Council acceptsbasic beach plan>> ‘We can at least get the ball rolling’SETON THOMPSON>>[email protected]
AN interim endorsement ofconsultant Royal Haskon-ing DHV’s proposals for the
future of Scottburgh beachfrontwasgivenbyUmdoniCouncilat itsmeeting on Wednesday 29October.
Most parties acknowledge thatScottburgh, if notUmdoni, is so in-extricably linked to its beachfrontthat it will likely be a core issue formany years. That fact is probablythe key to why agreement is sohard to reach and why it drags on—it is thedetails thatwilldefine itsfinal shape, but which dividesopinions. The scheme presentedallowsprogressivestagesofdevel-opment within the key realities offunding and unforeseen issues.
“Feeling our way ahead in di-gestible stages is the real appeal ofthis scheme,” one councillor said.
“Wecanat leastget theball roll-ing instead of kicking it into thelonggrassat thestartas sooften in
the past.”However, it was acknowledged
that thecosts, estimatedashighasR360 million would have to comefrom private funding and not thegovernmentaspreviouslyintimat-
ed and that the ultimate projectwould be defined by that. It wassuggestedthatafundingagencybeput in place to facilitate this.
The upfront fee of R1 millionseemed heavy to some councillorsandtheyfeltthatthedecisioncouldhave been reached long ago, sav-ing timeandmoney in theprocess.“However, having a sequentialprocedure and a target project wecan tinker with makes it worth-while,” said one.
Among the early issues is likelyto be marrying the error-riddenshort-term solution to the longer-termproject. Thenewproject sug-gestsdemolishingthepavilionandstarting a more suitable alterna-tive.Thatcouldtaketimeandmon-ey without any commensurate in-come.Atwhatstagedoes thecara-van park come into the equation?Fairly latesuggeststheproject, butit is a key factor in the current set-up.
Rumours that eThekweni-Durban is making mating soundsto the organisers of the high-pro-file Sani 2 Sea and Joburg 2 Seaevents is cause forconcern. An im-portant decision has been madebut the community will be watch-ing how the key components areprioritised.

New GM thrown in deep end
SETON THOMPSON>>[email protected]
SIYABONGA Mngadi, Umdoni Munici-pality’s sixth head of its technical ser-vices operating division over the pastthree years was thrown in the deepend when he faced his first portfoliocommittee meeting on Wednesday 5November. It was Guy Fawkes in moreways than one as he listened to a leg-acy of problems spawned during thereign of his predecessors.
None was bigger than the ex-penditure of R1 143 300 on the pur-chase of 10 000 tons of G5 gravel, re-ported on in the 31 October Fever.
Firstly, unauthorised stockpilingof any resource asset is frowned uponby Umdoni since it had to pay
R143 000 interest for a stockpile ofcooking gel which was not paid ontime. Secondly, the stand-in head oftechnical services, Vinny Govenderrelated how it appeared that a re-ported 699 truckloads of gravel hadbeen signed off as received at ParkRynie and Malangeni with little refer-ence to the details of the order.
debacle. Speaker Sykes Naidoo de-scribed Umdoni as “at risk — we haveno reliable proof of what was paid for— we are open to robbery or fraud. Itcould even appear as collusion in-volving staff but we have no evi-dence”.
After Govender cautioned thatthe contractor had the receipts, thatinvoices could follow shortly and that“they could go legal after twomonths”, Naidoo said, “don’t let theliability increase”.
The new GM who holds a B.TechCivil Engineering from DUT was previ-ously GM Technical Services at Ezin-qoleni Municipality for three years. Heundertook to investigate the situa-tion and, if possible, identify any of-fender while councillors demandedthat steps be taken to ensure thatsuch a situation “could not be repeat-ed in the future”.

>> Pennington resident is a survivorFEVER REPORTER
THE Cancer Association ofSouthAfrica (Cansa) isplacingthe spotlight on prostate and
testicular cancer in its men’s healthawareness campaign this month.
The campaign—“Movember”—encourages men to grow a mous-tache to raise awareness aroundprostate cancer.
Pennington resident AllanGraham is a survivor of a particularmalignant strain of prostate cancerhe was diagnosed with in 2001. Hiscompanyencouraged staff to under-go tests regularly and one of these
turned up a high PSA count. The initial scope test was nega-
tive,butsixmonthslateranothertestconfirmed the worst — a tumourwas detected.
He was put on tablets to reducethe tumour, but his prostate specificantigen (PSA) count was high and aradical prostatectomy was followedby radiology.
“The after-effects were severelypainful, but theresultsweremostre-warding and I am in remission witha PSA count of 0.01,” says Graham.
PSA is aproteinproducedby can-cerous and non-cancerous prostatetissue. Cancer cells can cause PSA
levels in the blood to rise so a simplePSA blood test can help detect pros-tate abnormalities.
“Men should start testicular self-examinations soon after puberty,”says Lisa Strydom, Cansa’s regional
manager in Pietermaritzburg andthe Midlands.
Visit Cansa’s website www.cansa.org.za togetmore informationonhow to do testicular self-examina-tions.

Good callCOUNCILLORS of the HibiscusCoastMunicipality (HCM)mustbecongratulated for their vote infavour of the nudist beach atImpenjati.
The KwaZulu-Natal SouthCoast, once South Africa’s play-ground, is in serious decline.
Hangingontoold ideaswillnotreverse this trend.
HCM by-laws that prohibitbathing or going on beachesnaked need to be scrapped. Nudebathing should also be allowed inHibberdene.

Welcome beachfront newsTHE news that Umdoni Council has agreedinprinciple toproceedwith the latest projectto upgrade Scottburgh beachfront will bewidelywelcomedas an opportunity to breakthelogjamthathadbedevilledthissubjectforfar too long.
Movingaheadinastagedsequentialman-ner should allow it to bemanagedwithin theresources available and to fine trim the de-tails as it proceeds. However, it is importantto note thatmuchof the fundingneeded, will
not be provided by the public exchequer butfound from private sources, both here andoverseas, contrary to some earlier beliefs. Itwillalsorequiresomecareful timingandbal-ancing of essentials.
Should the municipality continue to pur-sue its much criticised current leasingdebacle or should it look to construct a newpavilion? It is a chickenandegg situationbe-cause the project needs to become viable assoon as possible.

THERE are several options when choosinga back-up power system ranging frompower generators (petrol or diesel), typicaluninterruptible power supplies (UPS), al-ternative energy equipment (wind and/orsolar power) and inverter-charger-batterycombination systems similar to a UPS, butwith extended back-up time and fasterchargers.
Each of these has its pros and cons andyour specific application and needs shalldetermine the type of system that you will
be using.Before purchasing a back-up system
you should consider the following.• Back-up systems and batteries are ex-
pensive and every appliance you choose torun on the back-up system which is not ab-solutely necessary can increase the cost ofthe back-up system drastically.
We therefore recommend that youcarefully consider which appliances shouldrun on the back-up system after a powerfailure. For example a normal household
fridge that is without power for two tothree hours will have no negative effectwhile the temperature for a vaccine freezercould be critical.
A roof fan not running could be uncom-fortable while an oxygen generator failingcould be a matter of life and death. A waterfeaturenotworkingwillhavemuchlessim-pact than a security fence not working.
For a power back-up application wesuggest a battery bank with a combinationinverter-charger-changeover unit.
When mains power is available the unitacts as a charger thus charging the batterybank. During a power outage the unit actsasaninverterconvertingthestoredbatterypower to normal 230 Volt AC power. In cas-es of extended power failures this systemcan be further backed up with a generator.

SA’s crime-fighter of the future?
SAPScarsmightbeabletoaccesspotentialcrimi-nals’ IDs and driving licences and a host of otherdata in a few seconds, of at least that’s the hope
with a new police car that was on show at the 2014GovTech conference at Durban’s International Con-vention Centre from 2 to 5 November.
Vodacom and Samsung created what they called“a next-generation police car” which uses fixed andmobile networks and the latest hardware to supportthe South African Police Service.
Each future police car could be fitted with camerascapable of number plate recognition. Connectivity isprovided by LTE and 3G technology and informationgathered by the cameras could be cross-referencedwith databases such as those administered by the De-partment of Transport and the Department of HomeAffairs.
According to Vodacom: “This would dramaticallyincrease the ability of the police to detect criminalsand react instantly. The equipment could also be fit-ted to existing vehicles.”
The technology in each car will also make it possi-ble for police to check ID numbers, driving licences, outstanding road penalties and other information in“a few seconds”. Mobile printers would allow officersto issue infringement notices with information auto-matically populated from databases.
Vuyani Jarana, chief officer at Vodacom Business, said: “Our key aim is to use mobile technology to ad-
dress both the social and business challenges facingour customers. The next generation police car is agreat example of exactly this — using technology forsocial good.
“The information that we’ll be able to put at thedisposal of the police, combined with co-ordinationfrom a centralised control centre, will mean a stepchange in capabilities. In short, the police will be ableto do more, in less time, and at a lower cost.”
The tech could be commercially available early in2015 and Jarana said similar solutions had been suc-cessfully deployed in New Zealand and Italy.
