approval for the use of ground water

on the Single Window Portal.

Checklist and Procedure for obtaining Permits / Certificate of Registration for use of

ground water for Domestic, Irrigation, Commercial and Industrial purposes from the

Ground Water Authority, Shimla, H.P.

I. Document checklist:

a. Permit for sinking of well and use of ground water for Domestic /

Irrigation purposes (Form 1)

i. Copy of Jamabandi of the land in which the source is located.

ii. Tatima indicating therein the exact location of the water source.

iii. Site plan indicating there in the exact location and adjoining

identifiable specific points.

iv. List of equipments proposed to be installed with expected power

load.

b. Permit for sinking of well and use of ground water for Commercial /

Industrial purposes (Form 1A)





iv. Licence / No Objection Certificate from statutory Authority, if

required, or declaration by the applicant that the proposed sinking

/drilling of the well or augmentation of the water source does not

fall under the requirements of No Objection Certificate under any

other statute.

v. In case of partnership firm, partnership deed.

vi. In case of limited company Memorandum and Articles of Association

and certificate of incorporation.

vii. List of equipments proposed to be installed with expected power

load.

viii. Resolution for authorized signatory.

ix. Registration from Industries Department/ Himachal Pradesh

Pollution Control Board.

x. Extract of the project report relevant to ground water requirements

(in case of industries).

xi. Where Water Survey / Study have been conducted, the report of

such Survey / Study.

xii. Statement describing lands or assets which the applicant proposes

to acquire for the purpose of extraction of water and means of such

acquisition.

c. Registration for use of ground water for Domestic / Irrigation purposes

(Form 4)

i. Copy of Jamabandi of the land in which the water source.



iii. Site plan indicating the exact location and adjoining identifiable

specific points.

iv. List of equipments installed with power load.

d. Registration for use of ground water for Domestic / Irrigation purposes

(Form 4A)





iv. In case of partnership firm, partnership deed.

v. In case of limited company Memorandum and Articles of Association

and certificate of incorporation.

vi. List of equipments proposed to be installed with expected power

load.

vii. Resolution for authorized signatory.

II. Procedure for obtaining Permits / Certificate of Registration for use of ground

water for Domestic, Irrigation, Commercial and Industrial purposes from the

Ground Water Authority, Shimla, H.P.

i. The applicant is required to fill online application Form 1/ From 1A/

Form 4/ Form 4A and make the requisite payment through the

Single Window System for obtaining Permits / Certificate of

Registration for Domestic / Irrigation / Commercial / Industrial

purposes.

ii. The successfully submitted applications are scrutinized by the

Office of Member Secretary, Ground Water Authority (GWA).

iii. After initial level scrutiny, the office of Member Secretary, GWA

forwards the application to the Senior Hydrologist, Ground Water

Organization (GWO), Una for field report.

iv. Senior Hydrologist, GWO seeks the field report from the Executive

Engineer of the concerned area.

v. After receiving the field report from Executive Engineer, the Senior

Hydrologist, GWO may conduct the site visit and with his comments,

submits the final field report to the Member Secretary, GWA.

vi. The final level scrutiny of the application is carried out by the sub-

committee under the Chairmanship of Member Secretary, GWA.

vii. On approval, Permit / Certificate of Registration is issued to the

application.


3. User Process for Application

This guide gives step by step instructions for online application for “Requisite Permission

(Permit / Registration) for use of ground water from the HP Ground Water Authority”

without any physical touch point. User will download the final digitally signed certificate

from the Single Window portal.

Click on “Login” button on right side of the screen.

First time users, click on “Investor Sign-up” button.

4. Investor Registration

To register click on “Investor Sign-up” button.

Click on “Register” button on next screen.

Fill all the requisite details. After submitting the requisite details, click on “Register”

button as highlighted below.


User will receive “One Time Password” on registered mobile number.

User need to enter the received OTP and click on “Verify OTP”.

After successful verification of OTP, an activation link is sent to the registered email id.

Click on “Activate Account” in order to activate Single Window Account.

5. Investor Sign-in

Visit the website by following the link http://emerginghimachal.hp.gov.in/ .Click on

“Login” button on right hand side of the screen and then click on “Investor Sign-in”

Option.

Click on “Login” to proceed to login screen.

Enter IUID/Email ID and Password & Captcha Code (displaying in the image) on the

following screen and click on “LOG IN”.

IUID is “Unique Investor Identification Number” which is sent to the registered mobile

number and Email ID after Successful Registration.


6. Apply for Permit / Registration for use of Ground Water

After successful login, user is landed over to the below listed page/dashboard. Now,

hover on to “IPH” and click on the tab.


Following page is displayed where the user may select the service from the list of services

available as shown below. User may hover over to the service and click on “Apply” tab.

Following page is displayed on clicking the “Apply” tab. Here, the user is required to

submit all the requisite information as shown below. Note: This illustration is for Grant of

Permit for Sinking of Well and Use of Ground Water. Process is similar for other

applications as well.


Once all the details are entered and the “Save and next” tab is clicked, user is landed on

the below page where the user is required to submit the requisite documents. This can be

done by selecting the file and uploading it.


User may hover over to the “Submit” tab. Once all the required docs are submitted and

application is submitted, applicant is required to submit the requisite fee.

On clicking “Pay Now” the user is directed to the payment gateway


After making the requisite payment, the application will get submitted to the HP GWA.

The applicant will also be informed with the sms and email notification once the

application is successfully submitted after making the payment.


7. Departmental Process for Approval

a. Executive Engineer, HP GWA, H.O.

Once the application is submitted, the application will appear on the dashboard of

Executive Engineer, HP GWA, H.O. for initial scrutiny.

Click on the Department Login

After clicking the Department login button, the following page will appear. Official is

required to fill his username and password for login

After login, the official will land on his single window dashboard.



On clicking the “View” tab, Executive Engineer, HP GWA, H.O. can view the application

along with the documents submitted.


Once, the Executive Engineer, HP GWA, H.O. has validated the documents. He may give

his comments in the section and click on the “Approve” button. On clicking, the

application will be forwarded to the “Member Secretary” for his further processing.


b. Member Secretary, HP GWA, H.O.

Once the Executive Engineer, HP GWA, H.O. verifies the application at his end, the

application will appear on the dashboard of Member Secretary, HP GWA, H.O. for

processing.




After clicking the Department login button, the following page will appear. Official is

required to fill his username and password for login




On clicking the “View” tab, the Member Secretary, HP GWA, H.O. can view the application

along with the documents submitted and verify as per the comments of the Executive

Engineer, HP GWA, H.O.


The Member Secretary, HP GWA on verifying the submitted docs, may click on the

“Approve” button to forward the application to the Senior Hydrologist, Una for site

report and to the Executive Engineer of the concerned division for the public notice.

Note: In case, Executive Engineer founds any discrepancy in the application / document

attached, the Executive Engineer may flag the issue to the Member Secretary with his

comments and Member Secretary may revert back the application to the investor / user

by clicking on the “Revert back to Investor”.


c. Senior Hydrologist, HP GWA, Una

Once the Member Secretary, HP GWA, H.O. verifies the application at his end, the

application will appear on the dashboard of Senior Hydrologist, Una for site visit report.




After clicking the Department login, the following page will appear. Official is required to

fill his username and password for login




On clicking the “View” tab, Senior Hydrologist, Una can view the application and

comments made by the Executive Engineer and Member Secretary, HP GWA


The Senior Hydrologist can download the attached document for his reference.


The Senior Hydrologist, Una may click on the “Forward for Inspection” button to forward

the application for site inspection to the Executive Engineer of the concerned division.


d. Executive Engineer, Concerned Division

Once the Senior Hydrologist, Una forwards the application for inspection, the application

will appear on the dashboard of Executive Engineer, concerned division for the site

report.

The Executive Engineer, concerned division will also receive the Public Notice under the

“Application for Public Notice” tab from the Member Secretary for publishing.









On clicking the “View” tab under Applications, the Executive Engineer of the concerned

division can view the application and comments made by the Executive Engineer, H.O.,

Member Secretary, HP GWA and Senior Hydrologist, Una


The Executive Engineer, Concerned Division can also download the attached document

for his reference.


On clicking “Upload Inspection Report, the following pop-up will appear for uploading the

inspection report.


Executive Engineer, Concerned Division may fill the requisite details and click on the

“Submit” button. On clicking on the submit button, the field report will be submitted to

the Senior Hydrologist, Una.

For “Public Notice”, the Executive Engineer, Concerned Division, may click on the “View”

tab to view the application and click on “Forward for Public Notice” under the Application

tab

On clicking the “Forward to Public Notice” button, the Public Notice will be forwarded to

the SDO of the concerned sub-division.


e. SDO, Concerned Sub-Division

Concerned SDO by login into the Single Window System may click on “View” tab to view

and download the public notice as received from the Executive Engineer.









f. Senior Hydrologist, Una

Once, the Executive Engineer, Concerned Division has carried out the site visit and

uploaded the site visit report, the Senior Hydrologist, Una will again receive the

application along with the site visit report on his dashboard. The Senior Hydrologist by

clicking on the “View Inspection Report” tab can view the site visit report as provided by

the Executive Engineer, concerned division.









After viewing the site report, the Senior Hydrologist may upload his inspection report

based on the site visit and comments received from the Executive Engineer.


After filing the requisite details, the Senior Hydrologist is required to click on the

“Submit” button to submit the site report to the office of the Member Secretary, HP

GWA, H.O.


g. Executive Engineer, HP GWA, H.O.

Once the site visit report is submitted, the Executive Engineer, HP GWA, H.O. may view

the report by clicking on the “View” tab and then “View Inspection Report”









After viewing the report, the Executive Engineer, HP GWA, H.O. may forward the report

to the Member Secretary, HP GWA with comments for final approval.


h. Member Secretary, HP GWA, H.O.

Once the Executive Engineer, HP GWA, H.O. verifies the site report at his end, the

application will appear on the dashboard of Member Secretary, HP GWA, H.O. for final

processing.









On clicking “View” tab Member Secretary, HP GWA, H.O. can view the site report along

with the comments of the Executive Engineer, HP GWA, H.O.

After inspecting the site visit report, the Member Secretary, HP GWA will take the case

to the committee for final discussion on approval / rejection.
