Black & Veatch has long been at the forefront of water and wastewater reclamation. Among our earliest successes was Orange County Sanitation District’s Water Factory 21. Completed in 1976, Factory 21 was the world’s first plant to use reverse osmosis to treat wastewater to drinking water standards. It also was the predecessor to Orange County’s Groundwater Replenishment System (GWRS), the largest planned indirect potable reuse facility in the world. Recently, Black & Veatch led the $156 million initial expansion of the GWRS, which injects purified wastewater
into a seawater intrusion barrier and the county’s groundwater basin. The project increased the system’s capacity to 100 million gallons per day, or enough for about 850,000 people.
