Regina boasts an inviting urban forest of over 350,000 hand-planted trees. In the heart of the city you’ll discover one of North America’s largest urban parks – Wascana Park. The University of Regina is an institution of approximately 12,000 students and has an athletic tradition dating back into the days of the Regina College in the early 1900’s. Our institution is proud of our excellence at the CIS level which has included two consecutive national championships in the sport of Wrestling in 1997 and 1998, a national championship in Women’s Basketball in 2001, a national championship in Men’s Curling in 2009, a national championship in women’s curling in 2010, and a program which regularly sees many of its teams ranked in the CIS Top Ten.

Why Choose the University of Regina?

There are many reasons why the University of Regina would make a successful host for the 2012 CIS Women’s Basketball Championship.

CIS Branding The CIS brand is well recognized and well supported in Regina. The host committee will do

everything in its power to continue to promote the CIS brand and solidify the CIS as the destination of choice for Canada’s best student-athletes.

Proven History The University of Regina hosted the CIS Women’s Basketball Championship in 2009. The event

was a tremendous success organizationally, financially, and competitively. The city showed great support and the building was sold-out each night of the tournament.

The Facility The Centre for Kinesiology, Health and Sport is a $33 million dollar complex which opened in

August, 2004. The facility boasts a seating capacity of 2,000, dedicated ticket sales area, amenities for athletes and spectators, and the latest in technology.

Competitive Program The University of Regina Cougars Women’s Basketball program has established itself as one of

the strongest in Canada. Over the past decade, the Cougars have been consistently ranked in the top ten in the country and have qualified for three consecutive national championship tournaments and 10 of the last 13.

Community Support Regina is a strong sports community. Having hosted the 2005 Canada Summer Games

(volleyball and basketball) and 2009 CIS Women’s Basketball Championship in the Centre for Kinesiology, Health and Sport, we witnessed first-hand how the City of Regina supports national sporting events. Both events played to sold-out crowds and generated significant community and media interest. Regina is large enough to host national championships, but not “too big” that the event gets lost in the day-to-day activities of the city.

We will work with local youth teams to “adopt” the out of town teams and support them throughout the championship. Visiting teams will feel welcomed and supported throughout the event.

Corporate Support Interest in university athletics by our corporate community has grown in recent years as

evidenced by our current sponsor list. University of Regina Athletics has a strong base of sponsorship including over 50 local and provincial partners. Several of these sponsors would welcome the opportunity to be involved with the 2012 CIS Women’s Basketball Championship.

The corporate support of the recently hosted 2009 CIS Women’s Basketball Championship exceeded expectations as businesses looked to the CIS Championship to enhance their corporate profile.

Athlete-Centred Event The host committee commits to making this an athlete-centred event with a focus on optimizing

competitive performance: o The Championship Awards Gala will focus on celebrating the accomplishments of the

nation’s best athletes in a manner that is sensitive to their competitive demands. o The University of Regina will cover the cost of non-participating All-Canadians (two nights

accommodation, meals and on-site transportation) who attend the gala. o Athletes will receive free use of the computer lab, Fitness and Lifestyle Centre, and

Aquatic Centre at the University of Regina. o The Centre for Kinesiology, Health and Sport is home to the Allied Health Centre, which

includes a full service medical clinic, sports medicine, physiotherapy, chiropractic and massage services.

o Each participating team will receive a dedicated team room for their use throughout the championship. Each team room will be equipped with a TV and DVD player. Team laundry services will also be available.

o The University of Regina will set aside blocks of game tickets for each game that will be available exclusively for the parents and supporters of visiting teams to help ensure that no out of town supporter will be left without a seat.

o Groups of local school children will “adopt” the visiting teams to make them feel supported away from home.

ANNEX K – BID DETAILS

Taken directly from the criteria included in section 4, the Selection Committee will consider the following in the comparison of written bid documents. 1. Describe plans to raise the profile of university sport and contribute to marketing objectives (special events, etc.)

University of Regina Athletics is a large part of the sports culture and identity of the City of Regina. Using our profile in the community and leveraging our relationship with local media outlets, the host committee will ensure the CIS brand is on the forefront of all communications and will continue to showcase the CIS as the destination of choice for the best Canadian student-athletes.

As seen at the 2009 CIS Women’s Basketball Championship, hosting a national championship in Regina will ensure significant media attention for the CIS. As a high performance sport entity that operates in a relatively small market, University of Regina Athletics receives first-rate media coverage (print, radio, and TV) throughout the season. Interest increases when hosting a championship of this magnitude.

The host committee will ensure the CIS receives significant recognition for its ownership of the event including placement of the CIS championship logo on all event publications/advertisements. The CIS championship website will also be front and centre on event communications pieces (e.g., posters, programs, and signage).

The competition facility will receive significant levels of CIS branding including, but not limited to the following locations: atrium, competition floor, score table, and competition area signage.

All special events held in conjunction with the championship (e.g., Awards Reception, media conference) will include significant levels of CIS branding and will reinforce the CIS as the top choice for Canada’s elite student-athletes.

The nature of local media coverage and the standard in which the event is organized will contribute to broad national coverage and national recognition of the event.

All event merchandise will include the CIS championship logo.

In 2012, Regina is scheduled to host the provincial high school basketball championships in the Centre for Kinesiology, Health and Sport. Should the event take place prior to the CIS Women’s Basketball Championship we will work with their host committee to promote our event. We will also ensure CIS Championship signage is prominent for the 48 high school teams that are in attendance.

2. Provide a detailed ticket sales strategy. What plans will be put in place to ensure the best success for a full venue?

Ticket sales will focus primarily on the community of Regina and the surrounding area.

The host committee will focus sales on the following: University of Regina Basketball Supporters

o Advanced tournament ticket passes will be made available to Cougar basketball season ticket holders at the time of season ticket renewals (September 2011). This will give our already loyal basketball supporters first choice of seats for the championship. CIS championship ticket packages will also be offered to new season ticket purchasers.

o Ticket sales will continue with the general public at the start of the University of Regina Cougars basketball regular season in 2011-2012. A championship launch will be done at

the women’s first home game of the season. Tickets will be available for purchase throughout the entire season at the ticket box office during regular business hours and on basketball game nights (in which fans will be reminded with regular announcements). Championship signage will be displayed at every regular season basketball game to ensure the event stays top-of-mind for basketball supporters.

Local Club Teams, School Teams, High Performance Teams o University of Regina Athletics works closely with local club teams and school teams to

attract these groups to regular season games. It will be a priority to get championship ticket information into the hands of these groups to ensure they are aware of the highest level of basketball to be played in Regina.

o Our relationship with the Regina Community Basketball Association and Basketball Saskatchewan will facilitate contact with basketball enthusiasts from Regina and the surrounding area.

o The Cougars operate a club basketball program (grades 4-8) – an ideal target market to promote the championship.

School System o University of Regina Athletics has a strong relationship with a number of the local

schools. Event information will be circulated to schools and youth will be able to purchase tournament passes at low cost. Championship posters will be provided to schools in the Regina Public and Catholic School systems.

University of Regina Faculty, Staff, and Students o Targeted emails and on-campus signage will promote the event to faculty, staff, and

students. University of Regina basketball camp participants

o The University of Regina Cougars women’s basketball team runs youth camps throughout the season. These participants will be targeted with national championship ticket information.

General Community o The host committee will target ticket sales to the people of Regina and the surrounding

area through local media partners in TV, print, and radio. University of Regina Basketball Alumni

o As one of the strongest women’s basketball programs in the country, Cougar women’s basketball alumni are keen supporters and are actively engaged with our women’s basketball program. Alumni will be targeted for ticket sales and will be key players in distributing ticket information.

In order to ensure that Friday afternoon games are well attended, the host will work with local schools to transport school children to and from the event.

3. Describe the plan for enhancing the student-athlete experience?

The University of Regina has developed a reputation for delivering high-quality events that are athlete-centered. The 2012 CIS Women’s Basketball Championship would continue our tradition of hosting events that optimize the student-athlete experience through meticulous planning and access to premier facilities and services.

From the time they arrive, it will be obvious to every participating athlete that this will be a memorable and first-class experience. In addition to airport signage, team hosts will be at the airport to greet visiting teams and to ensure their short journey to the hotel is an efficient one. During this time, team staff will be briefed on information related to accommodations, transportation, parking, meetings, and practice times. As athletes enter the hotel they will be welcomed with more CIS championship signage.

The university’s host hotel is located in close proximity to the competition venue (approximately 3 km) ensuring very little commute time for teams. As was done in 2009, the roadway leading to the campus will include CIS championship signage (e.g., on lamp posts).

The competition venue, the Centre for Kinesiology, Health and Sport, is a modern first-rate facility that offers a number of amenities to participating teams. The Allied Health Centre, located on the second level of the facility, provides quick and convenient access for athletes in need of medical care. Services available include medical, physiotherapy, chiropractic care, and massage therapy.

Other amenities available in the Centre for Kinesiology, Health and Sport include the Fitness and Lifestyle Centre, Aquatic Centre, and computer lab. All members of participating teams will be granted access to these areas with appropriate accreditation. The Fitness and Lifestyle Centre will be closed to the public during competition, but will remain open for participating athletes for warm-up and cool-down activities. All teams will have secure card access to the computer lab located in the Centre for Kinesiology, Health and Sport which will allow participating athletes to stay on top of school work.

Each visiting team will have a designated team room (secure code access) for the duration of their stay in Regina. Team rooms will be personalized for each team including customized signage on each team door. Upon arrival to their team rooms, each player will find championship gifts/mementos.

Just a short walk from the team rooms, athletes will be welcomed into the Athletes’ Lounge which will offer (at no cost) nutritious post game food and beverage (e.g., sandwiches, fruit, water, sports drinks, etc.).

The Awards Gala will honour the athletes while also taking into consideration the time demands on them. While it will recognize the performance of Canada’s best female basketball players, it will also be organized and delivered in a format that will allow all participating athletes an opportunity to optimally prepare for the national championship.

A post-championship social will be organized for all participating teams to enjoy after a weekend of high pressure competition.

The host committee will make it their mission to ensure that all participating student-athletes have a memorable experience on and off the court.

4. How will the championship have a positive impact on the overall development of the sport? Please outline the bid committee’s vision on how the CIS Championship will contribute to the following:

a) Athlete development:

The participants in the CIS Women’s Basketball Championship will be afforded an environment which will allow for the optimal competitive experience. Regina is a sports-minded community with a fan base who will appreciate and support the efforts of the country’s most talented female basketball players. Every effort will be made to ensure that the participants’ focus can remain on game preparation and competition. Every participating team will receive a dedicated team room (with TV and DVD player) for the duration of the event. Nutritious post-game snacks will be provided in an athletes’ lounge. Teams will also be granted access to the Fitness Centre for team warm-up/cool down activities. Access to the computer lab will also allow students to stay on top of school work. The University’s Allied Health Centre and medical professionals will ensure the athlete’s medical needs are addressed.

For youth, we will work with Basketball Saskatchewan the weekend of the championship to run Basketball Canada’s Centres for Performance program and expose those young athletes to the CIS brand.

Outstanding athletes and their contributions to their sport and institutions will also be recognized at the CIS Women’s Basketball Championship Awards Gala.

b) Coach development:

In conjunction with the championship, the University of Regina will organize a coaching clinic for local school/club coaches. Non-participating coaches in attendance will be invited as guest instructors. The host committee will make this a coordinated effort with the Regina High Schools Athletic Association, Regina Community Basketball Association, and Basketball Saskatchewan.

The University of Regina will also play host to the annual coaches association meetings. In addition, we will work closely with the CIS Women’s Basketball Coaches Association to offer a professional development session for them.

c) Official development:

The host committee will work with Basketball Saskatchewan throughout the season. In order to ensure that minor officials operate at the level required for a national championship, special attention will be given to local minor officials to ensure they are well trained and well prepared to handle minor official duties at the championship.

The event officials will be offered an environment where they can excel. They will have dedicated dressing rooms and post-game food and beverage.

d) Leadership development:

The host committee will organize youth player clinics to provide developmental opportunities to young basketball players in Regina and the surrounding area. The host committee will also employ students to assist in areas of event coordination/management and, as done in the past, may recruit a fieldwork student to assist with the organization and delivery of the championship.

Volunteers will be relied upon to fill key event leadership roles.

e) Facility development:

The Centre for Kinesiology, Health and Sport is one of the premier competition venues in the country. Having already hosted national events (e.g., 2005 Canada Summer Games, 2009 CIS Women’s Basketball Championship) the facility is well equipped to accommodate high performance sport, large crowds, television crews, media, statistical and video taping needs. As done prior to the 2009 CIS Women’s Basketball Championship, the facility will be reviewed in preparation for upcoming championships and will be upgraded accordingly (e.g., sound system).

f) Community development:

The University of Regina will use the opportunity to host the CIS Women’s Basketball Championship to showcase the best basketball in the country to the local basketball community and community at large. Sponsorship opportunities, athlete/coach clinics, family-oriented ticket prices, and extensive media attention will bring the event to the forefront in Regina and solidify the region as a hotbed of women’s basketball in Canada. Having seen first hand the impact that this event can have on our community, we have every confidence that this would continue in 2012. In addition to the athlete and coach development clinics, there will also be extensive volunteer/work opportunities available for both youth and adults.While Regina has a strong network of volunteers, we believe this event will further enhance Regina’s volunteer network. The host will also emphasize the importance of having women in leadership positions in the event planning process.

g) Gender equity:

The University of Regina is committed to enhancing the profile of women’s sport both locally and nationally. As seen at the 2009 CIS Women’s Basketball Championship, Regina is passionate about women’s basketball and this helps profile women’s sport in the region and nationally. The successes of our womens’ programs at the university have meant significant media attention which contributes to making the women’s basketball championship a high profile national event. As a program that has engaged alumni, former CIS women’s basketball players will be involved with the organization and delivery of the championship. As a way to promote gender equity at the University of Regina, we are bidding on both female and male championships.

h) Raising the national profile of university sport and building the CIS brand:

Regina is a knowledgeable and sport savvy community that will demonstrate its passion for sport at the championship. Our women’s basketball team has been consistently ranked in the CIS top ten over the last decade and the program garners significant local media attention. The success of our women’s basketball program and the opportunity to host this event will further bring the CIS to the forefront with the local media – in short, this championship will receive unparalleled media attention. Regina is an ideal market to showcase the best in university sport and all that the CIS has to offer. The CIS will receive significant branding opportunities throughout the facility, on all communications pieces, and in the media.

Leading up to the championship we will work with our local cable company to broadcast games (that aren’t being broadcast by the CIS). We will ask that they make their feed available to other cable companies nationally.

The host also commits to webcasting any game that is not webcast by the CIS.

EVENT COMMUNICATIONS

Media Conference A media conference will be held in the week leading up to the championship with representation from participating teams as well as the host committee.

Media Kits Comprehensive media kits will be developed and provided to all media attending the event.

Media Centre There are several rooms in the Centre for Kinesiology, Health and Sport that would act as appropriate media centres – all with wireless internet access. A designated media room with food and beverage will be provided.

Media Accreditation All media will be provided with the necessary credentials to ensure they have access to athletes, coaches, media tables, the media room, printers, fax machines, and photocopiers.

Post-Game Interviews All post-game interviews will be held in a designated interview area (e.g., adjacent gymnasium). All interviews will be conducted with a CIS media backdrop.

Media Tables While our venue does not have a press box, media would receive access to media tables during games with power and wireless internet access. Media tables will be on the west sideline of the court.

Reporting Results Live stats will be provided online throughout each game. Game results will be posted on the CIS website within 30 minutes of the conclusion of each game. Participating team SIDs will also receive results immediately following each game.

Webcasting The host will webcast all games not webcast by the CIS.

PhotosThe host committee will work with a local photographer to ensure appropriate photos are taken of the awards reception, each competition, and tournament awards presentations. All required parties, (participating schools, schools of award winners, CIS office) will receive electronic copies of photos.

would be given full priority. With the communications plan in place, the national championship would receive media attention that would set it apart from any other on-campus event. Additionally, facility and community signage would highlight the CIS Women’s Basketball Championship as the event of choice in the city at that time.

7. Describe financial enhancements to the minimum hosting criteria.

a) Cost savings to teams (ground transportation/accommodations/meals/cash contribution). The host committee will make every effort to keep costs minimal for participating teams.

Our current room rate (2009-2010) at the Travelodge Hotel (official host hotel of University of Regina Athletics) is $89.95/night. Each participating team will receive 10 complimentary rooms for two nights (approximate value of $2,000/team) An Athletes’ Lounge will be available on game days for nutritious post-game food and beverage. Five VIP accreditation passes will be provided to each team for access to VIP Lounge (food and beverage) Free on campus parking for all participating teams

b) Profit sharing with CIS.

The University of Regina has committed to paying the $22,000 guarantee to the CIS.

c) Others.

Teams will receive complimentary parking passes for the University of Regina campus. Ground transportation will be provided to VIPs and officials between the competition venue and host hotel. Officials will be provided with post-game food and beverage. VIPs will receive access to food and beverage in the VIP Lounge.

The host will provide two nights hotel and two days per diem for non participating All-Canadians.

8. Provide details on the volume of inventory of flights to and from suggested host location. (Driving time from airport to venue, local ground transportation provisions, etc.)

The Regina International Airport (YQR) is fully equipped to serve southern Saskatchewan. Both of Canada’s major airlines, Air Canada and WestJet, have direct flights to and from Regina. Direct flights are available from Canada’s major centres. Please refer to the start of the bid document for detailed inventory of flights to and from Regina.

The airport is located approximately 10 minutes from the competition venue and less than 10 minutes from the host hotel.

9. Are there any special events that may coincide with the Championship. (i.e. 100th

Anniversary of the Province, City, University, etc.)?

At this point, the host committee is not aware of any other special events that may coincide with the 2012 CIS Women’s Basketball Championship.

Waste Management Clearly marked containers for garbage and recycling will be strategically placed throughout the facility.

Energy Efficiency Gymnasium lights operate on a timer and are scheduled to turn off at a specified time each evening. The building temperature is controlled by pre-programmed central location (University Facilities Management) to operate at a comfortable and efficient temperature.

MEDICAL FACILITIES

ANNEX N – INFORMATION RE MEDICAL FACILITIES

1. Medical

Please describe what medical services will be accessible/provided to the participating teams/participants? Include a description/location of the medical facilities.

The Allied Health Centre is located on the upper level in the Centre for Kinesiology, Health and Sport and is open from 8:00 am – 5:00 pm, Monday to Friday. Services available in the Allied Health Centre include non-urgent physician services, athletic therapy, physiotherapy, chiropractic, and massage therapy.

A Head Therapist will be present at all competitions and will discuss the appropriate emergency action protocol with the visiting medical staff prior to competition time.

The following medical supplies will be available for visiting teams:

Training Room o Hydrotherapy room o Hydrocollator o Ice Machine o Taping/treatment tables o Sink o Two whirlpool tubs o Towels

The Allied Health Centre will also act as the Doping Control Centre. The Centre is equipped with the following areas for doping control:

1. Waiting Room The waiting room is large enough to accommodate athletes, chaperones, CCES representatives, doping control personnel, and security personnel. The room is equipped with chairs and beverages will be provided.

2. Doping Control Processing Room A boardroom in the Centre will act as the processing room. It contains a table, chairs, and is appropriate for storage and security of the doping control supplies and documentation.

3. Lavatory The lavatory contains a sink and a toilet. It is large enough to accommodate both the athlete and the chaperone.

ENHANCEMENTS

COACHES ASSOCIATION AND OTHER ENHANCEMENTS

The following enhancements will be provided:

Ten rooms per team for two nights will be provided for each participating team (approximate value of $2,000/team) Awards for players of the game will be provided A training table will be available for participating teams (at no cost) for nutritious post-game food and beverage Free parking will be available at the university and host hotel During each game, a summary of statistics will be provided The costs of a meeting room as well as food and beverage will be covered for the Coaches Association annual meeting Appropriate accreditation (20) will be provided to each team for access to all games Five VIP accreditation passes will be provided to each team for access to VIP Lounge (food and beverage) A video library of all games played in the championship, for historical, marketing and sports information purposes will be made available in the CIS Office and available to members Championship gift/memento will be provided for each athlete on participating teams All participating athletes will have access to an on-campus computer lab There will be a contact person for non-participating All-Canadians who will organize their events/activities. Two nights hotel and two days per diem will be provided for non participating All-Canadians Laundry services will be available for towels and team uniforms Statistics from each game will be available for each team Video from each game will be available for each team Each team will have a designated mail box where video and statistics will be left Space will be available for participating teams to videotape games if desired Ground transportation will be provided for non-participating coaches between the competition venue and hotel Enough hotel rooms will be block booked to accommodate non-participating coaches and non-participating All-Canadians Non-participating coaches will receive VIP lounge access as well as access to all tournament games A hospitality suite will be set-up in the hotel for participating and visiting coaches on Friday and Saturday evening A VIP lounge will be available with complimentary food and beverage for sponsors, coaches, CIS delegates, etc. The VIP lounge will be situated above the gymnasium in an ideal viewing location.
