• Each Region in Europe, Asia is developpingits own low-cost countries. Temporarly(this is the phase we are in at themoment) it makes sense to deliverinternationally. But in the long term theaim would be to deliver locally to thecustomers – from competitive low-costcountries.
• The former low-cost countries in Europe (Romania, Czech Republic, Poland etc..) have already lost this status. At themoment the Ukraine has to facecompetition from Moldawia, Marocco and Egypt. In order to be still competitive in long term view it is necessary to grant a fundamental hedge or improvement of thefactors which actually make up a low-costcountry or even to differentiate from a low-cost country.

• Wages and salaries are the main factors for making the fundamental decision to go into a low-cost country.
• Labor costs and incidental wage costs
• What does an investor want to see:
- At this point in time
-> A low salary and wage level
-> Is there any confidence into a reasonable salary andwage development in the future?
An investor can be deterred by not predictable developments like minimumwages.
Normally the market itself is regulating the salary structure by itself. This ison long term basis economically healthy. But should not be pushed bygouvernments insisting.

b) A functioning infrastructure regarding
logistics and transport
• In order to be able to produce any goods it is necessary to have acceptableconditions regarding the delivery of raw materials i.e. in an acceptable time to acceptable conditions
• Same thing is essential regarding the transport of the goods
• Actually in most low-cost countries there is no internal market – a big partof the goods is from contract processing or merchandise export
• A functioning logistic infrastructre is therefore essential (streets, customs, airports with international flight connections)
c) A functioning infrastructure regarding
communication and energy
• Nowadays communication is a factor which makes companies fast or slow, flexible or stiff, reachable or not reachable. Concinsely: Marketable or not.
• It is essential today to have a connection via internet or other comparablenetworks to a customer information network. These have to be stable –usable all the time and have to show extremly low failure rates.
• A functioning power supply connection is essential – irrelevant if it is gas orelectricity or something similar.

d) Education Level of the people
• Most of the producing companies are heavily technically influenced. Even though technology is brought from abroad from the mother company intothe low-cost country, it is necessary to have a minimum of understandingfor technology in order to make sure that production lines and systemsstill can be operated and maintained (maintenance).
• A lot of companies are educating their people by themselves. This istaking a long time and costs money and also depends on the possibilitiesand capabilities of each company.
• A comprehensive technical basic training should be given through a stateinstitution which is taking care of this first education. If not, a financialfounding through government for a subsequent education shall make a low-cost country more attractive for investors.
• The same applies for the education within the area of methodologicalknowledge and IT.

-To attract investors as a low cost country it is necessary to
- maintain an acceptable infrastructure regarding logistics, communication
- invest into the qualification level of people
- keep salary level competetive to other low cost countries
- give support for starting the business in different items
