#. due to emergency caused by 1857 revolt the licensing act, 1857 for Press

imposed licensing restriction in addition to already existing Metcalf Act

(press act of 1835).

#. In 1857 university at Calcutta, Bombay, Madras were set up and later

departments of education were set up in all provinces on the basis ofwoods

dispatches plan (1854).

#. During 1857 revolt because of state loyalty and their potential use as

breakwaters in political storms of the future the policy of annexation was
