles no more. Put what you know is real into practise. Shift the most important things to the top of your laundry list.

MELVILLE residents will
be able to build pergolas,

without enduring the cost

application—if the council
approves a plan to slash red

more than 400 applications for

Under the new proposal
residents can build “minor

meet certain criteria.
For example, a shed can’t be
higher than 2.4 metres, a pergola
can’t cover more than two-thirds
of a back or front yard, and there’s
to be no more than one ag pole,

The report estimates the council
will lose around $55,000 a year
in foregone fees, but this will be
made up by saving on staff time,

by STEVE GRANTAMENDMENT 49 sailed through Fremantle council Wednesday night.
The changes to the council’s city planning scheme, touted as the biggest to hit Fremantle since CY O’Connor’s harbour was built, will now be sent to WA planning minister John Day for approval after winning unanimous support from councillors.Despite his support for the
amendment, Cr Jon Strachan presented a 732-signature petition calling for a maximum six storeys. It was not supported (the Woolstores shopping centre site will be allowed 10 storeys).
Councillors remained stony-faced as the petition was presented,
while the Chook detected a slightly
dismissive tone in the voice of CEO
Graeme Mackenzie as he pointed out almost half the signatures came
from non-residents.Cr Josh Wilson said it was appropriate for people in wider Fremantle to comment on the city’s future, but while he had taken opposition into account he remained convinced the councilwas making the right dTh

Their demand sought to pre-empt any decision by the WA environment department to extend a temporary operational licence. That decision was expected yesterday (Friday March 30, 2012).
Jandakot MP Joe Francis and Riverton MP Mike Nahan—who occupy two of the Liberal-National government’s most marginal seats—are demanding that premier Colin Barnett deal with the issue once and for all.“Colin said he’s going to take
it up,” Mr Francis told the Herald. “If he can’t take it up, there’s something wrong with democracy.

THE doctor who set up the

says the hospital’s emergency

HERALDby BRENDAN FOSTER
A FRENCH busker has pleaded guilty to a charge of assault after snipping a lock of hair from a festival-goer at last weekend’s Fremantle Street Arts Festival.
Madcap mime artist Rodolphe Couthouis—aka Flochard—was given a spent conviction, but was slugged $125 in court costs.
“Everything is over and I’m a free man!” he laughed. “I am not a haircut criminal.”
Mr Couthouis says a woman who later insisted on his being charged had burst out laughing when he snipped off a ringlet while performing his rst show Blah Blah Blah on Easter Saturday.
“During the show, when I can see someone without hair on his head, I look at someone with long hair, and think maybe I can help the person with no hair,” he told the Herald. “I go to my bag and get my scissors out, come next to the woman and cut a little piece of hair and put it on his head.
“I did it very slowly—three times I look at her, look at him, so she can see what I’m doing.

The street artist was gobsmacked when the cops phoned, asking him to head down to the Fremantle police station so he could be charged with assault.
The Herald understands Fremantle city council—the festival’s organiser—tried to head things off by offering the aggrieved woman a free haircut and 50 bucks, but she wouldn’t have a bar of it.
“I was thinking this must be a joke—are you kidding?” Mr Couthouis said. “I spent a long time at the of ce, trying to nd a solution, trying to nd a lawyer, worrying what’s going to happen.
“It’s so stupid and ridiculous.”Originally told to front the
Fremantle Magistrates Court on May 11 he pleaded for the case to be brought forward to Thursday April 12 as he was due to y out that night.
The Frenchman said he wouldn’t be changing his routine anytime soon: “I did it 50 times during my shows and never had a problem,” he said. “It seems like a lot of problem for a piece of hair.
