Albacore fever has started to build momentum with close range action near

the Weather Buoy in Monterey Bay. The action has been very good with

the promise of an excellent season, and this weekend should be littered

with boats trolling for albacore. There still isn’t any live bait out of Santa

Cruz, but Bocce Boy is trying. Golden Gate salmon fishing slowed down to

less than a fish per rod, but the fish are hot and big. With the salmon

already staging outside of the Gate, the next few weeks will be particularly

interesting.

On the weather front, the winds will be strong on the outside due to a low

pressure trough, and a large swell will emerge above Point Reyes over the

next several days. San Francisco Bay will be windy through the rest of the

week before backing off a bit over the weekend.

Saltwater Wrap:

Eureka:

The beat goes on up in Eureka, and Gary Blasi of Full Throttle Sport

Fishing had a great day with full limits of salmon ranging from 12 to 25-

pounds by 11:00 a.m. on Thursday. “The fish are getting larger, and

Captain Phil Hoxie of the Shellback landed a 34-pounder on Thursday.”

One of Blasi’s clients had a big one on, and it ran off 150 yards before

becoming unbuttoned. On Wednesday, Blasi ended up one fish shy of

limits after hooking nearly 30 fish, losing a number in the process. They

spend at least ½ hour liberating a 25-pound salmon from a rod and reel

that an angler lost overboard. The fisherman called out on the radio that he

had lost his rod and reel, and Blasi hooked up with the line while trolling.

After handlining the rod in, they returned the gear to the angler. Talk about

building up your fish kharma. Eureka has been a very popular spot, but


Blasi does have two spots on August 14, 16, and 18th.

Fort Bragg:

Kevin Browning of Noyo Fish Center said, “We are planning on doing

albacore this weekend if the weather improves on the Ambush, a 43 Delta,”

adding, “The edge looks good due west at about 35 miles.” They will be

running rockfish and ling cod trips up the Lost Coast towards Shelter Cove

through the 15th of August when the season in this section of the coast

closes. On Sunday’s trip to White Rock, they had 12 vermilion averaging 8-

pounds in 50 feet of water with ten year-old Olivia and seven year-old Caz

De Maigret of Napa caught full limits on their first trip ocean fishing with 2

vermilion and 2 lings. Interest anglers can reach Browning at 707-372-9996.

Half Moon Bay:

Tuna fever is also starting to boil out of Half Moon Bay with the albacore

only 51 miles from the harbor down an in from the Monterey Weather

Buoy at 36/38 and 122/18. Dennis Baxter of the New Captain Pete said,

“The salmon are still eluding us, but the coast is full of biting rockfish,”

adding, “Every reef is loaded with blues and blacks.” The Queen of Hearts

put in 19 limits of coastal rockfish on Thursday. A few private boats went

out for salmon with minimal results, but the deckhand of the Connie O

went south out of Monterey and plugged the boat with albacore only 17

miles from the harbor. Baxter has a salmon charter on Saturday with an

open load on Sunday.

Monterey

Chris Arcoleo of Chris’s Landing said, “We fished halibut most of the day,

but after not landing a flatfish, we are able to pick up a pair of salmon for a

very light load of 5 passengers.” He added, “Some boats did well on the

salmon as they started to bite late in the afternoon.” He confirmed the great

albacore action with the fish only 10 miles from the harbor with small boats

landing up to 32 fish. They are full on Friday and Saturday, but there is

some room on Sunday’s rockfishing trip.

Tom on the FishOn out of Santa Cruz scored big on nearshore tuna on

Thursday 8-2 Fishing just outside the Monterey weather buoy Tom said the

morning bite was slooooow but the fish came up and they couldn't beat

them back in the early afternoon. They ended up with 22 fish mostly 12 to

15 pounds with two larger fish that went 20 and 25 pounds. They were

working the usual assortment of clones and jigs with the Mexican flag and

zucchini patterns working best. Tom said several private boaters also got in

on the action and if the weather and water temps cooperate we will see lots

of fish and many, many boats working the area over the weekend. On the

salmon front Tom's last trip was Sunday 7-29 with two boated and two lost

fishing at Soquel hole. Tom is offering both tuna and salmon trips through

August.

Santa Cruz Report from Allen Bushnell of the Santa Cruz Sentinel:

Ho hum. Go out at 6am and catch a limit of fish for everyone on the boat by 9am.

Yawn. If it wasn’t so fun it might even be boring. The charter boats and private

boaters from Santa Cruz may be getting spoiled, but no one is complaining about


the stellar fishing we’ve enjoyed so far this season.

Rockfish are the mainstay. Astoundingly, the local reefs continue to be very

productive even this late in the season. Jim Rubin from Captain Jimmy Charters

had a “regular” day on Saturday. “We had four anglers catch full limits of blacks,

blues and yellowtail rockfish, plus two lingcod. We were done by nine

o’clock.”Rubin could have repeated that report for the remainder of his trips this

week, with the addition of a few halibut caught after the rockfish bags were full.

Gerry Brookes on the Doble has essentially the same to report. On Tuesday, they

caught eight lingcod weighing up to 20 pounds each, on top of full rockfish limits.

Tom Dolan on the Mega-Bite reports limit all week as well, with the inclusion of a

few “Big” vermilions Sunday and a rare Tiger rockfish on Friday.

Salmon fishing has slowed and we hope a new school will move into the bay. A

number of kings were reported caught last week, including a few in shallow water

areas outside Capitola and near the Mile Buoy. Both those locations are also

featuring a very productive halibut bite right now. The flatties are located

anywhere between20-70 feet of water, and are biting on fresh or frozen squid, tray

bait herring or anchovies and a variety of swimbait lures. Squid are still actively

spawning in some local areas, and a white sea bass or two could be in the mix.

When the offshore conditions cooperate, anglers are doing well on albacore tuna,

according to Todd Fraser from Bayside Marine. Fraser reports tuna caught only15

miles from the Santa Cruz harbor on Wednesday. Earlier in the week, the fish were

much further away. Bayside angler Corey Ragan took the long trip last Thursday

with J.T. Thomas aboard Tim O’Halloran’s boat nearly 50 miles outside “the dog

bone” near Pt. Sur. They scored 32 fish, with a few caught as close as 22 miles

from Santa Cruz.

Bayside Marine in Santa Cruz

When the tuna are biting, we try and include as many sources as possible,

and Bayside Marine in Santa Cruz said, “The albacore are on the bite from

36'40/122'13 to 36'37/122'20, and the wind ranged from 10 to 15 knots all

day long.” They added that halibut fishing is still good, and a few sea bass

have been landed fly lining squid near the Mile Buoy working the squid

balls.

Golden Gate by Mike Aughney:

The salmon are beginning to "stage" and are showing off the Gate in ever

increasing numbers the past few days. On Thursday 8-2 Emeryville had

the New Seeker, C Gull and Superfish out seeking salmon. Their combined

42 anglers landed 47 salmon to 24 pounds with one bonus halibut. The fleet

was kind of spread out in the morning, but most boats ended up NW of #1

buoy of the main ship channel. The quote of the day goes to Roger Thomas

on the Salty Lady. Roger's report started off with "there were some pretty

good scores out here today just not on my boat". Roger reported 5 landed

and several lost for a group of 17 anglers that included several kids and

first timers. Roger said they started off east of Duxbury and then moved

down to the bite at the Channel buoys. Roger said there was just a ton of

jelly and you really have to work to keep your lines and baits cleared to get

bit. Roger said party boat scores range from his five to 25 per boat. He feels

if the jelly clears out and the current slows that they could see some better

action in the days ahead. The winds were light at less than 5 knots this

morning increasing to 10 to 12 this afternoon over a 4 foot swell. There is

space available weekdays but spots are limited on weekends out of most

ports.

Rockfish are still filling angler's sacks with James on the Cal Dawn out of

Berkeley reported 23 limits of rockfish, 8 lings and two salmon today. The

Huck Finn out of Emeryville reported 20 limits of rockies and 9 lings with

boat concentrating their efforts along the Marin Coast.

More Golden Gate:

Captain Jim Smith of the Happy Hooker went salmon trolling up the coast


today with 19 fishermen, and they came back with 10 salmon, including

three over 20-pounds, with at least 8 or 9 fish lost. They had a streak of 6

straight fish landed when Larry ‘The Legend’ Nelson said, “We haven’t

lost any fish.” Well, you can imagine what happened next – the anglers

started to drop fish. Smith is chartered on Saturday, but he is running an

open load potluck trip on Sunday.

Correction: The other day I reported that Clyde Wands went out on the

New Easy Rider with Jonathan Smith deckhand. The correct boat is the

New Salmon Queen out of Emeryville – sorry for my error.

The Bays:

Keith Fraser of Loch Lomond Bait in San Rafael was pleasantly surprised

by the arrival of striped bass to 23-inches near the marina. One bank

fishermen came back for more bullheads after picking up stripers with

Loch Lomond bullheads from the levee near the marina with ‘bass jumping

all over.” He said, “Our regular bank fishermen haven’t been around all

summer long, but the reemergence of some bass should change things.” He

predicted excellent salmon action at California City in the coming days,

particularly when the minus tides back off later this week. Fraser said, “I

think the only limiting factor has been the minus tides shortening the

window at Cal City.” Halibut fishing has been slow in the big tides with

Captain Gordie Hough managing a single halibut on Wednesday after

going rockfishing outside the Gate.

Captain Brad Hood of BH Guide Service out of Port Sonoma had a great

catch today with a 9-pound, 6-ounce baby granddaughter. In typical Hood

fashion, the younger Hood is also not pictured – Congratulations Grandpa

Hood!

Mike at Mike’s Bait in Oakland has his shop for sale, and interested buyers

can reach him at the shop. He reported excellent action on Wednesday’s

bay perch opener with his father landing a limit of quality rubberlips at the

end of the Alameda Rockwall on grass shrimp. They are selling plenty of


bullheads for San Pablo Bay stripers, but he didn’t have any updated

reports. Mike has been a great source for us, and I wish him well in his

ability to sell his shop and in his next venture in life.

Delta:

Salmon fishing remains slow out of Benicia with Tony Lopez of Benicia

Bait saying, “We have been hearing about a fish here and there, but these

have only been second and third hand reports.” The waters along 1st Street

have been muddied by the large tides, but there are small bass and smelt

off of 9th Street. Lopez said, “A number of kids are having a ball down

there with the small fish.”

Rick Frisk of the Fishermen’s Friend in Lodi reported one of their regulars

trolled solo in Horseshoe Bend, the Old Dairy, and outside of Decker Island

for 21 legal stripers to 6-pounds on a catch and release session with

shallow-running lures.

Allison Shawnego of Hap’s Bait in Rio Vista said a big striper at 27.5-

pounds/44-inches was caught and kept by a Stockton resident on frozen

shad in Horseshoe Bend on Monday. The angler’s name won’t be

mentioned, but I am disappointed that this fisherman is from my

hometown. It does make sense however, as the Stockton Chapter of the

California Striped Bass Association is the only chapter that promotes a big

fish derby in spite of the State Board’s recommendations. Some large

salmon to 28-pounds have been taken out of Viera’s Resort near Isleton, but

there are about one salmon for every eight boats trying. Shawnego said,

“We are selling lots of pile worms, blood worms, night crawlers,

mudsuckers, and frozen shad.”

For largemouth bass, Randy Pringle, the Fishing Instructor, has been out

several times this week during the heat wave, and he said, “You have to be

very accurate with your casts in these flat calm conditions.” Moving the

bait through the strike zone in a slow, methodical manner is the best

technique, and Pringle advised using bluegill, perch, or crawdad imitation


lures with the bass loading up on these baits. He has been scoring with the

new ima Floating Flit worked similar to a floating Rebel by tossing it up

against the banks on the high water and pulling it down to 6 feet in depth

and letting it float up again. The new lure has either a yellow or red bill,

and it resembles bluegill or a perch. The cold weather in the mornings,

including tule fog on Wednesday morning, has slowed the top water bite

to a crawl. He has found a good bite on the Berkley Havoc Bottom Hopper

in June Bug on a Zappu Head at depths from 5 to 15 feet using 8-pound

test. They have had 50 fish days throughout the week with the better cut of

fish on the bluegill or crawdad patterns. Pringle added, “When the wind

does blow, the reaction bite with spinnerbaits or crankbaits is a good

option.”

Delta Report by Chris Lauritzen of Lauritzen’s Yacht Harbor in Oakley

Ocean salmon fishing has really cooled down the past week or so but in that period

of time there seems to be a pretty good striper bite in the west delta all of the way

from Sherman Lake to the Decker Island.

We had a decent showing of boats that launched at the harbor this past Saturday

and we have had six to eight boats launch the past couple of day. The weather is

warm and nice there is a slight wind chop and if you work at it there are some

stripers around.

Some of our early morning Saturday folks were back in the harbor this past

Saturday by 10:00 am and over at the fish cleaning station. The stripers were all in

the 22 – 24 – inch range. The group of anglers that were at the fish cleaning station

were fishing out in Sherman Lake plugging for stripers with a Rat – L- Traps

Steve Sakai was in his tracker boat a few days ago fishing Sherman Lake as well

when he caught a 31 – inch, 18 – lb striper. Steve was plugging in the weeds when

he caught the striper.


Mark Wilson is a charter boat captain who fishes the west delta both on the

Sacramento and San Joaquin Rivers trolling for stripers, and he’s pretty good at it.

Mark catches his stripers troll with either a shallow or deep diver rebel.

On the Bob Sims show this past Saturday Mark was on the 7:00 am hour I believe

and was excited about to talk about how many stripers they had caught fishing

around the Decker Island/ Horse Shoe Bend area were he caught and released 24 –

stripers. I believe the biggest striper weighed in at 8 – lbs. For this time of year that

is not a bad grade of fish.

With water temperatures in the 69.24 – 72.1 – degree range at the old Antioch

Boat Ramp on the San Joaquin River and 70.0 – 72.1 – degree range at the Rio

Vista Bridge on the Sacramento River the good news is the water is warm enough

for cat fishing and blue gill fishing and not so good for fishing on the Sacramento

River near Ida Island in Isleton.

I have never heard what the ideal water temperature is for salmon to stay around

for a while is but from all of the reports I am reading/hearing the salmon are just

passing through and it seems most of them are heading towards the cool water of

the Feather River at this point.

If you are planning on going salmon fishing this fall in the delta now is a good

time to start thinking about that when the water does get a little cooler perhaps the

middle of September or the middle of October. At any rate there is something called

supplemental fishing regulations put out by the Fish and Game. I would

recommend that all of you spend a few minutes and review the things that could

impact you for the body of water you are fishing in especially the Delta as it relates

to salmon.

These regulations went into effect March 1, 2012 and run through February 28,

2013.

Here is one that will grab at you. There is no salmon fishing on the San Joaquin,

Calaveras, Stanislaus, Tuolumne, and Merced rivers. If you want to be safe I

would not land a salmon that is caught between the Antioch Bridge and the south

end of Broad Slough on the San Joaquin River.


Remember to have your GPS on while fishing for salmon and be able to show your

way point where you caught that salmon if you are launching from some place on

the San Joaquin River.

With the hot dry weather the black berries are really starting to ripen up. They are

great over ice cream or in your morning cereal. Homemade pop cycles are the very

best.

Enjoy the slight west wind and almost no wave action at all. Coming out after

work and doing a couple of hours of just sitting on the boat in the shade is really go

therapy.

Rivers:

Sacramento River/Metropolitan Area:

Dennis Phanner of Sacramento Pro Tackle reported a continued slow

salmon bite in the Sacramento area with ‘not much happening,’ adding,

“This is a typical early season run with the best action north of Sacramento

at Los Molinos and Hamilton City on the Sacramento and a few spots on

the Feather River.” Striper fishing has improved with night trollers scoring

limits to 20-pounds from the mouth of the American to the I Street Bridge.

Bank anglers are soaking sardines or pile worms. They still haven’t been

able to get the fresh sardines out of Monterey this season, but Phanner

continues to try on a regular basis. He added, “Brad’s KF 15’s continue to

be a hot selling lure this season.” This is a plug similar to the Kwikfish or

Flatfish.

More Sacramento River:

Bob Bradbury of Johnson’s Bait in Yuba City went fly fishing on the

Sacramento above Tisdale for 14 lineside with 10 of the fish over 18-inches.

Feather River:

In the Feather, Bradbury reported the best action above Gridley with a few

taken jigging near Boyd’s Pump. One salmon was landed on the anchor

above the Shanghai Falls on Thursday. Big Jon Enos of Big Jon’s Guide

Service picked up one on the Feather on a Kwikfish, also on Thursday.

Upper Sacramento River by Mike Aughney:

The upper Sac opened to fishing on Wednesday August 1st and Dave

Jacobs reported solid action for all the top guides. Dave says most boats

fishing from the Barge hole and down to Red Bluff saw counts of 6 to 8

dime bright fish per boat with many taking 3 to 4 limit scores. Dave said

roe is producing best though some fish were taken on plugs. He expects the

bite to drop off as it always does after opening day and slowly pick back


up through August. Fishing should be excellent come September along the

length of the river. Dave has space available.

Lakes:

Berryessa:

Troy Barr of T-Roy’s Guide Service said, “The fish are stuck up against the

banks in pre-spawn mode as they are searching for any spring or creek

structure that they can follow up.” He has been working along the bottom

at depths from 60 to 70 feet bouncing the bottom with Apex, hootchies, or

spinners behind the large Rocky Mountain Tackle dodgers. Greens and

oranges are working in the deep water, but Barr said, “It doesn’t make any

sense that the oranges are working since they lose their color pattern at

these depths.” He predicted that the Project Kokanee Derby on August 25th

will be won by a fisherman working 130 feet of water just off of the bottom.

Clear Lake:

Allen at Limit Out Bait and Gifts in Clearlake Oaks said the bass bite has

slowed down with the best action found deep in the water column with jigs

or plastic worms. Catfishing remains very good in the hot weather

conditions with night crawlers, clams, or cut baits.

Oroville:

Fil Torres of the Tackle Depot in Oroville said the bass bite remains ‘really

good’ with crawdad imitation lures worked at depths from 15 to 20 feet,

and crankbaits in shad or crawdad imitations are starting to work from 8 to

10 feet. He added that the worm bite is typical with a good top water bite

in the early mornings and late evenings from the Middle Fork, North Fork,

and West Fork with the bass following the banks, even with the dropping

lake levels. A few fishermen are working the running water up the creek

arms. Coho fishing remains good with mooched anchovies or chartreuse

Power Bait at depths from 50 to 70 feet near the dam.


Shasta:

Phil’s Propellers in Redding reported a continued good bass bite with the

fish holding from the banks to 15 feet. Senkos, tubes, and top water lures

are all effective, and buzz baits have been particularly effective in the early

mornings or late evenings. The winning limit at a recent club tourney was

in excess of 12-pounds which is a solid limit for this time of year at Shasta.

Trout fishing is best in deep water from 80 to 100 feet for rainbows to 2.5-

pounds with Wiggle Hootchies or Z-Ray style lures. The trout are cleaner

in the deeper water as they are loaded with parasites closer to the surface.

Most salmon fishermen left the lake to join the river action after the

opening day this week, but salmon are still holding around Centimudi

with mooched anchovies. The lake is dropping in the neighborhood of 3/4th

feet per day.

Mother Lode Roundup by Rick Frisk of the Fishermen’s Friend in Lodi

At Pardee, Frisk advised trolling at depths from 80 to 90 feet from the

mouth of the river towards Box Canyon for limits of kokanee. Melones

remains ‘wide open’ out in the middle of the lake from Carson Cove to the

49 Bridge at depths from 50 to 60 feet for kokanee to 15-inches. The

kokanee in Don Pedro have dropped to 80 to 100 feet, and they are holding

tight to structure near Middle Bay.

Los Vaqueros's Fishing Conditions

GENERAL CONDITIONS

The south entrance to the reservoir continues open for shore fishing only.

Just a reminder the marina and boat rentals are closed until mid

September. We recommend calling (925) 371-2628 for up to date

information. The water level is currently at 56% of the new high water

mark. Our water temperature is 69 to 72 degrees. Water conditions are

good for fishing. Water is currently being pumped into the reservoir.

PLEASE NOTE:


We are still giving out Whopper mugs so if you catch a big fish stop

by the kiosk on your way out of the park. We gave away 7 mugs last

week for trout over 5 lbs.

We have State of California Fishing Licenses for sale at the kiosk. Fish

and Game has been checking fishing licenses so make such you have

one for everyone 16 or over.

We have frozen bait and nightcrawlers available at the kiosk.

We remind anglers the limit on striped bass is 2 and they need to be

at least 18 inches. Citations have been given recently to anglers for

over limits and under size fish. Make sure you bring a measuring

device. Rods must be closely attended.

Shoreline access continues to be limited due to expansion efforts.

Many hiking trails are currently closed for renovation or Eagle

nesting.

We have begun to weigh and measure striped bass as a sampling

project. Your cooperation is appreciated.

Use caution as rattlesnakes are active. Please be aware as you walk.

Stay away from rock piles and high grass. Never try and pick up a

snake.

DAM EXPANSION UPDATES & CLOSURES

The North entrance to the reservoir reopened July 14. Some trails are open

but many of the trails remain closed as trail work is finalized. Visitors can

walk up to the Dam for a spectacular view. Access to the reservoir for

fishing on the north end is currently closed. See the CCWD website for

details. The Interpretive Center is open from 9:00am to 4:00 pm on

Saturdays and Sundays.

As mentioned, for now there will be no fishing access from the North

entrance as work continues on the trails and fishing structures


TROUT

We planted trout on Thursday July 19. We put in 1000 lbs of fish in the 2 lb

range with a few fish as big as 10 pounds. We currently do not have any

fish plants scheduled due to the water temperature and air temperature.

We need a period of cooler weather before we plant trout again. Overall

trout fishing is rated slow but a few anglers have had good success. The

South Cove continues to be your best bet for trout but anglers are catching

trout all along the open shoreline. The best way to catch trout this time of

year is with nightcrawlers, power worms or power bait. Conditions have

changed and it is now necessary to make pretty long casts. It is also

important to use 3 or 4 feet of leader as we are experiencing some weed

growth. Using light line also helps; 4 to 6 lb test is plenty. Anglers will also

take some trout casting kastmasters and a variety of other lures. A quarter

Ounce kastmaster in gold or silver with a buck tail has been a favorite lure

of several anglers. Blue Fox lures have also been effective. Top fish this

week was 6.3 lbs and taken on a blue fox.

LARGEMOUTH BASS

We have very few anglers focusing on largemouth bass. Over all we

continue to rate largemouth bass fishing slow. Part of the reason fishing

has been slow is the limited access to prime largemouth areas. Please

release any big largemouth bass you might catch. They are the future of

largemouth bass fishing in the reservoir. Thank You in advance.

STRIPER

Fishing for stripers continues to offer a chance at some keeper size fish. We

continue to see a few limits every day although overall fishing is rated just

fair. Stripers from 18 inches to 6 lbs are caught by anglers putting in the

time. Anchovies, sardines or shad should do the trick. We suggest you take

advantage of the 2nd rod stamp available from Fish and Game. One key to

catching striped bass is to put in the time. It is a bit of a waiting game.

Another key is to keep your bait in good condition and make sure your


hooks are well baited throughout the day. Casting swim baits or shad raps

will also give you a shot at catching a striper, especially after a trout plant.

A few anglers use one rod for trout and the other for stripers.

SALMON

No reports on salmon this week.

CATFISH

Fishing for catfish is still slow, probably in part due to the limited access.

An occasional catfish is caught by anglers fishing for stripers. Anchovies,

liver and nightcrawlers all work well.

HOURS OF OPERATION

Seven days a week: 6:00am – 8:00pm

These hours will continue through August.

Lake Chabot's Fishing Conditions

GENERAL CONDITIONS

With it being summer, the heat has been picking

up steadily and cat fishing has been picking up as

well. More and more have been caught over by the

island, dam and Half Moon Bay. The water clarity

has been great in the past few weeks with about a

6 foot visibility. However, the wind has been a

problem later in the afternoon on a daily basis.


Water is about 10 feet from spillway and we are finally done losing water

due to the construction on the west trail here at the marina. Regardless of

the construction and low water level, we are still renting out boats. The

west shore trail will be closed for a short amount of time due to the

construction on the ADA pathway; the project is set to be completed by

October 31, 2012. Sorry for any inconvenience that this may cause. Since the

beginning of summer, we have planted a little over 3,000 lbs of catfish.

When you bring in your big fish, we will take your picture and give you a

"Lake Chabot Whopper Club" button. If you catch a whopper over 8 lbs

(trout), 10 lbs (catfish) or 5 lbs (bass), you will also receive a Lake Chabot

Whopper Mug.

For beginning anglers, if you have any questions on what to use, please

come down to the Marina and one of our friendly staff will be more than

happy to help you get set up for your fishing adventure. Boating has been

picking up more and more during the summer months, if you’re looking to

take out a boat, the best time is to come out in the morning or early

afternoon. As mentioned before, the wind picking up in the late afternoon

has caused us to give out warnings or not send out kayaks, rows or electric

boats.

TROUT

Trout fishing is extremely slow right now. The lake has warmed up and all

the trout are moving deeper into the water. With some luck, you might be

able to pull a few out, but it’s definitely the season for catfish now. If

fishing for trout, it’s best to go to the clearest parts of the lake which are the

dam and Half Moon Bay area. Make sure to troll about 15+ feet down from

the surface. The best bait to use a jointed Rapala (J-7) Firetiger Rainbow

Trout pattern and Pink Mira Shad with some weights in front of the lure.

Drift fishing is another way to pull out trout in front of the island and Half

Moon Bay, using Powerbait/Power Eggs or night crawlers. When trolling

for trout, be careful with the anglers fishing on the shoreline. Our last trout


plant was Tuesday, June 14th, we will not be getting any more trout plants

until fall and for the rest of the summer we will be planting catfish.

BASS

Attention all anglers! Bass fishing has been on the

rise! Bass are currently in post-spawn mode, so

they are near the shoreline, about 10-15 feet deep.

If you are fishing for bass, they are hitting mostly

in the early mornings and evenings mostly on

plastics, jigs and hula grubs. Near the island or the

tulles by Raccoon Point are always a good spot to

fish for bass. Most of the anglers are throwing

Senkos, drop shots and Brush hogs to get the fish

to come out from their deep, off-shoreline

structure. Livewells can be provided upon request

thanks to Walton’s Pond. Please practice catch and release for bass, as they

are not stocked into the lake and their population depends on you! Within

the past few weeks or so, Lake Chabot Marina employee Erich Coulter (see

on photo) has caught bass ranging from 4 lbs to 7 lbs in the Coot’s Landing

area as well as one over in Bass Cove using Lunker Punker topwater

swimbait. Another Lake Chabot Marina employee, Joey Coelho caught a

9.5 lbs bass over in Half Moon Bay using crank bait.

CATFISH

It’s catfish season! The water temperature

has been steadily increasing over the past

couple of months as well as the amount of

catfish being caught. So far this year, we

have planted a little over 3,000 lbs of catfish

into Lake Chabot, though they have been

planting over in Coot’s Landing and not in


our view. We are not sure when the last official catfish plant was or how

many pounds it was, but it is done weekly.Typically around this time,

catfish are going to be located by Raccoon point but they’ve been sticking

around the Half Moon Bay and Coot’s Landing area after being planted.

Anglers are using mackerel, anchovies and chicken liver for bait, as well as

night crawlers for live bait. Over the course of the past week, one of our

regular fishermen, Ken Kruse (see on photo), has caught on a few different

days a catfish limit of 5 fish. More recently, July 30th, Kruse caught three

catfish. The biggest being 11.30 lbs over in Bass Cove using mackerel. For

beginners, if you have any questions on what to use please come down to

the Marina and one of our friendly staff will be more than happy to help

get you set up for your fishing adventure.

WHOPPERS

On July 30th, Ken Kruse caught three catfish with the biggest being 11.30

lbs over in Bass Cove using mackerel. That same day, Lake Chabot Marina

employee, Erich Coulter, caught two bass over in Bass Cove and Coot’s

Landing ranging from 4 lbs to 6 lbs using Lunker Punker topwater

swimbait.

amazing sights as well as possibly catch a glimpse of our very own Bald

Eagle or its nest over in Bass Cove.

On Water Wars

Over Troubled Waters, a documentary about the Sacramento-San Joaquin

Delta, will premiere on August 8th at the Crest Theater in Sacramento. U.S.

Reps. George Miller and John Garamendi will join hundreds of sustainable

water policy advocates at a news conference prior to the film premier,

which will be the centerpiece of a public education effort to stop the

building of peripheral tunnels.

In this visually rich documentary, Ed Begley Jr. narrates the story of how

the people of the Delta are fighting to protect the region they love and to

encourage saner, sustainable water policies for all the people of California.

"This is our chance to tell the real Delta story," said Barbara Barrigan-

Parrilla, executive director of Restore the Delta, which produced the

documentary. "This film reveals how powerful forces are using fear of

flooding and earthquakes to make a case for transforming a unique,

beautiful, productive region into a permanent way station for water going

somewhere else. They are trying to shore up an outdated water system

with a massive, multi-billion dollar water transfer project that Californians

Everybody who supports the public trust and openness and transparency

in government should back the recent request by the California State Parks

Foundation for a separate probe by the state auditor to assure an

"autonomous and unimpeded audit" of state parks, in light of the State

Parks Scandal that spurred the special funds' examination.

Ruth Coleman, the controversial State Parks Director, resigned on July 20

as a preliminary investigation into Department of Parks and Recreation

finances disclosed that the agency was sitting on $54 million in surplus

funds at a time when state parks were faced with closure.

“This discovery uncovers the ultimate betrayal of public trust," said

Senator Noreen Evans (D-Santa Rosa). "It is inconceivable to me how

anyone with an ounce of morals could outright steal $54 million of

taxpayer money intended for our historic public lands.

Governor Jerry Brown, while answering reporters' questions at a press

conference in Sacramento on July 25, tried to minimize the significance of

the scandal.

"This is the first problem I've ever seen where actually people in

government saved money," Brown claimed. "And that's good, because we

have the money and we can use it. How the heck it happened, we're trying

to figure it out. And we will figure it out. We're looking at all the special

funds."

Regardless of how Brown tries to downplay the scandal, confidence in state

and elected officials is at all an time low, largely because of corruption and

lack of accountability in government.

The audit and examination shouldn't stop with state parks or special fund

accounts. There needs to be an immediate audit and investigation of all

funds of the Natural Resources Agency, especially the funds of the Marine

Life Protection Act (MLPA) Initiative to create questionable "marine

protected areas" in California and the Bay Delta Conservation Plan (BDCP)

to build a peripheral canal or tunnel.

Both of these fiascos are public-private partnerships that have come under

intense fire from grassroots environmentalists, tribal members and

fishermen for the appointment of corporate interests, who stand to benefit

from these processes, to oversee them.

Senator Dean Florez tried to conduct an oversight hearing on the MLPA

Initiative in 2009, but the hearing never took place. That's BEFORE myself

and others uncovered many articles worth of evidence of conflicts of

interest and severe flaws in the process, including the appointment of the

President of the Western States Petroleum Association as Chair of the

South Coast MLPA Task Force.

before the co-chair of the MLPA Science Team was arrested, along with

two other people, for embezzling $900,000 from the Yurok Tribe.

The Bay Delta Conservation Plan to build a peripheral canal or tunnel is

also ridden with numerous conflicts of interest that open the way to fiscal

irresponsibility and lack of accountability.

Documents obtained by this reporter under the California Public Records

Act reveal that Susan Ramos, Deputy General Manager of the Westlands

Water District, is currently working “on loan” for the Department of Water

Resources (DWR) on the Bay Delta Conservation Plan. She was originally

contracted to work for the state from November 15, 2009 through

December 31, 2010. The contract was extended to run through December

31, 2011 and again to continue through December 31, 2012.

example of the revolving door between government agencies and water

districts controlled by mega-corporate farms such as Westlands,” said Tom

The news of Ramos’ service on loan from Westlands followed the

disclosure that DWR hired Laura King Moon, the Assistant General

Manager of the State Water Contractors, to assist in the completion of the

BDCP.

People concerned about the public trust should demand an "autonomous

and impeded" audit of all funds of the Natural Resources Agency,

including the controversial MLPA Initiative and Bay Delta Conservation

Plan. Once that audit is conducted, there must be an independent audit of

all state agencies, as Senator Noreen Evans has demanded.

"If one department can hoard $54 million for 12 years, who else is playing

the same tricks of deceit and thievery? I call upon the Governor to conduct

an administration-wide audit of every department and every division to be

made available, line by line, to the public," urged Evans.

California Governor Jerry Brown got some backing for his plan to ship

water to big agriculture and Southern California sprawl. But the source

shouldn’t come as a surprise: it’s the American Council of Engineering

Companies, California (ACEC California).

But Delta advocates disagree strongly with ACEC California’s rosy

assessment of Brown’s peripheral tunnel plan, noting that rather than

providing for fish stock protection, it will hasten the extinction of Central

Valley salmon, Delta smelt and other fish populations. They point out that

members of this group stand to make huge profits from designing and

engineering the facilities of one of the largest proposed public works

projects in California history, all designed to benefit corporate agribusiness

interests including the Westlands Water District and billionaire grower and

water privateer Stewart Resnick of Paramount Farms.

In a statement, the ACEC claimed “The Governor’s plan focuses on major

improvements to the Sacramento and San Joaquin river delta, which is

widely regarded as the hub of California’s water supply.”

“The Governor has today laid out a thoughtful and considered plan that

balances California’s economic water needs with fish stock protection,

water quality improvements and wetlands restoration,” said Paul Meyer,

executive director of ACEC California. “The Governor’s proposal will not

only confer once it is complete immense long-term economic and

environmental benefits on California, in addition during its design and

construction phase this major project will create thousands of quality jobs

during a difficult economic time.”

“This is exactly the kind of large scale engineering challenge in which

California engineering, surveying and environmental consulting firms

excel, and our members look forward to the opportunity to help make the

Governor’s vision a reality,” Meyer said.

Oh, really?

The involvement of engineering and construction companies and related

foundations in promoting the peripheral tunnel’s construction is well-

known. For example, the Stephen D. Bechtel Foundation, along with the

Resources Legacy Fund Foundation and the David and Lucile Packard

Foundation, has funded a series of studies by the Public Policy Institute of

California (PPIC) advocating the construction of “improved conveyance” –

the peripheral canal or tunnel.

Stephen D. Bechtel, Jr. ran the Bechtel Corporation for 30 years. He is the

son of Stephen David Bechtel, Sr. and grandson of Warren A. Bechtel who

founded the Bechtel Corporation, the largest engineering firm in the United

States.

“You can’t restore an estuary hemorrhaging from pollution and lack of

flow by stealing more fresh water from it,” said Bill Jennings, Executive

Director of the California Sportfishing Protection Alliance and a member of

the Restore the Delta Executive Committee. “That’s a death sentence for the

Delta.”

Adapting the words of Winston Churchill to the current battle on the Delta,

Jennings said, “We will fight this abominable scheme through the

administrative halls, through the courtrooms and the ballot box. We will

fight on the channels and sloughs and on the levees and through the fields.

And if necessary, we’ll fight them to the very gates of hell. We shall never

surrender and we will prevail and when this darkness dissipates, future

generations will look back upon us and call this our finest hour.”

Governor Jerry Brown in June signed a budget that slashes state employee

salaries by five percent and cuts Medi-Cal by $1 billion while adding 75

new positions to “perform preliminary engineering and design work” for
