1-2-3”• What is “Textbook Count 1-2-3”?• What is Textbook Count 1-2-3 ?• Launched in 2003, the program is a national
partnership between DepEd and civil society i ti i t d d t t d di dorganizations intended to standardize and
streamline the procurement process for textbooks at reduced costs.
• The procurement reforms significantly reduced the costs of textbooks from an average of 100 pesos tocosts of textbooks from an average of 100 pesos to 40 pesos per textbooks resulting to a cumulative savings of about P3 billion for the Government in the 2005-2006 procurementthe 2005 2006 procurement

• G-Watch, an Ateneo De Manila University-based group that specializes in the monitoring of
t it d lti l t k h ld t bprocurement recruited multiple stakeholders to be part of the program which includes, among others:
- 1. Civil society organizations with a definite interest y gin anti-corruption governance and/or public education.
- 2 School communities including parents teachers- 2. School communities including parents, teachers and students who benefit from textbooks delivered

M l i l k h ld id “ d• Multiple stakeholders provide “more eyes and ears” which force those responsible for delivering contracts and monitoring compliance to be equally vigilant and careful in the conduct of their behavior. The presence of multiple stakeholders provided the kind of ownership “cover” that made Textbook Count a success.

“T b k W lk” i h i d h l• “Textbook Walk” – is a synchronized school-or community-based activity where local volunteers (i.e. barangay, market associations and local companies) are organized to supplement the mechanisms for onward distributions of the textbooks.
