directly linked to operations, products or services by a business relationship
§ Disengagement a last resort and considering impacts of disengagement

• Reduced in-person on-board observation and inspections in both domestic and multilateral fisheries
• Increased opportunity for IUU:– Widespread expectation of increase amongst
