PROJECT INFORMATION
The property that is the subject of this Report is the City of Phoenix Central Station located at 301
North 1st Avenue Street in Phoenix, Arizona. The structures on the property are constructed of block
walls with metal roofs and concrete slab floors. Our understanding is that the subject property is
scheduled for renovation.
1.0 SCOPE
The purpose of this updated asbestos verification survey was to locate, inventory and assess asbestos-
containing materials (ACM) as to type, condition, percent of asbestos content, and friability that
would be impacted during planned renovation activities. Our services included a physical inspection,
and the collection and analysis of samples of suspect materials to determine the presence of
asbestiform minerals in the subject building. Homogeneous areas of suspect materials were classified
as either Surfacing, Thermal System Insulation (TSI) or Miscellaneous, in accordance with the
Asbestos Hazard Emergency Response Act (AHERA) protocol. Additionally, identified suspect
materials were physically evaluated to determine friability. “Friable” materials are those which when
dry can be crumbled, pulverized, or reduced to powder by hand pressure.
The survey included the identification of both friable and non-friable materials used in the
construction of the subject property. These materials were classified as Regulated ACM (RACM),
Category I non-friable ACM, or Category II non-friable ACM in accordance with National Emission
Standard for Hazardous Air Pollutants (NESHAP) regulations.
2.0 SURVEY PROCEDURES
The field portion of our work included a visual survey of the subject property and the collection
and analysis of samples of suspect ACM. The property was in operation at the time of our survey.
The field portion of the work was conducted on July 16, 2010 by Mr. Matt Valenti, a certified EPA
Building Inspector. See Appendix C for a copy of the personnel certifications.

2.1 Document Review
The previous asbestos report prepared by Facility GIS and dated June 24, 2009, was made available to
us prior to conducting our survey and that data from the sample analysis is utilized as part of this
Updated Report of Findings.
2.2 Walk-Through and Observations
The field portion of the survey included the observation of interior and exterior finishes to identify
and locate accessible suspect ACM at the subject property. Suspect ACM are defined as those classes
of materials which have, in the past, been known to contain asbestos in some formulations. In
surveying the subject property, we have used our training in identifying suspect ACM, our familiarity
with building construction and our general engineering experience to locate potential sources of
ACM.
During our walk-through, suspect materials were noted and grouped by homogeneous area. A
“homogeneous area” (for bulk sampling purposes) is defined as an area that contains building
materials, suspected of containing asbestos, that seem by texture, color, and wear to be uniform and
applied or installed during the same general time period. Our inspector also evaluated the friability of
each material by physically touching each of the suspect materials. The general physical condition of
suspect materials was noted during the walk-through. The suspect materials observed were found to
be generally accessible.
The materials listed below were identified during the previous survey and six additional materials
found during the verification. The two digit number preceding the material description indicates the
Homogeneous Area number assigned to each material.

2.3 Bulk Sampling
Following delineation of homogeneous sampling areas, bulk samples were collected from suspect
materials at random locations. For each homogeneous area sampled, the quantity of samples collected
was determined in general accordance with the AHERA sampling protocol. A total of 42 bulk
samples were collected from the suspect materials identified during the FGIS survey and 18 additional
samples were collected during the MACTEC verification survey for a total of 60 samples. Additional
samples were labeled and appropriate chain-of-custody documentation was completed.
Samples were collected from readily accessible construction materials which were representative of
the general construction of the building/property and which were considered suspect ACM.
Samples were delivered to Fiberquant Analytical Services for visual inspection and microscopic
analysis.
2.4 Bulk Sample Analysis
Samples were analyzed using Polarized Light Microscopy (PLM) coupled with dispersion staining.
Analysis was performed in general accordance with the procedures outlined in the United States
Environmental Protection Agency’s (EPA) “Method for the Determination of Asbestos in Bulk

Building Materials” (EPA/600/R-93/116, July 1993). The laboratory analysis of each bulk sample
relates only to the material tested, and may or may not represent the overall composition of the
homogeneous area in question. Bulk samples collected during FGIS survey were analyzed by Cates
Laboratory. Samples collected during the verification survey were analyzed by Fiberquant Analytical
services both accredited laboratories under the National Voluntary Laboratory Accreditation Program
(NVLAP).
PLM is the EPA recommended method for bulk sample analysis, and uses the unique optical and
crystallographic properties of the various constituents of the samples. The percentage quantification
of individual sample constituents was determined by visual estimation.
Non-homogeneous constituents of layered samples were analyzed as separate layers, and the
percentage of each material component, including asbestos content, was combined to represent the
total sample composition. Under regulations promulgated by the EPA, asbestos-containing materials
are defined as those materials which contain more than one percent asbestiform minerals.
Bulk samples determined to contain more than one percent asbestiform minerals are referred to as
“positive”. However, a minimum of three samples are necessary, by EPA guidelines, to confirm a
negative or non-asbestos result for a homogeneous area. Furthermore the City requires that all friable
samples determined to be ≤ 5% asbestos by PLM be Point Counted and all non-friable organically
bound materials (i.e. vinyl asbestos tile/mastic) that are determined by PLM to be ≤ 1% asbestos-
containing will have one sample of each material analyzed by Transmission Electron Microscopy
(TEM).
3.0 SUMMARY OF FINDINGS
None of the 20 suspect materials identified by MACTEC and FGIS, were determined by laboratory
analysis to contain asbestos in excess of one percent. Laboratory PLM Analysis Summary and
PLM Analysis Detail Sheets are included in Appendix B. Previous Asbestos Report conducted by
FGIS is included in Appendix D.

4.0 QUALIFICATIONS
MACTEC has endeavored to observe the existing conditions at the subject property using generally
accepted procedures and that degree of care and skill ordinarily exercised under similar
circumstances, by reputable consultants practicing in this or similar locations. Regardless of the
thoroughness of any survey, there is always a possibility some areas containing asbestos may be
overlooked, are inaccessible, or are different from those at specific sample locations. Therefore,
conditions at every location may not be as anticipated. In performing the survey, no attempt was
made to dismantle equipment for the purpose of obtaining samples. Wall voids, building cavities
and mechanical equipment parts may contain unreported asbestos. The findings presented in this
report are relevant to the dates of our site work and the scope of included services, and should not
be relied on to represent conditions at substantially later dates.

PROJECT INFORMATION
The property that is the subject of this report is Central Station located at 300 North Central
Avenue in Phoenix, Arizona. The structure on the property is constructed of block walls with
metal roof trusses, metal roof and a concrete slab floors. Our understanding is that the
subject property is scheduled for renovation.
1.0 SCOPE
The purpose of the limited asbestos survey was to locate, inventory and assess asbestos-
containing materials (ACM) as to type, condition, percent of asbestos content, and friability
that would be impacted during planned renovation activities. Our services included a
physical inspection, and the collection and analysis of samples of suspect materials to
determine the presence of asbestiform minerals in the subject building. Homogeneous areas
of suspect materials were classified as either Surfacing, Thermal System Insulation (TSI) or
Miscellaneous, in accordance with the Asbestos Hazard Emergency Response Act
(AHERA) protocol. Additionally, identified suspect materials were physically evaluated to
determine friability. “Friable” materials are those which when dry can be crumbled,
pulverized, or reduced to powder by hand pressure.
The survey included the identification of both friable and non-friable materials used in the
construction of the subject property. These materials were classified as Regulated ACM
(RACM), Category I non-friable ACM, or Category II non-friable ACM in accordance with
National Emission Standard for Hazardous Air Pollutants (NESHAP) regulations.
2.0 SURVEY PROCEDURES
The field portion of our work included a visual survey of the subject property and the
collection and analysis of samples of suspect ACM. The subject area was occupied at the
time of our survey. The field portion of the work was conducted on June 2, 2009 by Mr.
Matt Valenti, a certified EPA Building Inspector. See Appendix C for a copy of the
personnel certifications.

2.1 Document Review
No asbestos reports were made available to us prior to conducting the survey.
2.2 Walk-Through and Observations
The field portion of the survey included the observation of interior finishes to identify and
locate accessible suspect ACM at the subject property. Suspect ACM are defined as those
classes of materials which have, in the past, been known to contain asbestos in some
formulations. In surveying the subject property, we have used our training in identifying
suspect ACM, our familiarity with building construction and our general engineering
experience to locate potential sources of ACM.
During our walk-through, suspect materials were noted and grouped by homogeneous area.
A “homogeneous area” (for bulk sampling purposes) is defined as an area that contains
building materials, suspected of containing asbestos, that seem by texture, color, and wear
to be uniform and applied or installed during the same general time period. Our inspector
also evaluated the friability of each material by physically touching each of the suspect
materials. The general physical condition of suspect materials was noted during the walk-
through. The suspect materials observed were found to be generally accessible.
The materials listed below were identified during the survey. The two digit number
preceding the material description indicates the Homogeneous Area number assigned to
each material. Materials found to be ACM are denoted in bold.

2.3 Bulk Sampling
Following delineation of homogeneous sampling areas, bulk samples were collected from
suspect materials at random locations. For each homogeneous area sampled, the quantity
of samples collected was determined in general accordance with the AHERA sampling
protocol. A total of 42 bulk samples were collected from the suspect materials identified
during the survey. Samples were labeled and appropriate chain-of-custody documentation
was completed.
Samples were collected from readily accessible construction materials which were
representative of the general construction of the building, and which were considered
suspect ACM. Destructive activity, such as breaking through walls or ceilings was performed
in order to collect samples. Samples were delivered to Cates Laboratories for visual
inspection and microscopic analysis.
2.4 Bulk Sample Analysis
Samples were analyzed using Polarized Light Microscopy (PLM) coupled with dispersion
staining. Analysis was performed in general accordance with the procedures outlined in the
United States Environmental Protection Agency’s (EPA) “Method for the Determination of
Asbestos in Bulk Building Materials” (EPA/600/R-93/116, July 1993). The laboratory
analysis of each bulk sample relates only to the material tested, and may or may not
represent the overall composition of the homogeneous area in question. Bulk samples were
analyzed by Cates Laboratories an accredited laboratory under the National Voluntary
Laboratory Accreditation Program (NVLAP).
PLM is the EPA recommended method for bulk sample analysis, and uses the unique
optical and crystallographic properties of the various constituents of the samples. The
percentage quantification of individual sample constituents was determined by visual
estimation.

Non-homogeneous constituents of layered samples were analyzed as separate layers, and
the percentage of each material component, including asbestos content, was combined to
represent the total sample composition. Under regulations promulgated by the EPA,
asbestos-containing materials are defined as those materials which contain more than one
percent asbestiform minerals.
Bulk samples determined to contain more than one percent asbestiform minerals are
referred to as “positive”. However, a minimum of three samples are necessary, by EPA
guidelines, to confirm a negative or non-asbestos result for a homogeneous area. Further
more the City requires that all friable samples determined to be ≤ 5% asbestos by PLM be
Point Counted and all non-friable organically bound materials (i.e. vinyl asbestos tile/mastic)
that are determined by PLM to be ≤ 1% asbestos-containing will have one sample of each
material analyzed by Transmission Electron Microscopy (TEM).
3.0 SUMMARY OF FINDINGS
Of the 14 suspect materials identified and sampled by FGIS, none of the materials were
determined by laboratory analysis to contain asbestos in excess of one percent.

Appendix B.
4.0 QUALIFICATIONS
FGIS has endeavored to observe the existing conditions at the subject property using
generally accepted procedures and that degree of care and skill ordinarily exercised under
similar circumstances, by reputable consultants practicing in this or similar locations.
Regardless of the thoroughness of any survey, there is always a possibility some areas
containing asbestos may be overlooked, are inaccessible, or are different from those at
specific sample locations. Therefore, conditions at every location may not be as
anticipated. In performing the survey, no attempt was made to dismantle equipment for
the purpose of obtaining samples. Wall voids, building cavities and mechanical equipment
parts may contain unreported asbestos. The findings presented in this report are relevant
to the dates of our site work and the scope of included services, and should not be relied
on to represent conditions at substantially later dates.

STATEMENT OF LABORATORY ACCREDITATION

Materials (RACM) – materials that are friable or may become friable – be further analyzed by point counting when the results indicate less than ten percent asbestos by
