Minutes of the Meeting held on 03.07.2018 with the representatives of Air Traffic Controllers' Guild (India)

A structured meeting was held on 03.07.2018 with the representatives of Air Traffic

Controllers' Guild, where the following were present :-

DGM (HR) welcomed all the representatives of ATC Guild on behalf of EO (HR) and the following points were discussed :-

responsibility of AAI for proper accounting,

of various Govt. Agencies like Income Tax, PF Authorities, etc.,

(c) Any legal complication at later stage is likely to drag the organization into controversies. It

is desirable not to operate any unapproved schemes through the organization pay roll I HR module.

Point dropped. lt is informed that accommodation in all major cities is available, only the accommodation problem is there in Mumbai and to address this issue, following actions have been taken :

1 (iii) Grant of E-8 scales stagnated executives.

(a) 128 'B' type quarters are under construction at Juhu.

(b) For 72 'B' type quarters, the clearance from CHQ is provided and is under process at RHO, WR.

(c) Further, 512 quarters be constructed by MIAL in densification of NAD colony. ED (HR) desired that ED (Ping.) may be requested to clarify as to how many quarters are be demolished and constructed.

Action : EO (Pig) to lt is informed that the issue of granting E-8 scale

was taken up in MAB. However, MAB was not in favour of grant of E-8 scale. In view of continued requests from Guild for relief in stagnation, it was advised by ED (HR) to submit any such proposals I suggestions afresh.

Action : GS, ATC Guild (I) 1 (iv) Poor response to

recruitments. ATC GM (HR)-RKJ informed that all the recruitments

for this year has been done. Second list has already been issued and most likely third list will also be issued for the remaining candidates. ED (HR) desired that analysis I survey may be conducted for the recruitment of JEs (ATC) amongst all stakeholders for improvement in the system.

Action : GM (HR)-RKJ 1 (v) Poor working environment at lt was informed that in all the establishments of

ATC centres. AAI , there is a proper cleaning system available. However, the employees should also take initiative to keep the place clean as per working environment. ED (HR) informed that this, being a local issue, should be taken with the ATM Directorate at local level. In case of not resolving the issue at local level, the issue may be sent to HR Directorate through ATM Directorate with due recommendations of ED {ATM) .

Action : EO (ATM) 1 (vi) Comprehensive Medical ED (HR) instructed GM (HR)-KN to discuss this

Revision of rating allowance.

Deplorable canteen facility at CATC, Allahabad .

The rating allowance is yet to be approved by the Cabinet. Hence, no action is envisaged at this stage. lt was informed by CATC that a duly constituted committee is regularly monitoring the food quality, hygiene, etc., However, EO (HR) desired that Principal , CATC may be requested to forward his comments to EO (Admn) in respect of canteen facility at CATC.

Action : ED (Admn) 1 (x) Child Care Leave (CCL) CCL has been placed before the PAB twice and

the same did not agree. Decision in this regard has already been conveyed .

Point Dropped 1 (xi) Creche facil ity Management is in consideration of creche facility

for AAI women employees. EO (HR) advised that Administration Department may take necessary action for setting up of creche facility for AAI women employees.

Action : ED (Admn) 1 (xii) Annual fees at AAI Officers' The annual fee is required for regular

Institute. maintenance and unavoidable. lt is informed that recently the rates of AAI Officers' Institute were revised after survey of various institutes, viz., Gymkhana, CSIO, etc., The changes are kept very nominal.

Point Dropped 4. Tenure status of RCS stations As regards tenure status of RCS stations is
