All passengers destined to France must adhere the following:

Travelling from GREEN List Country Fully vaccinated passengers by providing proof of

vaccination Allowed to ENTER provided;

1. Submit proof of vaccination

2. Complete Sworn Statement

Others/Non-vaccinated Allowed to ENTER provided;

1. Negative PCR test result issued less than 72 hours

before boarding OR Negative antigenic test taken less than 72 hours before boarding time OR

certificate of COVID19 recovery older than 11 days and less than 6 months. This does not apply to;

Children under the age of 12 years. 2. Complete Sworn Statement.

Travelling from AMBER List Country Fully vaccinated passengers by providing proof of vaccination

Allowed to ENTER provided; 1. Submit proof of vaccination

2. Complete Sworn Statement

Others/Non-vaccinated Allowed to ENTER provided; 1. Must have compelling reason to travelling to France

(Pressing ground reasons listed below). 2. Negative PCR test result issued less than 72 hours

Green List AMBER List RED List Countries where no active viral circulation has been reported and no relevant variants identified. These are European area countries, plus Argentina, Australia, Bahrain, Canada, Chili, Hong-Kong, Japan, Jordan, Kuwait, Lebanon, New Zealand, Qatar, Rwanda, Saudi Arabia, Senegal, South Korea, Taiwan, Union of Comoros, United Arab Emirates, Uruguay and Vanuatu.

Countries where active viral circulation in controlled proportions has been reported, albeit with no spread of relevant variants. These include all countries not featured on the “green” and “red” lists.

Countries where active viral circulation has been reported, including relevant variants. These include the following countries: Afghanistan, Brazil, Costa-Rica, Cuba, Georgia, Moldavia, Montenegro, Pakistan, Russia, Serbia, Suriname and Turkey.

Fully vaccinated means; 07 days after the second dose of a two-dose series vaccines approved by the European Medicines Agency

(Pfizer/Comirnaty, Moderna, AstraZeneca/Vaxzevria/Covishield) 28 days after one dose of Johnson & Johnson

14 days after one dose for the people who have already had COVID-19 [when only one dose is necessary].

For persons who have received all the required doses of a WHO-licensed vaccine not approved by the European Medicines Agency, 7 days after receiving an additional dose of an EMA-approved mRNA vaccine.

Present a certificate of international travel for France which mention the pressing ground.

French citizens, their spouses (married, civil union and cohabiting) and their children.

Citizen of the European Union or equivalent, and their spouse (married, civil union or cohabiting partner) and their

children, whose main residence is in France or who is returning, in transit through France, to their main residence in a

European Union country or equivalent, or to a country whose nationality they hold;

Citizens of other countries with a valid French or European residence permit or long-stay visa whose main residence

is in France or who are in transit through France to their main residence in a European Union country or a similar

country.

British citizens and their family members who are beneficiaries of the agreement on the withdrawal of the United

Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community.

British civil servants exercising their duties, border police officers and customs officers. Channel Tunnel staff (engaged inter alia in operations, maintenance, security) or cross-Channel facilities staff.

Citizens of other countries holding a long-stay visa issued for purposes of ordinary family reunion or refugee family

reunification, beneficiaries of subsidiary protection and stateless persons.

Foreign health or research professionals involved in the fight against COVID-19 as well as their spouse (married, civil

partner, cohabiting partner subject to proof of community of life) and children.

Citizens of other countries with a “talent passport” long-stay visa, as well as their spouse (married, civil union or

cohabiting partner on presentation of proof of community of life) and children.

Foreign health or research professional engaged as an associate trainee.

Students enrolled in French as a foreign language (FFL) courses prior to enrolment in higher education or admitted to

the oral examinations of French higher education institutions or enrolled to begin the new 2021-2022 academic year.

Researchers settling in France on the invitation of a research laboratory, for research activities that require physical presence, as well as their spouse (married, civil partner, cohabiting partner on presentation of proof of community of

life) and children.

Workers in the land, sea and air transport sector or transport service providers (including drivers of any vehicle

transporting goods for use in the territory as well as those only in transit or travelling as passengers to resettle in their

home base or for training).

Foreign citizen working for a diplomatic or consular mission, or an international organisation with its headquarters or

an office in France, as well as their spouse and their children or a foreign citizen of a third country staying in France for

a compelling professional reason under a mission order issued by their country of origin.

Travellers in transit for less than 24 hours in an international zone.

Additional Info

1. The measures applied to vaccinated adults are extended under the same conditions to their accompanying minors (below 18 years), whether vaccinated or not.

2. The departure of the first flight is taken into account in case of connecting travel to calculate the test validity.

3. If passengers are originating from the UK and are not vaccinated, they must present a PCR or antigenic test of less than 24 hours.

4. For travelers from Bulgaria, Croatia, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia, European countries under surveillance, a negative PCR or antigen test of less than 24 hours is required.

CERTIFICATE OF TRAVEL TO METROPOLITAN FRANCE FROM

AN AMBER LIST COUNTRY

(FOR UNVACCINATED PERSONS)

When travelling to France without a complete vaccination schedule from an amber list country:

1. When boarding, you must present a negative PCR test of less than 72 hours or a negative antigenic test of less than 48 hours.

2. You must give a compelling reason to be admitted into metropolitan France.

3. You may be required to take a random test on arrival and you must agree to self-isolate for seven days on arrival.

Passengers wishing to travel to France must present this certificate to transport companies before boarding and to border control

authorities. It applies to travellers arriving by a direct flight or after a transit of less than 14 days in another country. Failure to do so

shall result in the passenger being denied boarding or access to the territory.

Additionally, the following must be presented:

A sworn statement certifying the absence of COVID-19 symptoms and any contact with a confirmed case of COVID-19;

For persons aged 11 years or more, a virological screening test (PCR) of less than 72 hours prior to boarding showing no

COVID-19 infection or an antigenic test taken less than 48 hours before boarding, showing no COVID-19 infection;

A sworn commitment to take an antigenic test or biological examination that may be conducted on arrival in metropolitan

France;

A sworn commitment to self-isolate for seven days and another sworn commitment to take a biological virological

screening test (PCR) at the end of the isolation.

CERTIFICATE OF TRAVEL TO METROPOLITAN FRANCE FROM

A RED LIST COUNTRY

(FOR UNVACCINATED PERSONS)

(AFGHANISTAN, BRAZIL, COSTA RICA, CUBA, GEORGIA, MOLDAVIA, MONTENEGRO, PAKISTAN, RUSSIA, SERBIA, SURINAME, TURKEY)

When travelling to France without a complete vaccination schedule from a red list country:

1. When boarding, you must present a negative PCR or antigenic test of less than 48 hours.

2. You must give a compelling reason to be admitted into metropolitan France.

3. You will be tested on arrival and quarantined by prefectoral order for ten days, with security checks.

Passengers wishing to travel to France must present this certificate to transport companies before boarding and to border control

authorities. It applies to travellers arriving by a direct flight or after a transit of less than 14 days in another country. Failure to do so

shall result in the passenger being denied boarding or access to the territory.

Additionally, the following must be presented:

A sworn statement certifying the absence of COVID-19 symptoms and any contact with a confirmed case of COVID-19;

assistant) moving to France at the invitation of a research laboratory, for research activities that imperatively require a physical

presence as well as his spouse (married, civil union, partner on presentation of supporting documents community of life) and his

children.

Workers in the land, sea and air transport sector or transport service providers (including drivers of any vehicle transporting

goods for use in the territory as well as those only in transit, or travelling as passengers to resettle in their home base or for

training).

Foreign citizens on duty with a diplomatic or consular mission or an international organisation with headquarters or office in

France, as well as their spouse and children.

Travellers in transit for less than 24 hours in an international zone.

If I have not been vaccinated based on a comprehensive vaccination schedule with a vaccine recognised by the European

Medicines Agency, I acknowledge that I am fully aware of the quarantine or isolation measures to be applied by prefectoral order

on my arrival in metropolitan France for a period of ten days, together with restrictions on when I can leave the isolation facility

(except in case of transit in an international zone), and I hereby declare my readiness to comply with the quarantine or isolation

measures applicable on my arrival (tick the box):
