THE EDITORIAL WHEEZE & WHY’SA senior citizen, retired because of a back

injury, was severely beaten about the head andhoulders in an unprovoked attack by aaeighborhood psycho brandishing a stout stick.The citizen survived the clubbing by absorbing

the bulk of the beating on his formidableforearms and shoulders which were badlybruised, swollen and scraped to the bone.The police were called, the culprit apprehended

and the assault case taken to court.The courtremanded the accused to the big island forpsychiatric assessment.

According to police, the shrinks asked him afew questions which he answered reasonablyenough not to qualify for immediatehospital admission.

So the next day this nut was back in theneighborhood, waking up the good folks at 4:00A.M. with loud shouting about the devils in hismother’s house and Reagan in the White House.

The senior citizen sees and hears his assailantranting and raving along the streets where the.ylive just a day after his arrest so he is

understandably apprehensive. Their paths arebound to cross.

He,.at the advice of neighbors, returns to thepolice station to sign a formal complaint.., getsomething on record in the event of a conceivablydisastrous future confrontation. The top brasswas called out and another trip made to the courtwhich found itself powerless to proceed prior toreceiving a written report from the psychiatricFacility.The victim checked with the court secretary to

see if the report might.be in the mail bag. He wasinformed that such correspondence usually takesabout a month to arrive. Have to wait...Meanwhile the weIl-fed, well-muscled young

attacker is popping beer tops in the street andranting and raving at the worid at large. So we

The other day I heard some people discussingLhe traffic in town and what might be done aboutit. One man touted one-way streets. Anothervould build a huge parking lot at the edge oftown and ban all cars from city streets. Anelderly gentleman saw nothing wrong with horsebuggies. Still another talked mass bus transit andfewer cars. One athletic looking woman saidwe’d all be a lot healthier if we walked.Let’s consider the first, one-way streets. It is

almost impossible to go to town withoutdeveloping a temporary amnesia that causes youto forget the reasons you went in the f’trst place,until you’ve already gone past your destination.Maybe the store you selected doesn’t have whatyou want but the one back down the road might.Or you see a friend who needs a ride or justwants to talk. You could catch them on thesecond lap, but how long would it be before youwere tempted to put the car in reverse? How longwould you stay on the merry-go-round? Soonthere’d be a whole lane created for cars goingbackwards.As for banning cars and building the huge

parking lot...where? There would have to be oneat the crossroads below the police station, forpeople coming from that side of the island, andanother one built for people on the Santa Mariadde. If you wanted to visit someone from adifferent neighborhood, would you have to parkyour car, walk through town and keep anothercar on the other side for these occasions? Andwhat about the people who live in town? They’dhave to convert their garages into extra rooms.As it stands right now we have a happy medium:for years there has been a parking lot in the centerof town, right in front of the post office.Horses and buggies would be romantic, if you

could hire enough people to clean the streets.How would the want ad read? Persons tomaintain urban area free of superfluous organicdeposits? Who would apply, no matter how youdisguised it? No, horse and buggy is moreobsolete than walking.Buses sound good, but who would want to

stand in the hot sun waiting for a crowded busPage

research, public hearings, committee findings,government funding, etc. a viable solution mightbe reached, but in the meantime these concernedcitizens fall to realize the importance of theautomobile in great numbers. We are justbeginning to feel the first waves of real trafficjams. We are held up for a few seconds, maybeeven a minute or two. Soon it will be hours!Now that’s progress. Look at any major city.Serious cases of congestion are like havingchoked arteries from a rich diet. It’s a barometerof business and a symbol of success.So the next time you see a car stopped in front

of you, the driver talking to the driver of a car inthe opposite lane, and a few stand-bys talking toboth of them, don’t blow your horn. Rejoice. Afew minutes for solitude, reflection, meditationor getting reacquainted with family and friends.Better yet, get out and join them. It may be thenext meeting of citizens concerned about traffic.

psic0pata de barrio, quien le entr6 a palo limpio sin aviso previo. El atacante Io hiri0gravemente en los hombros y los brazos cuando el ciudedano intentaba protegerse la cabeza consus brazos fuertes, y sufri6 contusiones y laceraciones qua llegoron al huoso.

Al evisar ala Policia stos arrestaron al atacante y el caso se llev6 a corte La corte envi6 alacusado ala Isle Grande pare evaluaci6n psiquietrica.

SagQn la Policia, el ecusado fur entrevistado pot los psiqui6tros y al contester variespreguntas evaluaron qua su condici6n no merecia bospitalizaci6n inmediata.

Resulta que el die siguiente el acusado rondeaba de nuevo en el barrio, despertando a susvecinos ala 4:00 AM con gritos, condenando al diablo en la case de su Madre y a Reagan en la CaseB lance.

El herido escucha los gritos de su atacante y love descontrolado por las callas y naturalmentese atemoriza Sus caminos cruzaren inevitablemente.SkJuiende los consejos de sus vecinos la victima se presenta de nuevo al cuartel y formalize los

cargos, cosa qua si occuriera alguna nueva desgracia todo esteen record. Nuevamente es llevadefrente al Juez quien le arise qua nada se puede hacer hosta qua no IIegue la evaluaci6n pot escritode los psiquietras.

La victima pasa ala secretaria a preguntar pot la evaluaci0n y ella le informa qua estacorrespondencia demote cerca de un ms en Iegar. Hay qua esperar...
