I. INTRODUCTION

The Secretary-General has the honour to submit to the General Assembly andto the Security Council the curricula vitae of the candidates nominated bynational groups for the election of five judges of the International Court ofJustice, which will take place during the fifty-fourth session of the GeneralAssembly. A list of the candidates nominated for this election is contained indocument A/54/307-S/1999/941. The composition of the Court and the votingprocedures to be followed in the General Assembly and in the Security Councilare set out in a memorandum by the Secretary-General (A/54/305-S/1999/939).

II. CURRICULA VITAE

AL-KHASAWNEH, Awn Shawkat

(Jordan)

[Original: English]

Awn Shawkat Al-Khasawneh was born in Amman on 22 February 1950 and receivedhis primary and secondary education at the Islamic Educational College of Ammanand his university education at Cambridge University (Queens’ College) where heread history and law, and then did postgraduate work in international law.M.A. LL.M. (Cantab.).

He joined the Jordanian diplomatic service in 1975 and served as SecondSecretary, then First Secretary at the Permanent Mission of Jordan to the UnitedNations in New York, 1976-1980. From 1980 to 1985, he worked in the Ministry ofForeign Affairs with special responsibility for international organizations andinternational law. In the years 1985-1990, he was Head of the Legal Departmentat the Ministry of Foreign Affairs. In 1990, he was seconded to the Royal Courtwhere he worked as Legal Adviser to Crown Prince El-Hassan bin Talal. He wasgiven the rank of Ambassador in 1992, and in 1995, he was appointed Adviser tothe King and Adviser of the State on International Law with the rank ofMinister, and Chief of the Royal Hashemite Court, 1996-1998.

Mr. Al-Khasawneh has represented Jordan at 18 sessions of the GeneralAssembly of the United Nations (The Sixth (Legal) Committee) since 1976, and wasJordan’s alternate representative on the Security Council, 1981-1982. He was amember of most Jordanian delegations to meetings of the Arab League, theMovement of Non-Aligned Countries and the Organization of the Islamic Conferenceheld in the years 1980-1988. From 1991 to 1994, he was a member of, and LegalAdviser to, the Jordanian delegation to the peace negotiations in the MiddleEast.

Gonzalo Parra-Aranguren was born in Caracas on 5 December 1928. Heobtained a degree in political science from the Central University of Venezuela,graduating summa cum laude (1950); he then took a postgraduate course at theInter-American Law Institute, New York University, to obtain a Master’s degreein comparative law and jurisprudence (1950-1951); in 1955 he obtained a Doctorof Laws degree ("Doktor iuris") cum laude from the Ludwig-Maximileans-Universität in Munich, Germany.

He is a professor at the Central University of Venezuela, where he has beenteaching a course in private international law since 1956; he has also taughtthat same course at Andrés Bello Catholic University in Caracas since 1957.

He was a judge in the Second Court of First Instance (commercial matters),federal district and state of Miranda, located in Caracas (1958-1971), and wasfirst associate judge (1988-1992) in the Chamber of Cassation (civil, commercialand labour matters) of the Supreme Court of Justice. In 1992, he was electedalternate judge. He has acted as arbitrator, both in Venezuela and abroad, inthe latter case regarding private international commercial matters; on severaloccasions he has testified in foreign courts as an expert on Venezuelan law.

He was a member of the commission of inquiry appointed in 1985 by theGoverning Body of the International Labour Office to consider the implementationby the Federal Republic of Germany of the ILO Discrimination (Employment andOccupation) Convention (1958, No. 111); the report was submitted in 1986, but hedid not endorse its recommendations.

He has been a member of the national group for Venezuela at the PermanentCourt of Arbitration at The Hague since 1985.

He was a member of the legislative committees that drafted the section onVenezuelan nationality in connection with the drafting of the Constitutionapproved in 1961; the draft law on regulations on private international law(1963); and its subsequent revision in 1965; and revised the sections of theCommercial Code dealing with credit instruments and bankruptcy respectively(1963-1965).

He has been a member of the Legal Advisory Committee of the Ministry ofForeign Affairs (1984-present) and in 1990 was named to the Legal AdvisoryCouncil of the National Congress.

In 1966, he was elected a member of the Academy of Political and SocialSciences of Caracas and was President of the Academy from 1993 to 1995. He is amember of the Institute of International Law (elected in 1979); a correspondingmember of the Uruguayan International Law Association (1978); a correspondingmember of the Argentine International Law Association (1981); a correspondingmember of the National Academy of Law and Social Sciences of Córdoba, ArgentineRepublic (1982); an honorary fellow of the Royal Academy of Jurisprudence and

He was Co-Chairman of the Committee on Private International Law at the16th meeting of the Inter-American Bar Association (Caracas, 1969). Hesubmitted a paper at the first Latin American International Law Day at theAndrés Bello Catholic University (Caracas, 1979) and at the twelfth congress ofthe Instituto Hispano-Luso-Americano de Derecho Internacional (Mérida,Venezuela, 1980).

He represented Venezuela at the International Association of Legal Scienceand the German Society for Comparative Law (Treveris, Federal Republic ofGermany, 1961); and at the third meeting of the Joint Venezuelan-SpanishCommission (Madrid, 1974).

In the western hemisphere, he represented Venezuela at the firstInter-American Specialized Conference on Private International Law (CIDIP-I,Panama, 1975), where he was Vice-Chairman of the Second Committee; at the secondsuch Conference (CIDIP-II, Montevideo, 1979), where he was Chairman of theSecond Committee; at the third and fourth such Conferences (held, respectively,in La Paz in 1984, and Montevideo in 1989), where he was Chairman of the Second

He represented Venezuela at the Hague Conference on Private InternationalLaw: thirteenth session (1976-1977); fourteenth session (1980); fifteenthsession (1984); special session (1985); sixteenth session (1988); SpecialCommission to prepare for the seventeenth session (1990-1992); seventeenthsession (1993); working group and Special Commission (April and October 1994,respectively) to study the application of the Convention of 1993 to minors whoare refugees; and the Special Commission (second meeting, June 1995) on theprotection of minors and incompetent adults. He was elected one of the fiveVice-Chairmen at the fifteenth and sixteenth sessions.

He was Rapporteur of the Special Commission and of the seventeenth sessionof the Hague Conference on Private International Law and, in pursuance of thosefunctions, prepared the preliminary report (1992) and the explanatory report onthe Convention on Protection of Children and Cooperation in respect ofInter-country Adoption of 29 May 1993.

He has published several books and numerous articles on the law ofnationality, private international law, in the strict sense, and internationalcivil procedural law in Venezuelan and foreign journals.
