Summary

Incumbents in the Human Resources Representative series provide HR transactional and HR technical support in one or more of the following functional areas: benefits, compensation, classification, employee relations, employment, recruitment, leave administration, HRIS, and training. Incumbents provide customer support; and review, approve, and process paperwork and electronic forms according to established procedures and timelines.

Distinguishing Characteristics

This is the mid-level, non-exempt classification. The Human Resources Representative II is distinguished from the Human Resources Representative I, in that incumbents in level II, have the knowledge and training to respond to inquiries from other employees and job applicants that are typically routine or well defined. Additionally, incumbents in level II demonstrate a working knowledge of two or more functional areas of human resources with an advanced knowledge/specialty in at least one area.

Reporting and Supervisory Responsibilities

The Human Resources Representative II reports to a Human Resources Specialist or Associate Human Resources Director. This classification has no supervisory responsibilities, but may train and guide less senior employees.

Typical Functions

1. Responds to telephone calls, emails, and walk-in customers to provide assistance with the Banner human resources information system (Banner HRIS), benefits, employment eligibility and status, etc.

2. Assists with Banner HRIS User Group meetings by preparing agendas, minutes, etc.3. Approves electronic personnel action forms (EPAF’s).4. Processes Extra Service Compensation forms.5. Processes and E-Verify’s incoming I-9 Employment Authorization forms6. Corrects and keeps Banner HRIS information up-to-date. 7. Performs corrective actions for Banner HRIS reports on a variety of human resources topics. 8. Scans, indexes, and files Human Resources forms.

9. Researches job related information and drafts job descriptions in a consistent format.10. Assists users in navigating jobs website.11. Assists applicants with jobs website issues. 12. Drafts and edits recruitment notices, obtains approval from department, and posts in various

media.13. Works with departments to maintain current and accurate information in applicant tracking

system. 14. Performs miscellaneous job-related duties as assigned.

Knowledge, Skills, and Abilities

1. Basic knowledge of the Banner human resources information system.2. Basic knowledge of benefits offered to University employees such as short-term disability,

Worker's Compensation, Family Medical Leave Act (FMLA), medical and life insurances, flexible spending accounts, and other voluntary benefits.

3. Basic knowledge of the University’s classification and compensation structure.4. Working knowledge of three or four areas of human resources (e.g. benefits, compensation,

employee relations, employment, recruitment, and training) and an advanced knowledge of at least one area.

5. Strong organizational skills and ability to prioritize tasks. 6. Ability to maintain control, composure, and flexibility in a fast-paced environment with frequent

interruptions. 7. Ability to respond professionally to difficult and demanding customer service issues.8. Telephone etiquette skills.9. Skilled in the use of personal computers and related software applications. 10. Skilled in database and records management. 11. Ability to pay attention to detail.12. Ability to process highly confidential and sensitive personnel records in a professional and

confidential manner. 13. Ability to respond to requests and questions regarding personnel and payroll matters within

identified parameters.14. Ability to prepare routine administrative paperwork.

Minimum Qualifications

Two years of experience in human resources; or an associate degree/business administration certificate plus one year of experience in human resources is required.
