by DAVID BELLVINCENT mayor Alannah MacTiernan has accused premier Colin Barnett of having “no balls” for failing to provide details about his planned council amalgamations.

Thirty mayors and CEOs were summoned to the premier’s eyrie on Wednesday, expecting to hear the nitty-gritty about Mr Barnett’s long-held desire to cut the number of WA councils.

Instead, Mr Barnett told the group his minority government had no fi rm view on a recommendation in the Robson Report to slash councils from 30 to 12, and that a consultation period would be extended to next April—after the state election.

Vincent city council staff concede the 1927 structure—owned by The Grand Lodge of WA of Antient Free and Accepted Masons Incorporated—has historic, social and aesthetic value due to its 70 year history of “Masonic ritual” but not enough to retain it. The place is in bad nick and parts require replacement.

Crs Warren McGrath and John Carey opposed the application.

Project architect Kim Doepel said he’d worked closely with the council’s design advisory committee on the new units’ design and he’d “implemented all the recommendations proposed”.

Barrie Baker, patron of the Mount Lawley Society, described the demolition as “sad” news.

He’d earlier described the building’s removal from the council’s municipal heritage list as “architectural euthanasia”.

“When you think about it, delisting a heritage place is a logical absurdity—heritage can only grow with age, not diminish,” he’d said at the time.

“People do not contemplate delisting the heritage classifi cation of the Great Wall of China, the Parthenon, the Colosseum, etc, because of the manifest poor state of their structural integrity.

“Many heritage buildings can be expected to be in a poor state of health, but who else but the City of Vincent would think of delisting them for this reason?”

by STEPHEN POLLOCKTHE wife of a local Liberal MP was left hot and sweaty after Perth Oval security confi scated her deodorant at last Sunday’s Perth Glory match.

Michelle Sutherland had her expensive Chanel spray removed during a bag search on entering the stadium, with handlers worried she might convert it into a makeshift fl ame thrower.

“I’m just glad the canister was nearly fi nished or I would have been angry,” Ms Sutherland told the Voice.

The list of items prohibited on the oval’s website includes fragrance and perfume bottles, but not deodorants.

Her husband Michael, normally a stickler for law-and-order in the Barnett minority Liberal government, reckons something about the match-day security didn’t smell right.

“Do you remember 1984?” he laughed. “’Big Brother is watching you’ has become a reality—this is security gone mad. Soon we will have to strip down naked at the turnstiles and undergo a full body search.

“I can’t even serve a middy at my local tennis club without undergoing a course on the responsible serving of alcohol.”

Mr Sutherland says security should focus on people carrying fl ares, after a woman was struck on the shoulder by a burner following the Glory match on October 7.

He says there are quirks

in oval security policies with full-strength beer allowed in executive boxes, but not in the stands.

Allia Venue manager Sam Burling says Ms Sutherland could have stayed fresh as a daisy with a plastic roll-on, but not a canned deodorant.

“Conditions of entry and prohibited items displayed on the stadium website and at entry gates to the stadium list the most common prohibited items,” he said. “However, this is not an exhaustive list and stadium management reserves the right to prohibit items identifi ed as dangerous or unsafe.

“Fragrance and perfume bottles made of glass are not permitted, as glass is listed as a prohibited item.”

by DAVID BELLTHE fate of the William Street festival hangs by a thread, with Vincent city council almost cancelling its half of the festival that is shared with neighbouring Perth because of a lack of interest from local businesses.

This week, council staff wanted to pull the plug “until such time that the businesses and community in the area are ready and willing to take on the responsibility to hold such an event”.

On September 10 mayor Alannah MacTiernan tried to hold a meeting with local traders: Seventeen had agreed to attend but just eight showed up.

She said traders and community groups had to pull their weight, “at least in part” and not leave festivals up to the council.

At a second meeting just four traders, including the Moon cafe, William Topp and Fair Go Trading, bothered to show.

The dismal turnouts and abysmal lack of interest resulted in council staff recommending the festival be canned.

She accuses the MBA of being “selfi sh, nagging and persistent” in trying to get council money and help from the council for the Maylands Street Festival.

Despite her resistance, the council voted to provide security for the festival, 10 240-litre rubbish bins, a mobile information trailer and $1500 towards insurance.

The PCC’s Peter Jackson says it’s not yet clear whether Perth will proceed.

All aboardTHANKS to George K Hausen for raising the urgent need for more rail in Perth (Voice, October 20, 2012). The Greens’ consistent call for a rail link between the airport and the Midland line has generally fallen on deaf ears.

Perth is buckling under congestion and unregulated growth and extensive integrated public transport options are increasingly vital. The WA government’s public transport plan underestimates the urgency and likely demand for public transport services now and into the near future.

The eastern metropolitan region is largely ignored, despite being the area most vulnerable to rising fuel costs and lower income areas.

There is no excuse for a half-baked approach. The government is prepared to throw more than $600 million at the much-loathed Roe Highway extension, but less than one per cent of that sum for light rai.

It’s time we all got on board the push for better public transport.

Super-selfi shTHERE were two letters regarding homosexuality in the Voice on October 6: Ray Condor’s was truthful, factual and humorous, Ben McClure’s missed the point a little, but neither covered the fact there was possible harm in some gay rumours.

Think about the future. For instance, if a gay couple want a child, they have to involve a third person—without giving any thought for the child and its future in a straight world. It’s a super-selfi sh decision!

Imagine an eight year old boy with lesbian “parents” trying to explain to his mates at school when asked: “What does your Dad do for a living?” Does he say “I don’t have a dad, I’ve got two mums”. What else would he have to explain when he gets older?

This is so heartening to see when so often “women’s issues” are trivialised and relegated to the small print, if at all. An incredibly selfi sh decision could mentally scar children for life. That’s where the harm is. To set the record straight (no pun intended) I’m not homophobic, I have friends of all four sexes and I treat them with the same respect and friendship for my straight friends who all have a (I hope your readers have) great sense of humour.

Why do so many homosexuals have to publicly broadcast they are “coming out?” It must be self-aggrandisement, because straights don’t give a damn. I fi nally ask, if after coming out a gay fi nds out it’s not for him/her and decides to rejoin us and enjoy our lifestyle, do they have to publicly declare they are “going back?”

WA transport minister Troy Buswell announced last week the historic 99-year-old bridge will be replaced with a steel and concrete version as part of a $16 million program that includes Third Avenue bridge.

The new Seventh Avenue bridge will have wider lanes, a pedestrian/cycle path,

by DAVID BELLTHE streets are rich with history if you just go digging a little bit, local tour guides Ryan Zaknich and Ryan Mossny reckon.

The pair started up their tour guide business Two Feet and a Heartbeat after Mr Mossny—who used to work in consumer electronics—came to Perth and had a lot of questions about the city.

“I had all sorts of questions about the city: Why, when I was staying at Parmelia Hilton, was nothing open? What was up with the bell tower?

“Ryan [Zaknich] acted like a guide, that’s the only way to describe it, and that’s where the business came from.”

Generic crapMr Mossny says, “we just realised that

there were no walking tours that existed, no ways for people, be they locals or visitors, to really get good info on Perth as a destination, outside of a couple of chapters in a guidebook and most of that was generic crap, so we thought walking tours were the way to go”.

Five years on the pair does tours of everything from history walks to tours of Perth’s small bars, and this weekend they’re hosting a free heritage walk through Vincent, letting locals in on the secrets they’ve uncovered by delving into libraries and—more often—by chatting with old-timers around town.

From the houses at Baker’s Terrace—where residents banded together to save the historic terrace houses when the council wanted to demolish them about 30 years ago—to the Northbridge Hotel, everything has a story, they reckon.

“There’s one fellow in particular who struck it rich in the gold boom era—the Northbridge Hotel is a remnant of that.

huge “golden eagle” nugget (so large it required two people to lift it), Mr Zachny says, “they thought: We’re not going to waste it”.

“A lot of people pissed it up against the wall, these were one of the few people who said ‘we have a golden opportunity here’, and the remnant you see is the Northbridge Hotel.”

“The major diff erence between these guys and most other people was that a lot of other people blew their fortune and didn’t invest wisely,” Mr Mossny says. The same family still owns the hotel to this day.

But the pair is worried about what will happen to the history of the area if the WA government goes ahead with plans to merge local councils. Mr Mossny says it’s a bit like when you move in with your partner: Things get lost, old papers get

stowed away, and things just get tossed out never to be seen again.

“It’s highly unlikely under any scenario that Vincent will be in its current form when local government reform takes place. What you’ll see is portions of the City of Vincent...fall under the City of Perth. A lot of the meat and potatoes of what’s been collected will be lost or not brought to light in a current form.

“All you need to do is walk along St Georges Terrace and ask where the original 150th anniversary plaques went to.” Those upgrades only took place recently in time for CHOGM, and already the plaques have been fi led away.

by DAVID BELLVINCENT city council has admitted its contractor was “overzealous” when pruning trees at Hyde Park to make way for the lakes restoration project.

Local man Wally Fryer walks in the park fi ve times a week, and says he was shocked when he saw the trees had been “vandalised”.

“It’s just shocking, it’s not the same lake any more,” he told the Voice. “I am outraged at the damage done to this iconic park.”

Parks and property services manager Jeremy van den Bok wrote to Mr Fryer saying “upon inspection after the commencement of works, staff felt that the pruning in some

instances was overzealous, hence the contractor was stopped”.

“I appreciate that the change within Hyde Park may be distressing for some patrons, however some changes are necessary to enable this project to progress and improve the current nutrient load into the system.

“I am confi dent that the completed project will dramatically improve the park both from an aesthetic and environmental aspect.”

The Hyde Park restoration is a $4 million project to return the lakes “to their former glory”.

Piles are being driven in to mark the new boundary of the lakes, which will be 15 to 20 per cent smaller and feature natural softer edges in some parts instead of the old walls.

Lake Street, Moir Street and others close to the CBD looked for all the world like a car park on most week days.

“It was one of the number one complaints from local residents—people being parked out of their streets by the commuters,” he says.

The rangers have already paid for themselves, with their tickets so far contributing $123,000 to Vincent coff ers, or a tidy $1300 a day.

Cr Carey says more information is

needed before he can call the squad a success.

He says he’d like to know how many tickets are being issued to commuters, and how many are slugging residents.

“If 60 or 70 per cent [of those fi ned] are people from outside the City of Vincent, then you’d claim that as a success. “If it’s hitting a large whack of residents then maybe we have to review it.”

Staff will now look into recording the postcodes of parking miscreants.

by STEPHEN POLLOCKTANIA ROSENOW may have to give up one of her beloved pooches after Bayswater city council rejected her application to keep three dogs.

The council has received three complaints in two years about nuisance barking from Ms Rosenow’s dogs, with each complaint shelved after the complainant failed to provide supporting evidence.

Ms Rosenow formally applied to keep her three dogs—as required under the Dog Act—resulting in six anonymous objections and three supporting statements during a public consultation phase.

In March the council voted down her application, and ordered that she remove

her chihuahua, shih-tzu or terrier from her Roberts Street home.

Ms Rosenow appealed to the powerful but unelected state administrative tribunal, which recommended the council reverse its decision, but the council defi ed the SAT and ordered the removal must proceed.

Ms Rosenow—who broke down in tears during the SAT hearing—says she’s “never been fi ned or had a complaint against my dogs upheld”.

“The dogs are taken in at night and looked after most of the day by my mum or sister. This isn’t really about the barking: My neighbours haven’t got on with me since I moved in here two years ago. It’s got to the stage where I have had to install CCTV cameras outside my house.”

Mayor Terry Kenyon, who’d voted to

let Ms Rosenow keep her three dogs, says she’s a victim of her own honesty.

“The only thing the owner did wrong was to be honest and declare she had three dogs,” he said.

“This person does the right thing and we go in like Big Brother and punish her.

“The six objections were all anonymous and the other three complaints were dropped due to lack of evidence.”

Ms Rosenow lives on an 880sqm block and is only close to two houses. An application to house three dogs on a 569sqm block in Embleton was approved by council the same night. “Where is our consistency?” Cr Graham Pittaway bellowed.

Another SAT hearing on Ms Rosenow’s dogs is scheduled for Thursday.

by STEPHEN POLLOCKTHE MT Lawley Society is celebrating after the WA government confi rmed the new $12.5 million Mt Lawley Primary School will retain most of its historic façade.

The 100-year brick entrance facing Second Avenue was in danger of being demolished in July, with a leaked report from the WA education department staing the most “cost eff ective” measure was to entirely bulldoze the fi re-ravaged school as it was structurally unsafe.

Following a public outcry and the tabling of a 300-signature petition opposing the demolition, the WA government reconsidered.

“After extensive consultation with parents and the broader Mt Lawley community, the Liberal-National government decided that the majority of the historic Second Avenue façade will be maintained,” he said. “It was very important to the local community that we maintain as much of the façade as possible and we’ve done that.”

Original chimneys, which are structurally unsound, will be removed.

The new two-storey school will include a dental therapy unit, hard courts and car parking.

Mt Lawley Society president Bruce Wooldridge said old-fashioned people-power had triumphed: “It was only the eff orts of the MLS, school community, and others that stopped the demolition and forced a dialogue.

“This was truly a collaborative eff ort from all parties to ensure that the façade

The new school is expected to open in time for the 2015 school year.

The City of Vincent wishes to consult and keep residents informed of proposed works in the area. As part of ongoing maintenance works, the City’s Weed Spraying Contractor will commence spraying all footpaths, traffic islands and kerblines in the City during November/December 2012.

The chemical to be used is Glyphosate (Round Up), which is of low toxicity and necessary in order to eradicate weeds. Spraying will be conducted under strict supervision and guidelines.

by STEPHEN POLLOCKTHE disused East Perth Power Station site—once touted as a $500 million museum and art gallery—is now being used as a dumping site for soil.

The Barnett minority Liberal government is piling 13,000 cubic metres of dirt—removed from the Waterbank excavation site beside the Causeway—on a lot next to the old power station.

The soil will be returned in February 2013.

Labor MP John Hyde says “rather than creating a viable inner-city precinct” the government’s “vision” has been to use the prime land as a sandpit.

in parliament to having never received a report on the condition of the heritage-listed power station.

Mr Hyde said the station had been empty since 1981 and required costly maintenance since a nearly $30m heritage restoration some years ago.

Metropolitan Redevelopment Authority CEO Kieran Kinsella says the station costs the

WA government $63,000 in maintenance every year.

“The MRA is monitoring market conditions and will time the release of land at the East Perth Power Station to ensure a quality outcome for the site,” he said.

“Asset management of the site by MRA ensures the historical value is maintained and includes ongoing maintenance of the buildings, landscaping and a regular security program.”

Plans to transform the station into a museum, drawn up by the former Labor government in 2008, were scrapped in February 2009 immediately following the election of the Barnett government.

In 2011, UWA historian Charles Fox published a history of the station.

by STEPHEN POLLOCKNEW federal guidelines to deter developers from impacting Carnaby’s black cockatoo habitat are fl awed, says WA Urban Bushland Council vice president Mary Gray.

Under government guidelines released this month, a developer who believes his build could impact Carnaby’s must refer the project for assessment and approval, or risk a ”substantial penalty”.

Ms Gray says the process is fl awed because only the developer or a state or commonwealth agency can refer a development, not community or environmental groups.

Federal environment department spokesperson Stephanie McKew says an ”interested person” could still apply for an injunction.

“Should a community and/or an environmental group be concerned that an action is, will or is likely to have a signifi cant impact on a matter of national environmental signifi cance then it should notify the minister,” she said.

“The minister will then consider the information and determine whether or not he should exercise his power under section 70 to call in the action and/or take compliance actions.”

The WA environment department funded project—the Great Cocky Count—found that over one year, cocky numbers on the Swan Coastal Plan plummeted 37 per cent.

In 2011, 4222 Carnaby’s were spotted at 65 roost spots, compared to 6672 in 2010.

Ms Gray wants to see more done at a state level to protect the black cockatoos.

She says the WA Environmental Protection Act 1986 off ers protection for endangered species, but not enough for its habitat in urban areas.

the act need to be updated,” she said.

“Urban areas get rezoned and often small areas of woodlands, like the ‘Inglewood Triangle’ beside Macauley Park, are cleared to make way for in-fi ll and fl ats.

“These small areas are important ‘linkage spots’ which the cockatoos use en route to larger areas like Kings Park—they have become especially important since the fi res up there.”

Bill Marmion, concedes state environmental legislation needs updating.

“WA’s principal legislation for protecting endangered species is the Wildlife Conservation Act 1950 under which taking protected and specially protected fauna is prohibited,” she said.

“The WA government recognises that this legislation requires updating and the environment minister is seeking advice from the Department of Environment and Conservation on this.”

MY wife shares a September birthday with drumstick

mogul Colonel Sanders. However, my off er of a quick

‘twister’ or ‘zinger’ to celebrate was met with a bemused look.

So we decided to instead visit the feted Clarences in Mt Lawley for a birthday meal.

The lunch menu was small and compact, with a smattering of mediterranean and modern Australian dishes.

I ordered the barramundi and pancetta ($29), while the good lady went for the gnocchi ($26).

We fi lled the wait for our mains with two pints of Heineken ($12) and a natter about Guns N’ Roses.

Umpteen groupies later the mains arrived.

by two curlicues of mashed potato, shiny peas and rashers of crispy bacon: delicate presentation which raised my hopes for the fi rst mouthful of food.

The fi sh was perfectly cooked with a crispy skin and moist, fl eshy interior.

I’m normally not a great fan of this strong-tasting fi sh, but this specimen was superior, especially when combined with the salty pancetta and sage.

The accompanying peas and lettuce were light and fresh, and the mashed potato a smooth antidote to the brittle bacon and fi sh skin.

Meanwhile, the good lady was marauding her gnocchi, mixed mushrooms and slow-cooked egg.

She speared the soft dumplings with her fork and was impressed by the velvety texture.

“Sometimes eating gnocchi can be like wading through a bog in wellies, but these babies are light as gossamer,” she cooed.

Glancing around, Clarences is a slave to bistro fashion: industrial lamps, bastardised art works and the odd dash of exposed stone.

The Sunday lunch clientele was a mix of 20-somethings and the odd baby-boomer couple, discussing the falling price of iron ore.

It staggers into multiple levels, and includes an alfresco courtyard with shady arbours.

The good lady fi nished her birthday meal with an indulgent chocolate pot ($12), topped with melted marshmallows.

The chocolate arrived in a quaint ceramic pot—something Merlin might have kept a potion in—and a dainty bowl of vanilla ice cream.

Her eyes dilated as she ladled the ice cream into the pit of her mouth.

“This is a true dessert—decadent, great presentation and most importantly amazing fl avour,” she said.

Clarences manages to combine an informal bar vibe with gourmet food—a di cult juggling act which only the most adroit restaurateur can perform.

It lives up to its reputation, with great plate presentation, and is a good shout for both a casual pint or an auspicious occasion.

TWO innovative kindergartens in Austria and

Switzerland provided the inspiration for PICA’s latest exhibition: Applied Paintings—Project for a Kindergarten I & II.

Australian painter John Nixon had been fumbling through a second-hand bookshop in Zurich, when he’d discovered a tome about Swiss architects Hans Hofmann and Adolf Kellermuller.

He was intrigued by their design for Das Kindergartenhaus Wiedikon, a revolutionary kindergarten complex built between 1928 and 1932 in Zurich.

It was a co-operative settlement that featured eight teaching rooms, three kindergartens and a gymnasium.

New buildingIt was part of the early

20th century “new building” movement, which used skylights and windows to juggle light and air.

“The kindergarten building was a beautiful example of early modern architecture that enabled light to fi ll the classrooms,” Nixon says.

“I thought to myself, what if I had been commissioned to do the artworks for this kindergarten myself? What would I do?

“Taking a cue from one of the images in the existent mural, an image of fl owers, I set about making fi ve small ‘fl ower paintings’ using sticks, bottle tops, twigs on board or canvas-board to construct their abstracted shapes.”

The other kindy that piqued Nixon’s imagination was built in 1994 in a mountainous region of Austria. It had employed minimalism and was designed by architects Marianne Burkhalter and Christian Sumi.

“I reapplied my interest, this time using the triangular motif to represent the mountains,” Nixon says.

“The colour choices here are based on the six primary and secondary colours in

complimentary format. “Approximately 35 paintings

were produced in 2011 belonging to this group.”

Nixon, 62, studied at the Preston Institute of Technology and the National Gallery School

of Art in Melbourne from 1967-70.

He is regarded as one of the Australian forefathers of experimental painting, and since

1968 has been using commercial enamel paints to produce huge geometric abstractions.

“I am infl uenced by ideas generated by the great incubation period of the fi rst half of the 20th century,” he says.

abstract movement of the Russian Constructivists and through to the Bauhaus period, let alone the important abstract movements of the mid 1960s—minimalism, hard-edge and colour-fi eld painting—through to more recent art and younger artists working today within the fi eld of abstract

painting.”Applied Paintings is Nixon’s

debut solo exhibition at PICA and his fi rst major exhibition since 2007.

It is showing at PICA from November 3 to December 30.
