ACity of Cape Town councillor stormedout of a community meeting in TableView this week after residents called
for a vote of no confidence after she labelledresidents as “violent” and other issues in-cluding the Blouberg festival disaster.Tempers flared at themonthly Table View
Ratepayers’ Association (TVRA)meeting onMonday as residents aired their views aboutvarious issues including an email sent byward councillor Nora Grose which theyclaim implied the community was violent.This stemmed from the email, which was
sent ahead of the Blouberg Festival to Cityof Cape Town director for safety and securi-ty, Richard Bosman, warning him of a“threat” of violence by the TVRA.Speaking at the meeting, TVRA chairper-
son Leon Alhadeff explained the event wasapproved by the City and the association re-quested festival goers to be safe.The festival was later cancelled and the
TVRA blamed for being responsible.However, in awritten response to theTyg-
erBurger, City mayoral committee memberfor tourism, events and economic develop-ment, Garreth Bloor, said as service provid-ers had pulled out, the event was found tobe non-compliant with safety and security
requirements and the permit withdrawn.In her email, Grose indicated that the
TVRA planned to embark on a protest andbreak down stalls if the event went ahead.At the time TygerBurger questioned Grosewhether or not she had verified this threat,but no responsewas received.Her email alsomentioned she had requested the ParklandsNeighbourhoodWatch (PNW) be present. Atthe time a member of PNW also confirmedtheywere asked to patrol due to possible vio-lence. Table View Neighbourhood Watch(TVNW) chairman Justin Croucher con-firms theywere also asked to patrol and sayshe received the same email.Residents said they took exception to be-
ing labelled as thugs or violent.Resident Alex Lepnik said in the past 10
years, he had not oncewitnessedTableViewresidents being violent. He said he believedthe claim of violence was false.Resident Michael Wilson also voiced his
concerns about this claim and called for avote of no confidence in Grose.In her response, Grose launched a scath-
ing attack on executive members of theTVRA claiming they had political ambi-tions. She confirmed sending the email,which she says was based on a Facebookpost. She said she would send the post to theTVRA the next day.

Police in the Milnerton cluster, whichincludes Table View, Melkbosstrandand Milnerton police stations, have
lauded the effort of crime fighting organi-sations in the reductionof property-relatedcrimes.This follows the release of the annual
crime statistics for the period betweenApril 2014 to March 2015.
Contact crimesAccording to the statistics, Milnerton
had the highest murder rate with 48 mur-ders reported during this period. TableView had 17murder cases whileMelkboss-trand had four cases compared to zero cas-es reported the year before.During this period, Milnerton and Table
View managed to reduce the amount of at-tempted murder cases by one, bringingtheir totals to 34 and seven respectively. InMelkbosstrand attemptedmurder cases in-creased by six cases.
Propertyrelated crimesInMilnerton andTableView, residential
burglaries decreased significantly withboth stations collectively recording morethan 300 cases less.Commenting on the statistics, Table
View station commander Colonel DirkVosloo says whether the statistics are atrue reflectionornot, hasalwaysbeendiffi-cult to answer as they only deal with re-ported cases.
“Should somebody decide not to reportan incident, we would not know. HoweverI am of the opinion that people in generaldo report crime in our area. We have alsourged the public to report crime via thevarious engagements we have in the com-munity.”
In the past financial year, Table Viewhas reduced the amount of residential bur-glaries by 286 cases, but Vosloo says bur-glaries remain one of the highest reportedcrimes in the precinct.
“Throughout the past financial year wewere very fortunate to see how the partner-ships between residents, neighbourhoodwatches, other law enforcement agencies,private security companies and police re-sulted in a general decrease of 19%over thetotal spectrum of property cases, as almost500 less property crime cases were report-ed,” he explains.
And while burglaries decreased, the sta-tion saw house robberies almost double to66 cases. Vosloo explains house robberiesare mainly burglaries where there is con-frontation between the burglar and thehouse owner.
“Once there is a threat of violence by theburglar towards the occupant, in terms ofthe law the burglary becomes a robbery.Despite the big increase in this crime cate-gory, I can report that we did not have anymajor violent cases reported, but the trau-ma going hand in hand with such an inci-dent, is massive. We are very fortunate tohave the Crime Intervention Centre (CIC)that assists victims in these horrificcrimes. In most of our reported cases, no
fire arms were involved, he says.InMelkbosstrand, residential burglaries
increased by 14 cases and no cases of resi-dential robberies were reported for the pe-riod between April 2014 and March 2015.
Milnerton station commander BrigadierMarius Stander believes the statistics arean accurate reflection. Residential burgla-ries in the Milnerton precinct, which cov-ers various communities fromBrooklyn toDunoon, decreased by 96 cases.
“For us – and the client – all crime is seri-ous. With co-operation from the communi-ty we did achieve successes in property re-lated crimes. This is due to good partner-ships, and where neighbourhood watchesare specially active in hot spot areas, thisresulted in a decrease. Robberies still re-main the biggest concern,” he says.

Milnerton also recorded an increase inresidential burglaries.
DrugsAccording to the statistics, Melkbos-
strand was the only station among thethree that managed to increase arrests fordrug related crimes.
In the category concerning crimes de-tected as a result of police action, Melk-bosstrand police increased their arrests by46 cases, bringing the total to 164 cases.Table View recorded a decrease of 90 casesand Milnerton recorded a decrease of 351cases. In the past 10 years, Milnerton hasrecorded the highest amount of arrests fordrug-related crimes with highest number
arrests being recorded for the period be-tween March 2011 and April 2012. Therewere 1 380 cases during this time.
According to Stander, drug hot spots arespread across the precinctwith the highestincident rates in Dunoon and Joe Slovo.
Current trendsCommenting on some of the current
crime trends, Stander says in recentmonths there has been a slight increase inresidential burglaries.
According to Vosloo property crimes forthe period betweenApril to September thisyear have stabilised.
“Overall if we look at the April to Sep-tember picture, assaults and sexual offen-ces are showing an increase. These are dif-ficult crimes for police and officers are reli-ant on other government departments toassist is these types of crimes. With as-saults, domestic violence remains the big-gest issue. We will continue with aware-ness programmes, but this sometimesleads to an increase in the reporting of thistype of socio-economic crimes.
“We are therefore also glad to see the in-crease, because it is an indication thatthere is trust in our police to do somethingabout it,” he says.
Speaking during the Street Watch cam-paign launch in Melkbosstrand last weekCaptain Ronita van der Toorn raised thealarm about property crimes which shesaid had almost doubled in the last sixmonths. She encouraged residents to joinstreet watches and report all persons seenacting suspiciously.

Residents, however, demanded she gavethem the details. “Well, she can’t call us vio-lent or claim we wanted to protest and thenprovide no proof,” one resident was heardsaying. “Tell us!” others shouted.According to Grose, she attended a meet-
ing with police and other law enforcementagents ahead of the festivalwhere these offi-cers produced the Facebook post.She said she had to escalate the concerns
because if something had happened, shewould be held responsible.During the meeting, residents proposed a
community festival to the benefit of commu-nity organisations be organised. Severalpeople volunteered and saidproceedswouldgo to community organisations instead ofone individual. Grose also criticised thisproposal.According to Grose, there were many
truths and “untruths” at the meeting andshe indicated that she would be leaving.Tempers flaredwhenGrose left, with resi-
dents accusing her of being a coward. Someclaimed shemadevarious accusations, thendid not allow them to respond.
TVRA executive member Des Palm saidhe found it peculiar that City officialswouldmiss all the Facebook posts about the lackof service delivery and taxi issues, yet man-aged to find a “post about violence”.In a statement the next day, Alhadeff said
the vote of no confidence was not attendedto at his discretion.“Tempers had flared and emotions were
high, which are not ideal for such a motionto bemanaged. This will be carried forwardat our next meeting, if so supported at thattime,” he wrote.

Melkbosstrand residents are stand-ing up and taking to the streetswith a new safety campaign to
keep the seaside community safe.The high school hall buzzedwith excite-ment as residents gathered to hear thenew proposal which is aimed at gettingneighbours talking and more aware ofwhat is happening in their streets.According to a statement released lastmonth, the Melkbosstrand Neighbour-hoodWatch explainedwith an increase incriminal activity and the continual ex-pansion of urban growth along the R27,the impact onMelkbosstrandwas “huge”.For this reason the Street Watch Cam-paignwas launched lastweek.Addressingresidents, police commander CaptainRonita van der Toorn said the crime sta-tistics for the 2015/2016 period were ofgreat concern.She explained while everyone wantedMelkbosstrand to be safe, property crimein the last six months has nearly doubled.She said while a suspect had been identi-fied and police “were on to him”, police
needed the support of community.She explained that with the introduc-tion of street watches, residents could actas the eyes and ears of police. She urgedresidents to support this initiative and re-port suspicious people seen on the streetsof Melkbosstrand.“We are very enthusiastic about thisand we wish you all of the best. We wouldalso like to thank everyone for the timeand effort they put into this,” she said.Residents also received a chilling ac-count of a home invasion experienced byresident Sonja vanTonder andher family.Van Tonder explained like many otherfamilies they enjoy their quiet and re-laxed lifestyle inMelkbosstrand and oftendid not want to participate in communityinitiatives, until gunmen stormed theirhouse and robbed them of their valuables.She says while her family was left trau-matised, itwas thehelp of neighbours thatstood out. “The men gathered andsearched the yards of all the houses tomake sure the men weren’t hiding. Thewomen gave us emotional support. Thatwas the night that our street watch wasformed.We realised how important it wasto be acquainted with your neighbours
and to know what is happening in yourcommunity,” she explained.Street watch coordinator Geoff Hodgessaid this could happen to any family. Heexplained while law enforcement agen-cies did their best to keep Melkbosstrandsafe, residents needed to play their part.He explained in nearby communitieslike Table View and Parklands, neigh-bourhoodwatches and street watches hadbeen successful in curbing crime. This,however, posed a problem for neighbour-ing communities like Melkbosstrand, heexplained.According to Hodges, the seaside com-munity was now under continual threatof the crime spilling over as otherwatchesdisplaced perpetrators.He further explained the street watcheswere not aimed at being intrusive butrather at ensuring that neighbours werewell acquainted and well informed withactivities in their community.The street watch concept has also beentested invarious streets, and inDuynefon-tein almost all of the residents had signedup.V For more information on how to start a streetwatch email [email protected].
Two people were injured following a colli-sion in Blaauwberg Road last week wherea truck reportedly lost control and collidedinto several vehicles parked at theMyCiTi park-and-ride.According to a statement by theCity of Cape Town, the accident hap-pened shortly after 08:00 on the cor-ner of Blaauwberg Road and WoodDrive in Table View.“According to the latest informa-tion, the truck driver allegedly lostcontrol of the vehicle after a collisionwith amotoristwhoapparently failedto stop at the intersection.”The statement further explains thetruck crashed into vehicles at thepark-and-ride facility.“Two occupants of the sedan vehi-cle that collided with the truck havebeen slightly injured.NoMyCiTi bus-eswere involved in this accident. TheSouth African Police Service is incharge of the investigation and willcontact the owners of the vehiclesthat were damaged this morning.”According to a statement fromER24 Paramedics, on arrival para-medics found numerous wrecked ve-hicles in a parking lot.“On assessment, paramedics foundthat one person had sustainedmoder-ate injuries in the collision. Paramed-ics treated the person for his injuriesand thereafter transported by anoth-er to a nearby hospital for furthertreatment,” says ER24 spokespersonRussel Meiring.
The City also says they will assess thedamage to the facility over thenext fewdaysand it will remain open for use by MyCiTi

Interesting questions arose during aninformation seminar hosted by TableView police in Site 5 last week.Focussing on domestic violence and
other related issues, the seminar washosted in the community hall shortly aft-er sunset.
Sanja Bornman from the Women’s Le-gal Centre in Cape Town was the guestspeaker and explained with the Domes-tic Violence Act various aspects of abusebetween partners, parents and childrenhad consequences.
Among some of the common miscon-ceptions, Bornman explained, was thatthe act only focussed on violence againstwomen and children. She said in a do-mestic situation where there is abuse,partners or family members could be vi-olating the act without even realising it.
Women ‘are often perpetrators as well’“The abuse that occurs is not only
physical. The act looks at sexual, psycho-logical, verbal and economic abuse. Butit’s important to remember that womenare often the perpetrators of this abuseas well,” she said.
In the question session, a man stood upand asked what he should do if he wereraped. And while Bornman informedhim he should be treated the same as awoman at the police station, residentsquestioned the practicality.
“When a man goes to the police andsays a woman beat him or raped him, theofficers will just laugh at him. Theywon’t take him seriously,” one womansaid.
In response, Table View police com-mander Colonel Dirk Vosloo explainedofficers have received training on the actand therefore were required to deliver a
service and treat all people reportingcrimes of this nature with dignity and re-spect. “If they don’t you can report themto me and I will take action,” he said.
Warrant Officer Theo Steyn from theMilnerton Family Violence, Child Pro-tection and Sexual Offences (FCS) unitgave a presentation on the reporting ofsexual crimes and the court process.
He explained while each station in thecluster had a victim support room wherevictims of sexual crimes are taken to, of-ficers will often request police officersfrom the FCS unit take the statement.
‘Blow the whistle’“That’s because we are specially
trained to take these kind of statements.In our unit we do not have many women,so in many of these cases a male officerwill take the statement. When it comesto children often while we know some-thing has happened, we need to take thechild for counselling to get them tospeak,” he said.
According to a resident, a 17-year-oldgirl was raped and the case reported. Theperpetrator was arrested and a friend ofhis later threatened to also rape the vic-tim.
Vosloo explained the victim could nowlay intimidation charges against thefriend.
Milnerton police cluster commanderBrigadier Aneeqah Jordaan alsolaunched her Blow the Whistle Cam-paign and all women present were givenwhistles.
She explained thousands of whistleswill be distributed to women across thecluster which covers nine police pre-cincts to help keep them safe.
“We want you to use them when youare walking to the bus stops or to work.If you feel unsafe blow the whistle anddraw attention to yourself,” she said.

According to CEO Enver Duminy, CapeTown Tourism is responding to this trend toexplore local haunts by loading neighbour-hood guides to areas around the Mother Cityonto YouTube.
“We understand that we’re appealing to themain target audience, but also that with thisnew trend we can actively spread the positiveeffect of tourism,” he says.
Direct exposure to travellers allows localbusinesses, especially the smaller ones, to beshowcased on a global platform, Duminy ex-plains.

Do you have a voice for radio and pas-sionate about community news andissues? Well, this could be your time
to shine as Blouberg’s very own communi-ty radio station is calling on individuals toaudition to be the voice of One FM.
Launched earlier this year, the radio sta-tion was started by non-profit organisationBlouberg Development Foundation andservices Table View, Blouberg, Parklands,Milnerton and surrounding areas.
The project is the brainchild of local resi-dent Ian Ward who explains the station willfocus on local events and issues and spread-ing the word about community initiatives.
According to Ward’s presentation, thestation will be running a competition insearch of the perfect voice throughout Oc-tober. “The station needs a ‘personality’and we’re looking for that voice to be it. Ta-ble View Shopping Centre on Pentz Drivewill be host to the auditions, which will beheld on Saturday 10, 17 and 24 October,with the finals culminating on Saturday 31October in conjunction with the mall’sSpring market day.”
Ward explains every radio station needsa voice which listeners can identify withthe station. This voice will be used for jin-gles, drops and promotions.
“One FM 94.0, a community radio stationservicing the needs of Bloubergstrand andsurrounding areas, is looking to find avoice that will be used on One FM for theabove purposes. One FM is a communityradio station, and we believe that the voiceof One FM should be sourced locally.”
According to the competition rules, en-trants must be 18 and older and need to re-side in Blouberg, Table View, Sunningdale,Parklands, Milnerton, Bothasig, BurgundyEstate, Dunoon, Joe Slovo Park, Melkbos-strand and areas in between.
Judges will be able to inform entrantswhich areas are excluded upon request.
All participants must be fluent in En-glish and Afrikaans, and Xhosa is a bonus.
The radio station is looking for a maleand female voice and entrants are requiredto practice a script provided on the website.
There will be public auditions at TableView Shopping Mall.
“Each finalist’s recording will be upload-ed to Facebook, and the public will have achance to vote for their favourite voice.This will also be included in the final votestowards the decision of choosing a winner.The judges’ decision is final. One FM willhave the right to offer all finalists a chanceto be a voice over artist on an ad hoc basis.”

A Table View police captain appeared inthe docks of the Kuils River Magistrate’sCourt last week on a charge of defeatingthe ends of justice.According to a statement by provincial
police the 43-year-old police woman alleg-edly interfered during an arrest in Scotts-dene on Saturday 26 September.Provincial police say at about 19:30,
Kraaifontein police officers were busywith an arrest for possession of an unli-censed firearm.“While they were busy a police captain
from Table View SAPS arrived in her pri-vate vehicle accompanied by an unknownmale in civilian clothes.”Apparently the captain was dressed in
her full police uniform.The captain reportedly demanded po-
lice release the suspect and when they re-fused, she pulled the suspect free and in-structed him to run away.Officersmanaged to recover the firearm

Fed up with rising crime levels and thedecay of their suburb, two SummerGreens women are marching for
change and calling on residents to standwith them.ResidentsBridgetteLloydandJaneAbra-
hams explain the idea for a communitymarchwas spurredonbya recent conversa-tion on community chat groups after awoman was held up by gunpoint.“At that moment I thought why don’t we
start taking action? With all the crime inSummerGreens and the condition of the ar-ea, I thought of a way to get people to starttaking back their suburb,” says Lloyd.She explains the main crimes affecting
the suburb are drugs, hijackings and bur-glaries. Lloyd says while there is an activeneighbourhood watch, residents are con-cerned about the increase of violent crimes.“You see, we can sit back and watch all
of this orwe can stand up and take our com-munity back. It’s time for people to sayenough and start working together to makeSummer Greens a safe place for families tolive. Our children cannot even walk in thestreets because of all the strangers loiteringaround the shops,” she says.Lloyd has teamed up with Abrahams and
together they are planning a march for Sat-urday November 14. The march is plannedto commence at Summer Greens Drive andend at the community Centre.Here Abrahams explains they are hoping
tohave information stands fromvarious or-ganisations and government departmentslike the Department of Community Safetyand the City of Cape Town.She explains in addition to crime issues,
the march is focused on gaining support ofresidents for other problems such as over-
crowding.“The decline of Summer Greens is being
caused by more than just crime. We haverampant over-crowding and the effect onthe sewer system is becoming more obvi-ous. At least once a week we have a pipeburst and you can see all the holes as theykeep digging up Summer Greens Drive tofix the pipes,” she says.Abrahams explains the march will first
focus on bringing together like-minded res-idents who want to improve their suburb,and then to equip residents with informa-tion on how to report these issues to helpimprove Summer Greens.“At the hall, wewant to have information

about Open Streets, a first ever event forBellville on 4 October.Here people across borders of age and race
had the opportunity to, for one day, chal-lenge their perceptions and enjoy a car-freesection of Voortrekker Road and KruskalAvenue.They played cricket with special guests
theCapeCobras cricket team, listened to sto-ries, had their faces painted, made super he-ro capes for some extra awesome powers,played chess and witnessed the making of ahuge graffiti panel. The roadwas abuzz withthe wheels of skateboards, rollerblades, bi-cycles and even some custom-made Fly-wheel chariots.Oneof thehighlights for somewasabreak-
dance performance by different artists,some as young as three years old.Chalk was handed out to all who wanted
to write and draw on the Voortrekker Roadstreet surface, an area that was once used bytravellers on horseback when this was stillthe only road from Cape Town to the coun-tryside.Now, on a normal day, pedestrians have
towait at designated road crossings for a gapin the relentless traffic, that will hardly everstop for them to cross this busy road.Open Streets Cape Town, an organisation
based on a Colombian model, wants to openroad sections in busy areas to the communi-ty on a regular basis to encourage people toconnect. The event, a fourth for Cape Townwas facilitated by the Greater TygerbergParnership (GTP).Says Marcela Guerrero Casas, co-founder

ontwikkeling• Klaringsertifikaat van die Suid-Afrikaanse Inkomstediens• Registrasie as ’n gedeeltelikesorg-instansie (ECD-sentrum) by die provinsiale departement
van maatskaplike ontwikkeling• Die organisasie se grondwet• Gesertifiseerde afskrif van die aansoeker se Suid-Afrikaanse identiteitsdokument• Bestuurstruktuur van die NPO en die jongste notule van die bestuurskomitee-vergadering• Geouditeerde finansiële jaarstaat• Afskrif van die jongste munisipale rekening (moet tot op datum vereffen wees)• Die daaglikse ECD-leerprogram• Getal en ouderdomskategorieë van kinders wat die gedeeltelikesorg-sentrum (ECD-
sentrum) bywoon

At the age of 17, Kyle Appel Haupt(Brackenfell High School) is making aname for himself as a sprinter on the
world stage.Kyle is the TygerBurger Sportstar of the
Month winner.Earlier this year Kyle ran the 200m in a
time of 20:57 at the World Youth Athleticschampionship in Columbia, winning a sil-ver medal.
What makes this achievement even moreremarkable is the fact that this time was thesecond fastest time (youth) in the world everand the eighth fastest time in history over-all, with Jamaican icon Usain Bolt the worldrecord holder with 19:19.
“Running that time was massive for myconfidence. It showed me that I am goodenough to compete with the best in the worldand it only drives me to work harder and im-prove on my times.
“I have to thank my coach, Marcel Otto.We train five days a week. We make a goodteam and it shows in the results. It makesthings easier when you have a good supportstructure at home as well. I am truly bless-ed,” said Kyle.
Kyle represented Western Province juniorrugby, but soon realised that the track washis forte. “I do the 100m and 200m, and at ourschool meetings I also do the 400m for fun,but my focus is the shorter distance. I wouldhave to say that the 200m is my favourite asI always pick up speed late in the race.
“This year has been a good one for me. Atthe Athletics South Africa championshipearlier this year in Bloemfontein I won sil-ver in the 100 m and gold in the 200m andgold in the 4x100m relay. At the AfricanYouth championship in Mauritius I won sil-ver again in the 100m and I am very proudof our gold medal in the relay.
“It is an honour for me to be chosen as theTygerBurger Sportstar of the Month; I amtruly humbled. Thank you!” said Kyle.
It is a dream for Kyle to represent his coun-try at the Olympic Games and to win a goldmedal.
For now, the focus is on the World Youthchampionship in Russia next year.
Bosman, McNulty and Du Toit Optome-trists gave him a pair of sunglasses of hischoice. Hennie Bosman from the WelgemoedKyokushin-kan dojo spoiled him with aR1 000 prize and Dr Costa Kapnias fromReady Room in Willowbridge will give hima few sport scientific sessions to ensure hisbody performs at its peak.

Om ’n klompie duisend kilometer per vlieg-tuig na jou bestemming af te lê en dan voordooiemansdeur te kom, is ’n gebeurlikheidwat jy niemand toewens nie.
En tog is dit wat die afgelope naweek ge-beur het met die Renostertjies – die o.19-rugbyspan wat vroeër vanjaar ná afloopvan die Tony Stoops-rugbytoernooi in Pa-row saamgestel is.
Toe die span, met die benaming Rhino’s,verlede week in Ierland aankom vir ’n be-plande kort toer van drie wedstryde, hetdie gasheer vir die eerste kragmeting, dieLeinster-klub, botweg geweier om die juni-or afdeling van sy klub teen die Suid-Afri-kaners te laat speel. Dit nadat hulle maan-de gelede al deur ’n toermaatskappy in ver-band met die wedstryd verwittig is.
Dit blyk nou dat die Iere gans en al tebang was om die Renostertjies aan te durf,want, sê hulle, ’n klubspan kan mos nieteen ’n “volbloed-nasionale span” speelnie! En dit is hier waar die lagwekkendesy van die Ierse treurmare opduik. Hierdie“nasionale” Rhino’s-span is bloot ’n uitno-digingrugbyspan bestaande uit 24 vrywilli-gers wat aan die April-toernooi op die veldevan die HS Tygerberg deelgeneem het.
Daar is 14 spelers van Tygerbergse skolein die toerspan, met die sterkste verteen-woordiging deur De Kuilen (5 spelers), HSTygerberg en HS Parow (3 elk), asook spe-lers van Stellenberg, Tableview en Jan
Kriel-skool. Die ander 10 spelers is grootliksvan Bolandse skole.
Die spanbestuur was vol vertroue dat dieander twee wedstryde wel nog hierdie weeksal plaasvind.
