P PROPOSED NEW REGIONAL LANDFILL SITE

TO SERVICE THE CITY OF CAPE TOWN

NOTIFICATION OF THE AVAILABILITY OF THE DRAFT SUPPLEMENTARY

ENVIRONMENTAL IMPACT REPORT AND PUBLIC PARTICIPATION PROCESS

    NOTICE NO: CMC 02 2012/1; DEA&DP Ref No. AN20/25/4

    Applicant: City of Cape Town

Activity: Establishment of a new regional landfill site to service the City of Cape Town.

Location: Two alternatives are being considered: Farm Brakkefontein, No 32 (the Atlantis site) and Portions 2, 10 and 13

of farm Munniks Dam and a portion of Farm 1098 Bottelfontein (the Kalbaskraal site).

EAP: CCA Environmental (Pty) Ltd (CCA)

Notice is hereby that on 11 May 2010 the High Court set aside the decision taken on 7 April 2009 by the then Minister of

Local Government, Environmental Affairs and Development Planning (MEC) in terms of sections 22(3) and 35(4) of the

Environmental Conservation Act (ECA) 73 of 1989. The 7 April decision included the following:

Upheld appeals in terms of section 35(3) of the ECA against the decision issued by the Department of Environmental

Affairs and Development Planning (DEA&DP) on 16 July 2007 to authorise the establishment of a new regional landfill

site and associated infrastructure on the Atlantis site; and

Replaced the Directors decision with a decision authorising the establishment of the new regional landfill on the

    alternative site Kalbaskraal site.

The implication of the High Court decision is that the current MEC has to reconsider the application by the City of Cape Town

and issue a new decision. However, before a new decision is issued the MEC requested that the City of Cape Town appoint

an independent environmental assessment practitioner (EAP) to compile a supplementary Environmental Impact Report

(SEIR). The SEIR must ensure that all previously presented information is currently relevant and meets the transitional

arrangements of the EIA Regulations 2010.

As required by the MEC we formally notify you that the Draft SEIR has been published for a 40-day I&AP

review/comment period. The comment period commences on 5 March 2012 and closes on 17 April 2012. Copies of the

report have been lodged at the following locations (from 5 March 2012):

Cape Town Central Library (City Hall); Tableview Library

    Wesfleur Library (Atlantis); Koeberg Library;

    Philadelphia Church Hall: CoCT, Waste management Department;

OJ Erasmus Primary School (Kalbaskraal); CCA Office, Cape Town

Klipheuwal Primary School CCA website (www.ccaenvironmental.co.za)

Copies of the Executive Summary have been distributed to registered I&APS and can be obtained on request from CCA.

Notice is also given that three open days and information feedback meetings will be held, where the updated findings of

the SEIR will be presented and the project team, EIA consultant and key specialists will be available to respond to any

queries and questions. The details of the open days and meetings are provided below:

Any comment should be submitted to CCA (at the contact details provided below) by no later than 17 April 2012 for inclusion

    in the Final SEIR.

As explained in the documents that you are invited to consider, in addition to meeting the requirements of the appeal

process, the SEIR, together with the original environmental impact assessment, will be submitted in support of an application

for a permit under section 20 of the ECA if the Atlantis Site is authorised by the MEC and a waste management licence

under the National Environmental Management: Waste Act, 59 of 2008 if the site is authorised for development at

Klub Interact Deutsche Schule(K.I.D.S.), a club based in the Ger-man International School CapeTown, held their annual Enviro-Sportsday at Big Bay Beach in Blou-berg last Saturday.

K.I.D.S. is an organisation run byliaison teacher, Brigitte McKee,and a group of schoolchildren whostrive to alleviate the critical situa-tion that Cape Towns vulnerablechildren find themselves in.

This is done by enabling thesechildren to learn empowering skillswhich will help them build a betterfuture for themselves. Members ofthe club train many children andchild care workers to use a varietyof materials to create items whichwill provide them with an income.

On Saturday, children from sixhomes in Cape Town were broughtto Big Bay Beach to enjoy a day ofsport activities and fun with theK.I.D.S. club.

Over 800 children and 150 socialworkers from the Homestead shel-ter, Percy Bartley House, Ons Plek,Margarets House, Village CareCentre, Walmer School and Lelie-bloem Childrens House started theday off with a beach cleanup.

The children then enjoyed anumber of activities such as beachvolleyball, tug-of-war and buildingsand-castles while the smaller chil-dren were digging around in thebeach treasure-block for toys.

After lunch, a dance-off was heldwhere all the houses entered adance group to compete againsteach other. This was definitely thehighlight of the day and attracted ahuge crowd. Prizes were awarded tothe winners in the beach cleanup,sand-castle competition and thedance-off competition.

Every year we leave the beach, amazed at the childrens need forlove and attention, and their re-sponses to receiving this, says Mc-Kee.

Residents regularly complainthat the trolley brigade allegedlypose a safety threat and pushtheir shopping trolleys in thestreets in business and residen-tial areas, leavingthem there.

I wish to reas-sure residents thatLaw Enforcementdoes take action, says Richard Bos-man, the citys exec-utive director: Safe-ty and Security.

    In a blitz opera-tion over a two-week period in Feb-ruary, about 90 trol-leys were confiscat-ed in Table View,Parklands, Sun-ningdale, Bothasigand Edgemead.

When they im-pound the trolleysLaw EnforcementOfficers provide thehomeless peoplewith black plasticbags in which tostore their belong-ings.

Some residentsinsist that the home-less people must becharged with theft,

but this is very difficult to prose-cute as they simply claim thatthey found the trolleys next to theroad, says Bosman.

Shop owners are also loathe tolay charges against these people. The best solution is to appoint se-curity guards to ensure custom-ers dont remove trolleys fromtheir premises.

    Trolleys that are impounded

are taken to a store in Ndabeniand shop owners must pay a tariffof R1 140 (including VAT) to re-claim their trolleys.. Shop owners who want to

claim their trolleys back can con-tact Deon Arendse on 021 951 5360.. Residents who experience

trolley problems can call the all-hours telephone number 021 8124663.

    Trolleys confiscated

These trolleys were confiscated in the Table View, Parklands, Sunningdale, Bothasigand Edgemead areas by City of Cape Town Law Enforcement.

    DESIRE RORKE

Daar is 18skole in di gebiede.

    Verkeersluitekort n groot krisis

Ondersoek jou eie motiewe.. Vergifnis.. Kommunikasie.. Jy moet verskoning aanbied en

jy moet ook verskoning aanvaar.. Toewyding aan die herstelde

verhouding.

Versoening is soms baie moeilik.

Versoening is niealtyd nodig of selfswenslik nie. n Voor-beeld is waar n vroumishandel is in diehuwelik. Hier moetsy skoon breek enaangaan met haar le-we.

jy my vergewe.

Dr. S.T. Potgieter: 021 949 5007

    of [email protected].

With only 55 percent of residents taking partin the Citys Green Bin project, a Recycling-Green Expo is presented on Tuesday 13March from 10:00 to 19:00 in the DurbanvilleTown Hall to inform residents.

The expo is presented by community organ-isations in collaboration with WastePlan andthe citys solid waste department.

The refuse recycling programme ThinkTwice kicked off in the northern suburbs inAugust last year.

About 44 000 households in the areas northof the N1 from Bellville east of the TygerbergHills to Durbanville, Brackenfell and Kraai-fontein and up to, but excluding the Kraaifon-tein smallholdings were invited to take partand collect their green lid bin from their clos-est municipal offices.

But sadly only 55 percent of householdshave collected their bins.

We are privileged in the northern areas tohave been selected, said Danetta Smit, ex-councillor who is concerned about the lack ofinterest among residents.

    Where schools, churches and community

organisations have promoted the separationand recycling of waste, the response has beenexcellent, she said.

But residents in some retirement complex-es do not have space for a recycling bin, or donot have enough waste to justify another bin.Others need the body corporate to apply forbins, Smit said.

With the expo we want to increase aware-ness, demonstrate and educate all on how torecycle and minimise waste, she said.

Officials from the solid waste departmentwill be on hand to process applications andiron out problems. The department, in con-junction with Wasteplan, will hold the mainexhibition from 10:00 to 19:00.

Entrepreneurs will exhibit their Waste toArt, for sale. Residents will display theirworm farms and bokashi composting bins.

Elma Pollard, editor of The Green TimesMagazine, will present talks in the afternoon. There will be a live Zibi show between 15:00to 16:00 aimed at children.

At 18:00 a fashion show of outfits made ofrecycled materials will be presented.

Send an email to Danetta on [email protected] with enquiries.

She smiles at the thought of the little Ger-man woman waking up and popping thenurse one. The hospital had phonedshortly afterwards. Your mother is outof the coma.

This is one of the many fond memoriesCharles and Elonka Ueberberg have of Oliv-ers mother Hanna who died of cancer at theaged of 66, three years ago.

Elonkas dad Kokkie succumbed to the dis-ease last year.

That was after some seriously good fightsby both of them. They didnt just go to bedand say that is it, Oliver says.

The couple from Table View were amongthose who supported the shavathon held atFergies Pub on Saturday. The event raisedfunds for Cansa and Fellows for Cancer, acharity group in Melkbosstrand who help lo-cal cancer sufferers pay their medical bills.

It is this intimate knowledge of cancer anda chance meeting with Francois Combrinck, one of the trustees of Fellows for Cancer, thatsaw Elonka and Oliver become involved inthe group.

We rented a house from Francois whichwe turned into a pre-school in Melk-bosstrand. Three years ago weheld a fundraiser for Fellows forCancer at the school and we man-aged to raise R6 000 just by charg-ing an entry fee, Oliver says.

This year Elonka has volun-teered to have her shoulder-lengthblonde hair shaved off in the hopesof raising more funds for the or-ganisations.

There is tremendous support forher effort.

There are three hairdressers two of them are women and nei-ther are keen too keen to make thebig cut. In the end it is PaulineSwart who lets the electric razormow a pathway through a field ofhair.

You look beautiful babe. Yay!No more hairdryer, Oliver en-courages the love in his life as shewrinkles her nose at the cameraspointed in her direction.

If I dont look like Demi MooreI want my money back, she jokes.

A man seated at a nearby tabletakes a sip of his beer, points thebottle in Elonkas direction andsays: Annie Lennox, darling!

One of Elonkas friends com-ments on her lovely melon.

    Pauline hands Oliver a handful

of hair. A memento. Then its over. The flip of a switch stran-

gles the razors buzzing. The smell of babypowder fills the air. Pauline unceremonious-ly whips off the sheet that covers Elonka andshe stands up, leaving a little bit of herselfbehind.

Sporting a much shorter, spiky hairdo shejoins her friends at the table.

Naked is the first word she says whenasked how she feels.

We are going to stick like Velcro tonight, she says as she hugs Oliver.

Elonkas haircut raised R20 000.The cutting of her hair was auctioned off

with supporters asked to contribute R1 000each.

The idea came to us last night. So Elonkaphoned Francois and said this is what sheis willing to do. We were hoping to raise atleast R10 000 this way, Oliver says as hiswifes blond locks already lie strewn on theblack tarmac of the pubs parking lot.

That is double our expectation, that isjust great, Oliver says. He is very proud ofhis partner.

When it comes to Elonka there are twothings old people and children. Those areher passions, he says of the nurse turnedpre-school teacher.

Netcare Blaauwberg Hospital celebrates fifth anniversary

The Netcare Blaauwberg Hospital celebrates five years of service to the community this month, a milestone that marks a coming of age for the facility,

according to Hospital Manager Dirk Truter.

We are humbled to have reached this milestone and plan to be providing members of the community with accessible, quality healthcare for many more years to

come, continues Truter. I think I speak on behalf of all the staff of the hospital when I say it has been a most rewarding journey to be of service to the

Blaauwberg community and the surrounding areas over this period.

Netcare Blaauwberg Hospital has come a long way in the short five years of its existence, continues Truter. We have steadily expanded our services and

have been rated as one of the top five Netcare hospitals in the country in terms of service delivery. This is no mean feat if one considers that the Netcare

Hospital Division consists of 55 hospitals situated around the country.

The 104-bed Netcare Blaauwberg Hospital, which opened its doors in 2007, is situated on the West Coast Road in Sunningdale, Blaauwberg. The facility is

state-of-the-art and offers a comprehensive range of services to the public. These include general surgery, cardiology, cardiothoracic surgery, oncology,

dermatology, ENT (Ear, Nose and Throat) surgery, obstetrics/gynaecology, plastic and reconstructive surgery, neurology, neurosurgery, pulmonology, urology

(brachytherapy), maxillo-facial surgery, ophthalmology, orthopaedic surgery, nephrology, psychiatry, and counselling psychology.

    The hospital also has a 24-hour emergency department supported by a Netcare 911 base and a helipad providing helicopter access for all medical emergencies;

adult and neonatal intensive care units, a renal dialysis unit and a wound clinic.

Netcare Blaauwberg Hospital is well known among parents for the comprehensive level of care it offers to children. In addition to the neonatal intensive care

unit, the hospital has a paediatric ward and a maternity ward. The expert doctors and staff, including specialist paediatric nursing practitioners, are able to

effectively diagnose and treat children who are unwell.

Netcare Blaauwberg Hospital opened its new gastroenterology unit, offering colonoscopy and gastroscopy services, in September 2011. Patients find it more

convenient and less stressful than going to theatre, where scopes were previously done. The hospital is also in the process of commissioning a chemotherapy

    clinic with the resident oncologist.

We at Netcare Blaauwberg Hospital are very conscious of the fact that our facility exists primarily to serve the community, says Truter. We therefore have an

active social responsibility programme in place. This includes an initiative to repair cleft lips and palates of underprivileged children. These procedures are

funded by the Netcare Vodacom Smiles for You programme. We also run the Netcare Vodacom Sight for You programme, which removes cataracts in elderly

disadvantaged individuals at no cost to them.

On the happy occasion of the fifth anniversary of our hospital I wish to take the opportunity to thank the community of Blaauwberg and surrounding areas,

doctors and suppliers for their support and the trust they have placed in our facility and staff. This has allowed us to expand our services and improve the

    communitys access to quality healthcare.

    LEON STEENKAMP

A fathers dream to have his disa-bled son join him for a strollalong the beach has led to thebuilding of a unique all-terrainvehicle.

Clint Dreyer from Durbanvillefirst thought of buying his son Cole(five), who was born with musculardystrophy (MD), a traditional 4x4wheelchair so that he can enjoywhat many take for granted.

MD is a disease in which the mus-cles of the body become increasing-ly weaker and slowly stop working.

The chairs on offer were howevernot appropriate for adventuresalong the seashore or on any otherrough terrain.

Regardless of the model, theseating position was always veryhigh and the machines were all toonarrow. Together this meant theywould, in my opinion, topple overeasily in off-road conditions, Drey-er explained, adding that the use ofcastor wheels was literally also abig stumbling block.

Castor wheels twirl freely andthey take the line of least resistanceand often present themselves at 90degrees to the forward motion. Thiswould be a big problem when crawl-ing over rocks, he said.

I wanted a machine that couldreally take Cole everywhere in safe-ty.

It was then that he realised hewould have to build a chair moresuited to his sons requirements.

To help with the design and build-ing of such a specified vehicle,

Dreyer incorporated the help of hisfriend Deon Botha.

The vehicle had to have ahealthy ground clearance, inde-pendent suspension, a wheelchairwidthof onemetre, a lowseatingpo-sition and the incorporation of aservo motor to turn the front

wheels, Dreyer said.Their creation sports front

wheels that respond rapidly to left-right movements of the joystick anddo not deflect from the chosen direc-tion when the going gets tough, with no bump steer.

    The buggy employs four batteries

and regenerative braking. We geared the wheelchair for

climbing ability and not for speed.Having said this, the wheelchairwill reach a top speed of 20km/h un-less the limiter is brought intoplay.

    Young Cole is very impressed

with his new wheels. He named his off-road wheel-

chair which can accommodateboth a child and an adult Scarabafter the scarab beetle. This crittercan climb very well and scamperover things and it is very strong andtough, Dreyer said proudly.

Cole will be testing Scarab on thebeach for the first time this comingSaturday 10 March at Kreefte Baainear Melkbosstrand at 10:00.

Dreyer is using the occasion to in-vite all people inwheelchairs to jointhem for a 4km hike and cleanupalong the beach.

Most people inwheelchairshavenever experienced the beach undertheir own power.

I want to give this ability to asmany people as possible on theday, he explains adding that peo-ple will be able to take turns drivingthe Scarab.

The beach cleanup will take placeunder the auspices of the solidwaste department.

A 50m tent will provide shelterfor those who cannot walk and theCity of Cape Town will providethree balloon-tyre beach wheel-chairs for the day.

Representatives of the MuscularDystrophy Association, QuadParaAssociation and Inclusive Educa-tion Association and the mayoralcommittee will also attend.

Dreyer hopes the Scarab couldstimulate the development of prop-er off-road machinery for paraple-gics and also help create awarenessabout MD.

Clint Dreyer can be contact on083 261 8887.

    Wheelchair joins offroad world

Cole Dreyer will be trying out the Scarab an allterrain buggy his father helped build during a beach walkat Melkbosstrand this coming weekend.

Money needed tomanage trafficWhile thousands of motorists in the north-ern suburbs are at the end of their tetherfighting the peak hour traffic in the sub-urbs, the handful of traffic officers mustbe at the end of their tether too.

The City of Cape Town blames the se-vere shortage of traffic officers on a lackof funds but promises that the problemwill be addressed over a period of fiveyears, during which 1 000 more officerswill be appointed in the departments oftraffic, law enforcement, metro and fireand rescue.

They also say they took over a crip-pled service from the former local gov-ernment and claim they have made bigstrides since then to remedy the situation.

But the question remains whetherenough has been done in the time given?

Taking into account the hundreds ofthousands of traffic offences being regis-tered from month to month, it could be de-duced that law enforcement is failing. Thenumber of fines is increasing and so is theamount of money raked in by the city, butis the anarchy on the roads being pur-posefully addressed?

On 28 March, at the next council sittingthe item will once again appear on theagenda, after a budget request was put for-ward. One can only hope that the rulingparty will see the wood for the trees anddeliver on the promises they keep making.

For better or worse? Since no restaurant will refer to its dishes, even when its on special, as worse, maybe the signis referring to how one would feel about your diet after consuming this diet nono? SLICE OF LIFESLICE OF LIFE

Deurlopende rels nodigEk wil net graag hierby aansluit en my kom-mentaar gee oor die berig (Maybe not sucha good idea, TygerBurger 29 Februarie).

Bridge ontothe N1 ideais excellentI welcome with utmost enthusiasm Coun-cillor Heather Brenners initiative toopen up two lanes over the Paarden Islandbridge onto the N1 and city from MarineDrive and the R27/West Coast Road.

For years the commuter has struggledin frustration waking up at the crack ofdawn to earn a living far below the verycouncillors they vote for, wasting manyprecious hours desperately trying to getto work. Hundreds of letters have beenwritten to the press and City Council invain.

It infuriates one even more as each yearreports in the media indicate that our CityCouncil only manages to spend less thantwo-thirds of the allocated budget.

One assumed with the recent upgradeson the N1/M5 interchange and wideningof the N1 in the vicinity that this wouldhave been part and parcel of the plans.

For Brenner to state that even if workwere to commence immediately on theother much anticipated project connect-ing Sandown Road to the N7 it would takeat least two more years just frustrates thecommuter even more.

The public is exhausted of hearing oneexcuse after another.

So many times we have heard excusesrather than solutions from Councillor IanNeilson (former Table View ward council-lor - ed) and others.

A project like Brenners latest sugges-tion ought to be steamrolled into exist-ence without any more stories.

Should Brenner succeed in pushing thisproposal into timeous fruition ratherthan waiting another decade for someplanned pipe-dream, she will go far in re-dressing the distrust the public have to-wards the very party they have voted for.

Coincidentally both province and cityare controlled by the same party and thepublic will be unhappy to hear of more ex-cuses.

Should she fail, there is little need toworry.

We shall continue supporting our partydespite growing scepticism but we arecounting on her to let the steam out steamrolling both the link to the N7 andthe dual lane onto the N1 without any fur-ther delays.

Hospital staff weresimply the very bestWhilst paging through the TygerBurger of 29February, I spotted the advertisement forNetcare Blaauwberg Hospital and thought Ishould pass comment on it. I was seriouslyburnt whilst having a braai on 6 November2011 and was rushed to Blaauwberg Hospitaland can only agree with the opening line intheir advert: You can be confident in thelevels of care and attention you receive in aNetcare Hospital.

I went into surgery to be intubated (pipedown your nose/throat) on that Sunday andonly woke up again 10 days later after havingbeen put into a drug-induced coma not real-ising that during this period I had not beengiven much chance of survival, when mylungs collapsed/filled with fluid. The care, concern and level of attention my family re-ceived fromall thedoctors/nursing staff dur-ing this traumatic time was unbelievableand I know that they were the reason for mebeing able to write this letter today. I have

never experienced such focused and directedmedical care in any of the other medical in-stitutions that I havebeen to and therehavebeen many over the years.

I would therefore like to thank all the doc-tors, nurses and staff that were involvedwith my dramatic recovery who call NetcareBlaauwberg Hospital home the Binnsfamily from all over the world thank you foryour dedication and commitment to yourcustomers (those in the bed and those besidethe bed). You are all extremely special andeach time we see the name or drive past thebuilding we have fond memories of the trulyoutstanding staff inside.

PS I have not been sponsored or coercedby Netcare Blaauwberg to write this letter, just extremely grateful that I am not physi-cally scarred and am still able to participatein the community.

stede is.

    Party is selfs geestelik ver-

As mense geld wil gee, skenkdit eerder aan organisasies soosTASP, MES of nagskuilings, vrahy.

    Hawelosekwessie erg

ing tennis courts and a multi-pur-pose sports field. It will initially op-erate from Grade RR through toGrade 4 and will phase in Grades 5,6 and 7 to ensure continuity forlearners as well.

Pending learner demand andgrowth, Curro will consider extend-ing the planned campus to a fullyfledged, integrated campus includ-ing a high school in the future. Theexisting campus will cater for ap-proximately 800 learners, said Vander Merwe.

Construction is expected to startshortly with completion set for theend of the year.

Brian Usher of Property World, the official on-site sales agents, saidthere is demand for a school in theprecinct.

We have no doubt the presence
