Energy efficiency requirements framework established (2013-2018)

• Government decision “On implementation of energy saving and energy efficiency improvement measures in facilities being constructed/reconstructed/renovated under the state funding”, 2014

• Amendments to the law on energy saving and renewable energy, 2016

• New building code on EE in buildings, 2016

• More than 15 national standards on building energy audit methodology, building energy passport and label form, etc.

Facilitating New Practices

• A modern thermal physics laboratory established for testing and certification of thermal insulation materials

• More than 12 types of insulation materials were tested and certified

• Educational energy efficiency laboratory was established for students of architectural-engineering specialties

• More 300 specialists, 60 civil servants and 200 students in the energy efficiency field were trained

• Databases for insulation materials and lighting equipment were developed and published in 2013, 2015 and 2016

Energy Efficiency in New Residential Social Buildings

“Al Hamra Real Estate Armenia”, a private developer, was consulted

• Design revised, structure of building envelopes re-designed

• Useful area of the residential complex increased by > 900 m2, additional worth of about 1800 USD/m2

• Direct benefit for the developer: > 1,500,000 USD

• Improved building energy efficiency: 36%

UNDP provided consultancy on thermal rehabilitation of the

building, renovated with financing from the Government and the

World Bank.

Hematology Center houses first in the region Bone Marrow

Transplantation Center & Stem Cell Laboratory.

The buildings’ energy performance was improved from 202

kWh/m2 year to 75 kWh/m2 or by 60%.

Energy Efficiency in Renovated Residential Buildings

“Green Urban Lighting” UNDP-GEF/00074869 Project (2014-2018)

• To enable and facilitate the removal of the barriers to energy efficient urban lighting in Armenian cities

The activities are structures into four interrelated components:

1. Knowledge and capacities for urban green lighting;

2. Pilot urban green lighting projects;

3. Financial and institutional mechanisms for scaling up municipal EE lighting programs;

4. National policies, codes, and standards on EE lighting,

Several measures for improving the normative-

legal basis:

• Elaboration and introduction of new building

codes on “Artificial and natural lighting” instead

of obsolete building codes (1996-2004);

• Elaboration of regulation on green procurement

for state needs;

• Development of mechanisms for phasing out

low efficiency lumps and lighting equipment

from the market;

• Participation in development of requirements

and mechanisms for collection and utilization of

mercury contained lighting sources.

Improvement of normative-legal basis

Several seminars have been conducted together with local and

international experts related to:

Training of municipalities’ staff for planning and working with

new lighting equipment;

Specifics of street lighting;

Lighting of tunnels;

Introduction of new standards.

Training, awareness raising

During seminars several materials developed within the frames of the

project have been presented

Creating control mechanisms

Establishment of light testing laboratory in the Yerevan City Lighting company

Educational testing board and modules on lighting energy efficiency for higher educational

institutions

17 cities, 51 km street lights

In 6 public buildings indoor lights

upgraded

Results of the pilot for Yerevan city

Total number of installed EE luminaries: 1154

Total length of the pilot streets: 20 км

Energy saving: 1902 MWth

Reduction of emissions: 845 t CO2

Expenditures reduction: $181.000

Social effect:

➢ Increase of safety of street traffic, reduction of number of incidents;

➢ Ensuring of safety conditions for movement of pedestrians;

➢ Ensuring of lighting comfort and decrease of criminal threat;

➢ Increase of social activity of population during evening hours;

➢ Creation of conditions for longer working hours for commercial entities in service sector etc.

Lessons learnt

• Interagency working groups/ committees are good mechanisms for promoting planned

works;

• Development of building codes, standards and regulations is time and resource consuming

and require adequate human resources and policy commitment;

• Accumulating necessary knowledge for further development of building codes,

regulations, standards, laws etc. and enforcement mechanisms are highly required:

– Capacity building measures (trainings, seminars, study tours etc.);

– Establishment of testing laboratories;

– Design and implementation of demonstration pilot projects;

– Creation of database of building and lighting materials/equipment;

– Knowledge transfer and exchange with international partners/stakeholders;

– Publication of guides, manuals, etc.
