Scope and Definitions for PSM
Public spaces for the purpose of the EU GPP criteria are "..urban areas,
pedestrian and vehicular areas, manmade green areas, public buildings,
natural areas, beaches, lakes, public furniture, etc"
Public Space Maintenance will cover routine maintenance activities and
equipment, either of preventive or corrective character, done in either green
or built public spaces

Environmental management measures
Requirement for written procedures to: • monitor, record and implement minimising measures for :
GHG and air pollutant emissions Energy consumption Water consumption Products consumption (e.g. cleaning products, fertilisers, pesticides, de-icing products) Waste generation
• evaluate the deployment of the plan and operational procedures, by tracking the evolution of
indicators and the implementation of the measures in real practice
• implement the necessary actions to correct deviations from the plan, and if possible prevent them in
the future

Highlights
The EU GPP PSM proposals are stricter when compared to their equivalents in the
existing gardening products and services EU GPP criteria
Features some new criteria e.g.: • Biodiversity – Gardening Products and Services
• Battery electric powered garden machinery proposed in lieu of GHG and Noise emissions -

Emphasizes reduction and more efficient use of products (e.g. herbicides, outdoor
cleaning products, etc) via Contract Performance Clauses & Common Services Criteria
Reflective of current regulations e.g.: • EU Ecolabel criteria for indoor cleaning services (Commission Decision (EU) 2018/680)
• EU Ecolabel criteria for hard surface cleaning products (Commission Decision (EU) 2017/1217)
• EU Ecolabel for lubricants (Commission Decision (EU) xxx/xx/EU (under revision)).
