AMENDMENT 49 sailed through Fremantle council Wednesday night.

The changes to the council’s city planning scheme, touted as the biggest to hit Fremantle since CY O’Connor’s harbour was built, will now be sent to WA planning minister John Day for approval after winning unanimous support from councillors.

Despite his support for the amendment, Cr Jon Strachan presented a 732-signature petition calling for a maximum six storeys. It was not supported (the Woolstores shopping centre site will be allowed 10 storeys).

The amendment couldn’t get through without one last controversy: Cr Rob Fittock cast a throwaway line he was more impressed by 231 signatures from dog lovers wanting access to Gilbert Fraser Oval in North Fremantle than the petition’s 732.

That earned him a withering glare from Fremantle Society president Roel Loopers, who passed a furiously scribbled note across the chamber to the Chook: “Statement by Fittock about PSA 49 petition is arrogant, insulting and offensive,” it grumped.

TWO local Liberal MPs are demanding the immediate shutdown of the SMRC waste composting plant at Canning Vale, saying attempts to fi x the smells have failed and the place has run out of chances.

Their demand sought to pre-empt any decision by the WA environment department to extend a temporary operational licence. That decision was expected yesterday (Friday March 30, 2012).

Jandakot MP Joe Francis and Riverton MP Mike Nahan—who occupy two of the Liberal-National government’s most marginal seats—are demanding that premier Colin Barnett deal with the issue once and for all.

“Colin said he’s going to take it up,” Mr Francis told the Herald. “If he can’t take it up, there’s something wrong with democracy.

“This blatant and cynical disregard for the welfare and comfort of families in the neighbourhood cannot continue.

“The plant must be closed immediately.”

Mr Nahan—a one-term MP facing a challenge from Kim Beazley’s daughter Hannah—says, “the plant should be closed and it should remain closed and not be allowed to resume operations until its odour problems are totally eliminated”.

The MPs say a hotline has generated 101 complaints this month alone, and that fact was put to the premier “in no uncertain terms” at a meeting last week.

WA environment minister Bill Marmion implied to the Herald he was not getting involved, saying licensing decisions were made by his department CEO.

“It can go two ways from here, down the other side or roll back on to us...we’ve put all our cards on the table.”

“I want direction from them this week, and I’d be disappointed if we don’t get it.”

A community odour hotline has registered more than 120 complaints this year: The SMRC’s offi cial odour hotline has registered just 10.

SMRC acting CEO Tim Youe says the plant, owned jointly by local councils, is an important community facility.

“If the RRRC ceases operation, tens of thousands of tonnes of waste will be sent to landfi ll per year, resulting in a negative impact on the environment and local business.”

THE heritage-listed building that houses Kidogo Arthouse will move 100 metres closer

to Bathers Beach this Sunday, April 1 in a move expected to cost Fremantle council just under $1 million.

“The building will be a

centrepiece of the new ocean pool project, which is to be named Frail Pool in honour of the Frail Whale Flensing Company that used to operate from the beach,” mayor Brad Pettitt said.

“Engineers assure us the building can be cut from its foundations and pretty much picked up and put down without any heritage damage.”

“It’s quite exciting to think that people will be swimming and enjoying a spot where whale blubber used to coat the sands,” said Swedish project manager Ollia Forp. “But I suppose fat people on the beach should be careful just in case,” she laughed.

The Kidogo building is scheduled to move at 11.59am on Sunday April 1, 2012—which is April Fool’s Day.

ALFRED COVE almost lost its independent MP when a bus mounted a roundabout just seconds after Janet Woollard had stepped off it.

She’d been standing on the roundabout at Reynolds and Macrae Roads for a photo to accompany a story about traffi c snarls along Canning Highway.

After she stepped off, the reticulated bus turned into Reynolds on its way to the gridlocked highway.

“I’m glad I wasn’t standing there then,” she noted, wryly.

Minutes later a council work truck towing a trailer also mounted the roundabout. Broken kerbing on the island indicates it’s a common occurrence.

Dr Woollard says a serious accident is waiting to happen unless Melville city council urgently addresses the 50kmh “rat run” used to evade an increasingly choked Canning Highway.

She proposes reducing the local limit to 40kmh and has written to WA transport minister Troy Buswell asking that roads be improved in suburbs skirting the highway.

Macrae Road resident of 22 years, Reg McLevie, agrees.

He says a cyclist broke her back when knocked off her bike by a speeding car about six weeks ago. Another cyclist broke both his legs a few weeks before that.

“My wife is a director of nursing who has had to revive people who’ve crashed their car at the Reynolds Road intersection,” he told the Herald. “Cars have also wiped out my garden.”

Mr McLevie says traffi c has doubled since he’d moved into the leafy suburb and the couple’s prized silky terrier died recently after a speeding learner driver skidded and hit her. He says it is only a matter of time before someone is killed.

“Macrae Road has become a highway,” Dr Woollard says. “Canning Bridge is the problem—it’s that bottleneck that causes the problem.

“On some days, traffi c banks up back to North Lake Road.”

Dr Woollard says the Canning bridge is supposed to be replaced within 15 years but its heritage listing will force planners to consider other options, such as building a tunnel under the river that could re-emerge in South Perth.

by BRAD JEFFERIES

MAIN ROADS has spent $16,658 painting yellow bicycle stencils along four Macrae Road roundabouts.

The stencils—which supposedly cost $520 each—are supposed to increase driver awareness of cyclists. A week later a cyclist was knocked off his bike in morning peak-hour traffi c at the Ardross Street intersection.

The symbols are a joint initiative between Melville council and Main Roads.

Mayor Russell Aubrey says video cameras will monitor cyclist and driver behaviour.

He says it’s a “serious concern” that injuries occurred in four of fi ve clashes in fi ve years between cyclists and motorists at one

of the roundabouts.“Ness and Macrae Roads

are part of the Perth Bicycle Network and roads such as these typically attract a larger number of commuter and recreational cyclists,” he notes.

The council’s bike plan will be released by August and as part of that consultation cyclists bemoaned the horror run along Macrae Road.

CEO Shayne Silcox says residents would be consulted before the council initated any move to consider banning on-street parking to reduce congestion.

The mayor says counts indicate some current traffi c could be due to freeway widening works, with drivers coming off the freeway and down North Lake Road towards Canning Highway and Macrae Road.

Macrae madness• Janet Woollard at a notoriously busy roundabout in Macrae Road, Applecross. She says rat-runners

are causing huge problems for local streets and wants the council to take action.

ADELE CARLES says cops should back off their crackdown on cyclists.

In recent weeks she’s heard more and more complaints from cyclists about police coming down heavy for even minor infractions, but it was a young cyclist’s $250 fi ne this week that prompted her to whip off a press release saying enough was enough.

Ivan Skorich copped the fi ne while crossing the intersection outside the Norfolk Hotel. Police pinged him for using a mobile phone.

But Mr Skorich denies the charge, saying the phone was in his hand, which was resting on the handlebars. And he says he hadn’t really been riding either, merely “walking” the bike across the road while sitting on it.

Ms Carles says police have the wrong priority with plenty of bona fi de crimes more deserving of their attention.

The independent Fremantle MP says the police action threatens to undermine efforts to get cars off roads and encourage

people to lead healthier lives.Mr Skorich stood Ms Carles

and the Chook up for a photo shoot Thursday morning, saying he’d been called into work and with a $250 hole in his wallet he couldn’t turn it down.

The Greens are also getting stuck into the WA government over cycling, with IT-savvy senator Scott Ludlam developing a “Bike Blackspot” iPhone application.

It allows users to instantly upload images and comments about horror spots for cyclists

that are automatically sent to WA transport minister Troy Buswell and the www.bikeblackspot.org website.

Fremantle’s riders have already been active, with some using it as a blog to vent frustrations.

“General FAIL!” one wrote about Beach Street in East Fremantle.

“This kind of sums up what I think of the local bike network. Most parts just start and stop but this part actually wants to hurt you.”

IT’S now 28 days since a woman featured in last week’s Herald has seen her seven-year-old child.

WA child protection offi cers handed care of the child over to her ex-husband, who infl icted these bruises on the woman, who has disabilities.

The image, taken by police in 2010, were enough for a court to grant Daniele (not her real name) a two-year violence restraining order against the child’s father, who has a spent conviction for aggravated assault.

As the Herald reported last week, Daniele is seeking contact with her child, who was removed from her care by child protection offi cers on March 6. She has not seen the child since, despite believing supervised visits would be arranged.

Daniele’s ex-husband claimed in Family Court documents this week “I have not been violent towards [Daniele]”.

He was arrested for the 2010 assault, in which he’d choked and dragged Daniele by the hair through the house as punishment for interrupting his TV viewing when she was

vacuuming the house. He says he was provoked: “I

held her shoulders and shook her a little. I did not seriously assault her.”

He says “I have never been violent towards [the child]” and is now seeking full custody despite the court having earlier given Daniele primary care.

He claims Daniele suffers mental health issues including depression and stress, and that her, “capacity to care for [the child] full time has, and is diminishing due to her acquired brain injury, mental and physical health disabilities”.

DCP director-general Terry Murphy has told the Herald the father, “does not have a criminal record of any offences, including violence, and there are no substantiated child abuse concerns in relation to him”.

Mr Murphy says it is disappointing the Herald has chosen to publish comments regarding a case before the Children’s Court.

“It is not in the best interest of the child or the family for your newspaper to continue to publish personal opinion about an ongoing matter.

“In fact, is quite damaging.”

No contact in 28 days

• The man who left these bruises on this woman’s

arm has been handed care of a seven-year-old child after WA child protection offi cers determined he offered a better home

environment.

Pooh that beach poolI AM saddened by the suggestion that delightful Bathers Beach could become an ocean pool and surrounds (Herald, March 24, 2012). This would completely destroy its feel as a historical and natural spot. Please don’t do it.

Sandy HopkinsAttfi eld St, Fremantle

Treat the disease, not the symptomTHE Fremantle Hospital GP clinic is to close (Herald, March 10 and 24, 2012). It is the end of a long process of conversion, resulting in the elimination of public medicine in the general practice services.

The clinic has been a private billing clinic since its inception. It is and was a bulk-billing clinic, as was the University Department of Community Medicine clinic that it replaced.

Fremantle Hospital did have a general clinic prior to the introduction of Medicare in 1983. That clinic was staffed by some full-time doctors and many part-time sessional doctors, who had their own practices away from the hospital. It clinic was not a private fee-paying clinic and served many important functions in addition to a full public medical facility. It may not be well known but it had a larger patient attendance than the combined size of the public clinics at Sir Charles Gairdner and Royal Perth Hospitals.

The general clinic staff had immediate access to specialist services when the need arose. The less experienced person could rapidly get guidance and help from the more experienced, which inevitably included specialist care. This support extended back to the community-based practices.

The decision to close the public clinic was driven by the altered funding arrangements for hospitals following the introduction of Medicare. The replacement was the bulk-billing private funding clinic of the university department. To some casual observers, this was a continuation of the old with simply a change of name. The latest development reveals that this was not so, even though the difference was understood by some at that time.

Immediately prior to Medicare, there were a dozen or so solo, and two and three doctor practices in the city block. Many of these doctors worked on a sessional basis in the clinic providing a continuity between the community and the hospital. This connection was lost when the clinic closed. Now there is one solo GP left in the city block.

General Practice has largely become a corporate enterprise with a very limited bulk-billing function as a method

of payment. Most GPs in the system are part-time. Continuity of care is notionally provided by computer-generated records. It has become next to impossible for any GP to rely on bulk-billing as a method of fi nancing their private practice. In the past there was a support base from the general clinic in the hospital but as has already been stated, this closed with the introduction of Medicare.

Medicare was in its very essence an economic rationalist measure. It was not, as some doctors stated, the beginning of “socialised medicine”. Every taxpayer had to pay an additional tax called a levy: It was conveniently forgotten the taxpayer was already paying taxes for the delivery of medical services.

The economic measures pursued by government from 1980 have been to eliminate publicly owned enterprise and replace it with a private profi t system. Fremantle had a relative dominance of public sector economic activity which has been almost entirely lost. These changes also applied to medical services.

General Practice was particularly hard hit, with a low scale of capped fees. It must be understood that many functions of General Practice were not provided for in a fee-for-service system prior to Medicare. Doctors’ income was supported by assisting at operations or anaesthetics, obstetric care, minor surgery and sessional work in public clinics. Medicare and its attendant changes meant General Practice was forced into a strict fee-for-service arrangement, that is a private medicine arrangement. And an increasingly expensive one at that.

Blaming the people who have been most ravaged by these

changes to our economy with short-term contracts, part-time casual labour and destruction of the public housing being their lot, fails to understand the connection between all these factors and social and medical needs. These people did not set out to “mess up the system” (Herald, March 24, 2012). The “system” has “messed” them up. It is tantamount to blaming the victim and refusing to see the polarisation of wealth which has and is taking place.

Re-opening a bulk-billing facility is no resolution to the current crisis in medical services. Let’s face it, this has been tried and has only survived because of the goodwill by many medical people including nurses, child health workers, general practitioners and specialists and especially the staff of Fremantle Hospital General Practice.

Funding publicly owned and operated medical services which focus on the health of our community, and not funding an increasingly expensive disease-driven private fee-for-service system, is the direction we will need to go.

What’s on at Notre Dameherald refl ections

THE lively scene that was Fremantle in earlier times is demonstrated

in many ways. Not least of these was in its various forms and places of entertainment. That history will only be touched on here, from the turn of the previous century.

The city was well served; there were a number of centres of activity and more than many might realise. One familiar early venue still in use as a theatre is the 1896 Victoria Hall in High Street, originally constructed as St John’s Parish Hall. Vaudeville was performed there as recently as 1986, inheriting a much earlier tradition of minstrel and variety shows and musical presentations. Its history includes community events, galas and balls and it was notably used for many years post WWII as the Wrightson Dance Studio.

The Town Hall has traditionally fulfi lled many needs for generations since 1887. A schedule of all activities held there would be almost endless. It was an obvious early focus of activities and entertainment.

As an example of only one side of entertainment, Fremantle and surrounds at various stages supported fi ve dedicated cinemas as well as other fi lm venues, at most of which live performances were held. The city was the country’s fi rst and last port of call for entertainers and visiting vaudeville sets were often presented prior to fi lms. Until the arrival here of the “talkies” in 1928, fi lms were often just “chasers” for live shows.

IN this three-week series COLIN NICHOL takes a tour through Fremantle’s rich history as a

performance centre. This week he wanders through the ghosts of Victoria Hall, the Town Hall, the Oriana, the Beaon Theatre and the Majestic.

Most recently remembered early cinema would be the impressive Oriana, originally Hoyts, presiding in 1938 deco splendour at the angled intersection of High and Queen Streets, now a range of squat shops. Amongst others, Noel Coward performed there in 1940 for a Red Cross war effort concert.

Princess Theatre on Market Street with its two wondrous roof openings to the sky, showed “fl icks” from 1913. It is still easily discernable as to what it was but now going through a period of reduced circumstances.

Earlier it was Porter Motor’s spray-painting shop. Its auditorium was occasionally used for performances via the Leake Street side access, such as the West End Magic Theatre as recently as ‘84. Its original entrance houses the Kakulas Sister grocery shop.

Adopted Australian silent movie star Roy Redgrave, father of Sir Michael and grandfather of Vanessa, Lyn and Corin, played there in vaudeville in 1914. There also, the state’s fi rst male impersonator Effi e Fellows mixed fi lm with her entertainment in 1929. During WWII its basement was made available to the RSA, forerunner to the RSL.

Beacon Theatre was more Beaconsfi eld but liked to give itself a Fremantle location. Operating from 1937 the “Beacy” had outdoor gardens, later a carpark, as well as the indoor

cinema and also presented a self-promoting deco frontage around the corner of Hampton Road and Wray Avenue. Its history since has also been sad through several reincarnations including supermarket, churchy op shop and video store.

Many pedestrians along High Street Mall walk under the 1917 Majestic Theatre without realising. The entrance with its grand staircase was where Coles opened in 1938 and is now where the Manning Arcade links the mall to the former back laneway of William Street and South Terrace shops. There is a secret access door high in the wall of arcade shop 1. Well, it was a secret. Through it slumbers the remains of the magical world of Charlie Chaplin, Pola Negri and fellow stars of black-and-white movie make-believe, along with the memories of our youthful forebears. The large echoing hall is bare, made huge by being open to a roof etched with the skeletal framework of jarrah joists, the ceiling gone after the accumulated effects of weather and weight of deposits by resident pigeons caused a collapse. Majestic no more, it remains unused, publicly inaccessible, left to its ghosts.

• Next week: Dalkeith or Kings?

• The bones of the Majestic, once a Fremantle icon, still exist but few would know it. The

photo of the interior at right was taken in 2006.

Oh boy that Mauboy!COCKBURN city council has put on yet another spectacular event with Jess Mauboy proving she’s the hottest Australian talent. Reece wasn’t half bad either. What a magic night, the way Manning Park was transformed and venues and Jupiter were shining brightly through indigo lit trees.

One disgruntled ratepayer sulked aloud, ranting about imaginary fines he was issuing on behalf of the council? He didn’t like us parking on the verge of a building site next door to him. Fortunately a noise blocked out his bleating so I only saw his puppet mouth in operation.

I say Sourpuss mind your own verge: Somebody please tell this party pooper to have a bex and a lie down when Cockburn stages its wonderful summer concerts. It’s no time for haters. Thanks for the show.

Most love MinilyaIN response to “Put residents first please,” (Herald letters, March 24, 2012)by Dalveen Godwin.

I am a resident living in Watkins Street (around the corner) and own Rumble Fish Studio, next to Café Lumos.

As a resident, I am delighted the café and the alfresco area exists. I am concerned the vocal minority, all of whom live on the southern side of the deli and who therefore do not need to walk past the café to get their morning paper or milk and are therefore not disadvantaged, are suggesting the quiet majority don’t like what is happening in this retail precinct.

The café and my shop bring something special to Minilya Avenue that was not there before. It is not noisy, it is not unpleasant—far from it. Our customers and locals alike enjoy the atmosphere and the conviviality which quite frankly is here to stay and the minority just need to get over it.

Fremantle council needs to remove the parking restrictions which have got out of hand. I watched two cars pull in at 8.30am on Friday to grab a takeaway coffee and by the time they got back to their cars both had been booked by the ranger. An $84 cup of coffee is a bit extreme and no doubt those customers won’t be back thanks to incessant whingeing from the vocal minority to council, which has no other choice than to investigate. What a complete waste of ratepayers’ money.

I call on mayor Brad Pettitt to review the situation, remove the ridiculous parking restrictions and instruct his rangers to go and deal with real issues and let the Minilya Avenue community go about its business.

Oh, and perhaps the vocal minority would like to move elsewhere and make all of our lives a little bit more pleasant.

No plansTHERE are no plans at present for the Fremantle Society to hold a public forum on Amendment 49 (Herald, March 24, 2012).

We will, as always, be actively involved liaising with the City of Fremantle and all stakeholders, and endeavour to have a real impact on the fi nal design guidelines for PSA 49 and Kings Square. We will participate in as many public forums and workshops as we can, and are confi dent we can help create a positive working relationship with council, developers and traders.

The Fremantle Society has worked for Fremantle’s future for nearly 40 years, and we have not lost the passion or commitment to go for another 40!

Hot air and smoke screensPLEASE accept a short comment to “Nuke is Nice,” (Herald letters, March 24, 2012).

Mr Sprigget says he is sick of the ABC’s bias towards nuclear power generation: Our national broadcaster used a one-year anniversary to produce a story on that almost economy-destroying japanese tsunami/nuclear accident.

As usual he noted the coal industry, its emissions and even sports accidents etc, to promote a better risk-free energy provider. By now we have nuclear power stations all over the world, many becoming dangerously old.

Nobody however takes time to tell us or investigate the failures in our own functional uranium mines in SA or the NT. No-one enlightens us about the cost of a 1000Mw reactor, the lifespan off such a unit, the insurance costs for that facility,

herald lettersand the decommissioning costs after 30 to 40 years of operation and resulting depreciation costs.

But taking the above costs, add them up and integrate them into a unit or kWh price will result in far above our current 28.87 cents per kwhr. Only wealthy people would be able to afford it and the lights would largely be out.

This could exactly be a “cost recovering price” as written and talked about by the ERA, the chamber of commerce and industry and our government for the past few years.

The latter increased our tariff by a mere 50 per cent and as far as I can see there is no competition in WA to bring those costs down as promised. The reforms they all talk about are clearly hot air and simply smoke-screening the expected further increases.

THE not-for-profi t Bethanie Group is looking for volunteers

to help out in its aged care homes. Run by the Churches of Christ, Bethanie’s looking for people who can hang out with an oldie, run bingo afternoons, do some driving or spark the chit chat for a social group. They’ve got the Bethanie Illawong centre in Cockburn, so if you’ve got a bit of spare time, contact Laurette LeCras on 0407 479 123 or [email protected].

CROOKS on bikes have been targeting homes in South

Fremantle recently. Acting sergeant David Whitelaw from the South Metro crime prevention unit says the “dark skinned young males” work the afternoons and evenings, waltzing through unlocked doors and windows before nicking wallets and handbags and doing a runner. He says people should be more vigilant in locking up, and if they spot anything suspicious to call 13 14 44.

ADELE CARLES wants two new bridges built in Fremantle. The

independent MP wants the Fremantle traffi c bridge replaced because it’s so old she’s scare to drive across it, and wants replacement road and rail versions. She says the growth of the port means there’ll be more trucks on the city’s streets unless rail gets a boost, and a natty new bridge might do just that. She should have a word to WA transport minister Troy Buswell about that. Wonder if she needs to make an appointment….

IF you’ve got a no-good, low-down neighbour who’s suddenly

got a new truck, a heap of tools and is wearing a chef’s hat, maybe take a closer look. The crew down at Kardinya Kitchens had one of its Kia trucks stolen the other week, as well as a heap of tools that would make whipping up a new kitchen a breeze.

Dave George from KK reckons the truck should stand out with its big red letters, and says anyone who knows anything can contact him on 0408 313 359 or the cops on 13 14 44.

LIONS Clubs International is going local in Beeliar, Aubin

Grove, Atwell and Success. The charity organisation is hoping to set up a new branch in the area and is having an information night on Tuesday May 22, 7pm at the Atwell College on Brenchley Drive. Lions

is looking for people who’d like to help the community with projects such as collecting used spectacles. Interested people can RSVP to Alan Hawkins on 9439 5187, [email protected], Brian Prendergast on 9581 2719, [email protected] or Bill Robertson on 9332 1867.

SOROPTIMISTS may be tough businesswomen, but they’ve got

soft hearts. When the call went out to make I Spy quilts so foster kids didn’t have to traipse from house to house with belongings in plastic bags, there was a huge response. So many women wanted to help but didn’t know quilting that the local branch set up a quilting group at the Meeting Place last year and fundraising has kept the needles clickety-clacking ever since. Soroptimist’s annual art auction is also looming, raising funds for St Pat’s, The Sisters’ Place and Fremantle Street Doctor. It’s on June 9 at Notre Dame, and they’re hoping to top last year’s effort which raised $14,000—and helped the Starlight Hotel Choir produce its fi rst CD.

• Shiloh—dognapped.

DOGNAPPERS may be on the prowl in Fremantle. The Chook’s

had two calls recently from owners who reckon their pure-bred pooches have been nicked. A Caesar Street, Beaconsfi eld mum says her kids went out to feed their two-year-old bull terrier on Monday morning only to fi nd the backyard empty apart from a milk crate lying suspiciously near the fence. She reckons her little tacker was too upset to go to school that day. Anyone with info can call the Chook and we’ll pass it on. Over in South Fremantle primped samoyed Shiloh is also presumed stolen after disappearing from her South Terrace home. She’s microchipped and was looking a bit thinner than usual after getting a recent summer haircut. Shiloh’s owner Deanne Neilson’s is keen to see her back, so if you spotted anything dog-gone suspicious, give her a call on 0420 902 740.

A WATERSIDE workers’ strike has left one of the acts for next weekend’s street arts festival in a pickle.

Essential to Adrian Schvarzstein’s Dans routine is his antique barrel organ, which should have landed two weeks ago. But a shipping strike on March 16 saw it sail past Fremantle for Melbourne.

The container is on its way back and is due in today, Saturday (March 31).

But with the port having a huge backlog of containers to get through, Schvarzstein and festival organisers are biting their nails fearing it won’t be unloaded in time for next weekend’s festival, let alone Tuesday’s launch which

ADELE CARLES is backing the Barnett government’s decision to move on the Fremantle Hospital GP clinic.

The independent Fremantle MP says she wants bulk-billing GPs to remain at the site but the current situation isn’t working.

She says patients aren’t moving through the clinic quickly enough, leading to two- to three-week delays in being seen.

Ms Carles says the clinic might be perfect for people who would otherwise clog the hospital’s emergency department with minor ailments because they want free treatment, but with only two part-time doctors the clinic can’t cope with demand.

“It should be full of GPs and being government funded, it should be buzzing,” Ms Carles says, noting that is rarely the case.

Critics say the clinic is needed precisely because it does offer patients longer appointments: Many have special needs (are elderly, have mental or physical

disabilities, are homeless or from non-English speaking backgrounds) and can’t be properly attended to in the few minutes that most GPs give patients in order to churn through and make their practices commercially viable.

Ms Carles also wants an overhaul of the GP and after-hours clinics, as well as the emergency department at the hospital.

“They need to work in tandem so people get effi cient, affordable health care, and that’s not happening now,” she says.

WA health minister Kim Hames fl agged the after-hours GP clinic run by Medicare Local (the rebranded Fremantle GP Network) could take on the service when answering a Labor question in parliament this week.

“It is my view that we need to go to other practices, including the one that practises there after hours, to see whether another practice wishes to take over and provide the same standard of service,” he said.

“Obviously a campaign is being mounted to keep that practice there.”

Mr Hames says his department is negotiating with another GP service, which could be Medicare Local, to temporarily take over during the tender process.

Medicare Local’s role was recently expanded under the Gillard government’s national health reform and it will now attempt to link myriad arms of local primary health care services.

Former WA Labor health minister Jim McGinty—Ms Carles’ predecessor as Fremantle MP—is on its board.

He says the increasing power of corporatised medicine in Australia is creating more gaps in health services, which the national reforms are attempting to plug.

“One of the fi rst problems it will look at is access to after-hours services,” Mr McGinty said.

Medicare Local is looking for feedback from locals on their experiences with after-hours services, with a survey circulated to GPs and pharmacies throughout the city, and an electronic version available at www.fremantlegpnetwork.com.au.

between Freo and Spain and Schvarzstein’s alter ego The Green Man is ironically talking up a green protest, “[to] picket the port, the council, the government, whatever it takes to release the cargo to the good people of Fremantle can see this most dynamic show,” email recipient and festival organiser Alex Marshall says.

Patricks stevedores’ Graham Wauhop says it’s too early for tears and tanties.

“There’s every chance it will be available on Monday or Tuesday,” he says soothingly, adding the goods will still need to be cleared by Customs.

The council has appealed to everyone concerned, including Cr Sam

Wainwright’s commie mates in the maritime union in the hope of speeding things up.

The MUA went all-out to help the inaugural buskers’ festival in 1998, pulling the Duyfken into the middle of Fishing Boat Harbour and tossing an escapologist act into the drink.

“That stunt launched the festival and it would be great now if the MUA could help us again perhaps by prioritising the container when the ship docks,” Mr Marshall cooed.

The MUA says it’s happy to help, but doesn’t hold out much hope of wielding the infl uence it once did.

“The guys don’t decide the order containers come in,” assistant state secretary Will Tracey shrugged.

AN East Fremantle woman has accused Fremantle city council of acting unfairly over a fi ne she’d received for parking in what she thought was a bay at Fremantle Oval.

Carmen Jankowski has parked in the same spot for years but was gobsmacked when late last year she was fi ned $50 for not being “wholly parked in the bay”.

The council then told her that where she’d parked was not a bay—despite the existence of white lines indicating that it was.

A council staffer trotted out to take a look and admitted there were “some lines” but that wasn’t

enough for it to waive her fi ne.“If it’s not a parking bay get rid

of those lines,” she says.“I want to know when did the

bay not become a parking bay, because I see cars parked there all the time.”

A stallholder at Fremantle Markets for 30 years, Ms Jankowski says the council has been terrible to deal with.

Twenty-three emails went back and forth before the council told her it would no longer deal with her, issuing the simple ultimatum that she pay up or be taken to court: “I want justice, I want answers, I want an apology and I want to be reimbursed for the fi ne.”

“I asked them if they could go into the archives to see if the bay

was ever a parking bay, but I never got an answer,” she said.

Council bugle Jason Cunningham is adamant it’s not a bay but Ms Jankowski still has to pay for not being wholly parked within it. “While there are some very faded white lines, the city does not believe that this constitutes any ambiguity in the fact that the area is not a designated parking bay.

“At this stage there has been no other complaints regarding this location, however, the city will continue to monitor the site.

“If there is found to be ongoing confusion or an abnormal amount of parking violations occurring, a decision can be made to erect a ‘no parking’ sign.”

MURDOCH UNIVERSITY researchers have discovered a deadly new infection in Australia.

Peter Irwin and Andrea Paparini from the vet school took bloods samples from a dead 56-year-Canberra man and found he was the fi rst Australian to die from the lethal tick-borne infection babesiosis.

The disease can cause fever, fatigue and anemia lasting from several days to several months.

“This infection is well known in the northern hemisphere where it causes serious illness in people, but this is the fi rst time it has been identifi ed in Australia,” Dr Irwin said.

“It is an animal parasite that usually affects rats and mice.

“What is really interesting about this discovery is that we don’t know how the man was infected and it raises serious questions about the possibility that this form of babesiosis exists in our native animals and rodents.”

Dr Irwin said it was fi rst thought the patient had been suffering from malaria.

“Because of our expertise in this area with animals, we asked to take a look at the parasite and confi rmed it wasn’t malaria, it was babesiosis,” she said.

The results are published in the Medical Journal of Australia.

I ONCE spent time in the US state of Minnesota and while there noticed retro-

style Chinese restaurants were highly popular.

With stained-glass windows, plush, fl uffy red-adorned lounge seats and, for some reason, super-cheap fi shbowl cocktails, I was happy.

For some reason I doubt that sort of decor will ever make it to the super-cheap Oriental Noodle House on Fremantle’s High Street.

With a change of signage and menus, you could be eating lunch at a seniors centre. Somehow, it works for Oriental. You know you’re there for the food, that’s for sure.

A gaggle of Chooks ventured in looking for a cheap and cheerful lunch and frankly we weren’t worried about the lack of chintz. Just bring on the noodles, folks.

We liked looking around and seeking a couple of people happily chowing down while reading a paper or a book: Casual and comfortable.

Duck is out of the budget range at most restaurants but in Asian cuisine its pricing is indistinguishable from other less delicious fowl.

I settled on the fried duck with noodles ($10.95): a plate full of juicy noodles, crunchy vegies and slivers of bird.

My gripe with duck is that sometimes it dries out but this was juicy, accompanied generously with sauce but not drowning in it.

Fresh from a week in Bali Jenny D’Anger didn’t bat an

FOODBRAD JEFFERIES

eyelid at ordering yet another bowl of noodles and tucked in to the vegetarian kway teow ($8.50).

“What can I say? The joint is about cheap and cheery, not Michelin cuisine,” Jen said.

“But as kway teo goes this was good if not great: The fl at noodles were just the right texture and the sauce had a very pleasant chilli zing.”

Brendan chased down a big bowl of slurpy, saffron-coloured laksa ($9.50).

“A friend of mine used to say a laksa should be so spicy that polishing it off should be harder than fi nding Lasseter’s gold,” he said.

“And while the odd droplet of sweat did appear on my wrinkled brow, it was probably due to sharing lunch with a

haggle of journos rather than its zesty taste.

“It was rich but not overly creamy, the broth a vibrant orange from sambal paste, with blood-orange droplets from the coconut and vegetable oils.

“The slicing and dicing of the ingredients might not pass a Masterchef examination but with so much fl avour in my bowl, I can overlook fi nesse,” he fi nished, not realising a My Kitchen Rules reference would have been more timely. That’s what you get for eschewing commercial TV.

On the walk back to the offi ce, we passed a bunch of restaurants that were much busier than the Oriental, which we thought was a shame for the High Street institution.

Next time we get that hankering for a bowl of cheap tasty noodles at a no-frills table it’ll be our fi rst port of call.

Mark Greenwood says if would-be explorer and hoaxer Louis de

Rougemont was alive today he’d have his own reality TV show.

The Swiss-born prankster won infamy for his travel “journalism” which was later discovered to not have extended much beyond the reading room of the British Museum.

In 1898 de Rougemont arrived in London claiming to be a French castaway who’d lived in northern Queensland with Aborigines for 30 years.

His yarns of fl ying wombats and cannibalism hoodwinked the British establishment and his stories appeared in London’s World Wide Magazine.

“He became an instant celebrity, then the newspapers wrote about him and everyone wanted to be with him, then all these critics jumped on board as well,” Greenwood told the Herald.

“If he was around today he would have his own TV show—he would be the Kardashian of today.

Regardless of de Rougemont, aka Louis Grin, being a crank

ARTSBRENDAN FOSTER

he remains one of Australia’s most controversial storytellers so Greenwood has “retold” the yarns in a picture book—illustrated by artist wife—Frane Lessac, called The Greatest Liar on Earth.

“The book is partly about instant celebrity, which is so relevant today,” Greenwood muses. He reckons the trickster thought up some of his more fanciful tales while working as a butler to WA governor John Forrest. “The thing I love, is he lived in Fremantle and he would have sat around listening to the stories of John Forrest and all these great explorers at the governor’s house,” he said.

“He formulated his own tale which and went to London and researched, which all authors do, put all these things together to create a book.

“And his argument was ‘well what have I done wrong, I’ve just written a story’?”

When de Rougemont was fi nally exposed after enthusing

about “marvelous fl ying wombats” Greenwood says he still had an answer.

“He said he’d never said ‘great clouds of wombats’, he was talking about bats,” he said. “It was an editorial mistake.

“The idea of the book is, here is this curious character from history but also there is a moral of the story, that telling lies didn’t really get him anywhere in the end.”

Amongst de Rougemont’s bogus voyages and adventures Greenwood says one or two may have been true.

“One of the many crazy stories was a story about how he rode a turtle and could steer it by putting one foot over the right eye and turning it and so on,” he said.

“In London in 1906 he appeared at the Hippodrome and hopped into a tank of and water rode the turtle around and proved it could happen.

“And he also talked about fi sh falling from the sky, which two years ago in a remote community in the Northern Territory, actually happened.

“So after he passed away people started saying ‘was he telling lies or not’?”

Now it’s been all go this last week with some great results in all divisions. Lots of hard work but it’s very satisfying. “El Presidente” Tony Romano has just come into my offi ce with a big smile, telling me he’s “Tony two Sales” again this week as he puts up the Aroma café in Armadale Business Sale and Mell Road Spearwood commercial sale on the “mighty” white board.

I can overhear the “Italian” complaining that we have nothing left to rent and I can see young Wajee with a smile on his face as that means he can have a bit of rest. It’s been really quite hectic in our Residential Leasing Department, so take advantage while you can Wajee.

Trav and Dalena up in our Perth Offi ce reported that they are really busy as well and to be honest even though we’re all working in the same company, we do miss working side by side with them every day.

Have a great weekend everyone and I’ll catch you again next week after another big week in Real Estate.

Rod Ryan 0408 405 262

wife Karen were in town last week and they dropped in to say hello. They were really quite impressed with our company which is quite something as Barry Plant has over 90 offi ces in Victoria and is a wonderful success story in the real estate industry. Migi was wrapped as they are both about the same height, so now Migi is all fi red up and aiming at 91 offi ces. Tony Two Sales

WARNING: Don’t call any electrican until you read this

Not all Electricians are the same... most contractors don’t turn up when they say, if at all & when they do they are often rude, unpleasant & leave you with an unfair bill, a messy

house & feeling really annoyed.Hi, I’m Dave from “My Sparky”. I know good, reliable tradies are

hard to fi nd, that’s why I guarantee you’ll have me arrive

on time. I’ll be courteous, respectful & in uniform. I will

only do the best quality work - no short cuts, then clean up after

the job & leave you with a smile. If you’re not happy at the end

you’ll receive $50 cash, on me.

ARIES (Mar 21 – Apr 20)The real danger period, for you to be doing something rash, has passed.

Any further rushes of blood are likely to be tempered by commonsense, a moment’s refl ection and access to the overview. Good humour is always a plus. Feel it, nurture it and exercise it freely.

TAURUS (Apr 21 – May 20)Odd obstacles come in your way. They aren’t major but they are unexpected.

They are unexpected because they come from quarters that you wouldn’t have imagined to be problematic. As long as you can tickle your mind into a wise chuckle, there will be no drama.

GEMINI (May 21 – June 21)Logic has gone out the window. Emotion and sensuality are taking

over. Don’t even try to understand. Go with the fl ow and you will have a ball. Think about it and you’ll put a spanner in the works. Stick with wonder and mystery this week. It will be lots of fun.

CANCER (June 22 – July 22)The deeper you go into the well of your being, the more magical and clear the

rest of the world becomes. Now is for plumbing introspective depths. This is how you accumulate energy to rise to greater heights. Consolidate the feeling of being at home in your own shell.

LEO (July 23 – Aug 22)The Sun remains in fi ery Aries and this makes you very happy.

Passion blasts blandness with rainbow colours. All that is beige in the world gets covered in a wild frenzy of unorthodox creative expression. Seek out visionary goings-on in the world around you.

VIRGO (Aug 23 – Sept 22)There is nothing that is going to divert you – no matter how hard anything or anyone

tries. You have your direction set, are in gear and in motion. Ultimately your intention is to get to know more of who you really are. Beware that you don’t create a new set of blinkers.

LIBRA (Sept 23 – Oct 23)Though the Sun is in Aries, you aren’t being confronted or challenged by

the feistiness of its placement. Underneath what noise there is, life is offering a solid sense of intuitive rightness as an ally. There is a hidden harmony behind all the chaos – and you know it.

SCORPIO (Oct 24 – Nov 21) Issues of relationship are looming. This is a pleasant interlude, where

you have the freedom to potter about your own business. Soon you will be sharing your business - and all the delights and diffi culties that come with that. Watch out for fl ashes of defensiveness.

SAGITTARIUS (Nov 22 – Dec 21)If you don’t move with the opportunities that are being offered, it will soon feel like

you are between a rock and a hard place. This is one of those moments where life is offering a fairly clear-cut choice between motion and stagnation. Nervousness is excitement.

CAPRICORN (Dec 22 – Jan 19)Everything seems to be exactly where it should be. You are on your mountain

peak. The Moon begins the week in the watery depths of Cancer. There is plenty of tension – but it is the tension of strings on a mandolin. Life is full of multiplicity and music. Savour it.

AQUARIUS (Jan 20 – Feb 18)Options are becoming clear. You can see where the sensible place to go is. You can

see where the safe place to go is - and you can see where the truth lies. Your rebelliousness doesn’t always lead to a comfortable journey but it does always keep life interesting. What to do!

PISCES (Feb 19 – Mar 20)Life is swinging its doors open wide. The only thing that could get in your

way is if for some strange reason you start knowing too much, or getting too headstrong. Stay soft, fl uid and open - as is your wont - and life will take you by the hand and show you the way.
