1. The Government of India has launched the National Rural Livelihoods Mission (NRLM) under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihood enhancements and improved access to financial and selected public services. NRLM has set out with an agenda to reach out, and mobilize 7 crore BPL households, across 600 districts, 6000 blocks, 2.5 lakhs Gram Panchayats, 6 lakhs villages in the country, into self-managed SHGs and federated institutions and support them for livelihoods enhancement and income augmentation.

2. The Government of India has availed a credit from International Development Association

(IDA), towards the National Rural Livelihoods Project which aims to support the National Rural Livelihoods Mission under the Ministry of Rural Development, Government of India; and intends to apply part of the loan proceeds to make payments under the contract for the following services:

3. Background:

The NRLM has been launched in Maharashtra in July 2011. For effective implementation of the mission, an independent society named ‘Maharashtra State Rural Livelihoods Mission’ (MSRLM) has been formed under the chairmanship of the Hon. Chief Minister of the state and has been registered under the Societies Registration Act 1860. The Society will look into the various dimensions of poverty and create vibrant institutions of poor so that they are able to find ways and means to overcome poverty. The Mission has been named ‘UMED’ .

The overarching goal of the NRLM is to trigger pro-poor growth in the rural economy that results in a significant dent in rural poverty especially among the rural BPL households. Part of NRLM’s role will be to collect, synthesize, organize and disseminate knowledge to institutions and communities participating in the Mission, diverse partners including public sector bodies, private organizations, commercial banks, civil society organizations, academic institutions, entrepreneurs, media, politicians and general public. Therefore, it needs to establish a robust knowledge system both online and off-line that facilitates seamless knowledge exchange. The system needs to facilitate easy access to information, online learning and two-way interface between stakeholders and the Mission in English and Marathi languages.

4. Objective of the assignment :

a) To provide high quality knowledge and communication support to UMED through diverse media, knowledge practices, products and activities; both online and offline.

b) To develop a web portal that serves as: a one-stop information gateway highlighting current activities and processes, progress,

achievements, innovations and future plans of UMED, a knowledge portal on rural livelihoods and a communication platform for UMED.

c) To provide documentation and editorial support to all knowledge products of UMED in English and Marathi languages.

d) Build and promote the Mission’s brand through knowledge and communication activities and products.

5. Scope of Work:

The agency/firm will work closely with the Knowledge Management team of the State Mission Management Unit of UMED and occasionally with the district and block level teams to develop and implement a knowledge management system for UMED. Promoting the mission’s brand through knowledge and communication products will be a continuous endeavour of the knowledge and communication process. The agency/firm will develop a knowledge system both online and offline. The online system will include creation of a knowledge portal that serves as a one-stop information gateway to information about the mission, key achievements, progress, innovations, current activities and future plans. The portal will be accessible from multiple devices including mobile handsets for greater outreach and employ GIS technology wherever required. The Offline system will include publications such as newsletters, booklets, brochures, pamphlets, posters, films, good practice documents, periodic reports, process documents, short studies, manuals, etc. The agency/firm will also organize and/or support knowledge events such as trainings, workshops, conferences, seminars, interactive sessions, etc. and participate in knowledge activities of UMED. All knowledge activities and products of UMED will be bilingual – in English and Marathi. The agency/firm will undertake field travel within Maharashtra State and to other states if required as part of the assignment.

The agency/firm will:

• Understand and adhere to the mandatory policies, procedures and standards of the

Govt. • Hire full time, part-time and need based consultants with relevant expertise and

experience to deliver high quality knowledge support and products. • Provide quality translation of all knowledge products from English to Marathi and vice-

versa. • Work with the State Mission Management Unit team to identify the human resources

required after the completion of the contract to establish and maintain the system.

The scope of work can be modified based on the needs and priorities of the mission whereby activities, processes and deliverables might be altered, enhanced or scaled down as might be the case. The scope of work will also be determined by the specific and overall performance of the firm.

6. Invitation : UMED - The Maharashtra State Rural Livelihoods Mission (MSRLM) now invites eligible firms/agencies (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

7. Qualifications criteria: Only firms fulfilling the following conditions may apply:-

Mandatory

The agency/firm should have an experience of at-least 5 years of providing services to

organizations implementing large scale development programmes /projects on web portal development and knowledge management.

The agency/firm should have at least 3 years’ conceptual and operational experience in

developing web based knowledge products at international/national level.

The agency/firm should have minimum annual turnover of Rs. 150 lakhs for last three years.

Desirable

An agency/firm that could develop a web based information, communication and knowledge portal with demonstrable knowledge and experience in IT and media and communication systems development, especially in rural development will be preferred. Preference may be given to the agencies that have proven experience of providing IT and media and communication support to programmes supported or implemented by Government of India, State Governments, World Bank, United Nations or other International Organizations of repute. Agencies are encouraged to apply as a joint venture/consortium if required to deliver the ToR in its entirety. Draft Terms of Reference

Consultancy for Knowledge Management and Communication support to UMED – The Maharashtra State Rural Livelihoods Mission

1. Background

The National Rural Livelihoods Mission (NRLM) has been created from the

reformulated Swarnajayanti Gram Swarojgar Yojana (SGSY) by the Ministry of Rural Development, Government of India following approval of the Cabinet Committee on Economic Affairs (CCEA) on June 24 2010. NRLM aims at poverty

alleviation through several strategies that include creation of dedicated and sensitive support structures from the national to the sub-district level that will

organize the poor in sustainable institutions at different levels providing financial and technical support to such institutions of the poor, building linkages between institutions of the poor with mainstream institutions to leverage services, building

capacities of the poor so that they are able to access rights and entitlements and thereby sustainable livelihoods among others.

The NRLM has been launched in Maharashtra in July 2011. For effective

implementation of the mission, an independent society named ‘Maharashtra State Rural Livelihoods Mission’ (MSRLM) has been formed under the chairmanship of the Hon. Chief Minister of the state and has been registered under the Societies

Registration Act 1860. The Society will look into the various dimensions of poverty and create vibrant institutions of poor so that they are able to find ways and means

to overcome poverty. The Mission has been named ‘UMED’.

Organising the poor into thrift and credit groups that coalesce around the idea of

self help is a key strategy of UMED. Capacities of these groups will be built continuously over a period of time whereby they will be linked with banks and other

financial institutions to access financial services like credit, savings, term loans, insurance, etc. and secure sustainable livelihoods. While existing livelihoods are strengthened and enhanced UMED will also make efforts to diversify rural

livelihoods and promote microenterprise, self employment among women and youth wage employment and agro-based livelihoods.

All Mission communication will need to meet the Government of India’s information

regulations.

4. Key Tasks and Responsibilities:

A. Preparation of detailed Work Plan:

The agency/firm will be hired for three years on a retainer basis under a time

based contract. The hired agency/firm will develop a detailed work plan and submit to UMED

management for approval.

The work plan will be developed jointly by the agency/firm with the Knowledge Management Unit of UMED.

The work plan will clearly list out the activities, outputs, delivery timeline and reimbursable costs.

B. Information Needs Analysis, Communication grid/ flow and knowledge products:

The agency shall undertake a detailed needs analysis of information and knowledge products and map the communication grid/flow of UMED. Based on the needs

analysis the agency shall develop draft communication, information and knowledge system for UMED and submit for approval.

C. Stakeholder Consultations :

The agency shall hold consultations with diverse stakeholders from time to time, to understand information and knowledge needs. The stakeholders could include

representatives from communities, civil society organisations, government departments, banks, impact investors, the MoRD, the World Bank, academic institutions among others.

5. Deliverables:

The assignment will commence from the date of signing of contract with the following main deliverables:

a. Development, maintenance and promotion of a knowledge portal. (details in

Annexure1)

b. An intranet system (details in Annexure 2) c. Email hosting for about 1000 users.

d. A range of publications (brochures, pamphlets, posters, booklets, short publications, manuals, newsletters, photographs, films, periodic reports, etc.) (details in Annexure 3)

e. Documentation support to all UMED activities. f. Editorial support to all UMED documents and audiovisual material.

g. Advanced documentation, design and translation support for all online and offline content.

The timelines will be indicated in the annual work plan and quarterly sub-plans subsequently.

6. Qualification Criteria:

7. Period of contract: The contract for web portal design and content

development along with hosting, security and maintenance solutions and

knowledge management support will be for a period of one year which will be operationalised based on

an annual workplan and budget approved by the Chief Executive

Officer – UMED,

a quarterly sub-pan based on the approved annual workplan with a timeline and budget and an inception report.

The contract will be renewable for up to two years based on an annual performance review conducted by UMED and further needs and priorities of the

mission.

8. Review Committee

A review committee comprising Chief Executive Officer, Chief Operating Officer, Senior Accounts Officer, State Mission Manager – Procurement and State Mission Manager – Knowledge Management, Mission Manager IT will review the

performance of the agency/firm once in six months.

Apart from this, State Mission Manager – Knowledge Management will facilitate smooth functioning of the assignment and will coordinate with the agency/firm on a regular basis. She/he along with Mission Manager IT will review the deliverables as

per the Annual Action Plan on a monthly basis and bring out the variance, if any, to the notice of the agency/firm. The agency/firm shall immediately take necessary

corrective measures accordingly.

9. Payment Schedule

Payment to the agency/firm will be released on a quarterly basis against approved

quarterly workplan and budget and approved deliverables for the quarter.

10. Data , Services and Facilities to be provided by the client:

a) Data : The MSRLM will provide all requisite data/ content/photographs etc. to be published on the portal in raw or processed form whichever is available.

b) Services and facilities: The agency/firm shall operate from their own premises and use their own hardware and software resources.

11. Mandatory Information to be provided along with the EoI

Interested agency/firms are required to submit Mandatory Information along with

the EoI as per Annexure 5

Annexure 1

1) Design of web portal

• The agency/firm will identify hardware and software requirements to support

the knowledge portal for: - Document, photo, and video storage - Clear feedback channels

- Blogging and discussion groups - Surveying

- Integration with other MSRLM application - WebCast, PodCast

- Content Management • The web portal will be an extension of the existing website of UMED and

match and/or alter the visual identity in terms of page layout, graphics,

images, typography, fonts, colors, sound, animation, symbols (logo) as per the guidelines set out by the Mission.

• Optimising the design to enhance brand identity, accessibility, usability and content distribution.

• Source code: Provide the source code for all the web pages developed for

this web portal, to the State Mission Management Unit. The agency/firm will also provide necessary software and licenses to maintain the portal internally

or externally. • Copyright and Intellectual Property Rights : Upon completion of the contract

duration, the agency/firm will hand over all the software components to the

State Mission Management Unit for the purpose of copyright and intellectual ownership. (A link directing to the page for copyright policy will be given at

the bottom of every page). All working files are property of the State Mission Management Unit of UMED.

2) Development (Content, portal structure, navigation and other web portal elements)

• Content and structure – the agency/firm will create a logical and natural

organization of information with a clear task-based structure, clear and

meaningful labels for information. Contents may be organised with appropriate meta-tag/labeling scheme interfacing with an appropriate

uniform electronic record management system adopted in the organization

with features such as version control, information on ownership, storage location, file number, keywords, context description etc.

• Display full range of activities and functions including blogs, discussion

forums, publications, repository of photographs, videos, audio, podcasts, library, etc.

• Coordinate and interact with NRLM members through bulk email facility (sending bulk emails with organization mail addresses. Ensuring mails are

delivered to inbox and not to the junk folder). • Publish articles, events and news related to rural livelihoods, content selected

by the State Mission Management Unit.

• The web portal will be dynamic and content will be uploaded on a daily basis. • Editorial Support: Ensure Spelling and grammar is accurate. Spell checking is

essential, however proof reading of content should always be undertaken before publication.

• The portal should include following navigation strategies:

- Menu system as primary navigation method of the portal that is always displayed on each page.

- Each section must have a main page where visitors can navigate to the sub items under the sections, but still be able to get back on any of

the other main section home pages. • Content on Homepage will be distributed as to grasp the visitor’s attention,

encourage the exploration of web portal and allow easy access to the most

important information on the web portal. • A path through the sub-levels to the portal’s section will be clearly displayed.

• Separate login for administrator to view number of hits in day/ month, search engines, keywords by engine, repeat and unique visitors, navigation paths, visitor’s countries, control email accounts, online applications

submitted etc. Administration features should include the tool for web-portal access statistics information collection and analysis and report of unapproved

access to the webportal • Bilingual Support: The content should be available in English. Keeping in view

that Marathi is the official state language, the web portal will have ability to

extend for being a bilingual portal and Marathi version will be developed along with English versions.

• The fonts used should be in Unicode. • Portal Map has to be provided for navigation support. • Layout of menu, icons and hyperlink: The organization of hyperlinks on the

home page and the interior pages has to intuitively reflect the significance of the information or service associated with the link. Floatable and collapsible

menus for effective use of space and icon providing cue to hyperlink contents are to be used effectively.

• Portal-Search: This is to facilitate the users to locate and access

information/contents with ease. In the search engine, the agency/firm will provide search capabilities using keywords or phrasing that will identify

content from within the portal. The web portal will also have a search engine with index based search options.

• Specialist functionality is required within in the portal, e.g. blogs, discussion/ chat forums, multimedia, social media networking, RSS feeds, etc.

• Privacy policy, terms of use, disclaimer should be provided. • There will be promotional areas on the homepage, which will highlight the

thematic areas of the Mission for the visitors to tour rest of the web portal. • The webportal should comply with the standards and guidelines specified by

DIT, Maharashtra available at :

3) Technical Specifications

• Browser Compatibility: Ensure that the Web portal is compatible with latest and commonly used versions of all browsers like Internet Explorer, Mozilla

Firefox, Opera, Safari and Chrome. Web portal must not require plug-ins as a default.

• Screen resolution: Fully optimized to 1024/768 and 800/600 – screen

resolution compatible. • Design: Use CSS based design approach, clear and appropriate graphics,

W3C compatible coding style while designing the web pages. • Technology: Provide high-quality and new technology content solutions for

webportals but not limited to PHP-5.0, My SQL, Flash-8.0 or .net, MSSQL, JavaScript, Flash or develop the web portal in Active Server Pages or similar technologies.

• Ensure that the technologies used for web portal development and maintenance are such that are easily available and cost effective.

• Build web portal in accordance to the Web Content Accessibility Guidelines 2.0 level AA, provided by the W3C, to be accessible with different screen readers, such as JAWS, NVDA, SAFA, Supernova and Window-Eyes.

• Fast Loading Pages – Design with a balance of text and graphics such that each page loads in 8 seconds or less on the average computer (using a 56K

modem). • Use System Development Life Cycle (SDLC) approach for web portal

development.

4) Security

• The agency/firm will ensure that the portal and database is secure and free

from unauthorized access and hackers. The agency/firm will adhere to

security protocols as laid down by the GoI and facilitate security audits to be done by GoI empanelled agencies.

5) Hosting

• The mission has a registered domain name. The agency/firm will host the web portal with a well-known service provider. Reserve extra space and

bandwidth required for successful running of web portal. Provide domain registration information, domain user names and passwords as well as the

web/email hosting setup information and username/password to the State Mission Management Unit.

6) Maintenance

• The agency/firm will be responsible for the on-going maintenance of the web

portal.

• The agency/firm will update the web portal as and when asked by the SMMU. • The agency/firm will maintain the portal on annual contract basis.

• Maintain the portal with 99.9% up time guarantee. The agency/firm should also take care of regular backups, providing virus free portal, etc.

• In case of problems like web portal crash/ hacking etc., the agency/firm will

take maximum 2 hours during business hours or maximum 12 hours during non-business hours to get the portal up and running.

• Provide necessary support to maintain web portal for daily requirements like uploading/ removing information, modifying content and web pages and incorporating new features like publishing of dynamic content, uploading of

event details, etc. • Provide necessary access to the State Mission Management Unit to the web

portal to carry out changes and modify as and when required. • Training - The agency/firm will ensure appropriate training to staff. It will

also train and provide complete information about the structure of the web portal to the designated webmaster and necessary training for ongoing maintenance of the web portal.

7) Promotion

• Provide Search Engine Optimization. • The agency/firm will ensure that the web portal is listed on Google, yahoo,

MSN and such leading search engines. Ensure that it has been well optimized to get higher rankings. The web portal should be linked to the Google search

engine, so that the name of the web portal is visible in the top 5 links wherever and whenever any searches regarding “rural livelihoods” are made on the search engine.

• Social Media Marketing - Ensure full integration with and active presence on social networking portals as agreed with the project team and create links

within the web portal.

8) Reporting

• The organization will be required to produce the following reports:

- Monthly Report on the progress of the web portal will be submitted by

the agency at the end of each month. The report will highlight the

status of the web portal, work done in the previous month and a work-plan for the next month.

- A Project Completion Report within a month of the completion of the web portal.

- Monthly Reports on the performance metrics / web analytics as stated earlier. The administration features should include the tool for direct

access to web portal statistics information collection and analysis.

9) Performance Metrics / Web Analytics

• Develop measurable web portal key performance indicators and goals that

will provide a clear vision of how the web portal is faring. Specific

performance measures to be chosen because they provide valid, useful, practical and comparable measures of progress towards achieving expected

results. • Design and develop reports that clearly show how the web portal is tracking

against these key performance indicators.

• Implement web portal reporting software solutions such as Google Analytics, Urchin, Click Tracks and others.

• Providing reports on a weekly, monthly or quarterly basis as well as access to the underlying web statistics so that the State Mission Management Unit can

access up-to-date statistics at any time.

10) Handover and Transition

• The agency/firm will be responsible for effective handover of the entire web

portal to the State Mission Management Unit at the end of the contract period. It will lead and ensure smooth transition to internally maintained systems.

• The agency/firm will work closely with the appointed webmaster or/ and administrator to ensure that the maintenance and updating of the web portal

will be smooth and doable. • A webmaster and administrator’s guide for the web-portal maintenance

should be created and delivered in written and electronic form.

11) Monitoring and Evaluation

Update of information published Speed of response and solutions by the agency/firm following requests from

the Mission management unit. Successful completion of project meeting the ToR requirements.

Communication with the State Mission Management Unit about the status and questions around web portal development and maintenance

Reporting and Documentation the agency/firm provides (of project) related

to the need. The usability, accessibility and architecture of the webportal will be reviewed

periodically.
