Epping Industria 1 became a disaster zone last week as the City of Cape Town and other agencies staged a simulated tanker explo- sion to test the response times and prepared- ness of emergency services and businesses. This was the latest in a series of emergen- cy exercises coordinated by the City’s Disas- ter Risk Management Centre every year. The last exercise in February simulated a rail disaster which involved a train colliding with a diesel tanker en route to the Simon’s Town Naval Base, causing the train to catch alight. A hazardous spill also formed part of that scenario. City Mayco member for safety and securi- ty, JP Smith, says the simulation involved a leaking tanker on the way to Afrox in Gun- ners Circle which subsequently “exploded”. The exercise tested the reaction of all who were affected in the immediate aftermath of the explosion, but also the necessary evacua- tion of staff and residents in the surrounding areas as a result of the ‘gas leak’. A number of aspects were built into the ex- ercise, including wind direction, as the wind would move the gas leak in a certain direc- tion. This in turn has an impact on decisions around who to evacuate and from where and also which roads to close. “It sounds like a scene from a Hollywood movie, but it’s something that we need to be ready for so that we can protect Cape Town’s residents,” Smith says. He explains that the City’s emergency ser- vices do a lot of proactive risk mitigation, education and awareness work. “There are certain scenarios that cannot be prevented, so all you can do is ensure that you’re as equipped as possible in the event that something like a tanker explosion, haz- ardous material leak or spillage does occur,” Smith says. Companies that participated in the exercisewere Afrox, Glaxo Smith Kline, Fine Chemi-cals, the Epping Market and Pioneer Foods.From the City’s side, the Disaster Risk Man-agement Centre, their volunteer corps, theFire and Rescue Service, Traffic Services,Law Enforcement, Metro Police, the PublicEmergency Communication Centre (PECC)and City Health’s Air Quality MonitoringUnit.

The coordinating team for the exercisecomprised the South African National De-fence Force, the police, Metro EmergencyServices, Metrorail, PRASA, Forensic Pa-thology Services and the Epping IndustriaCentral Improvement District.

“Our staff are highly trained, but whenyou have a number of different role playersdescending on the scene of an emergency,they need to be coordinated in a mannerthat helps bring the incident under controlas soon as possible,” Smith says.

“This is the reason for these exercises –to ensure that we are as prepared as we canbe in the event of a disaster by runningdrills, but also identifying any potentialshortcomings that need to be addressed.”

Smith says in this way they can ensurea safer city for residents.

Elsies River police confiscated an ille-gal firearm and ammunition duringa search of a house following a tip-off

from the public.The search was conducted on Thursday

12 May after police received informationthat a firearm is being stored in a resi-dence in Elsies River.

Sergeant Fred Smith, spokesperson ofElsies River police, says police confiscat-

ed an illegal 9mm Glock firearm and 249mm rounds of ammunition.

Police also discovered a long extension9mm magazine which was neatly hiddenin the ceiling of the house that theysearched.

A suspect was arrested and charged forbeing in possession of the illegal firearmand ammunition.

Meanwhile Elsies River police, the Fly-

ing Squad and Law Enforcement officerssearching a house in Elsies River after re-ceiving information from the public, dis-covered and confiscated dagga and 130mandrax tablets in the house.

The search was conducted on Wednes-day 11 May at about 10:00.

A 27-year-old man was arrested for be-ing in possession of the dagga and man-drax tablets.

Two young cyclists from Khayelitshaand Belhar will participate in twoEuropean cycle tours this month.

Thulasizwe Mxenge (22), from Khayelit-sha, and Marco Abrahams (25), from Belhar,will spend a month of intensive training inSwitzerland before competing in the Lon-don to Paris and Alpine cycle challenges.

Earlier this year, 12 young cyclists partic-ipated in the Cape Rouleur Cycle Tour inFranschhoek and of those 12, Mxenge andAbrahams were selected by the HotChilleeDevelopment Rider Programme to competein the London to Paris and Alpine Challen-ges in Europe at the end of May.

The consumer studies classroom at Rav-ensmead High School was upgradedwith the help of GrandWest as part of

Sun International’s nationwide SchoolsRenovations Programme.

The learners, teachers and guests andthose who assisted in the upgrade attendedthe official opening of the new classroomlast week.

Three other school’s classrooms were al-so upgraded, which include Goodwood Col-lege, JG Meiring High, and SinethembaHigh in Philippi.

Facilitated by GrandWest’s Corporate So-cial Investment Department, the upgradedclassroom at Ravensmead High is nowready for action.

According to Heidi Edson, the group socioeconomic development manager at Grand-

West, the renovation of the consumer stud-ies rooms is aligned with Sun Internation-al’s approach to “creating shared value” –a well researched and globally applied mod-el that focuses on aligning business needswith society’s needs thereby creatingshared value for all and genuine sustaina-ble community development.

Edson explains that the Schools Renova-tion Programme is focused on upgradinghospitality classrooms at schools situatedin underprivileged communities to proper-ly equip learners for pursuing further stud-ies and a career in the hospitality sector.

“This programme not only provides op-portunities for Consumer Studies learnersto learn in a conducive and appropriatelyequipped environment, but it will help tocreate a pool of qualified and employablepeople for the hospitality sector, which likemany sectors, is faced with a shortage ofskills,” Edson says.

about?Why should one know about this

speech impairment or read aboutlast week Friday’s Apraxia Aware-ness Day at Tygerberg HospitalSchool?There are roughly 370 000 chil-

dren under the age of four years inCape Town, which means between370 and 720 children need seriousspeech therapy.Tardiness indiagnosiswillmake

it that much harder for the child toever speak normally.

ShockedTheyalsoneeda school to attend,

and options are severely limited.The Tygerberg Hospital School

provides education to 22 grade Rswith apraxia, but after this the par-ents are forced to be placed on awaiting list if their child need to at-tend Tafelberg Remedial School orJan Kriel School.The challenge for a parent lies in

paying thousands of rands everyyear to speech therapists and thefees of a remedial school. Wheresomewill baulk under the strain ofa challenge, others flourish.When Deidre Warner from Par-

ow first discovered that her childhad apraxia, she was shocked.“Evan was two years and three

months old when we took him tosee a doctor because of a chest in-fection. The paediatrician thentold us that Evan might be autistic

because he clapped hands duringthe examination and had no vocab-ulary. I was almost hysterical.”Before Deidre took Evan to the

doctor, she and her husband justthought their boy was a little slowin developing his speech. Theythought it strange that he said “na-na” instead of “mama” and evenstranger that he later lost the abili-ty to even say “nana”.Evan never said “brrrrmmmm”

when he played with a toy car andnever just babbled.

The Warners never even knewsomething like apraxia existed.“We were told to go to a neurolo-

gist to find out if Evanwas autistic,andwhile wewaitedmonths for anappointment we had to take Evanto a speech therapist. One sessionof 45 minutes cost R300,” she ex-claims.Apraxia alone does not reflect on

a child’s intelligence. According tomommyspeechtherapy.com,apraxia is a type of motor speechdisorder that affects the way the

body is able to produce speech.“Motor speech disorders are

neurological in nature, meaning achild’s brain has difficulty coordi-nating the different body partsneeded to produce speech – thetongue, lips, and lower jaw,” statesthe website.Deidre says that most children

with apraxia know exactly whatthey should be saying, but fail inthe execution. This often leads tofrustration for the child.“We were later told that Evan

wasnot autistic, but did indeed suf-fer from apraxia. Speech and occu-pational therapy cost us a hugeamount of money every week, butafter a lot of hard work we couldsoon hear the difference,” sheadds.“At the end of the year Evan and

Iwere driving somewherewhenhetried to get my attention. I lookedat him and he said ‘I love you’! Itwas a huge moment for me,”laughs Deidre.

Rapid improvementDeidre was lucky that Evan’s

conditionwasdiagnosed fairly ear-ly, so there was rapid improve-ment.While her son was overcoming

the challenge of speaking, Deidreand Lydia de Villiers “took on” theWestern Cape Education Depart-ment.Therewas a lack of optionswhen

it came to where children withapraxia can go.Thanks toDeirdre andLydia two

grade R classes were opened atTygerberg Hospital School.Their persistence might also

pave the way that these childrenmay simply be transferred toTafel-berg or Jan Kriel School, and notbe placed on a waiting list.However, this is far fromcertain.In themeantime Deidre is trying

life begins at 40; if 39 is this good, I can’t waitto hit the forties,” jested the Bellville golferafter he sealed a two-stroke victory on eightunder 280 with rounds of 68, 73, 68 and 71 atSilver Lakes Country Club in Pretoria.Roux swept to a four-shot triumph last

year, but this time around, the country’snumber one rankedmid-amateur said victo-ry tasted a whole lot sweeter.“It’s taken a few days to sink in, because

it was mentally a lot tougher to go the fulldistance this year,” said Roux.“When I set myself a goal to represent

South Africa on both the Open Amateur andMid-Amateur circuits last year, I couldn’teven describe the feeling when I achieved it.But likemost of the guys on themid-amateurcircuit, I hold down a full-time job and that

had to take priority.“I came into the tournament knowing that

I have a target onmyback. Itwas really tightat the top over the four rounds. I kept myhead down and got the job done and that’swhy this win feels so much more special.”Roux started the final round with a one-

stroke edge over Stapleton and a two-shotlead on Central Gauteng’s Ryan Dreyer.“I knew the last round would be tough,”

Roux said. “When you have three ex-Sun-shine Tour pros going head-to-head, it wasalways going to be an extreme test of pa-tience and willpower.”Roux burst from the blocks with a birdie,

but short-sided himself at the second hole.“There is a tree right in the middle of the

fairwayat this par five,” he said. “I hit a goodtee shot, but the ball just kept going straightand it finished up a few inches from thetrunk. My only option was to punch out, butI still had 210 metres to the pin. I took mymedicine and moved on.”

Roux notched birdies at seven and 10 andhad a two shot lead on Stapleton when thepair reached the par four 17th.“I pulled my tee shot in the rough,” Roux

said. “With the pin at the back of the islandgreen, I decided to lay up rather than go forthe pin. I hit a decent chip, but I missed thepar putt. Shaun nearly flew the green, buthis ball stayed up. His chip landed two feetfrom the hole and he holed the putt to savepar. Going to 18, my lead was cut to one andI was going to go all out. Shaun played firstand hit his tee shot in the hazard on theright. I knew he would struggle to save par,so I put the driver back in the bag, took outa rescue and a more conservative approach.All I needed was a regulation five to win.”Rouxparred thehole towin, andStapleton

made six for a 72 to finish sole second.“Now that I have back-to-backwins, I have

a new goal for next year – I’m going to gofor a hat-trick and that gives every guy onthemid-amateur circuit the goal to stopme.”

In his debut run over 12km, South Africa’sStephenMokoka showed the internation-al contingent and the top three finishers

from 2015, Emmanuel Bett, Daniel Salel andTimothy Toroitich, a clean pair of heals atthe 2016 FNB Cape Town 12 OneRun thattook place in the Mother City on Sunday 15May.

Some 13 000 runners lined up in MarineDrive next to Woodbridge Island for the sec-ond running of the FNBCape Town 12OneR-un. As in 2015, conditions were near perfectwith the temperature sitting on 12 degrees.

A frenetic start saw the first kilometre be-ing covered in 02:41. When the lead bunchof fifteen athletes went through three kilo-metres in 08:17, it was clear that the chasefor the world best time of 33:31 was on thecards. Defending champion Emmanuel Bettof Kenya and country man Daniel Salel,were driving the lead bus with Mokoka andElroy Gelant in close attendance.

Both Gelant andMokoka hadmade it veryclear before the race that they were intenton making sure that the winner’s pursestayed on home soil.

The five kilometre mark came just insidethe harbour grounds as the athletes turnedoff Marine Drive, passing in 13:55. Once inthe harbour, it was Bett who started to turnthe screws to try and shake off the South Af-rican challenge, with Salel on his shoulder.Mokoka and Gelant were having none of

it and as the athletes hit 8km, Mokoka andGelant made the break, with Salel the onlyathlete to follow the South Africans.

The nine kilometre mark was reached in25:11. Salel, Mokoka and Gelant turned intoBree Street simultaneously for the final kilo-metre.

Gelant fell off with 800m to go. Salel andMokoka raced neck andneck to the linewithMokoka edging the Kenyan by one second,

coming home in 33:34 to the 33:35 of Salel.With that Mokoka shattered the previous

record of Mathews ‘Loop ‘n Val’ Motshwara-teu by 49 seconds and missed out on theworld best time of 31:33 by a mere three sec-onds.“It was a hard race”, said Mokoka after-

wards.“Salel pushedmy right to the line but I am

happy thatwewon the race for SouthAfrica.Elroy (Gelant) and I worked together andwere talking to each other the whole way.So I am happy we were able to work as ateam.”Mokoka has been adamant that South Af-

rica has the ability to take the race to theKenyans if they work as a team. “I wantedthe win first,” Mokoka went on to say ofbreaking the SA best time of Motshwarateu(34:23), “but the record is a big bonus.”The bonus was worth an additional

R10 000 to Mokoka over and above theR40 000 for first prize.In the women’s race, Irvette Van Zyl was

first across the line. While most expectedthat, Van Zyl had been battling with the flufor close on a week and almost withdrew aft-er four kilometres in.“It was hard. I felt really bad and wanted

to just stop.”Van Zyl hung on though and despite feel-

ing out of sortswent into the lead after sevenkilometres and was never headed.“When Lebogang went through the first

two kilometres in sixminutes I was hangingon as best I could. I do not know how I wasable to just stick it out. I am very surprisedby the win.”Van Zyl was originally planning on chas-

ing the SA best time of Elana Meyer (38:39),but having just recovered from flu she sether sights on thewin crossing the finish linein 39:40.
