1. Introduction
This Chapter describes the environmental management plan (EMP), which coversthe institutional organizations for environmental management, environmentmonitoring program, and related staff training program.
2. EMP Purpose and Objectives
Both the Environmental Protection Law of the People's Republic of China and therelevant World Bank guideline request to enhance environmental managementduring construction and operation of the project so as to discover potentialenvironmental problems as early as possible, and adopt proper measures toalleviate and minimize adverse impacts to the surroundings and local residents.Xiaogushan hydropower Co. Ltd. (herein after referred to as XHC), has preparedan environment management plan according to the requirement of environmentalassessment set in OP 4.01 of the World Bank. The plan aims at providing basis tothe Project Client, cooperators, contractors and environment protectiondepartments in their respective environmental management and monitoringactivities.
3. Institutional Roles and Responsibilities
The proposed institutional framework for environmental management of theproject is illustrated in Fig. 3 on the next page.

The roles and responsibilities of the various organizations involved inimplementing the EMP are as follows.
(1) Client
The Project Client is the Zhangye Xiaogushan Hydropower Co. Ltd (XHC). XHChas established Environment Protection/Resettlement Office (EP/RO) for theproject. Zhangye City Environmental Bureau leads EP/RO and full-timeenvironmental specialists will be responsible for coordinating the environmentalprotection management activities during project construction and operation.Specifically, their work will involve the following:During the construction phase, EP/RO will be responsible for Ensuring thatapplicable state and provincial environmental laws and regulations, and WorldBank environmental and social safeguard policies are met; Strengthening the datacollection procedures, including setting up an environment databank; Coordinatingwith relevant departments that will be dealing with specific environmental issues;Ensuring that the environmental protection and monitoring/inspection and qualityassurance and control (QA/QC) that make up the core of the EMP, areimplemented effectively.
During the operation phase, Owner is responsible for environmental management,including propagating, carrying out the policy, law, regulation about environmentalprotection of the country; implementing water resources protection work,coordinating the work; taking charge of implementing the funds of environmentalprotection; supervising the environmental monitoring department which acceptscommission and work; continuing doing a good job of the statistical work.(2) Contractor
The FIDIC specifies in Clause 19.1 of its General Conditions that the contractorshall, throughout the execution and completion of the Works and the remedying ofany defects therein "take all reasonable steps to protect the environmental on andoff the Site and to avoid damage or nuisance to persons or to property of thepublic or others resulting from pollution, noise or other causes arising as aconsequence of his methods of operation. Therefore, the contractor is responsiblefor environment protection throughout the execution and completion of the Worksand the remedying of any defects therein.Each of the contractors should assign at least one person to perform the role ofenvironmental supervisor for and within their respective scope of work. Theseenvironmental supervisors should be under the management of the EM/RO, andreport to the EM/RO on matters relating to environment. Individually, thecontractors' environmental supervisors should be responsible for ensuring theirrespective companies to implement environmental protection measures specifiedin the contract documents or the detailed design drawings, and address anyenvironmental problems that occur during construction.(3) Environmental Protection BureauThe Environmental Protection Bureau should be responsible for ensuring that the

observing the state and provincial environmental policies, regulations, standards
and norms.
(4) Monitoring organization
By environmental monitoring, the conditions and effect of environmental protection
measure implemented in construction and operation phases of the project can be
inspected and followed up, which will be the important basis of environmental
supervision. The environmental monitoring for this project will be divided into three
phases, i.e., in pre-construction stage, construction stage and operation stage.
Zhangye Environment Monitoring Station is responsible for supervision of water,
air and noise as well as aquatic life throughout the three phases; Zhangye Forest
Bureau is responsible for supervision of terrestrial plant during construction and
operation period; Zhangye Water and Soil Conservation Office is responsible for
supervision of water and soil loss during construction and operation period;
Zhangye Health and Disease Control Center is responsible for supervision of
health of local people; Zhangye Fishery Bureau is responsible for supervision of
aquatic life during operation period..
(5) Supervision organization
XHC has hired specialists of Northwest Branch of China Water Conservation and
Hydropower Construction Co. and Supervision Company of Yellow River Basin
Committee under Ministry of Water Resources to undertake the supervision work
for this project. They have established the Xiaogushan Supervision Department,
which will be responsible for environmental supervision during construction period
of the project. The environmental supervision staffs will long-term stay on site for
dynamic management of the environmental protection activities carried out within
the construction site. The main responsibility of them includes inspection and
supervision of the progress, quality and result of environmental protection
measures implemented by contractors and responsible organizations; provision of
advice on improvement of the work to ensure that the construction schemes meet
the requirement of environmental protection; review of the flow chart, construction
method, equipment list and environmental protection indication of environmental
protection measures proposed by the contractors; control, instruction, supervision
and inspection of the construction and operation quality of living and production
wastewater collection and treatment systems and of spoils treatment and
environment management results. They should inform in writing the responsible
organizations about the environmental problems discovered during supervision
and set the deadline for solving and improvement.

4. Environmental Management and Supervision
(1) Construction Phase[]
Mitigation measures for the construction phase, as shown in Table 1, have been workedout for (a) Dam and under -ground powerhouse, (b) transmission lines, (c) access roads,and (d) construction camp, and the Xiaogushan Supervision Department and relevantorganizations should supervise the implementation of these measures.

(2) Operations Phase
After the project is put into operation, the flow in an 11.5km long river section downstreamthe dam site will be obviously reduced, which will affect to certain extent the ecologicalenvironment for hydrobios there. Protection work for the downstream hydrobios should bewell performed.
Domestic wastewater and forestation work in the power plant should be dealt carefullywith by the Client.
Environmental impact mitigation measures for the operation and maintenance phase areshown in Table 2.

5. Environment monitoring plan
(1) Target of Environment monitoring
Environment monitoring is divided into three stages, i.e., pre-construction stage,construction stage and operation stage, which is to fully and timely understand overallpollution trends, understanding the extent and scope of environmental quality changes

caused by the construction, dynamic changes in environmental quality during operation
stage, and timely feed back the information to the responsible organizations and provide
scientific basis for environment management of the project.
(2) Organizational institution for environmental monitoring
The environmental monitoring work will be respectively entrusted to Zhangye
environment monitoring station and other relative local departments who are qualified by
the state, including Zhangye City Forestry Bureau, Zhangye City Water and Soil
Conservation Bureau, Sanitation and Disease Preventin Center, Zhangye City Fishery
Bureau, etc. These organizations are well equipped with good technical resource, thus,
can undertake such work entrusted to them.
The environment engineers of the Xiaogushan Supervision Department can carry out
part of the monitoring work, such as measuring the noise levei, flow of production
wastewater and SS indicator, etc. The organizational institution for environmental
monitoring is shown in Fig. 4.

(3) Content of Environment monitoring
Based on the prediction of the impact to environment, the pollution factors sensitive tothe environment are taken as monitored aspects and the pollution conditions are
continuously monitored in construction and operation phases. The environmental
monitoring program has selected some factors which may impose big influence to the
environment, include noises, air quality, surface water quality, ecological condition,
people's health, water and soil loss. Monitor factors are defined according to the
characteristic pollution factor of the project. Monitoring and analytical methods specified in
the "Technical Specification of Environmental Monitoring" are adopted and the
assessment criteria in the national standard confirmed are followed.
The XHC has prepared a detailed Environmental Monitoring Plan, and Table 3 indicates in
detail the monitoring items, monitoring intervals, monitoring method, monitoring factor,
monitoring equipment to be used and responsible department.
(4) Reporting of monitoring result
According to the WB requirement, XHC summarizes the monitoring results on a monthly
base, and submit a report to the WB. In addition, XHC submit a yearly monitoring report to
the WB, showing the monitoring results.
6. Training plan for environmental protection
In order to enhance the environmental protection sense of the labors engaged in project
construction and improve the ability and skill of the managing personnel, a training plan for
environmental protection has been formulated, which is briefed in Table 4.
7. Work schedule
The work schedule of the environment management plan is detailed in Table 5.

The batching plant discharges wastewater periodically in small amount, so settling basin of similartype will be built for each mixing system. Wastewater of each mixer is discharged to drainage pond atend of each shift for settling and to the storage pond at end of next shift. After settling for over 6 hrs, thetop clean water is reused for concrete mixing.
( 3 ) Oil-contained wastewater
Oil is separated from water, and water is treated by secondary biochemical method. Oil removalrate are is 30% at regulation pond and primary settling pond and 85% at contact oxidizing pond andsecondary settling pond. After disinfection, water is used for tree planting and vehicle washing.
