IntroductionWe had over 90 people from the Voluntary Community Social Enterprise (VCSE) and Statutory organisations who attended our HSCF Forum conference on Unlocking Social Value through commissioning in Hackney conference on 4th October 2018. This conference was co-chaired by Alistair Wallace and Vanessa Morris.

Aim of this event

• To look at national best practice in commissioning and recommendations

• To consider how we can maximise Social Value and the unlock the reach of non-commissioned sector

• To explore how to best build effective partnerships between providers (HUHT, GP Confederation, ELFT and VCS) to meet whole system outcomes

• To explore the best commissioning structure for all parties to maximise value and diversity of provision

• To understand what may be commissioned in the next two years (where known).

Neighbourhoods model is a golden opportunity to focus on wider determinants of health (the 60%) that VCSE organisations work to improve in their day to day work

There is an opportunity for VCSE organisations to define and amplify social value

Know what you offer

It’s time to focus, act with confidence and hope- we are on relatively solid ground, strong joint work between orgs involved in transforming services

Consider if your organisation is ready to help deliver the neighbourhoods pilot immediately

If formal procurement isn’t a good fit for your organisation, help shape the LBH wider VCS strategy

Local Assets- Are there assets in the borough we need to keep in Hackney The Co-Facilitators for this workshop discussion were Kristine Wellington from Hackney CVS and Jabeer Butt from Race Equality Foundation.

Recommendation from the group:

Pilot approach- a new relationships VCSE- able to roll out small projects e.g. Our Space:

• Community Centre/hubs• Co-location• Use our assets• Activity/knowledge hub• Bring in star partners• Strong link with navigators e.g. social prescribers

Issues:

• Ensure there is good learning that can be rolled out• Don’t assume it will work in all areas (Hackney is so diverse)• Timing 18 months

Co-Production in Commissioning Co-Facilitators were Joanne Blackwood and Emma Triggs from Social Action for Health.At this workshop there were discussion on:

• Advice review- why the council took the systems thinking approach• Brief systems thinking background• Approaches to change- including co-production and how we did this• What we have learnt including difficulties Key feedback from this workshop are:

1. The importance of basing service change on what matters to people as observed in the work rather than what we think is happening2. The importance of continuous learning and the ability to change if things are not working3. The importance of shared responsibility

Partnership between statutory and VCSE Providers: The Co-Facilitators of this workshop were Lee Walker, NHS City and Hackney CCG, Lauren Tobias- Volunteer Centre Hackney, Simon Bell.

• How does the SU find the right pathway?• Comorbidity- outside scope of alliance- how to address?

Recommendation for Commissioners Commissioners and provicers must have a clear vision as evidence based on experience of service users.

Important for commissioners to see what’s core and also wider delivery like an alias- but they can’t find everything.

What we need in place to work together with statutory organisation:

• Be ready• Be prepared• Get in early/be involved• Bid together• Evidence your impact• Be clear about your product• Don’t under value your service• Directly market your product and show how you fit the spec
