PCC’s Victims Services Vision

To ensure the voice of victims is heard through a clear understanding of victims needs so that targeted, meaningful and

coherent services are developed that fulfil victim expectations



PCC Commissioning Objectives

• Victims and witnesses receive the best possible care and support

• Support is targeted to those most in need

• Complement CJS agencies and those services commissioned nationally to ensure a seamless service.

• PCC interested in the results of the support• How effective is the help and interventions

offered?• Based on outcomes of ‘cope’ and ‘recover’

(MoJ).....plus• Any other outcomes that the PCC wants to see• PCC and providers to work in partnership to

ensure the holistic needs of the victim are met.



‘Those most in need’

• Victims of serious crime

• The most persistently targeted

• The most vulnerable and intimidated



Transition funding arrangements

• Grant funding provided to PCC from MoJ under s56 of the Domestic Violence, Crime and Victims Act 2004.

• ‘to assist victims, witnesses or other persons affected by offences’

• Anti-social Behaviour , Crime and Policing Act 2014 provides PCCs with powers to provide or commission a wide range of services for victims, witnesses and others affected by offences.

Commissioning principles• Understand victims’ needs and engage with VCSE sector to access

specialist knowledge• Consult potential provider organisations and work with them to

set priority outcomes• Put outcomes for service users at the heart of planning process• Map the fullest practical range of providers and understand the

contribution they could make to delivering the outcomes• Consider investing in the capacity of the provider base (2013/14

funding)• Ensure contracting processes are fair and transparent• Ensure long term contracts and risk sharing as ways of achieving

efficiency and effectiveness• Seek feedback from service users, communities and providers in

order to review the effectiveness of the commissioning process in meeting local needs.



2014/15 Preferred approach

• RJ – Commission services via OJEU process c101k + £208k Oct 14 – Mar 15)

• Victim services – create victims fund c£216k and invite funding bids against set criteria.

• Align to Victims Strategy Outcomes• Scoping work is underway to assess ‘need’,

identify gaps/duplication in provision



2015-16 Referral and associated services Commissioning

• Open OJEU process: regional procurement team will provide process support i.e. Bluelight portal and independent verification re: fair bid evaluation – currently developing a timetable

• May - August 14: victim referral model analysis – to inform service specification and other ItT documentation

• Sept - Dec 14: competition process and contract award

• Jan – Mar 15: mobilisation• April 15: contracts commence



The ‘competed’ fund

• Up to £12m for PCC’s to support those ‘most in need’

• PCC’s can bid for additional funding in 2014/15 to deliver positive outcomes for victims

• PCC’s can submit bids to fund specialist/innovative services delivered by VCSE organisations

• Currently consulting stakeholders on possible service gaps that could inform our bid.

• Deadline for submitting bid is 9th May 2014.



Local Victims’ Strategy

• Victims needs are complex, dynamic and wide ranging

• To meet these needs a partnership approach is required

• A clearly owned partnership strategy covering all CSP’s and HCJB to help meet the needs of victims has been drafted by the OPCC.

• Mindful of VCOP and EU Directive on Victims• Currently consulting with partners.
