1 GETTING STARTED
1.1 HOW TO ACCESS NEA’S TIW E-TRACKING SERVICE
This section explains how to login using CorpPass.
a) Please ensure that you have internet access.
b) Launch your web browser (e.g. Internet Explorer, Firefox, etc.) and go to Waste Resource Management System
home page at: https://wrms.nea.gov.sg
1.1.1 HOW TO LOGIN USING CORPASS
This section explains how to login using CorpPass.
a) Click on “Toxic Industrial Waste e-Tracking” as shown in Figure 1.1.1-1: Waste Resource Management System home page

b) Enter your “UEN”, “CORPPASS ID” and “Password” as shown in Figure 1.1.1-2: Log in with CorpPass
c) Click on “Login” to proceed.

When you select “TIW Generator” profile, you can create your own consignment notes, e.g. sending
incineration ash to Tuas Marine Transfer Station (TMTS). Refer to User Guide for Toxic Industrial Waste e-
Track ing (Generator) provided separately.

When you select “TIW Collector” profile.-you will direct to Dashboard as shown in Figure 1.1.1-4:.

1.2 NAVIGATING THE DASHBOARD
The below are the functions that are available, as shown in the left menu Panel in Figure 1.2-1.
a) Dashboard which list consignment notes submitted by generators for your acknowledgement .
b) Create Consignment Note on Behalf Of Generator.
c) Enquiry Consignment Note to query on consignment notes that you have received.
d) Generate Report - Movement of Toxic Waste (Generator-wise).
e) Generate Report - Quantity of Toxic Waste Collected (Generator-wise).
f) Generate Report - Quantity of Toxic Waste Collected (Month-wise).

1.3 HOW TO LOG OUT OF THE SERVICE
a) Click on “LOGOUT” button to exit the service as shown in Figure 1.3-1. You will be returned to the Waste
Resource Management System home page.

2 DASHBOARD
The “Dashboard” allow you to view recent pending acknowledgement of consignment notes. Once a consignment note
is acknowledged, it will not be listed in the dashboard. You may locate the consignment note via the Enquiry
Consignment Note function.
2.1 HOW TO ACKNOWLEDGE CONSIGNMENT NOTE
This section explains how to process (accept or reject) consignment notes submitted by Generators.
a) On the left panel, under "E TRACKING", click on " Dashboard”
b) You will see a "Dashboard" page as shown in Figure 2.1-1.

c) You will see icons under the “Action” column with “Acknowledge” Icon as shown in Figure 2.1-1. Go to the
desired consignment note and click on "Acknowledge” icon to process the consignment note.
The selected Consignment Note will be displayed as shown in Figure 2.1-1-1.
There are three steps to complete the acknowledgement of a submitted consignment notes. The steps are
organised in tabs as below:
1. Consignment Tab – You must verify and enter the necessary details in this section.
2. Confirmation Tab – You need to confirm the details in this section to complete the acknowledgement of the
consignment note submitted by the generator.
3. Acknowledgement Tab – System to confirm processing and you will see the “Success Message” after successful
submission.

2.1.1 CONSIGNMENT TAB After clicking “Acknowledge” icon, the consignment note will be displayed as shown Figure 2.1.1-1.
The Consignment Tab has 4 sections.
A. Consignment Details B. Toxic Details
C. Carrier Details. D. Status.

a. First, review and update details of the consignment.
A. Consignment Details: shows information of the Generator and the pick-up address, etc. These information
are read-only and are not editable.
B. Toxic Details: list toxic items for collection. Verify the entities and update the details of the actual items collected:
i. Verify the entries of the toxic waste declared under the “Toxic Details” section
ii. Verify the entries of the Sub toxic waste declared under the “Sub Toxic Details” section
iii. Enter quantity and select the unit of measure under “Actual Total Quantity”.
iv. Select “Status” to accept or reject the item
v. Confirm if there is any “Discrepancy”.
- Select “Yes”- If quantity and unit of measure of Submitted and Actual Total Quantity differs
- Select “No” - If quantity and unit of measure of both Submitted and Actual Total Quantity are
same.
vi. Enter “Reason” – Mandatory if Discrepancy is selected as “Yes”
C. Carrier Details: display the details of the Carrier provided by the Generator
i. Verify “Carrier Details”.

D. Status: To update the status of the pick up
i. Select “Status”: Accept or Reject the consignment
ii. Specify “Date of Arrival”.
iii. Select “Time of Arrival”.
iv. Included additional comments under “Remarks” if any. For reject, please indicate the reason.
b) Click “Cancel” button – Cancel the acknowledgement, and you will be returned to the Dashboard
c) Click “Reset” button – Clear all entered fields.
d) Click “Next” button to proceed to confirm for the acknowledge of the consignment note.

2.1.2 CONFIRMATION TAB
After successful completion of “Consignment Tab” directs to “Confirmation Tab”
a) You will see a "Confirmation" page in Acknowledge Consignment Note as shown in Figure 2..1.2-1 . The details of the consignment are displayed for final confirmation before submission
i. Click “Submit” button –You will redirect to “Acknowledgement Tab” – Refer 2.1.3 Acknowledgement
Tab.
ii. Click "Previous" button – Return to the previous screen

After successful completion of “Confirmation Tab” directs to “Acknowledgement Tab”.

of Consignment Note
ii. Click "Back to Home" button –You will return to the dashboard.

3 CREATE CONSIGNMENT NOTE ON BEHALF OF GENERATOR
The information to be provided in a consignment note included Pick up address, Toxic waste and Carrier details
a) On the left panel, under "E TRACKING", click on " Create Consignment Note – On Behalf of Generator
The Consignment Tab has 3 sections.
A. Consignment Details
B. Toxic Details C. Carrier Details.
3.1 CONSIGNMENT TAB
b) You will see a "Consignment Tab” in “Create Consignment" as shown Figure 3.1-1.
A. Consignment Details
i. Select “User Type” of the Generator, whether the consignment for a business or individual.
ii. Enter valid “UEN” for business and ”NRIC” for individual.
iii. Enter “Name of Generator’s Company”.
iv. Select a “Pick Up Address”.
Click on radio button “Existing Pick-up Address” and select an address from dropdown list or
Click on the radio button “New Pick-up Address” to enter a new pick up address.
v. Enter “Name of the Declarant”.
The Collector’s information is based on your licensing information that will be pre-populated:
vi. “Collector Type”.
vii. “Name of the TIW Collector”
viii. “Transport Approval No”.

c) Add Toxic items for collection in “Toxic Detail” table as shown Figure 3.1-2.

i. To add an items into the “Toxic Details” table, Click “Add Toxic” button, you will see a popup window as
shown in Figure 3.1-3:
ii. To remove items from the “Toxic Details” table, check on the items to remove and Click “Delete Toxic”.
To add Toxic Items
i. Select "Type of Toxic".
ii. Select "Sub Toxic Type".
iii. Select "Physical State".
iv. Select "Hazardous Property".
v. Enter number of package and select the packaging type under "Package".
vi. Enter quantity and select the unit of measure under "Total Quantity".
vii. Click on "Save" button to add items into the “Toxic Details” table.
viii. "Cancel" button – Items will not be added to the “Toxic Details” Table

d) To specify the Toxic Items collected:
i. To add an items into the “Toxic Details” table, Click “Add Toxic” button, you will see a popup window as
shown in Figure 3.1-3
ii. To remove items from the “Toxic Details” table, check on the items to remove and Click “Delete Toxic”.
To Update the actual quantity Toxic Items collected:
iii. Enter “Actual Total Quantity “ for each toxic Items
iv. Enter quantity and select the unit of measure under “Actual Total Quantity”.
v. Select “Status” to accept or reject the item.
vi. Select “Discrepancy”.
- Select “Yes”- If quantity and unit of measure of Submitted and Actual Total Quantity differs .
- Select “No” - If quantity and unit of measure of both Submitted and Actual Total Quantity are
same.
vii. Enter “Reason” – Mandatory if Discrepancy is selected as ”Yes”.
e) To specify the Carrier details:
i. Enter “Carrier Company Name”.
ii. Enter “Name of the Driver”.
iii. Enter “Vehicle No”.
iv. Select “Pick Up Date”.
v. Select “Pick Up Time”.

f) Update Status of Pickup as shown in Figure 3.1-4.
i. Select “Status” : accept or reject the consignment
ii. Enter “Date of Arrival”
iii. Select “Time of Arrival”
iv. Enter “Remarks” if needed. For reject, indicate the reason.

g) Click “Next” button.- You will redirect to “Confirmation Tab” – Refer 3.2 Confirmation Tab
h) Click “Cancel” button to discard the creation or changes. You will be redirected to the Dashboard.

After successful completion of “Consignment Tab” directs to “Confirmation Tab”

After successful completion of “Confirmation Tab” and submission of a consignment note, you will be directed to
“Acknowledgement Tab”.
You will see a "SUCCESS" message as shown in Figure 3.3-1.

Version of Consignment Note.
ii. Click "Back to Home" button – You will return to the dashboard.

4 ENQUIRY CONSIGNMENT NOTE
4.1 HOW TO SEARCH CONSIGNMENT NOTE
a) On the left panel, under "E TRACKING", click on " Dashboard”
b) You can see “View Consignment Notes” as shown in Figure 4.1-1: View Consignment Notes.
Enter/select one or more of the search criteria
i. “Consignment ID”.
ii. “Name of Collector”.
iii. “Submission Date From”.
iv. “Submission Date To”.
v. “Status”.
vi. “Toxic Waste”.
vii. “Sub Toxic Waste”.
viii. “Pick Up Address
c) Click on “Search” button. –Search results displayed as shown in Figure 4.1-2: Search Result(s) for
Consignment Note according to search criteria. d) “Clear” button – Clear your input/selection

4.2 HOW TO VIEW CONSIGNMENT DETAILS
a) Select the desired consignment note of “Consignment Note List” table
i. Click on the “Consignment ID” link as shown in Figure 4.2-1.

b) Click "View Consignment Note" button to print out the consignment note. Refer 4.3 Printer Friendly Version of

c) Click “Clone” button – to create a new consignment note with the same details of the selected the
consignment note. Refer 4.2.1 How to Clone Consignment Note.
d) Click “Cancel” button – Return to the previous screen.

4.2.1 HOW TO CLONE CONSIGNMENT NOTE
You can create a new consignment note by duplicating the details from an existing consignment note.
IMPORTANT NOTE: Cloning reduces re-entry but do ensure entries are edited to correctly reflect the new
consignment.
a) On the left panel, under "E TRACKING", click on " Enquiry Consignment Note”
b) Choose Submitted or Accepted consignment note to be cloned.
c) Click “Clone” icon in the Action column of the consignment note as shown in the Figure 4.2.1-1:

d) After clicking “Clone”, you can see “Create Consignment Note” page with pre-filled values from the cloned
consignment note as shown in Figure 4.2.1-2.

You can edit the consignment notes and:
e) To submit the consignment note, click “Next” – You will redirect to “Confirmation Tab”– Refer 3.2 Confirmation
Tab.
Or
f) Click “Cancel” to discard any changes made. You will be redirected to the Dashboard

4.3 PRINTER FRIEDNLY-VERSION OF CONSIGNMENT NOTES
This section explains display of the “printer friendly – version” of the details of a submitted or accepted consignment
note which can be printed out.
To print out the consignment note, select the “View Consignment Note” button that can be
found in the View, Edit or Create of a consignment function.
a) After clicking “View Consignment Note” – Sample of consignment note in printer-friendly format as shown in
Figure 4.3-1:
Click “Print” button – Select your printer to print.

Click “Cancel” button to return to the dashboard.

a) On the left panel, click on " Generate Report - Movement of Toxic Waste (Generator-wise)".
b) You can see “Generate Report – Movement of Toxic Waste (Generator-Wise)” page as shown in Figure 5.1-1

i. Select “Date Type”: Pick Up Date or Submission Date as the date filter
ii. Select “From”.
iii. Select “To”.
iv. Enter “UEN” if needed which is optional.
v. Select “Toxic Waste” if needed which is optional.
vi. Select “Sub Toxic Waste” if needed which is optional.
vii. Select “Pickup Address” if needed which is optional.
viii. Click on “Generate” button –Generate Report as shown in Figure 5.1-1
ix. Clear" button – Clear your input/selection.
