DRAFT TERMS OF REFERENCE Financial Management, Procurement and Technical Support Consultant (FMTSC)
1. Introduction
Maharashtra State Rural Livelihoods Mission (MSRLM) is an independent and autonomous
institution registered society under the Societies Registration Act 1860. Maharashtra State
Rural Livelihoods Mission is implementing National Rural Livelihoods Mission (NRLM).A special
component under National Rural Livelihoods Mission is National Rural Livelihoods Project
(NRLP), which is funded jointly by Government of India, IDA& Government of Maharashtra.
Mission
To reduce poverty by enabling the poor households to access gainful self-employment
and skilled wage employment opportunities, resulting in appreciable improvement in their
livelihoods on a sustainable basis, through building strong grassroots institutions of the poor."
Mission Scope & Components
Initially, it was envisaged that the Mission, to be implemented over a period of 5 years, will
support and Strengthen the Community Based Organizations i.g. Federations, Producer
Organizations, SHGs. The NRLM will be implemented in select areas in an intensive manner and
adopting saturation approach the entire state will be covered intensively in phased manner
over 5-7 years. In the remaining areas less intensive approach for implementing the Mission will
be adopted.
The four broad components of the Mission are:

National Rural Livelihood Project (NRLP)
The Project shall be implemented in a phased manner. For the initial launching of the mission a
total of ten (10) districts viz. Gadchiroli, Wardha, Yeotmal, Osmanabad, Jalna, Ratnagiri,
Nandurbar, Solapur, Thane & Gondia & 36 blocks within these 10 districts have been identified
as the pilot districts for the National Rural Livelihood Project (NRLP) which are also called as
intensive block (36 Blocks)

National Rural Livelihood Mission (NRLM)
Out of 33 rural districts of Maharashtra, in 315 blocks and 23 districts NRLM was implemented
in non-intensive manner for 2013-14.
2. Implementation Arrangements
The overall responsibility for Mission implementation and coordination would rest with
the Maharashtra State Rural Livelihoods Mission (MSRLM) which has been established to
implement the Mission in the state. The General Body of the MSRLM is chaired by the
Honorable Chief Minister to Govt. of Maharashtra. Governing Body of the MSRLM is chaired by
the Honorable Minister for Rural Development to Govt. of Maharashtra. Executive Committee
(EC) of the MSRLM is chaired by the Honorable Secretary Rural Development and Water
Conservation Department, Govt. of Maharashtra.EC review Mission progress and provides
strategic directions, guidance on policy matters and resolve conflicts, amongst the
implementing agencies. Funds will flow from the GoI Finance Department to the SMMU
through a budgetary allocation for the Mission as a line item under the State budget. All
Mission components and sub-components are funded through the SMMU.
3. Need for the Financial Management & Technical Support Consultant
The need for the Financial Management, Procurement and Technical Support Consultant arises to initially provide support to the Mission regarding putting in place robust financial management mechanism during the initial years of project implementation. 4. Objective of Consultancy Assignment
The objective of the FMTSC assignment is to support overall level of management of MSRLM in general and finance and procurement cell in particular. FMTSC will help management in conducting different level financial help management and Accounting functions, Identifying critical deviations. Assist in smooth functioning of financial activities and factor responsible and facilitate project management in getting feedback from all levels to take appropriate decisions in course correction
5. Scope of Work:
The scope of work will include implementation support to Finance Team of State Mission Management Unit (SMMU) and DRDA, DMMU Following are the responsibilities of FMTSC in SMMU;

I Ensure high standard of accounting and financial management system within the organization and facilitate computerized accounting through ‘Tally Package’ of accounting.
Ii Monitoring and facilitating in Rolling out & synchronization of the TALLY accounting system and Integration with CPSMS.

Iii Ensure functioning of the system and facilitate monthly / quarterly consolidation of the financial information from the computerized accounting system through Tally.
Iv Ensure maintenance of proper accounting practices as per the regulation of World Bank and project agreement as well as Accounting Standards applicable in India.
V Monitoring and facilitating in accounting process as per statutory requirement including Income tax, sales tax, service tax and filing of various statutory returns (like eTDS filling) on monthly/quarterly basis with issuance of certificate to concerned authority/ parties.
Vi Prepare annual project /mission financial statements such as receipt and payment statement, balance sheet, etc for the purpose of audit, and consolidation of DMMU,DRDA & SMMU project financial statements at the end of financial year.
vii Quarterly submission of management report which will also include various issues identified during the execution of the assignment.
viii FMTSC will be responsible for timely consolidation of compliances of statutory, Internal, AG Audit. FMTSC will guide MSRLM in preparing the Compliances.
ix Team leader, FMTSC will coordinate overall work of FMTSC in the mission and will responsible for timely submission of various reports.
x Work closely with HR & Finance Team of SMMU and DMMU to update EPF Account. Support through verification, entry, analysis, and consolidation of data pertaining to the EPF. Ensure all the required information for the quarterly and annual progress reporting are collected on time, as per the established format of EPFO

6. Role of Consultant (FMTSC) The role of FMTSC is to carry out the accounting and financial activities smoothly, implementation of proper systems and recommendation among all the levels of project financial system. The FMTSC will also assist the project at State, District Level on procurement. The team members of consultant will be stationed at State, District level as per the requirements on full time basis. 7. Schedule for completion of tasks at various levels

8. Period of assignment
The services of the Consultant would be initially required for a period of one year starting from date of signing of the contract and would be renewed after assessing the pace of implementation, the project’s needs and performance of the consultant for further one year.
9. Data, services and facilities provided by the MSRLM 9.1 Financial data will be provided as per the needs and requirement. 9.2 Annual Action Plan, Procurement Manual, Financial Manual & SPIP will be provided by

10. Final output (i.e. reports etc) that will be required from the consultants. Reporting Requirement will be as per scope of works and Schedule for completion of
tasks. The agency would be required to submit a District wise report on quarterly basis in simple four- five pages covering the deliverables as indicated in the TOR and contract with highlighting the key findings and key actions recommended to the CEO at the state level.
11. Term of Payments
Remuneration will be Payable to agency in twelve equal installments in every second week of next month upon submission of certified daily dairies and invoice on the basis of actual manpower placed at different locations and delivery of output as per TOR. Reimbursement of TA/DA will be paid by MSRLM to FMTSC at actual basis (FMTSC will submit the proof of expenditure for any travel or site visit) subject to higher ceilings set in RFP on monthly/quarterly intervals.
12. Composition of review committee and review procedures to monitor consultants work
The FMTS Review committee at SMMU will keep a watch on the deliverables, of the assignments, take actions for the speedy settlement of the issues raised by consultant and timely follow up. Committee is set up under Chief Executive officer with following members.

Consultant has to provide technical support for both NRLP & NRLM funds; support will be in Ten Intensive (NRLP) Districts and Twenty three Non Intensive (NRLM) districts of above regions.
1) Chartered Accountant having knowledge of handling financial management, and technical support consultancy. She/he should have at least 3 years of experience in respective fields. Specific experience in similar externally aided project is desirable.

Central/state Government/externally aided projects in Maharashtra.

1. The Government of India has launched the National Rural Livelihoods Mission (NRLM) under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihood enhancements and improved access to financial and selected public services. NRLM has set out with an agenda to reach out, and mobilize 7 crore BPL households, across 600 districts, 6000 blocks, 2.5 lakhs Gram Panchayats, 6 lakhs villages in the country, into self-managed SHGs and federated institutions and support them for livelihoods enhancement and income augmentation.
2. The Government of India has availed a credit from International Development Association (IDA), towards
the National Rural Livelihoods Project which aims to support the National Rural Livelihoods Mission under the Ministry of Rural Development, Government of India; and intends to apply part of the loan proceeds to make payments under the contract for the following services:

7. Invitation
The Maharashtra State Rural Livelihoods Mission (MSRLM) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Required Qualifications & Experience of Consultants for FMTSC: Firms fulfilling the following
criteria may apply:-
a. The Firm must be Chartered Accountancy Firm empanelled with the Comptroller & Auditor General of
India.
