Proposed Asbestos Related Diseases (Occupational Exposure) Compensation Bill

THE Department of Justice invites comment on the Regulatory Impact Statement (RIS) on the proposal to develop the ‘Asbestos Related Diseases (Occupational Exposure) Compensation Bill.’

The proposed legislation will provide statutory compensation to workers with an occupationally caused asbestos related disease, with the objectives to:• provide a no-fault statutory system that ensures workers

with an asbestos related disease have access to statutory compensation;

• overcome the confusion in the current system between the Workers Compensation Act 1927 and the Workers Rehabilitation and Compensation Act 1988;

• provide for workers who have passed retirement age; and• circumvent the need for workers to access the common law

system.

I, ROB GOTT, Director Marine Resources, acting under Rule 9 of the Fisheries (Abalone) Rules 2009, hereby determine that the dates of the closed season for the taking of blacklip abalone (Haliotis rubra) for commercial purposes from “State waters off western Tasmania” are as follows:—

- from 20 October 2010 to 31 December 2010, inclusive;

where “State waters off western Tasmania” is defined to mean:- those State waters off the central west coast of Tasmania within an area bounded in the north by the line of latitude at 41º 21’ 58.9” South and in the south by the line of latitude at 42º 08’ 44” South.

Information

The commercial blacklip abalone fishery in State waters off part of central western Tasmania is being closed until 31 December 2010 as part of arrangements to control the total amount of abalone harvested in that area. This closed area relates to commercial abalone fishing in fishing blocks 6D, 7A, 7B, 7C, 8A, 8B and 8C only.

General authOrity fOr the impOrtatiOn Of bees anD bee prODucts

I, RODERICK ANDREWARTHA, Chief Veterinary Officer, hereby issue a General Authority for the importation of European Honey Bees and Bee Products.

The following conditions apply:—1. Queen bees and escort bees may be imported provided that;

(a) they are in new queen cages in which ventilation holes meet the following requirements: i. holes, including holes in mesh, are no larger than

2 mm x 2 mm; orii. any slot longer than 2 mm is no wider than 1

mm; and(b) the queen cage is inspected by the beekeeper prior

to loading the queen and escort bees and found to be free of Small Hive Beetle (Aethina tumida); and

(c) the queen and escort bees are hand caught; and(d) the bees are inspected by the beekeeper at the time

they are placed in the queen cages and found to be free of any evidence of Small Hive Beetle; and

(e) once filled the queen cage is stored away from bee hives; and

(f) the queen bee breeder has an active management program to control Small Hive Beetle; and

(g) on arrival in Tasmania the queen cage is to be inspected by the beekeeper for Small Hive Beetle prior to placement in the hive. If there is any evidence of Small Hive Beetle the consignment is to be sealed in a plastic bag and an Inspector notified.

2. Substances produced or collected by bees, other than bees wax and honey, may be imported without restriction.

3. Honey must come from apiaries free of American foulbrood (Bacillus larvae) and colonies (hives) not showing any clinical signs of diseases of bees

4. Bees wax must have been melted and cooled5. The consignor of the bees or bee products in the exporting

state or territory must certify that, to the best of their knowledge, all of the above conditions have been met.

6. All certification must be in a form approved by the Chief Veterinary Officer, and must be presented to an inspector when the bees or bee products arrive in Tasmania.
