I am looking forward to trying Susan Olbery’s mouth-watering recipe (see page 6). It’s always a treat to cook an authentic recipe and a chance to use some of those exotic ingredients languishing at the back of the cupboard.

Malaysian Chicken Curry with Peanut SauceSUSAN OLBERY IS passionate about providing a healthy alternative to home cooking. She is Malaysian although half English, as her late father was from Manchester and her mother is Malaysian of Indian descent. This dish sums up the rich and exotic flavours found in Malaysian cuisine.

INGREDIENTS700gm-1kg chicken thigh meat cut into thin strips2 large onions finely chopped1 cup roasted and powdered peanuts3 medium sized potatoes cut into bite size pieces1 tbsp coriander powder1 tbsp Chicken / meat masala powder½ tsp cumin powder – optional½ tsp turmeric powder – optional½ can coconut milk2 tbsp vinegar

1 tbsp brown sugar

2 sprigs of curry leaf / coriander leaf / mint leaf;1 piece cinnamon stick3 pieces star anise 4 pieces cardomonsSalt to taste2-3 tbsp oil

FOR MARINATING THE CHICKEN AT LEAST ONE HOUR BEFORE COOKING2 tbsp lite soy sauce – any soy sauce is ok too3 tbsp oyster sauce 4 tbsp fish sauce 1 tsp black pepper powder 1 tsp brown sugar 2 tbsp chicken / meat curry / masala powder 2 tbsp ginger garlic paste 2 tbsp powdered roasted peanuts 3 tbsp lemon juice

PREPARATION METHOD1. Clean and wash the chicken and slice into thin bite-size strips.2. Marinate the chicken with the ingredients and refrigerate for at least 1 hour before cooking.3. Heat oil in a thick base pan or non-stick pan, add cinnamon stick, star anise, cardamom and curry leaf (if available) into the oil. After a few seconds add onions, sauté onions for a few minutes until golden brown.4. Reduce heat and add the 2 tbsp of coriander powder and curry / masala powder and the roasted powdered peanuts. Sauté for 1 minute.5. Add the marinated chicken to the pan and add 800 ml water.

6. Once it starts boiling, add in the potatoes, ½ can coconut milk, vinegar and brown sugar. Cover pot and cook under medium heat for about 10-15 mins or until the potatoes soften.7. Taste to see if salt is enough and that the curry taste great.

THE COUNCIL ANNUALLY arranges for an independent survey of residents’ views and

the 2014 survey results have recently been published. The survey was conducted between October and December 2014 by an independent market research agency. It was a telephone survey of 1403 residents aged 16+: a random sample to fit the demographic profile of the Borough.

The survey covered residents’ perceptions of the Council and the local area, satisfaction with services and priorities, communications and engagement and financial and budget issues.Overall satisfaction with Richmond Council continues to exceed the nation benchmark. 96% were satisfied with the local area and 83% were satisfied with the way the Council runs things compared with 68% nationally. There was a decline of 4% in the residents who trust the Council at 75% which still considerably exceeded the nation figure of 59%.

Seven out of ten residents believe the Council acts on the concerns of local residents. Interestingly, younger resident are more likely to agree – of those aged 16-34 77% agree (74% in 2013).

There was an increase in the belief that the Council provides value for money from 57% in 2013 to 62% in 2014, possibly reflecting the freezing of Council Tax for a number of years.Over six out of ten agree that residents can work together with the Council to make improvements to the local area. A lower proportion (52%) believe that the Council takes into account residents views when making decisions. We, as your local Councillors, will need to work harder to improve this.

Service satisfaction among service users generally showed some improvement. As the responsible Cabinet member, I was particularly pleased to see the marked improvement of 8% in satisfaction in services and support for older people at 69%. However there was a decline of 4% at 67% in

satisfaction and support for children and young people (excluding schools). Social services for vulnerable adults and those with disabilities showed an increase of 3%. There was a similar increase in satisfaction with parking services, perhaps reflecting the success of the Richmond card providing 30 minutes free parking and fair parking policies.

With regard to the Council Budget 77% agreed with freezing Council Tax in 2015/16 and keeping subsequent increases to the minimum possible. There was a similar high level of support for reducing spending by seeking greater efficiency in service delivery and joint working or sharing services with other public bodies or other Councils. The Council is currently working with Wandsworth Council to share staffing thereby reducing support and backroom staff in order to preserve frontline services.

These results are disseminated to service providers to increase understanding of residents’ priorities, to inform decision-making and commissioning and to assist in future service consultations.

Finally, I’d like to mention my role as Consort to the Mayor, my wife, Cllr Jane Boulton. Our year ends this month and I would like to thank all those residents and organisations who have welcomed us to their events and supported us throughout the year. She chose Homelink and Momentum as her charities for the year. Hopefully we will be able to give £30,000 to these wonderful organisations.

FOR THE THIRD YEAR Strawberry Hill House will be holding the The Festival of

Fun on Sunday 31st May to launch Summer at Strawberry, the start of an innovative programme of workshops and activities running from June until the end of August.

Children will have the chance to try their hand at hobby horse jousting, they can dress up as a Knight, complete with helmet, lance and shield. Children can also find out about the historic art of falconry with a spectacular display of birds of prey to be staged on the day by the Hawk Eye Falconry team.

The Festival of Fun will also feature a Maypole, so children can take part in the May day dance, originally held to mark the arrival of summer. Workshops on Maypole Dancing will be held throughout the day so children can enjoy the traditional dance.

In the garden’s willow grotto, children’s Storyteller, Olivia Malaure will be entertaining children with fairytale stories. Workshops to make shields, helmets, flower crowns and conical hats with flowing veils will be held so that children can transform themselves into knights and princesses.

For children interested in rugby, members of the London Scottish Community Team will help youngsters practice their rugby passes in the club’s inflatable speed cage.
