Historical Background
Located at the crossroads of Western Asia and Eastern Europe, Republic of Armenia occupies the north-eastern part of the Armenian Highlands.The Republic of Armenia borders with Georgia in the North, Turkey and Autonomous Republic of Nakhijevan (Republic of Azerbaijan) in the West, Iran in the South and Azerbaijan in the East.
Historical Background
Armenia has 7 international state border crossing points (BCP), four of which are operational on the Georgian border: Bavra,Gogavan, Bagratashen and Ayrum (railway)
Bavra, Gogavan, Bagratashen BCPs are international border check-points on the Armenian-Georgian border and are key trade and economic links between Armenia and Georgia. The border crossing points have been identified as part of TRACECA (Transport Corridor Europe-Caucasus-Asia).
Pursuant to its commitments under UN Security Council Resolution #1373, and in line with its commitments under the Eastern Partnership with European Union, the Government of the Republic of Armenia is in the process of upgrading its border management to international standards.
IntegratedBorder Management
The EU-funded and UNDP-implemented South Caucasus Integrated Border ManagementProgramme (SCIBM) supported the National Security Council of the Republic of Armeniato draft the Strategy of Border Security and Integrated State Border Management of theRepublic of Armenia
The SCIBM further supported the Government of Armenia to draft the 2011-2015 ActionPlan and Timetable for the Implementation of Strategy of Border Security and IntegratedState Border Management of the Republic of Armenia
In November 2010, the Secretary of the National Security Council of the Republic ofArmenia requested support of UNDP to prepare design outlines and tenderdocumentation for the construction of three new border crossing points at Bavra,Bagratashen and Gogavan.
UNDP outsourced to the Latvian engineering company Arhis LLC the development of the following documents for the reconstruction of three border crossing points fully consistent with FIDIC (International Federation of Consulting Engineers) contract conditions:• Design Built tender dossier (Yellow Book FIDIC);• Equipment and supplies tender dossier (UN procurement rules);• Technical supervision and consultancy tender dossier (White Book FIDIC)

to enhance inter-agency, bilateral and regional cooperation between the SC countries, EU Member States and other international stakeholders to facilitate movement of persons and goods across borders while at the same time maintaining secure borders
Specific Project goals:
Development of design-engineering documentation and bills of quantities for the reconstruction and upgrading of 3 existing border crossing points (BCPs) between Armenia and Georgia in order to establish modern border crossing facilities in compliance with international standards of security, comfort and customers service efficiency.

Further Development
In August 2012 UNDP Armenia started the project “Modernization of Bagratashen, Bavra, Gogavan Border Crossing Points of the Republic of Armenia (MBBG BCPs)” what is aimed to reconstruct and equip 3 BCPs in Armenia within 2012-2015.
In 2013 Arhis LLC was awarded the contracts for“Detailed design and supervision services for rehabilitation of the 6.8 km section of highway M3 in the Republic of Armenia”
