“Dis fantasties hoe ’n gemeenskap konhande vat om ’n groot verskil te maak.”
Elke drie minute word ’n kind in Suid-Afrika verkrag. In 80% van hierdie gevalleword die grudade gepleeg deur ’n familielidof iemand wat baie bekend aan die kind is.Dit gebeur ook meestal in ’n plek waar diekind beskermd en veilig behoort te voel,

“By ons voel die kind veilig teen die tyddat sy haar getuienis moet gee. Hier is dit’n huis weg van die huis af. Ons hanteer hul-le nie net met respek nie, maar ook as spesi-aal. Dit verseker dat hulle ’n beter kwaliteitverklaring aflê wat baie help om die beskul-digde aan die kaak te stel,” het Van Rooyengesê.
Ronel de Jager, hoofaanklaer in die hofvir seksuele misdrywe, het vir Monique endie gemeenskap vir hulle bydraes bedank.Sy het mense terselfdertyd daaraan herin-ner dat die kamers voortdurend kos soos2-minuut-noedels, pap, kitssop en brood no-dig het vir die slagoffertjies, sowel as ted-diebere. Elke kind kry ’n teddiebeer omhuis toe te vat wanneer hulle hofsaak klaaris.
“Comfort packs” word ook aan elke slag-offer gegee as hulle by die hof aanmeld kortná ’n grudaad met hulle gepleeg is. Dié pak-ke bevat onder meer ’n waslappie, seep,aanspuit-deodorant, skoon onderklere en’n sanitêre doekie. Dit bly ook voortdurendin aanvraag, “en maak ’n ongelooflike ver-skil aan die slagoffer,” het Monique gesê.

The Bellville Subcouncil has begun aprocess to make the community aware ofbeing wise with water.
Last week councillors and members of thecommunity from Belhar and surroundingareas met officers of the subcouncil in Bel-lville to unveil the Water AmbassadorPledge.
Donovan Williams, assistant conservationofficer with water demand management saidduring November last year the water conser-vation team had been rolling out a “Keep
Saving Water” campaign presentation to the24 subcouncils encouraging councillors,ward forums and members of the public’scommitment to their campaign.
“The unveiling of the Water AmbassadorPledge signified and guaranteed the commit-ment at Subcouncil 6, and we are looking for-ward to the important message about savingwater spreading to all communities,” hesaid.
Catherine Williams, one of the communityrepresentatives who spoke at the ceremonysaid they were very excited to be part of theceremony because it is affirmation that theirefforts are now bearing fruit.
“We are here today because our dam levelsare getting lower and lower each year as ourweather patterns change. Climate change, itseems, ishavinganeffect onourweatherpat-terns, bringing us less rain than we used toreceive and bringing us longer periods of sunthan we are used to.
“Water shortages are not new to CapeTown; since the 16th century there have beenperiods of severe shortages. In the 18th cen-tury in some summer periods the water wasturned off for 23 hours a day, so we are veryfortunate to have reached a stage where wehave access to water all the time, but this hasto be managed, plans have to be made to en-sure we have enough into the future, morehousing has to be built to accommodate thepeople living in informal areas, more busi-ness are encouraged to the Cape to providejobs but while it is desperately needed it willincrease the demand on our water resources.
“In the past the City has implemented wa-
ter restrictions in times of shortages butthese are only punitive measures, our waterby-law has now incorporated this good waterdemand management which means thatthese measures are now enforceable and an-yone who contravenes the by-law can now begiven a warning, and if necessary, could facehaving water disconnected or fined.
“When the project started, Keep SavingWater was to start at the top and work downinternally to gain buy-in from the city staffbefore rolling out to our residents, our com-munities throughout the city.
“Since the launch we have been workingour way through executive managementteams, management teams, supervisors, de-pots, cash offices, clinics, and libraries, ex-plaining our campaign, leaving informationbehind, and putting water saving stickers inthe toilets wherever we go.
“Over the next three years I am confidentwe will be able to say that we will have madean impact across the city and everyone willbe aware of the importance of and the reasonwhy we need to save water.
“The Water Ambassador pledges show thesupport and buy-in for our campaign butmore importantly show the commitment andthe seriousness with which councillors andthe public alike are giving to the call for ac-tion to be water ambassadors, to live yourlife from now on as a water ambassador.”
In the Western Cape statistics have re-vealed that dam levels are 10 percent downfrom this time last year. Should this contin-ue this will have dire consequences on townsand cities across the Western Cape.

Taxi driver Jacob Humphreys (56) willbe spending 20 years behind bars.
Judge Robert Henney yesterday sen-tenced Humphreys to 12 years’ imprison-ment on each of the 10 murder charges tobe served concurrently. He also handeddown a six-year prison sentence on each ofthe four attempted murder charges of whichfour years on each charge would run con-currently with 12-year sentence for murder.This added in effect another eight years –bringing the total jail term to 20 years.
Humphreys was convicted in Decemberlast year on 10 counts of murder and fourcounts of attempted murder.
He was transporting children to school on25 August 2010 when his taxi collided witha train. Humphreys overtook a row of carsat the Buttskop level crossing in Black-heath, ignored safety signals and drove overthe track in front of the oncoming train. Tenchildren were killed and four injured.
The courtroom was packed with parents,friends and family members, dressed in T-shirts printed with the faces of the childrenwho died in the accident, yesterday as Hen-
ney passed his judgement.“We live in a country where some people
are poor and cannot afford their own trans-port. More often than not, they make use ofminibus taxis in which a fare is paid.”
With that he sketched the scenario of the14 children in that taxi and the means oftransport many South Africans make use of.
Henney said threemajor aspects thatweretaken into consideration with the sentenc-ing was Humphreys’s circumstances, the of-fence that was committed and the interest
of society.Henney read statistics out to the court of
the number of minibus taxi accidents andlevel crossing accidents that happen everyyear.
“Disregarding the rules of the road is re-garded as a minor offence as opposed tocrimes such as murder. And it’s seldom thatperpetrators get caught. It’s only whentransgressions result in damage of property,injury or death that it is taken seriously. Itis because of this attitude that there are somany of these incidents. It’s clear that some-thing drastic has to be done to stop this kindof behaviour,” Henney said.
When Henney ran through the events ofthat fatal day he described Humphreys’sdriving as reckless. “He fully accepted theresponsibility of transporting the childrensafely. Through his actions he lost the trustof the parents,” Henney said.
. Western Cape minister of transport andpublic works, Robin Carlisle, said this sen-tence sends a powerful message that in thefuture can save lives.
“We in the Safely Home team see this asa turning point in the history of road safetynot only in the Western Cape, but in SouthAfrica as a whole.”

Die Stad Kaapstad se water- en sanitasiede-partement gaan ’n vrywillige inisiatief vanstapel stuur vir die registrasie van boorgateen sandputte.
Dié inisiatief is by subraad drie se verga-dering deur voorsitter James Vos aangekon-dig en vorm deel van die Stad se monite-rings- en navorsingsprogramme.
Sandputte is vlak ekstraksieskagte van ui-ters 10 meter diep en word meestal vir kleintot mediumgrootte residensiële tuine ge-bruik. Boorgate is veel dieper ekstraksieswat meer geskik is vir die besproeiing vangroot grasperke en tuine.
“Die departement se registrasie-inisiatiefsal boorgat- en sandput-gebruikers betrek,”sê Vos.
Hy sê dié departement het in 2003 met ’nomvattende registrasieprojek reg oor diestad begin, toe waterbeperkings weens diedroë weer en lae damvlakke gegeld het. In
2005 is die proses afgehandel toe waterbeper-kings opgehef is.
Vos sê die inligting wat gedurende die pro-jek ingesamel is, het geweldige waarde inge-hou sover dit omgewingsmonitering en na-vorsing betref. Die departement het derhal-we besluit om die inisiatief te verleng. Hyhet beklemtoon dat inligting streng vir om-gewingsmoniterings- en navorsingsdoelein-des is en die publiek vrywillig deelneem.
“Dit is nie ’n inkomste- of rekeningoefe-ning nie en eienaars of okkupeerders sal nievir hul boorgat- of sandput-watergebruik, ófdie eienaarskap daarvan aangeslaan wordnie,” het hy gesê. Om vrywillig te registreermoet inwoners die Stad se afdeling vir wa-teraanvraagbestuur skakel om hulle van ’nboorgat of sandput in kennis te stel.

Vos versoek dat die teken wat die aanwe-sigheid van ’n boorgat of sandput aandui soaangebring moet word dat dit duidelik vanbuite die eiendom sigbaar is. Dít is sodatwetstoepassingsbeamptes kan sien wanneereen van dié gebruik word wanneer hulle dieStad se waterverordening toepas.
Geen tuine behoort egter tussen 10:00 en16:00 op enige dag natgemaak te word nie.

Youth can be empowered throughemployment with a unique work-shop at the Bishop Lavis Library.
Organised by Frank Julie andAssociates in partnership withBishop Lavis Library and ex-members and supporters of theResource Action Group (RAG), itwill be taking place from 27 to 30March starting at 09:00 every day.
The main aim of the workshopsis to impart professional job see-king skills to the youth who arelooking for work.
“Want we want is for the youthto skill themselves so that they
don’t have to look for a job, the jobwill look for them,” says Julies.
“Part of what they must learn ishow to improve their personal de-velopment, have effective moneymanagement and own their ownlives, even starting their own bu-sinesses.”

Empowerment by job
The Bishop Lavis Cluster TaskTeam of the SAPS have been keenhunters against crime in recentweeks.
Last week on two different occa-sions they made sure that they leftno stone unturned, and had theiraim set on illegal firearms whenthey were doing crime preventionexercises in the area.
Their recent exploits in crimefighting netted them five illegalguns.
In the first incident happenedon Thursday 16 February at ap-proximately 17:30. The team re-
ceived information of an unli-censed firearm and ammunitionbeing stored at a house in Boeken-hout Street, Bonteheuwel.
On arrival they searched thehouse and found a Magnum CTGwith three rounds and a Colt .38special with six rounds.
Further information led them tothe roof of the house where theyfound a plastic bag containing aCobravo 9mm semi-automatic(Uzzi) firearm with silencer and 239mm rounds. The police arresteda 19-year-old woman at the sceneof the investigation.
In the other incident onTuesday21 February at approximately03:00 the same team received in-formation of more unlicensed fire-arms in Bonteheuwel.
They searched a house in Ter-blanch Street where they foundtwo revolvers with 40 rounds.
Police would like to thank thepublic for this information and en-courage everyone in the commu-nity to play their part in fightingcrime by contacting the policewith similar information.

The process for positive change inBishop Lavis is growing.
A project that started last year, theBishop Lavis Development Forum ismeeting with all stakeholders onSaturday 10 March at 09:00, in theschool hall of Bishop Lavis HighSchool.
Interim chairman, Quentin New-man, said that they are ready to getthe process started and running inthe area because the community hasto take charge of the process of devel-opment of all the sectors in BishopLavis, and the only agenda should bethat of the community.
He pointed out that there was noplace for political or personal posi-tioning in the organisation and thatpeople who share mis-informationin the community and by doing sobring the name of the forum into dis-reputewill be called to order andwillnot be allowed to participate in thebusiness of this very important or-ganisation.
“Bishop Lavis has this opportuni-ty to rid itself of all the negativethings that prevent it from movingforward,” he said.
“The sectors that we will focus onto start off with include education
and training, health, social services,sports and recreation, formal busi-ness, informal business, transport,media, justice, religious groups,safety and security, differently-abled and youth development.
“With this in place nothing shouldprevent thecommunityfrom addingmore sectorsto the existingstructure.
“It should bemade clearfrom the out-set that the fo-rum does notwish to dupli-cate existingorganisations,but would likethe estab-lished organisations to be part of thedevelopment that is spelled out inthe vision of the forum namely, Bish-op Lavis, a community engaged insustainable transformation, possi-bility, prosperity and harmony.
“If the community decides thatthis dream is possible, they shouldlive up to the expectations that gowith the dream, and make it hap-pen!”

this forum, they hope to inviteknowledgeable and skilful people, aswell as the provincial and nationalgovernments to assist with trainingand to create opportunities for thedifferently abled, the aged, theyouth, the schools, business and all

Do racists fear jazz?That it the question that has been going
through my head for some time now becausefollowing on the previous piece about racialstereotyping, and mistaken identities, some-times the K-word comes up when you’re mis-taken for being “white”.
This time around I was at a bit of a jazzfunction when once again one of the fairerskinned fellows at the table revealed that hereally “did not like this “Kaffir” music.
Strange at the time because the group thatwas performing was repre-sentative of our rainbow na-tion, and I kindly pointed itout to the perpetrator of thisvile statement.
But, then I realised thatracists have good reason tofear this genre of music;hasn’t it been breakingdown barriers since it start-ed?
We don’t have to start oursearch in South Africa butin the country where it orig-inated, America, and dis-cover how it broke downtheir segregation policiesonce cats started jammingtogether.
Going into that historywould need more space than is availablehere, but when we get closer to home we willsee how it destroyed the “hate” that Apart-heid was trying to enforce into the minds ofour nation.
At the same time that Dr Verwoerd wasproving his reasons for separation of the na-tion using the Bible and other concocted the-ories in Parliament, just a few minutes downthe road at the Green Point Art Centre (usedto be where the McDonalds is near the stadi-um) the music was proving him wrong.
This was one of the places where our rain-bow nation came together and threw allthese racist theories into the gutter wherethey belonged.
The stories of the jam sessions that tookplace in those years are the stuff of legend,but it only encouraged the lawmakers of thetime to intensify their fight against this har-mony.
Luckily for us, most of it still continued,in secret at times, but it was always thereeven when musicians risked arrest forbreaking those laws.
Throughout the struggle for freedom, thisgenre of music was always playing its part,not just at political meetings but also on thesocial side where there was always a
“whitey” or 10, at some of thejazz gigs around town.
Just think of the sessionsat the old Sherwood/Mon-treal venue in Manenberg.Hey, the who’s who of SouthAfrica used to rock up thereto listen to pianist TonySchilder make his magic. Iremember the lateProfChrisBarnard bringing a group offriends there.
Trumpeter Ian Smith, nowdoing wonderful work withthe Delft Big Band, had noqualms about being part ofvarious ensembles in clubsall around the Cape Flats,which probably has inspiredhim to take the talents that
are still out there to bigger things.When it comes to the new South Africa,
jazz is still playing its part in breaking downbarriers, not just on a racial basis but in allforms of discrimination including when itcomes to gender.
There’s so many stories out there wherethis music is changing lives, speak to theyoungsters who are part of the Delft BigBand project, let them tell you how theirlives have changed, and you realise that itmay not just be the racists who want to de-stroy the love for this music – but all the poli-ticians who want to maintain the status quoof keeping the underprivileged without ahope of achieving economic progress.

Students at universities and technikonsare at the forefront of HIV testing witha new project in the country.
The 2012 “First Things First” mass volun-tary HIV testing and counselling campaignwas officially launched by the minister ofhealth, Dr Aaron Motsoaledi, and the deputyminister of higher education, Prof HlengiweMkhize, at the University of the WesternCape on Tuesday 21 February.
This campaign aims to test at least 35 000students at all campuses of South Africa’s 23public higher education institutions.
It also aims to reach out to other membersof the higher education community, includ-ing academics, administration staff andservice staff.
In alignment with the national strategicplan for HIV, STIs and TB, many of these in-dividualswill alsobe screened for tuberculo-sis (TB) because of the high HIV and TB co-
infection rate and the interface betweentreatment and prevention for both HIV andTB.
Last year this award-winning campaigntouched the lives of 22 000 students across17 universities.
Some 58 percent of these students had nev-er been tested for HIV before.
The campaign encourages students andstaff within the higher education sector toknow their HIV status – and aims also to in-fluence behaviour and perceptions aroundHIV and Aids in general.
As part of the testing programme, partici-pants receive pre-test and post-test counsel-ling.
Speaking at the launch, Motsoaledi agreedthat this was a vital campaign.
“The campaign is a very important onefrom the point of view of prevention. It’s im-portant that young people are at the centreof our prevention strategies,” he said.

Stacey Solomons is a member of the Tyger-buerg Children’s Choir and they will be un-dertaking a tour to the World Choir Gamesin Cincinatti during July of this year.
Being one of the best children’s choirs inthe world they stand a very good chance ofreceiving the highest accolades during thischoral competition, which is regarded as theOlympic Games for choral singing.
Stacey is one of the strong altos in thechoir and sees this as an opportunity to dis-play her talent on an international stage,and to make a dream come true to traveloverseas.
Her mom, Pat, feels that they want to sup-port their daughter in this endeavour becau-se it will also go a long to inspire and motiva-te other youngsters in the area to followtheir dreams.
“We want other young people in thechurch, and in the community to see that ifthey use their talents properly they can goanywhere in the world if they use it in a posi-tive manner,” she said.
The function on Friday 2 March is a Jazzand Dine evening in the church hall on thecorner of Derby Close and Halt Road, star-ting at 19:00.
Tickets are R100 and includes live musicby Aleshia Solomons and Dylan Roman, aswell as dinner. There will also be some pri-zes in lucky draws throughout the evening.

The Stormers will be forced todip further into their youthfulreserves over the next twomonths, after captain and in-cumbent openside flank SchalkBurger was ruled out for up tosix weeks on Saturday. Burgersuffered damage to his medialligament during the team’s 13point victory over the Hurri-canes at Newlands, and his ab-sence will rob the team of not on-ly his leadership skills and expe-rience, but also his high workrate, aggressive rucking and ex-cellent distribution skills.
The Stormers have lacked a pre-mier openside flank since the de-parture of Francois Louw to Bath inthe off season, but it was believedthat Burger would be able to excelin the position where he began hisfirst-class career.
Siya Kolisi, a versatile and athlet-ic young loose forward, substitutedforBurgerduring thematch, andheseems likely to fill the position nextweek when the Stormers take onthe Sharks.
However, coach Alister Coetzeesaid he would consider all of his op-tions for the position.
“In the pre-season games we hadSiya (Kolisi) coming on at six andhe actually didn’t do a bad job,” saidCoetzee.
“ But with the loose trio situation,we were playing our best loosies.
“We’ll be looking at our reserves.There’s Rueben Johannes, and Ni-zaam Carr and Don Armandt.”
The inclusion of Kolisi in thestarting line-up team, and either Jo-hannes, Carr or Armandt on thesubstitutes’ bench will serve to fur-ther decrease the average age andexperience level of the first team.
The Stormers fielded four playersaged 23 or younger (Nick Koster,Eben Etzebeth, Steven Kitshof andGary van Aswegen) in their start-ing line-up, and the number grew to
five when Kolisi took the place ofhis injured captain.
Coetzee was understandably hap-py with how the youngsters han-dled the increasedphysicality of Su-per Rugby.
“All youngsters, like I said previ-ously, have the potential to play atthis level. And again today itshowed,” said Coetzee.
“Siya (Kolisi) is physically ma-
ture, Eben Etzebeth is physicallymature, and Steven Kitshof, to playat this level.
“Our pack was outstanding to-day, and they have been taken a lotof flak over the past couple of weeksand a lot of people had a lot to say.”
Although all five of the young-sters played with varying degreesof success, and brought a necessaryyouthful vigour to the side, it could
be argued that Burger’s loss willdamage the delicate balance be-tween youth and experience thatsets champions apart from the also-rans.
Whoever replaces the hard manof the loose trio, be it Kolisi, Johan-nes, Carr or Armandt, will be thrustinto the inferno that is Super Rug-by, and either be forged into a steelycompetitor or melt into obscurity.

Crowds were treated to an exciting localderby last week.
Ajax Cape Town and Engen Santos playedto a 1-1 draw in an Absa Premier Leaguematch at the Cape Town Stadium on Satur-day night as local fans were treated to afeast of entertainment and football whichthey enjoyed every minute of.
The first half belonged to Ajax, who start-ed the game with far more purpose than thevisitors, Santos. Having conceded on nu-merous occasions in the opening stages ofmatches.
A drawback for the “People’s Team” isthat they were too tentative not to makemistakes, causing them to constantly fallunder siege and struggle to find their foot-ing in the opening 45 minutes.
Ajax took the game to their visitors in thefirst half, but they could not make good ofthe chances created in front of goal. In theopening minutes both Billiat and GeorgeMalueka came close, and Brent Carelse’sshot from close range hit the crossbar.
The Parow side finally broke the deadlockwhen Carelse managed to find Pa DemboTouray’s net from the penalty spot after San-tos conceded a needless penalty.
Both teams had their chances in attack forthe remainder of the game, with Ajax havinglost their effect in attack since entering thetunnel at half time.
Nonetheless , Santos can be grateful tohave the experienced Touray in goal, anintergral cog that aided them in gatheringthe point.
