Despite a previous urgent request to the mayoral committee member for roads and stormwater, Brett Herron, to prioritise road infra- structure, the city failed to make funds available to avert this crisis. Ward councillor Marian Nieu- woudt submitted an urgent motion at the Bergdal Subcouncil meeting, last week Wednesday, requesting an audience with Mayor Patricia de Lille to inform her of the serious- ness of the issue. According to Nieuwoudt, the resi- dential areas of Kuils River, Brack- enfell and Kraaifontein have seen rapid development over the last decade, with no capital investment in the necessary infrastructure of roads, even though the income gen- erated from property taxes in the area has increased exponentially. “Both Kuils River and Bracken- fell have only one access point to get to the rest of the city,” she said. This, according to her resulted in a total block of access roads during peak periods as well as the unbeara- ble and ever increasing “rat racing” through neighbourhoods. “We cannot accommodate any more trips on these roads. During 1999 and 2003 development has ground to a halt in Brackenfell South, for this reason. After negoti- ation, developers have agreed to contribute to roads over and above the normal bulk levy, leading to all road infrastructure improvements in Brackenfell South having been done through this mechanism,” she said and added that the unforeseen consequence of this way of working was that the City of Cape Town has become a very expensive place to develop in and do business. “With the current difficult eco- nomic circumstances, it is no long- er affordable to expect developers to contribute in this manner. Downs- caling and job losses have already been noticed as well as uncomplet- ed developments after companies went bankrupt or withdrew,” she said. “Residents of these areas need to be able to get out of the residential areas to where the work opportuni- ties are, therefore major travelling takes place from home to work,” she said and emphasised that road infrastructure needs to be provided on the same level as water, electrici- ty and sanitation services. Without this she said, economic growth and development cannot be sustained. “Public transport and rail will as- sist and support but can by no means be the only infrastructure in moving goods and people.” The motion was forwarded to the mayor, and the subcouncil is cur- rently awaiting feedback to get per- mission to do a presentation on the current state of affairs.     The Kraaifontein police still need the help of

    the community to identify a body that was

    found in Wallacedene on 8 July this year.

    The body was found lying in Thakudi

    Street by members of the community.

    Themanhadadarkcomplexion, estimated

    to be in his 30s and sustained multiple

    wounds.

    The police opened a murder case andWar-

    rant Officer Daniel Sampson was tasked to

    investigate.

    Fingerprints of the body were compared

    with those on the database of the South Afri-

    can Police Services and those of Home Af-

    fairs, with no success. The man is still un-

    known.

    People are requested to phoneWarrant Of-

    ficer Daniel Sampson on 021 980 5500. All

    calls will be dealt with confidentially.

    The Kraaifontein police need the help of the

    community to track the family of a pedestri-

    an who died in an accident on 10 May this

    year.

    On 6May themanwas hit by amotor vehi-

    cle in Kraaifontein. He was taken to the Ty-

    gerberg Hospital where he died a few days

    later.

    The police opened a case of culpable homi-

    cide and Sergeant Elton Luyt was tasked to

    investigate this case.

    The man identified himself as Benjamin

    Vries, but when the police visited an address

    in Palm Street, Eerste River,Meltonrose, no-

    one there knew who Vries was.

    Family or friends who recognise the name

    must urgently contact Sergeant Luyt on

    and compensated.

    Last week the Brackenfell po-

    lice station hosted Victims

    Rights Week, to make the public

    aware of these rights.

    Patricia Lila*, recently moved

    fromGauteng to live andwork in

    Brackenfell, no sooner she be-

    came a victim of crime.

    She was verbally and physical-

    ly assaulted by the person with

    whom she shared accommoda-

    tion.

    After the attack, I could not

    believe the position I was left in.

    I felt alone, helpless and vulnera-

    ble, andwithmy family in Johan-

    nesburg, it was not any easier,

    she said to the gathering at the

    Victims Rights open day, at the

    police station last Tuesday.

    After theassault, she contactedhermanag-

    er, who promptly informed the police.

    The Victim Support Unit at the Bracken-

    fell police station, immediately phoned me

    and made me their priority. They supported

    me with counselling, drove me to court and

    sat with me while a waited for the hearing.

    I was never alone, she said, battling to hold

    back the tears.

    After the attack I felt humiliated and infe-

    rior, and wanted to run home to my family.

    But with the support this unit gave me I felt

    worthy again. I could not believe the amount

    of help that was offered me during my or-

    deal, she said.

    I now know that Im a survivor of crime.

    The Victims Charter is a government ini-

    tiative that aims to promote justice. It is in

    line with the governments human rights vi-

    sion.

    It was developed in co-operation with the

    police, members of the judiciary, depart-

    ments of Social Development, Correctional

    Services,Education,Healthand theNational

    Prosecuting Authority. These bodies are

    thus also responsible to uphold these rights.

    According to the charter, the victim has

    the right to be attended to promptly andwith

    courtesy and respect. You have the right to

    offer and receive information during any

    stage of the investigation or trial. You have

    the right to be free of intimidation and can

    report this to the authorities. You may even

    be placed in the witness protection

    programme, if you meet certain cri-

    teria.

    In addition to this you have the

    right to be assisted with the availa-

    ble social, health and counselling

    services.

    In the case of loss or damage to

    property suffered as a result of

    crime, you can request the prosecu-

    tor to apply to court for a compensa-

    tion order in terms of section 300 of

    the Criminal Procedure Act. You al-

    so have the right to restitution,

    when unlawfully dispossessed of

    your property.

    This means that a criminal court

    can award a victim an amount of

    money for loss or damage to proper-

    ty.

    Restitution, refers to cases where

    the court, after conviction, orders

    the accused to return or repair the

    property or goods

    Erica Crous, co-ordinator of the

    Victim Support Unit at Brackenfell

    police station, says that the station

    offers an entire programme to sup-

    port victims in terms of these chartered

    rights.

    Volunteers affiliated to the Brackenfell

    Victim Support Unit work around the clock

    to assist victims in anything that they might

    need after their horrific experience.

    Victims can apply to the court for com-

    pensation, but the success of this application

    will depend entirely on the perpetrator(s)

    capacity to pay up, she said (South Africa

    does not yet have a state-funded victim com-

    pensation scheme).

    Video footage of unruly youth, drug ped-

    lars, drag racers, ormotorists disturbing

    the peace, can be used to prosecute of-

    fenders, said Robert Wright, from the

    Cape Town Metropolitan Police at a

    crime meeting in Northpine last week

    Wednesday.

    He urged members of the community to

    record perpetrators on cellphones, to assist

    metro police to bring them to book.

    According to Wright, vid-

    eo footage canbeused as per-

    missible evidenceas ruled in

    recent case law.

    Wright, who is stationed

    in Northpine, also made it

    clear that heavy policing

    will continue at crime

    hotspots in Northpine as a

    result of the recent com-

    plaints.

    Theaforesaidmeetingwas

    scheduled by ward council-

    lor Grant Twigg, as a result

    of the escalating crime rate

    in this once peaceful neigh-

    bourhood.

    As a community wemust

    strategise a new plan, to-

    getherwith the police,metro

    police and law enforcement

    to curb criminal elements in

    our ownmidst. If not, things can andwill on-

    ly get worse, he said to about 100 worried

    residents who attended the meeting. This

    was the second meeting of its kind held this

    year, with almost double the attendance.

    One crime hotspot under discussion was

    the street corner and parking area of the

    Northpine Food Market.

    According to residents, homeless people

    and drug dealers loiter around here day and

    night, intimidating shoppers, and selling

    drugs to youngsters.

    The current owner of this shopwas robbed

    at gunpoint when he locked up shop two

    weeks ago.Hewas luckier thanhis predeces-

    sor, who was gunned down and killed a few

    years earlier.

    Nearby residents all agree that the entire

    vicinity around the shop has become unsafe.

    We cant sleep peacefully any more. Eve-

    ry night we hear them break things, we see

    them jump over walls and break into cars.

    It is horrible to stay here, and I dont even

    bother phoning the police any more, one

    such resident said.

    Wright continued to say that this building

    will hence be treated as a problem building

    with the necessary protocol.

    In accordance to such an order, metro po-

    lice will make it very uncomfortable for

    these people to continue loitering, he said.

    Sector commander W/O Frieslaar said

    that the Kraaifontein police are aware of the

    escalating drug trafficking in the area and

    have deployed several operations.

    He urged community members to join the

    Northpine Neighbourhood Watch.

    The Kraaifontein police need the help of the

    community to indentify the body of a man

    who was killed in a pedestrain accident on

    14 May 2012.

    The man was hit by a truck on the corner

    of Old Paarl Road and Botfontein Street in

    Kraaifontein at approximately 07:15.

    The pedestrian died on the scene.

    A case of culpable homicide was opened.

    The body of the pedestrian was never clai-

    med by friends or family and his identity is

    still unknown to the police.

    The man is about 30 years old.

    He had on a black jacket, grey top, blue

    pants, blue shirt, black pair of tekkies and

    green socks.

    Police need help to ID body

    DESIRE RORKE

    Kraaifontein emerged once again as one

    of the most crime-ridden areas in the

    Western Cape, when the annual crime

    statistics were released by Police Minis-

    ter Nathi Mthethwa in Parliament last

    week.

    A staggering 2 020 drug related crimes

    were recorded between the period of April

    2011 toMarch 2012. This is 400more than last

    year, which on the upside indicates heavy

    police intervention, but also illustrates the

    ever-present drug addiction problem in the

    area. In 2004 this number stood on 245.

    Shockingly, Kraaifontein scored higher in

    this category than both Khayelitsha and Gu-

    gulethu with 757 and 1 507, respectively.

    Burglary at residential properties in-

    creased with 300 cases to 1 302, while motor

    vehicle theft increased with 40 cases to 240.

    Theft out of motor vehicles was recorded

    at 684, as opposed to last years 507.

    Violent crimesalso remainhighwithmur-

    der at 94, sexual crimes at 231, attempted

    murder at 110, assault at 673 and robbery

    with aggravating circumstances at 403.

    Murder and robbery both showed an in-

    crease.

    Spokesperson for Kraaifontein police,

    Capt Gerhard Niemand said that the crime

    stats clearly show that Kraaifontein is not

    a safe area to live in.

    Kraaifontein was identified by the pro-

    vincial police as a problem area six months

    ago alongwith 23 other precincts in the prov-

    ince and although some improvements were

    made, it remains a problem area, he said

    and stressed the fact the communitys assist-

    ance is a necessity in addressing crime.

    Meanwhile theDAquestioned the validity

    and reliability of the crime statistics.

    National Police Commissioner Riah Phi-

    yega admitted today that there is no inde-

    pendent audit of the statistics.

    This means that we cant determine

    whether the procedure followed in collating

    the statistics is valid. It is time for an inde-

    pendent body to take control of the crime sta-

    tistics away from the police, said MP and

    DA Shadow Minister of Police Dianne Koh-

    ler Barnard.

    stilgehou het.

    Die taxi het langs my kom stop met die

    plan omweg te spring en voormy in te draai,

    aangesien daar nie genoeg plek is vir drie

    karre langs mekaar nie, vertel sy.

    Die Stad is tans besig met padwerke op Ou

    Paarlweg en die wit lyne in die pad is nog

    nie geverf nie. Toe die verkeerslig groen ge-

    slaan het, het die taxi my byna in die motor

    langsmy vasgedruk. Ekmoes toemy voet op

    die petrolpedaal sit om dit te keer, s sy.

    Die taxi kom toemet n spoed nader, druk

    die voertuig langs my byna in die paaltjies

    vas in die middel van die pad, en swaai tot

    langs my in. Die wag slaan toe met n lang

    swart sambok teen my voertuig se ruit vas,

    vertel sy verslae. As die ruit oop was, was

    my gesig uitmekaar geslaan. Mills het in

    skok probeer wegkom om by die volgende

    straat links te draai, maar toe sy by die ver-

    keerslig kom, was die taxi weer langs haar.

    Hy het amper in n voertuig vasgery wat ge-

    wag het om af te draai en die volgende oom-

    blik slaan die man wat by die venster uit-

    hang weer met die sambok op my voertuig

    se dak. n Geskokte Mills het die voertuig

    se registrasienommer afgeskryf en n klag by

    die Brackenfell-polisiekantoor aanhangig

    gemaak.

    gebeur, twee blokke van die plek waar Mills

    en ondervra. Hy het egter ontken dat hy n

    wag gebruik, en het aangevoer hy het nie

    honger ly. Daar is soveel reddingsen-

    trums hier buite, sluit aan by een en pro-

    beer die Kersfees n verskil maak. Meer

    gesinne handig diere in by die DBV en an-

    der plekke, want hulle kan hulself nie

    I refer to the letter published on Wednesday

    19 September 2012, Doen eerder as praat.

    I agree with the author regarding the

    number of homeless people who are to be

    found on the streets of Durbanville. The

    truth is that we will always have the poor

    among us.

    I am the pastor at LivingWaters Christian

    Ministries that meet every Sunday at the

    Durbanville Conference Centre. Living Wa-

    ters is aministry that is dedicated specifical-

    ly to the homeless. What I find very interest-

    ing is Francois Ms challenge specifically di-

    rected to the churches in Durbanville.

    The authors attitude is indicative of the

    general disregard of any sense of social re-

    sponsibility displayed by a large majority of

    our local citizens.

    When is society, and specifically the local

    residents of Durbanville, going to step up

    and extendmercy and grace to those less for-

    tunate? When are they going to step forward

    as men and women of faith?

    Why is it that they expect the church and

    other welfare organisations to carry the bur-

    den and responsibility of meeting the needs

    of those on the fringes of society, when they

    themselves are not prepared to contribute to

    the rehabilitation and restoration of lives

    that are so broken and damaged?

    And so, as a society, we discard these less

    fortunate individuals onto the garbage heap

    of life and then complain about the odour

    but, perhaps the odour that offends us most

    is the odour of our own dead and decaying

    sense of goodwill toward all men.

    Yes, the church has a responsibility and a

    role to play, but the challenge should be di-

    rected to every resident of Durbanville,

    Francois M included.

    Perhaps if we changed our hearts and atti-

    tudes it would pave the way ... as long as we

    continue to do things the same way, we will

    always get the same result.

    Beggars have no work ethic

    I cannot agree more with Patrys Pienaars

    letter last week (Gn simpatie met bede-

    laars, TygerBurger, 19 September), who is

    of the opinion that the huge number of beg-

    gars on our streets in the northern suburbs,

    is due to the lack of a work ethic.

    It is too easy to just stand at the traffic

    lights with a hangdog look on their faces

    and wait for handouts.

    The local authorities are obviously help-

    less as the numbers are growing by the day.

    Theworst of the lot are however those that

    exploit small kids, babies and blind people

    to elicit sympathy from motorists that pass.

    Surely social services are there to assist,

    or do they just turn a blind eye?

    All these people, along with those selling

    goods at the lights pose a hazard tomotorists

    and themselves, which could result in some-

    one being killed. I guess the driver will then

    be to blame as usual.

    drop in house break-ins!

    What are the numbers of break-ins on

    a yearly basis? Forget the percentage de-

    were invaded or broken into?

    The officials say they are happy with

    the reduction in most categories, but the

    percentage change is so small, I would not

    mention it, I would be embarrassed!

    In my suburb we have had so many

    more this year, that it has a very negative

    impact on peoples lives. We, the citizens,

    demand protection from these criminals.

    Bite-sized pieces of chicken breast fillet,

    stir-fried with onion and seasoned with

    bold, flavourful green or red pesto and

    lemon juice. The freshness of the lemon

    balances the richness of the pesto per-

    fectly. For creaminess, sprinkle with a

    little feta cheese. For crunchiness, top

    with chopped, toasted almonds. And for

    extra zing, sprinkle with freshly grated

    lemon zest. Any pesto will do choose

    your favourite one: basil, Greek, Thai,

    rocket, red pepper or sundried tomato.

    Buon appetito!

    This is a super easy, super satisfyinghigh-

    protein, low-carb, gluten-free and egg-free

    Good Food recipe.

    12 whole almonds, with the brown skin

    still on

    2 skinless chicken breast fillets (about 250

    g 300 g)

    15 ml (1 tablespoon) olive oil

    medium onion, coarsely chopped

    45 ml (3 tablespoons) green or red pesto,

    any flavour

    5ml 10ml (1

    2 teaspoons)

    lemon juice

    salt to taste

    freshly

    milled black

    pepper

    30ml (2 table-

    spoons) crum-

    bled feta

    cheese (plain

    or flavoured)

    20 ml (4 tea-

    spoons) finely

    grated lemon

    rind

    Toast the al-

    monds: Place almonds in a dry pot or frying

    pan and heat over medium heat, stirring or

    shaking often. Remove almonds from pot or

    panas soonas they start to get flecks of toast-

    ed colour. This happensveryquickly!Watch

    them carefully or theymight burn. Allow al-

    monds to cool and then roughly chop them.

    Using a pair of kitchen scissors, cut each

    fillet into 15 shortish strips. Dont worry

    about cutting in the same direction. The

    length and shape of strips wont be even

    this is fine. Heat olive oil in a frying pan.

    Add chicken and onion. Stir-fry over medi-

    um heat for a few minutes until the chicken

    is just cooked.Remove fromheat. Stir inpes-

    to and lemon juice. Season with salt (if nec-

    essary) and black pepper. Sprinkle with feta

    cheese and almonds. Top with lemon rind.

    This dish tastes equally good served warm

    or at room temperature. Serves 2.

    Tips:

    . This dish is perfect for al fresco summer

    lunches, your picnic basket or lunchbox.Al-

    so ideal for party platters with crisp greens,

    black olives, cocktail tomatoes and cucum-

    ber sticks.

    . Serve as a salad: Add ingredients such

    as baby tomatoes, cucumber, carrot sha-

    vings, avocado, pineapple, olives, baby corn

    wheels or mushrooms.

    . Combine with pasta: Lovely with home-

    made tagliatelle or any pasta of your choice.

    . Serve as a filling with wraps, tortillas,

    pancakes, ciabattas, pitas, rice cakes.
