From Kuala Lumpur to Johannesburg to Okinawa 

Since we last met in Kuala Lumpur, Malaysia, three years ago, the world has seen enormous changes at every level of the human activities. With an accelerating and intensifying globalization, the effects can be instantly felt throughout the globe, bringing the nations ever closer to one another and calling for stronger and broader partnerships across national and regional boundaries. The concept envisioned for the 21st century in Rio of Sustainable Development has steadily gained ground and momentum under the strong leadership of the United Nations in the major fields of economic, social and environmental developments. Recognizing the importance of these pillars, sincere and specific actions towards the goal were urged at the WSSD of last year in Johannesburg, calling upon each sector for a further commitment. We have set out with a renewed resolve to pursue globally relevant efforts and explore potentially vast resources of spatial data infrastructure, an efficient instrument in addressing increasing needs for better management and preservation of the global resources, and thus to serve the common cause of Sustainable Development. In Asia and the Pacific PCGIAP has taken initiatives for a collective and regional development of SDI, focusing on regional geodesy, fundamental data, cadastre, and institutional strengthening. Important contributions made in each field combine to create an improved framework for ready access to geographic information, Asia –Pacific Spatial Data Infrastructure (APSDI), which could serve the region and its people with its potentially wide applications. This Conference provides a venue for us all to come together to share the past experiences as well as to explore the future possibilities as we continue our path of evolution in SDI development. 2

where adverse effects are becoming more and more evident in such form as environmental destruction and frequent occurrence of natural disasters triggered by an atmospheric anomaly, posing increasingly tangible threats to our civilization and life.

To address this global issue the World Summit on Sustainable Development held last year mobilized all the possible expertise and knowledge in Johannesburg, which may not be sufficient but certainly casting a promising light before us.

It is a great privilege for us to welcome you to the 16th United Nations Regional Cartographic Conference for Asia and the Pacific (UNRCC-AP), which has a long history of half a century, to be held together with the ninth Permanent Committee on GIS Infrastructure for Asia and the Pacific (PCGIAP). I am more than pleased and honored that Japan has been given an opportunity to host this significant event.  It is no exaggeration to say that the world with increasing potential for further development on one hand faces imminent fears of plunging itself into a crisis by a slightest misstep. Amid the huge tide changes in economy and societies people everywhere are obliged to adapt themselves to them,

Importantly Japan has been vigorously promoting and implementing diverse measures for environmental preservation in and out of Japan by playing host to international conferences, notably The 3rd Session of the Conference of the Parties to the UN Framework Conference on Climate Change, and most recently the 3rd World Water Forum.

On the other hand for an improved quality of life of people an e-Japan policy has been formulated as part of the national IT strategy, which is an indispensable technical support for creation of safe and healthy environment for every citizen on the earth.

Surveying and mapping activities have long contributed to the nation building by providing the basic information, which will no doubt play a more emphasized role as one of the most important data infrastructure as the society further progresses towards IT goals.

Map data retrieval by Internet and navigation system, for instance, are now rapidly gaining ground in Japan as elsewhere in the world. For development of the data infrastructure an easy access to and a sharing system of the data are requisite. The Conference, which brings together various experiences and expertise accumulated at all different levels around the globe, would be most significant in paving the way to an integrated regional infrastructure.  It is my sincere desire that this Conference will serve the UN objective as well as the purpose and interest of each one of the participating organizations and delegates. I trust the success of the Conference will further consolidate and develop the basis of overall survey and mapping activities.

Today, with advances in information and communication technologies driving the creation of new businesses, the cartographic/SDI community is facing crucial challenges: how to harness the enormous potential of geo-spatial technologies and go beyond local and national level applications to regional and global applications, and how to achieve an integrated management of geo-spatial datasets using Internet and multimedia in order to disseminate information required for crucial decision making in support of social, economic and environmentally sustainable development. In this regard, the Sixteenth UNRC Conference provides an opportunity to emphasize technical and economic geographic information issues as well as institutional and other non-technical problems, and to assess the efforts being accomplished in the development of national spatial data infrastructures. We hope this Conference will continue the tradition of shaping a positive vision for the future and proposing avenues that allow SDI for sustainable development to evolve into a new stage, and we wish participants a very productive and successful event.

On behalf of the Secretary-General of the United Nations, I welcome you to the Sixteenth United Nations Regional Cartographic Conference for Asia and the Pacific. The United Nations, represented by the Statistics Division, in cooperation with the Government of Japan, represented by the Geographical Survey Institute, and the Permanent Committee on GIS Infrastructure for Asia and the Pacific, organized this Conference to be held in Okinawa from Monday to Friday, 14-18 July 2003, in accordance with the Economic and Social Council Decision of 23 July 2002. The Conference will focus on the developments and contributions of spatial data infrastructures (SDI) in support of the implementation of Agenda 21. The primary objective of the Conference is to provide a regional forum where governmental decision makers, planners, scientists and experts from Asia and the Pacific and other regions meet to report on the efforts being accomplished in the development and implementation of national spatial data infrastructures in Asia and the Pacific, and to address the common needs, problems and experiences in the field of surveying and mapping, remote sensing, land and geographic information systems, and other geo-spatial technologies and applications, including educational and training aspects, scientific and technological requirements, implementation issues and benefits.

It is a strategic concept that allows referencing of all the spatial data of users’ choice and representation of virtual land in real time by the computer. Another focus of our activities has been a promotion of broad international activities including Global Mapping.

The Conference theme is “Evolving into a New Stage – SDI for Sustainable Development in Asia and the Pacific”. To support the sustainable development through survey and mapping, the concept of Asia and the Pacific SDI should further continue its path of evolution, interacting with other initiatives of spatial data infrastructure on its way to an ultimate goal of a “Digital World”.

It is our great pleasure and honor that Japan hosts the 16th United Nations Regional Cartographic Conference in Asia and the Pacific (UNRCC-AP) in Okinawa. I am deeply grateful for the member countries of the United Nations, UN Statistics Division as Conference Secretariat, Economic and Social Council and all the other related UN Sections.  Last time we were given the honor was in 1973 when 7th UNRCC was held in Tokyo. Okinawa was chosen as the venue this time for various reasons: notably Okinawa was restored to Japan from the United States in 1972, one year before the last UNRCC-AP in Japan, and the historical background of Okinawa as having been the thriving hub of trade as well as the gateway of Asia and the Pacific region.

Geographical Survey Institute (GSI) is the National Survey and Mapping Organization of Japan, now pursuing a renewed goal of implementing “Digital Japan” scheme.

I am keenly aware of the responsibility given to us of providing necessary information for the sustainable development. Not limiting ourselves to the imminent issues of today but with a well focused view of the world of 10 years and 20 years from now, I do believe this conference will be an optimum occasion for us to work together as standard bearers for the development of Asia and the Pacific region.  

A special exhibition of survey and mapping is organized on the premises of Okinawa Convention Center with the kind cooperation of NGOs and NPOs. I wish you would take time to enjoy the very best and the latest of our technology. I would like to express my gratitude for the exertions and contributions of all those involved with the exhibition.  Finally let me once again extend my sincere welcome and thanks to you all. Fly to OkinawaDirect services to the Naha International Airport are provided from Seoul (Asiana), Taipei (China), Shanghai (China Northwest) and Manira (Philippine, from June 20). For those who fly from other areas, transit through either Narita International Airport, located just outside Tokyo, Kansai International Airport, located near Osaka, Nagoya Airport and Fukuoka Airport. If you arrive at Narita and transit through Haneda Airport (domestic airport in Tokyo), it takes approx. 2 hours by bus at 10 to 30 min intervals to move to and from Haneda. Please be careful about flight connections. As to transit through Kansai International Airport, Nagoya and Fukuoka Airport, you can take domestic flights from the same terminals.

Taxies or Airport Limousine Buses are available from Naha Airport to your hotels. Japanese taxies all adopt meter fares. CurrencyThe unit of Japanese currency is yen. Coins are available in denominations of 1, 5, 10, 50, 100 and 500 yen and bank notes in denominations of 1,000, 2,000, 5,000 and 10,000 yen. Currency exchange from US$ to JPY is available at hotels and post offices while exchange from JPY to US$ is accepted exclusively by post offices which handle Canadian $, British Pound, Korean Won, Australian $, Swiss franc and Euro as well. Post Offices are available within walking distance from hotels. International credit cards and traveler’s checks are accepted by major hotels, restaurants and shops.

ClimateIt becomes hot and humid from July onward. The average temperature in Okinawa in July marks 31.1 ℃ at highest and 26.1 ℃ at lowest and the precipitations is 367.5 mm.

What to Wear

Light and cool clothing is recommend. Please be advised to have cardigans and long-sleeved clothes for indoors are mostly air-conditioned.

Electricity100 volts. A.C. throughout Japan. 50 hertz in eastern Japan including Tokyo and 60 hertz in western Japan including Okinawa and Osaka. No columnar-shaped plugs or 3-pin plugs are used in Japan but 2-flat-pin plugs are used instead.

Business HoursNormal business hours in Japan are Monday to Friday from 9:00 a.m. to 5:00 p.m. Foreign currency exchange service at post offices is open daily during 9:00 a.m.to 4:00 p.m. and closed on Saturday, Sunday and national holidays.
