EXECUTIVE SUMMARY

Vidya Pratishthan’s Vasantrao Pawar Law College was established in 1999 at Baramati,

District - Pune, Maharashtra with the object of imparting quality legal education to the students

at affordable cost. The College also tries to spread legal awareness in the local community by

organizing legal literacy camps.

The College presently offers three years LL.B., Five years B.A. LL.B. for which it has received

permanent affiliation from the affiliating University. The College also offers diplomas in Labour

Law and Labour Welfare and cyber law. The College promotes students’ diversity and provides

reservation as per the applicable rules to the weaker sections of the society. The College lays

emphasis on clinical legal education by conducting moot courts, mock trials and legal literacy

camps in nearby villages. It also helps students belonging to weaker sections to get government

scholarships and freeships. Vidya Pratishthan believes in decentralization of powers and hence

faculty members are involved in decision making in day-to-day functioning of the college.

I. Curriculum Aspects:

The curriculum is prescribed by the Bar Council of India for three years LL.B. and five years

B.A. LL.B. programmes. The curriculum for diploma and LLM programmes is prescribed by the

affiliating University through syllabi. The College works out the details to implement the said

syllabi.

The College is in constant interaction with local advocates for the purpose of internships as

majority of our students are interested in joining practice after completion of their degree. Hence

the programmes offered at the college focus upon self-employment.

The College collects feedback from the stakeholders on curriculum and learning outcomes,

teaching and learning and other services.

II. Teaching Learning and Evaluation:

The College presently offers three years LLB programme and five years B.A. LL.B. Programme.

It also offers diploma in Labour Law and Labour Welfare, Diploma in Cyber Law. Diploma in

Taxation Law is also offered, but for the last two years no student has sought admission for the

same. So presently five programmes are offered by the college. The students come from diverse

backgrounds and different geographical areas. A number of girls seek admission to the courses

offered by the college.

Depending upon the course contents, the faculty adopts different teaching methods to ensure

collaborative learning. Teachers prominently use lecture method and it is blended with other

methods such as problem solving. It gives motivation to the students and they also participate

actively in teaching-learning process. The teachers also make use of power point presentation to

make teaching learning process effective.

The College has full time and visiting faculty. The performance of the students is evaluated by

the faculty through assignments and pre semester examination. The College also evaluates the

argumentative and drafting skills of the students through the moot court activity. The College has

admissions of students mostly from rural background. The College tries to create confidence

among these students and endeavours to develop them into skillful law professionals by

imparting essential advocacy skills. Curricular, co-curricular and extracurricular activities are

conducted to accomplish the vision, mission and goals set by the college.

III. Research, Consultancy and Extension:

The College tries to promote legal research through a wide range of activities. It encourages the

students to participate in National and State Level Moot Court competitions. The faculty

members are given duty leave for participating in international, national and state level

conferences, seminars and workshops, etc. for updating their knowledge. The College has

subscribed to Manupatra legal database which is useful in legal research. The necessary

infrastructure is provided to the faculty to undertake legal research. As of now one minor

research project on right to health and patent regime has been completed.

The faculty members also offer free legal advice to the needy persons during legal literacy camps

organized in nearby villages. For legal literacy the use of community radio is also made.

IV. Infrastructure and Learning resources:

In order to effectively implement the vision, mission and goals, the College has state-of-the-art

infrastructure. It is located on green and eco-friendly campus known as Vidyanagari. Boys and

Girls hostels are situated within the campus. Staff quarters are also there within the campus.

The classrooms are ideal for teaching learning. There is ample natural light and adequate

ventilation. The classrooms are spacious and some of them are equipped with LCD facility for

power point lectures. To encourage advanced learners, the college conducts moot courts and

mock trials. For that purpose a spacious Moot Court Hall is provided on the ground floor.

The College has well-furnished library with subscription of AIR, SCC, periodicals, Halsbury

Laws of India and foreign journals. The college also has electronic database subscription of

Manupatra immensely useful for legal research. The college has also provided spacious air

conditioned Computer Lab. Although the college does not have it’s own health centre, Rui rural

hospital is situated in the vicinity with basic health facilities and qualified staff.

V. Student Support and Progression:

The College organizes student-centric activities. Cells and committees have been established for

the overall development as well as safety of the students. These include anti-ragging committee,

Prevention of Sexual Harassment of Women Committee, Internal Quality Assurance Cell

(IQAC), Library Advisory Committee and Moot Court Society.

As law is a professional course, majority of our students are willing to enter into practice as an

advocate and hence we focus more upon self-employability of the students. Students are also

encouraged to compete for internships available with National Human Rights Commission and

State Human Rights Commission. Two of our students have also completed internship at AZB

Partners, Mumbai. We also encourage the students to appear for competitive examinations and

some of our alumni have become judges through such examinations. Some of the alumni are

practising advocates at Bombay High Court and Supreme Court of India. The College does not

have a registered alumni association at present. However, the alumni are involved in various

activities of the college.

VI. Governance, Leadership and Management:

The College has well-designed vision, mission and goals. These are tried to be realized through

wide range of activities and programmes. The vision, mission and goals are mentioned at

conspicuous place in the college and are also put on the college website and prospectus for the

information of all the stakeholders.

The College offers both aided and unaided courses and hence financial mobility and planning is

very necessary. The College therefore conducts internal as well as external audits on periodical

basis.

The college has established Internal Quality Assurance Cell (IQAC) although it is essentially a

post-accreditation mechanism. As the college is yet not accredited by NAAC, the role of IQAC

is limited to preparing various feedback forms on services offered by the college. As faculty

development is an ongoing process, teachers are sent for refresher courses, orientation and ICT

programmes. The evaluation of teachers is done by the students through feedback and after

analyzing the feedback received, each teacher is informed about the improvements needed. Non-

teaching faculty is also sent for training whenever necessary.

VII. Innovations and Best Practices:

The College organizes Moot Court Competitions and mock trials to acquaint the students with

essential advocacy skills and craft. The students are also encouraged to participate in Avishkar

Research Competition organized by the affiliating University. The College also ensures that it’s

activities and programmes are of relevance to the society. Hence the education in the areas like

Labour Laws and cyber law is imparted.

Industrial visits of DLL & LW students are organized to ensure interface between industry and

academics. The College undertakes socially relevant projects such as the project on right to

affordable medicines and socio-legal surveys in nearby villages. The College also takes keen

interest in spreading legal literacy by organizing legal literacy camps. During these camps the

senior faculty members and senior students offer free legal advice to the needy people. All these

activities are instrumental in realizing the vision, mission and goals of the Institute.

SWOC Analysis:

Strengths:

1. Location: The College is situated in rural area of Pune district and it is near other taluka

places like Karmala, Phaltan, Indapur, Daund and Shrigonda. Therefore it attracts students from

all these regions.

2. Infrastructure: The College has state of art infrastructure including excellent hostel facilities

both for boys and girls.

3. Skill development activities: The professional skill development activities like mock trials

and moot courts are organized by the college.

Page 9: VIDYA PRATISHTHAN’S - VP LAW COLLEGE · Vidya Pratishthan’s Vasantrao Pawar Law College was established in 1999 at Baramati, District - Pune, Maharashtra with the object of imparting

Self-Study Report

4. Faculty development: The faculty is encouraged to participate in seminars, conferences,

workshops and faculty recharge programmes like refresher courses and orientation programmes.

5. Alumni support: The alumni are supportive of college activities.

6. Commitment to social responsibility: The College organizes socio, economic and legal

surveys and legal literacy camps in nearby villages and offers free legal advice to the needy

persons.

Weaknesses:

1. Absence of UGC recognition: The College is yet to get 2(f) and 12-B recognition from UGC.

It has affected research to a great extent. As a result, some facilities like book bank and remedial

coaching cannot be provided effectively at present.

2. Recruitment of Faculty: For unaided courses it is difficult to recruit full time faculty on UGC

prescribed scale for some subjects on account of workload related issues. The college has

recruited one full time faculty for five year law course. This realistic problem needs to be

appreciated in right perspective and it is faced by many other law colleges also.

Opportunities:

1. Opportunity to collaborate with other colleges: The College has an opportunity to

undertake faculty exchange and student exchange programmes with the leading law colleges.

2. Opportunity to collaborate with law firms and companies: As the students are nowadays

willing to pursue career at law firms and corporates, the college has a great opportunity to

collaborate with law firms and corporate organizations for placement programme.

Challenges:

1. Language difficulty: The intake of the College consists of mostly the students from rural

background and some of them come from underprivileged communities. These students usually

lack English proficiency and hence it affects adversely the result at the University examination

and also internships and placements. Therefore the college will be introducing English Language

Proficiency course in this academic year.

2. Scarcity of funds: As the college has yet to obtain 2(f) & 12-B recognition from the UGC, the

funding for library development and other activities is adversely affected. Developing e-

resources also becomes difficult.

3. Introduction of CET: The Maharashtra government has decided to conduct CET for both

LL.B. and B.A.LL.B. courses from 2016-17. As a result the college may lose some meritorious

prospective students who will migrate to colleges in Pune and Mumbai.

With the state of the art infrastructure, kind support of management, team spirit and students

desire to excel in legal field, we will certainly overcome these challenges.

about the progress and performance of their wards.

2.5.6 Detail on the significant improvements made in ensuring rigor and transparency in the

internal assessment during the last four years and weightages assigned for the overall

development of students (weightage for behavioural aspects, independent learning,

communication skills etc.)

Only in final year of LL.B. and B.A. LL.B. there is a provision for internal marks.

There is a paper called Practical training, where students are assessed for 90 Marks as per the

break up given by the University.

The students are informed about the scheme of marks at the beginning of the final year itself.

They are also informed about weightage given to attendance and behaviour in the classroom. If

any student has grievance he may discuss it with the concerned teacher and then with the

Principal.

2.5.7 Does the Institution and individual teachers use assessment/evaluation as an indicator for

evaluating student performance, achievement of learning objectives and planning? If yes,

Computerization of office Work: The office work is computerized and hence it is

possible to track the necessary documents in less time.

Use of LCD in teaching: As the facility of LCD is made available, the teachers are using

ppt. and teaching -learning has become more interesting.

Computer Lab: As the college has provided fully air conditioned computer lab with

internet facility, the students are taking keen interest in legal research.

7.3 Best Practices

7.3.1 Elaborate on any two best practices which have contributed to the achievement of the

Institutional objectives and / or contributed to the Quality improvement of the core activities of

the college.

BEST PRACTICE: 1

Mock trial and Mock Parliament

Goal: To impart the advocacy skills to the students

Context:

Advocacy skills are important for the students while entering into legal profession. These

skills are acquired by the students by undergoing extensive practical training during mock

trials. The students also learn the process of law making during the mock parliament.

Practice:

The College invites Hon’ble judges of Baramati Court to judge the performance of the

students at the mock trial.

Page 113: VIDYA PRATISHTHAN’S - VP LAW COLLEGE · Vidya Pratishthan’s Vasantrao Pawar Law College was established in 1999 at Baramati, District - Pune, Maharashtra with the object of imparting

Self-Study Report

113 of 127

The students themselves prepare the relevant documents and witnesses for the mock trial.

The students conduct the examination-in-chief and cross examination by applying the

provisions of Indian Evidence Act, 1872.

The students conduct the sessions trial/other type of trial as per the provisions of Criminal

Procedure Code.

In mock parliament all the stages of law making process are conducted by the students

themselves.

Evidence of success:

The students of the college who participate in mock trial and mock parliament have

generally done well in practice as they are already familiar with actual law making

process, different parts of statute, actual court procedure and application of relevant legal

provisions to the given facts.

Problems encountered and resource required:

Sometimes as the semester is short, it becomes difficult for the students to participate in mock

trial and mock parliament. Another difficulty is that only limited students may participate in

these activities as per the problem given and hence, despite their interest many students cannot

participate in these activities.

BEST PRACTICE – 2

Title: Organizing legal literacy camps in villages

Goal: To create awareness among the rural people about useful laws

Context:

The College does not want to remain merely an academic institution devoid of sense of social

responsibility. Therefore, it gives emphasis on extension activities like legal literacy camps. In

villages still many people are ignorant about the laws and hence there is a need of pro-active role

on the part of law colleges to spread legal literacy. Therefore the college encourages students and

faculty to involve in legal literacy camps. The students also conduct socio-legal surveys during

such camps.

Practice:

The legal literacy camps are organized by the college on its own or sometimes in association

with Taluka Vidhi Saksharata Samiti.

During the camp the students conduct socio-legal survey from door to door.

A booklet containing information in vernacular language about the useful laws is distributed

among the people.

The students and the judges or advocates inform the villagers about different laws.

Evidence of Success:

The College has successfully conducted legal literacy camps at small places where people were

generally ignorant about the basic laws also. The villagers have benefitted from these camps and

they have become aware about various laws.
