UNC Summer Public Health Fellowship Program
Dear 2010 Fellows:
We are thrilled to welcome you to the new Summer Public Health Fellowship Program at the
University of North Carolina at Chapel Hill (UNC SPHF) and what promises to be an amazing
experience! We designed this program to guide you through an eight-week journey towards a
rewarding and impactful career, with public health as the featured path. We hope that along the
way you will be inspired to become a public health professional (and Tar Heel!), and that the
knowledge, connections and community gained from this program will help you achieve your
goals. Whether or not you choose public health pursuits, we look forward to partnering with you
so that you can have the best possible experience in this program.
This summer, we challenge you to: Ask questions, as they will lead to knowledge and
understanding; Work hard, as your efforts will lead to valuable lessons and triumphs; Allow
yourself to grow and change, as doing so will lead you closer to your aspirations; And, have fun!
In return, we will do the same, as our partnership will surely benefit all of us.
Our communities are in need of bright, energetic and highly motivated leaders who want to make
a difference and are well-equipped to do so. We look forward to helping you change the world
for the better!

The UNC Summer Public Health Fellowship Program
Empowering students to pursue public health
Background: Dr. Felicia Mebane, Assistant Dean for Students at the UNC Gillings School of Global Public
Health, created the UNC Summer Public Health Fellowship Program (UNC SPHF) to help level the playing
field for bright and motivated minority and disadvantaged students who are exploring careers in public health.
Inspired by the School’s mission to train a diverse cadre of public health professionals and her own summer
program experiences, UNC SPHF is the School’s first large scale summer program. UNC SPHF is designed
to feature the disciplines represented by all of the School’s departments and serve as a cornerstone for
department-specific summer programs, such as the Biostatistics Summer Undergraduate Research Education
program. With funding and a vision for the program, Dr. Mebane added Ms. Candice Powell to the UNC
SPHF leadership team in Fall 2009 to serve a critical role in the program’s operations and leadership.
Purpose: UNC SPHF aims to help increase the diversity of the public health professions by sharing with
students (primarily) from minority and disadvantaged communities the knowledge, connections and skills that
can help them successfully pursue public health careers.
Fellows who complete this program will:
Learn about core concepts and issues across public health disciplines and specialties
Develop and apply (via an externship) a full range of job searching skills and materials
Practice effective communication skills
Reflect on personal goals, values and beliefs and how they influence career choices
Establish online and leadership identities
Network with world-class public health academics and professionals
Build a professional community of peers and mentors
Develop an understanding of what it takes to succeed as a public health professional
Have fun!
The Village: Dr. Barbara K. Rimer, Dean, UNC Gillings School of Global Public Health, encouraged the
School’s Office of Student Affairs to be as creative and supportive of the Fellows as possible. Consequently,
Dr. Mebane, Ms. Powell and Ms. Amy Hitlin (the UNC SPHF Externship Partner Program coordinator) have
enlisted a cadre of top-notch students, professors, staff, alumni and externship sponsors to provide the
seminars, workshops, extracurricular activities and support that comprise this program.
Funding: The 2010 UNC SPHF Program is funded by the Health Resources and Services Administration via
a grant to the UNC Health Careers Opportunity Program (UNC HCOP). Mr. Larry Keith, former leader of the
UNC HCOP grant, graciously agreed to add this new program to their grant proposal in 2008 and worked
with Dr. Mebane to add the public health components. The UNC Provost’s Office also provided funding.

Professors from each of the Gillings School of Global Public Health’s departments will engage the
Fellows for one-two days. The Schedule-at-a-Glance (on the previous page) shows the topic order.
These sessions will follow this general outline:

To enhance and complement the professors’ presentations, Fellows will be assigned readings for
some of these sessions, which will be posted to the program’s Blackboard site. As an incentive for
engagement, Fellows will also be required to discuss some aspect of each topic in small groups via
Blackboard. Dr. Mebane will assign the specific discussion topic each day, to help ensure that the
topics are closely tied to the Fellows’ experiences. The Curriculum-at-a Glance in this guide and the

Session Structure
These sessions provide at least two ways for Fellows to engage with topics. First, they will collect
and process information about an issue, and second, they will create and give a group presentation.
Sessions will follow the general structure below. The conditions/issues for discussion are presented
in the Schedule-at-a-Glance on the previous page.

Teams: Fellows will be divided into five teams that will work together throughout the workshop. For
each issue, the teams will be assigned a different specialty perspective (i.e., education,
administration/management, policy, community practice and research – from
WhatIsPublicHealth.org).
One-page issue brief: Before each ―Let’s Talk About‖ session (See the schedule on the previous
page.), each team must submit via Blackboard a one page document reflecting information they
gathered to address the following questions: 1) Why is this a problem/issue?, 2) How is this issue
framed as a public health issue, specifically?, and 3) Who engages around this issue and how do
their issue frames vary?
Quick fire prep presentations: At the end of each ―Let’s Talk About‖ session, teams will receive
specific instructions for their presentation on the following day. Assignments will connect recent
discipline and issue topics and assigned specialties.

This four-week seminar and workshop are designed to help Fellows learn about careers in public
health and develop an understanding of how their interests and skills relate to these fields. Skill-
building activities will be used to introduce students to specific job-search strategies and to the
concept of career development as a lifelong process.
Guests from a variety of public health disciplines, fields, and organizations will share their career
development experiences and advice. Activities, panels of experts, and assignments will give
Fellows myriad opportunities to apply lessons learned.

Social Media Consulting Project
Assignment
Create a social media platform for a unit within the UNC Gillings School of Global Public Health.
This project will span two sessions and some work outside of this workshop. The class will be
divided into teams that will be assigned to different units.
Step 1: Find as much information as you can about your client. Learn about its:
Mission, goals
Key stakeholders
Organizational structure
Current use of social media tools
Step 2: Meet with the client to understand its communication goals, key audiences, resources,
current use of social media, etc. These sessions will occur on Wednesday, June 30,
2010 from 2:15 – 4:00 pm, locations to be announced.
Step 3: Create a strategic plan for the client’s development and use of the recommended
social media platform.
Step 4: Send the plan to the client by 7:00 pm, Tuesday, July 20, 2010.
Step 5: (Optional) The client may want to meet with their team to discuss the
recommendations. These meetings will occur 9:00 – 11:00 am, Thursday July 29,
2010.

Felicia Mebane, PhD, MSPH

A native of Coleridge, N.C., Dr. Mebane earned Bachelor of Science in Business
Administration and Master of Science in Public Health degrees from the University
of North Carolina at Chapel Hill. She earned her Ph.D. in Health Policy from
Harvard University and joined the School as a faculty member in July 2001.
As the School’s Assistant Dean for Student Affairs, Dr. Mebane is responsible for
the creation, vision, and overall management of the UNC SPHF Program, which is
part of the School’s Office of Student Affairs (OSA). In addition to the UNC SPHF
program, Dr. Mebane collaborates with OSA staff to engage in student recruitment
activities, organize school-wide programs and ceremonies, communicate with students via the
website and the creative use of social media tools, provide careers services, and help implement
UNC’s new student information systems. She also advises student organizations, facilitates school-
wide student feedback processes and collaborates with faculty and staff throughout the School.
Dr. Mebane’s public health interests focus on the use of mass media to communicate with the
general public. She is intrigued by the creative use of arts and entertainment to inform and motivate
people to engage in the best public health practices. Dubbed ―The Dancing Dean‖ by Amanda, one
of her graduate students, she loves to dance, enjoy movies, follow pop culture, read and, (yes, really)
run for exercise.
Candice Powell, M.Ed.

Ms. Powell is from Fayetteville, N.C. and earned a Bachelor of Arts in Journalism
and Mass Communication from the University of North Carolina at Chapel Hill and a
Master of Education in Higher Education Administration degree from North Carolina
State University. As the Assistant Director for UNC SPHF, she collaborates with Dr.
Mebane on administrative planning and takes the lead on program management. As
the Student Recruitment Coordinator for OSA, Ms. Powell collaborates with public
health faculty, staff and students, UNC offices, and external groups to promote UNC
SPHF and the School’s degrees and certificate programs.
Candice is passionate about working with undergraduate and graduate students to help them reach
their full potential and has a special interest in underrepresented minority student recruitment and
retention. In her spare time, she loves to cook, listening to music, and enjoys almost any outdoor
activity.

Ms. Hitlin coordinates UNC SPHF externships and serves as the Director of Career
Services in the School’s Office of Student Affairs (OSA). She offers individual and group career
counseling, job search advice, and resources to the School’s undergraduate, graduate, and certificate
students and alumni. She also plans and manages career-related events, such as the annual SPH
Career and Internship Fair, career panels, and job search skill workshops.
About her involvement with UNC SPHF: ―Public Health is everywhere! I've worked with students
interested in the public health disciplines for two and a half years, and I've learned so much myself.
I'm looking forward to sharing this information with students interested in these fields, as well as
teaching the Fellows about career decision-making and job search skills.‖
Fiorella Horna-Guerra, BA

Ms. Horna-Guerra is the Program Consultant with the Office of Rural Health and
Community Care. Her role is to provide technical assistance to health
organizations to increase access to care to migrant and seasonal farm-workers in
our state.
Ms. Horna-Guerra currently serves on several national and state committees,
including the N.C. Governor's Advisory Committee for Hispanic/Latino Affairs, the Eliminating
Health Disparities Committee for the N.C. Office of Minority Health and Health Disparities, and the
National Multicultural/Multiracial Committee of the National Rural Health Association. She is also a
Jim Bernstein Fellow for the N.C. Center for Advancements in Health and has received the
Community Impact Award from La Conexion—a Spanish-language newspaper.
About her involvement with UNC SPHF, Ms. Horna-Guerra says, ―I am excited to be a part of the
UNC SPHF team because of its commitment to building minority leadership and representation in
public health at all levels.‖

Mellanye Lackey, MSI

Ms. Lackey is the Public Health Liaison Librarian and Director of Global Health at
the Health Sciences Library. She serves on the Public Health/Health Administration section and the
International Cooperation Section of the Medical Library Association. She is also a Learning
Institute Instructor for the American Public Health Association.
About her involvement with UNC SPHF, Ms. Lackey says: ―This is a great time to explore and learn
about social media and web 2.0 tools and applications. The field of public health is ripe for new
ideas and projects to incorporate technology into practice. Public Health 2.0 leverages the best of
emerging technology and a long tradition of creating better health through effective interventions
and research.‖

Ms. Polston is a graduate student in the School’s Department of Environmental
Sciences and Engineering, where she also serves as a research assistant. She recently completed one
term as a co-chair to the School’s Minority Student Caucus and will continue in that leadership role
in the 2010-11 academic year. Ms. Polston also serves as a volunteer with the Rogers Road Eubanks
Neighborhood Association—a coalition of citizens working to end environmental racism in their
community and beyond.
About her involvement with UNC SPHF, Ms. Polston says, ―I am excited about working with UNC-
SPHF because it will be a great opportunity to introduce students to the field of public health.
Originally, I didn’t know about public health, but I knew that it was my calling to be of service to
others; especially underserved populations. It wasn’t until someone invested in me, teaching me
about the field and all of the opportunities that were available that I realized this is it…I LOVE
PUBLIC HEALTH!! So, what better way to repay what was given to me than to invest in other
students. With that said, I am ecstatic about this program, and it is my hope that other students will
have a similar life changing experience and fall in love with public health like I did.‖

Damon is from Cincinnati, Ohio. His academic interests include infectious disease epidemiology
and, more specifically, HIV/AIDS in the African-American community. He is also beginning to
develop interests in malaria. He enjoys staying active, traveling, learning new things, and
community service.
About his involvement with UNC SPHF, Damon says, ―I am excited to work with UNC SPHF
because I have the opportunity to prepare students for the exciting challenges public health has to
offer. I want to guide, mentor, and lead individuals with as much information as possible so they
may be aware and eager to pursue a career within the field of public health.‖

Che is from Atlanta, Georgia. Her academic interests include biostatistics, minority health, health
disparities, chronic diseases, aging, and math/statistics education. She enjoys music, food, painting,
teaching, and mentoring others. About her involvement with UNC SPHF, Che says,
―I love having the opportunity to introduce students to public health and to help them find their place
in this important field. This summer, I hope to help Fellows discover their strengths and leverage
them towards a bright future as a public health professional.‖

Jacquetta is from Fayetteville, North Carolina. Her academic interests include exploring racial
disparities in infant health, ensuring adequate reception of health services for children, and lastly,
sexual and adolescent health. Her personal interests include ADVENTURE! She loves traveling,
mini-road trips, and spending quality time with family and friends. About her involvement in UNC
SPHF, Jacquetta says, ―I'm excited to work with UNC SPHF because I hope to provide what wasn't
provided for me when I was pursuing a career in public health. Public health, although so necessary
and vital, is often the most overlooked career in the medicine/health professional spectrum. It is my
hope that through this program I am able to help someone in their journey to becoming a public
health professional.‖
