5 ERECTION/ SERVICES

1. GENERAL
1.1 Bidder shall submit their offer in a well-documented manner with all required
documents as listed in “Material Requisition” (but not limited to) of this tender
document.
1.2 The language of bidder’s offer including catalogue, technical literature or any other
documents or any software shall be English language only. This shall be applicable for
bought out items also.
1.3 Scope of the bidder shall be as per the Scope of Work. Any other activities not
specifically mentioned/covered in the tender documents but otherwise required for
satisfactory completion /safety of work has to be carried out by the contractor within
specified schedule at no extra cost to CLIENT.
1.4 Bidder shall strictly follow the Recommended Vender List attached with the tender
document for various items.
2. DEFINITIONS
Subject to the requirements of the context, the terms (hereafter listed in alphabetical
order) used in this specification are given the following meaning:
AGREEMENT Designates the agreement concluded between the CLIENT
and the CONTRACTOR, under which the latter undertakes
to the former the GOODS and/or SERVICES according to
the stipulations which are agreed and specified in the form
of an order.
CLIENT Designates the purchaser of the GOODS and/or SERVICES
which are the subject of the AGREEMENT.
CONTRACTOR Designates the individual or legal entity with whom the
order has been concluded by the CLIENT. The term
"CONTRACTOR" may be used indifferently for a supplier, a
manufacturer, an erection contractor, etc.
DAYS - WEEKS – MONTHS Specify the number of calendar days, weeks or months
and not of working days, weeks or months.
GOODS and/or SERVICES Designate, depending on the case, all or part of the
drawings or documents, substances, materials, materiel,
equipment, structures, plant, tools, machinery to be

studied, designed, manufactured, supplied, erected, built,
assembled, adapted, arranged or put into service by the
CONTRACTOR under the AGREEMENT, including all the
studies, tasks, works and services specified by the order.
The Terms GOODS or SERVICES may by indifferently used
one for the other as required by the context.
PROJECT Designates the aggregate of GOODS and/or SERVICES to be
provided by one or more CONTRACTORS.
3. APPLICABLE CODES & STANDARDS
The following Indian/ international or relevant codes and standards shall be used for
designing the system. In all cases, latest revisions with amendments, if any, to be
followed Apart from the specific codes mentioned herein, all other relevant and related
codes concerning the specific job under consideration and/or referred to in these codes
and technical specifications will be followed wherever applicable. All codes will be of the
latest revision as on the date of issuing the tender/ bid document.
In the event of any conflict between this specification, related standards and codes, any
other attachment to this tender, the Contractor shall refer the matter to
CLIENT’S/CLIENT’ REPRESENTATIVE for clarification and only after obtaining the
confirmation on the same, should proceed with the manufacture/supply / engineering
of the item in question. The decision of the CLIENT’S/CLIENT’ REPRESENTATIVE shall be
binding on the Contractor.
CONTRACTOR shall seek COMPANY's final interpretation of any conflicts prior to the
execution ofwork. Rework of engineering and relevant scope arising out of
underestimation shall be done at noadditional cost to the COMPANY.

All equipment and materials shall be in accordance with the relevant latest national /
international standards such as the recommendations of: -
• ISO (International Standards Organization)
• IS (Indian Standards).
• IEC (International Electro Technical Commission).
• ASTM (American Society for Testing Materials).
• EIA (Electronics Industry Association).
• BIS (Bureau of Indian Standards).
• IEEE (International Electrical and Electronics Engineers).

• BASEEFA/ PTB/NEC/EN/FM/CENELAC for hazardous area application.
4. STATUTORY APPROVALS / CERTIFICATES (AFTER GETTING ORDER)
4.1 The bidder shall be responsible for obtaining all statutory approvals, as applicable for all
instruments and instrumentation systems.
4.2 Equipment / instrument / systems located in electrically hazardous areas shall be
certified for use by statutory authorities for their use in the area of their installation. In
general, following certification shall be provided by the bidder.
i. For all flameproof equipment / instrument / systems, which are manufactured
abroad (outside India)certification by any approving authority like BASEFA, FM,
UL, PTB, LCIE, CENELEC etc. shall be required.
ii. For all flameproof equipment / instrument / systems manufactured locally
(within India), certification shall be carried out by any of the approved testing
houses – Central Mining Research Institute (CMRI) etc. The manufacturer shall
hold a valid Bureau of Indian Standards (BIS) license.
Approval certificate from Chief Controller of Explosives (CCE) or Petroleum and Explosive Safety
Organization (PESO) is mandatory for all electronic / electrical instruments / equipments to be
installed in India, irrespective of country of origin.

INTRODUCTION
This document gives a detail of the Scope of Work to be carried out by the Contractor for
execution of the Project of M/s TNGCL.
BRIEF ON PROJECT
This Project will focus on building of SCADA system and Remote Gas Monitoring Centre for
collection of important data and control and monitoring of CNG Stations and its ancillaries
across Agartala, Udaipur, Teliamura & Khowai City.
Six numbers of CNG Stations are to be covered under the Project. The details of CNG Stations
area as follows:
The Remote Gas Monitoring Station shall be stationed at ISBT, Chandrapur Mother CNG Station,
Agartala.
The list of equipments for each CNG Station already mentioned in “Annexure-I”
The project activities primarily comprise of:
• Each CNG Station shall be equipped with Remote Telemetry Unit (RTU). Existing equipments/
system of each CNG Station shall be interfaced with the RTU.
• SCADA system should be equipped to cater the capacity of all future expansion of the CNG
Stations.
For the expected quantity of equipments to be added in these CNG Stations in the next three
years please refer “Annexure-I”

SCOPE OF WORK:
The Contractor’s scope of work shall include but not limited to the following:
Contractor shall read this document in conjunction with material requisition and Particular
specification.
i. Scope of Work under this Bid shall include System Design, Detail Engineering,
Procurement of Materials, Manufacturing or Fabrication, Supply, Installation,
Inspection & Factory Acceptance Testing (total Equipment & System Integration)
& Testing of system, Packaging, forwarding, Insurance, Shipping related all
formalities, Inland Transportation to site, and Supply of all related goods
including Mandatory, Commissioning consumables spares, operational spares,
Loading & Unloading, Handling, Storage & Safe custody, Supply of all type of
Erection Items, Erection, site engineering, Pre-Commissioning activity, Testing,
Interconnection and interfacing interface with Large Display Screens and Third
Party leased line or MPLS available Networks, Trial Run, Commissioning, Training,
support and Warranty Including any civil works etc.
ii. Supply, Install, Integrate, Configure and Commission all software and hardware
equipment like RTU, Servers, Switches Routers, firewalls, installation materials
computers, Operators consoles with controller and panels and workstation etc
customized to TNGCL requirements.
iii. Videowall along with controller, other accessories and software for configuration
and preparation of layout. All supporting structure &Interior paneling required
for Video wall equipment mounting along with requisite number of licenses.
iv. Integrate newly added/ upgraded equipment that will be installed at existing
CNG Station within the period of Contract including Warranty period at the same
rate and terms and conditions.
v. Up gradation of the supplied software including SCADA system for the next 05
years without any cost to Owner.
vi. Supply of all required hardware and software with original license in the name of
TNGCL.
vii. Owner reserves the right to increase or decrease the scope of work ± 50% of
tender quantities on same rate, terms & conditions, during the period of
contract including AMC period.
viii. Contractor shall collect all the necessary drawings , document and information
require for interfacing for those equipment which are not in contractor’s scope
of supply from Client .

ix. Contractor shall carry all the required Tools and Tackles require for installation,
erection , testing and commissioning of SCADA and RTU. Quantities of all the
tools and tackles shall be adequate as per the quantum to work. These quantities
may require to enhance as and when required by Client to achieve the project
schedule or to expedite the progress.
x. Contractor shall also carry all the calibration equipment/ testing equipment like
multi-meter, hand held calibrator /4-20mA simulator, MODBUS Simulator,
Profibus / Profinet Simulator etc.
xi. Daily/Weekly/Monthly progress report, Documentation like procedure
preparation and approval, furnish of inspection reports, handing over the
documents after completion of project etc shall be done by contractor at their
cost.
xii. Contractor shall submit all test reports like Calibration reports, cable Megger
Report, loop checking report, material reconciliation report. Contractor shall also
collect the Manufacture test certificate, Inspection reports, Equipment drawing,
wiring received along with equipment/packages and submit the same to Client.
xiii. Fabrication and installation of MS base frames, supports for Panels/cabinet,
console/panel/ cabinet supports, pipes, plates etc. including welding, bolting,
riveting, supply of necessary anchor bolts, grouting etc., supply of paint and
applying one coat of anti-rust primer and two finished coats of approved
synthetic enamel paint, breaking walls, floors etc. for structures as required and
supply of all GI hardware materials as required.
xiv. Contractor to supply the material as per recommended vendor list. If any item is
not covered under approved vendor list, contractor shall take written approval
of CLIENT before supply of material.
xv. Unloading of material/equipment related received at site shall be in the scope of
contractor. The scope of unloading of project materials on site of TNGCL lies with
the bidder. In addition to this bidder shall be responsible to transport the project
material from TNGCL store to site or site to site, if needed.
xvi. Contractor shall store/shift the packing material at designated location decided
by Client. Assistance in temporary preservation of equipment.
xvii. Surge protection devices for Ethernet signals, serial communication &power
Supply.
xviii. Earthing of equipment inside control room and connecting to the existing
earthling grid.
xix. Interconnection & interfacing of signals and communication cables, cabling,
laying, terminations, ferruling, cable numbering, marking, testing including hot &
cold loop testing. Cable shall be laid in cable tray.

a. Between Junction box to RTU cabinet – Multi-pair cable 6P x 0.5mm2 (IS
&OS) for Analog/Modbus serial RS 485 and 6P x 0.5mm2 (OS) for digital.
Tentative aerial distance between JB and RTU is 15 mtrs.
b. Between RTU to router/Switch /modem- Ethernet cable - As applicable.
c. Between LAN switches, Router SCADA system and Telecom System-Ethernet
cable – As applicable Note – Size and Type of cable as given above is
indicative. Contractor shall choose the cable size and type according to need
bases to reduce the number of runs but cable size and type shall be
according to PTS- Instrument cables only. No extra claim will be entertained
at any stage of project.
xx. Required masonry works for installation of consoles/servers/PCs/RTU systems
etc. shall be in contractor’s scope of supply.
xxi. The contractor to submit the proposed site organization to be set up for the
execution of the work. It is understood that this will be augmented from time to
time depending upon requirement for timely completion of work as directed by
CLIENT project manager/site in charge. A chart showing the manpower
allocation and deployment to this job with specific job allocations shall be
submitted by the contractors to CLIENT. The contractor shall take prior approval
from CLIENT/ for any change in allocation and deployment.
xxii. Drinking water, construction water, lodging, boarding, transportation for all
workers shall be arranged by contractor at their cost.
xxiii. The contractor shall engage sufficient number of workforce skilled/semiskilled
along with experienced and competent supervisors and engineers to ensure
quality of work and also for smooth and uninterrupted progress of the works
under this work order. The contractor shall arrange at its own cost the necessary
consumables, accessories, equipment, tools & tackles required for execution of
the job under this work order/contract. The contractor shall also arrange
transportation, lodging, boarding of its personnel deployed for executions of the
work at site.
xxiv. Any other equipment /material not specifically mentioned herein but required to
complete the work (i.e. to install, commission and successfully run the
Installation) is covered under this document.
xxv. The back up lease line required will be in the scope of TNGCL.
xxvi. Contractor shall prepare, maintain and submit inspection reports,
erection/installation progress reports, material log etc. as decided by Client.

xxvii. Necessary documentation for Gate Passes and Work Permit for man power and
removal/shifting/Installation/Commissioning/or any project work shall be taken
by the Vendor from TNGCL.
xxviii. System Sizing.
xxix. Facility of remotely change of Price for CNG.
xxx. Inspection of received material by unpacking/opening boxes at site including
spares & material to be received at site in presence of Client/Engineer in
charge/OEM
xxxi. Contractor shall follow Quality and Safety requirement during construction
phases of the Project.
xxxii. All required hardware such as cables, erection hardware, junction boxes, cables
for multi-dropping all controllers/IEDs& interfacing with GPRS modems at a
single location on RS 485. In-case the controllers are communicating on
Ethernet, suitable Ethernet switches shall be considered for establishing a local
network and interfacing with GPRS modems.
xxxiii. Factory Training and Site Training as detailed in the Tender
xxxiv. Site testing and acceptance, Pre-commissioning checks, and Commissioning of
the entire system
xxxv. Safety and security of equipment at site locations shall be in the Bidder's scope
till handing over of the equipment
xxxvi. Any special training for height work, electrical/mechanical safety, Scaffolding
work, special toolbox, etc., for workers, promotional programs, motivational

communicating with RTUs to be installed at TNGCL’s CNG stations over GPRS network.

GENERAL TECHNICAL EQUIPMMENTS:

TECHNICAL SPECIFICATION:
Introduction
The main objective of this project is to establish centralized monitoring & reporting station at
Master station. All Mother & daughter station are connected to Master station through GPRS as
primary network and WAN as standby network. RTU's are established at all stations (mother &
daughter station) to integrate the all local field instruments and to established serial
communication with various other third party devices.
The objective is to view various online parameters of mother station and daughter station at
Centralized location, which helps to manage CNG supply at various location of TNGCL.
The architecture comprises:
a. Master Control Station (MS)
b. Local HMI station
c. Large screen display
d. RTU
e. Telemetry
The Master station is connected to RTUs on GPRS modem via secure VPN and back-up leased
line to be provided by client.
POWER SUPPLY
Electrical power supply shall be provided at one point inside the battery limit as per the details
provided below. Further distribution shall be in the scope of the CONTRACTOR. If any other
voltage levels are required, then all necessary conversions shall be in the scope of

There may be the case of availability of passive port in existing system which are to be
interfaced with RTU as per tender requirement. In such a case, Vendor shall supply the
appropriate voltage level converter with require quantity (DC to DC) for establishment of
communication between RTU and existing system on Modbus (RS485). Vendor shall ascertain
the requirement of voltage level converter for communication port after consulting with
client/OEM or their own site and supply accordingly.
Normal supply : 230 V AC UPS power supply will be provided at all the stations for RTU.
Field Transmitters: 24 V DC loop power through barrier/ isolators. Contractor will arrange to
convert the power supply from 230V AC to 24V DC.
230 V AC Non UPS power supply for panel lights, fans, power sockets, etc.
SCADA System Description:
This section describes the key features and functionalities of the main hardware item offered
for the SCADA system.
All hardware used shall be off-the-shelf industry standard and therefore field proven. In this
way, it is possible to interchange hardware modules by products of other suppliers e.g. based
on standard communication protocols. The equipment is upgradeable by adding computer
peripherals or adding extra modules. Furthermore, all critical hardware components should be
configured in a redundant way in order not to degrade the SCADA functionality whenever a
component fails. The basic design of the SCADA system shall be based on a 24/7operation from
manned Control room at TNGCL.
SCADA Host Server
The SCADA Server is primarily serving as the host to gather real time data from the Remote
Terminal Unit located at the various locations. The SCADA Software will be running on this
machine including the user interface.
In MS one unit of SCADA Servers are proposed. The servers are configured as single master
server. For the system configuration of the proposed SCADA Server, kindly refer System
Architecture enclosed for Details.

The SCADA system shall be configured on client – server architecture on Global
database concept. Querying between SCADA clients and servers shall be on TCP/IP
protocol.
The Ethernet LAN shall be suitable for 100 MBPS speed as minimum for data
transfer. Suitable switch or hardware shall have ports for point to point
communication between SCADA & other stations.
The communication protocol between SCADA server and HMI shall be TCP/ IP.
SCADA software shall be consisting of multi-programmed, multitasked operating
system and languages (latest versions). The Operating system for SCADA servers
shall be minimum Windows 2016 (64 Bit). SCADA software shall be structured for 64
bits Operating system and shall be able to support and utilize 64 bit computer
architecture.
The communication protocol between SCADA server & future RTU shall on DNP 3.0
over IP&GPRS.
HMI (Human Machine Interface) software shall be based on Windows operating
system platform
SCADA software shall have Database for real time data acquisition and process
control.

SCADA system software shall be full blown and shall not be partitioned on the basis
of field I/O tags. Modular and decoupled software structure which makes the
development and maintenance easier and more contained.
The overall design of the system should ensure complete data updating at SCADA
station within 10 seconds or better.
The number of HMI screens to be developed shall be as per actual requirement and
with a variation of 20% on the above.
The “Server” includes all main SCADA functions like data acquisition, data storage and retrieval
and data processing.
REMOTE TELEMETRY UNIT:

3. The time synchronization of SCADA Servers and GPRS modems shall be achieved from the
SCADA servers.
4. Whenever a system start up is required such as after power interruption, all functions shall be
automatically started without requiring operator intervention. It should be ensured that
temporary loss of power supply does not corrupt System data in any way. Also the system shall
be designed so that a single Component failure anywhere in the system will not result in an
inadvertent control action.
5. Master station shall be equipped with required numbers of communication ports with
appropriate hardware interface at both the ends and communication routines. Each circuit shall
have a normal route of interrogation and in event of failure of normal route, stand by route to
be utilized without operator intervention.
6. The operator / system interface shall be via identical colour graphic visual display units,
keyboards - alphanumeric and functional - with mouse and keyboard, printers. Operating
system shall have a facility to drive all the above equipment. The facility to print any VDU display
shall be possible without locking the screen.
7. The system proposed shall be fail safe type under all abnormal conditions. Provision of free fail
over operation wherein one critical device or process malfunctioning results in server
switchover without any data loss.
8. Master Station shall have self diagnostic routine facilities to check and indicate self and its
subsystem’s and peripherals’ healthiness at periodic intervals. Provision of diagnostic S/W
modules to be employed as a troubleshooting tool under the operating system minimally for the
following system areas:
a. System memory and file system
b. Peripherals
c. Network and communication systems. 9. The normal gathering of data from all the remote stations shall be on programmed basis with
periodic polling. The complete database of the network shall be updated every 10 sec or less.
Reporting of alarms and events shall be made on priority basis by using interrupt feature or
employing faster scan cycle ensuring spontaneous reporting at Master Station end. "Report by
exception" feature for fetching data from IEDs shall be implemented for fast collection of data
to improve upon the updation time specified above.
10. The scan cycle shall be structured to fully utilize the data channel provided within the
communication network. The main scan shall consist of the common change of state address,
which on detection of change shall initiate a full update of alarm and status address at the IED’s.
A background scan of alarm & status address shall also be included. The measurement
addresses (analogue and digital) shall be interfaced with the change of state scan to update the
current data. These addresses shall be acquired in a regular background scan. The control and
set point addresses shall be interfaced on the highest priority and shall only be initiated on
demand. Bidder to state & submit to the TNGCL in the bid the level of priorities and the scan
details. Scan time calculations to be submitted to the TNGCL in the bid to substantiate the scan
rates assigned.

Data Acquisition:
Master station shall poll IEDs and communicate through different channels / mode of communication
system. Following features shall be possible:
a. Data from IED’s shall be online and with an option of fetching on regular intervals.
b. The updation of complete database of the SCADA system to acquire fresh measured values from
IED’sshall not exceed 10seconds.
c. Facility of putting analog/ digital points off scan, so that reporting of these points is masked.
d. It should be possible to get these masked details by operator's intervention as and when required.
e. It shall process analog data points for rate of change and checks against predefined reference
value.
f. Conversion of raw data to engineering units.
Alarm Processing
The master station shall facilitate alarm reporting to alert the system operator of abnormal condition. It
will be required to raise alarm with respect to all variables if their value crosses or is beyond a pre-set
minimum and maximum value. The operator must be able to on-line modify the limit values of any
variable. This operation shall be printed on event logger and printer. The alarm may be an absolute
value of measured variable, rate of change of measured variable, deviation high and low, set points high
and low, outputs high and low. The system shall also be capable of generating desired computed alarms.
All alarms conditions as follow shall be displayed on the VDU as in lists (windows) and pictures.

Continuous flashing : Operator unacknowledged alarm
Steady display : Operator acknowledged alarm
The system shall not put off the visual indication as soon as the condition returns to normal, before
operator acknowledgement. Occurrence of any alarm in any device shall be immediately reported and
displayed on VDU with minimum three character code of the process service name/ picture to which
the particular alarm point belongs, such that operator knows which graphic, overview or group display
page is to be accessed for details.
Separate alarm summary pages shall be provided to keep a historical record of all the alarms occurred at
least for one month. The alarm summary shall provide Tag No., description, set value, actual value, time
of occurrence, date, sequence of alarm, etc. for minimum 30 days. A system wise alarm summary
of acknowledged and unacknowledged alarms shall also automatically be maintained. Bidder to keep a
provision for periodic logging of historical record of all alarms occurred during this period. It shall be
possible to sort the alarms based on all the fields of the alarm table mentioned above.
The system shall display latest five alarms at the bottom of all MMI pages. Occurrence of any alarm shall
be indicated by a flashing signal on every screen. Flashing signal shall not disappear until all the alarm is
acknowledged individually or as per the selection of the operator.
It shall be possible to assign different colours to the alarm message different class of alarms. All alarms
shall be time stamped. Separate operator configurable alarm summary for process alarms shall be
provided.
Event Processing
The events shall be displayed in chronological order, time stamped with description, with filtering
feature i.e. events from entire system or limited to events for a part of the system. The newest event is
found at the end of list.
Additional facility of event extracts i.e. limiting the event summary to events of a certain priority, certain
type, particular station, and system/ subsystem. Typical events which are to be stored are given:
• Commanded device changes
• Uncommanded device changes
• Command failure alarms
• Device time out alarms
• Remote no reply alarms
• Alarm enable / disable messages
• Countdown alarms
• Every operator action
Event summary for at least one month shall be maintained in the system. Provision of delay processing
for both measured values and indications.

Control Processing:
Control commands, close / open, on / off and set points will be initiated either by the system or by the
operator. All such commands issued by the operator will be processed and transmitted on a “Check
before execution basis”. This means that the selection of all the commands shall be verified before issue
of execution command.
The transmission procedure of set points shall also have automatic "Check before execute" feature i.e.,
these two values shall be compared by Master station and after ascertaining no transmission error is
found, the execute command shall be transmitted.
If after sending a control to the controlled installation the relevant signal of completed man oeuvre does
not arrive at the master station within a preset time, an alarm will be given by the master station
indicating "Command-Not-Executed".
The initiation and execution of the commands shall automatically be recorded on the event logger/
printer.
The control commands shall be implemented sequentially on first come first serve basis.
Control Commands:
Remote control commands shall be initiated by the operator manually. All the control commands shall
be executed only by selecting the particular page, which will display the actual status of the equipment
in graphical manner.
Control commands shall be implemented sequentially on a first come first serve basis. Any of the above
controls initiated from the master station shall secure operation by transmitting correct control address
which on receipt of the error free address shall reply with unique check back code of confirm selection,
which shall be compared with the master with the code expected. If the check back is confirmed in
manual control mode, execution command shall be transmitted for execution.
Only one remote control action shall be permitted at one time. When the control command has been
completed an event message describing the control may be recorded.
Bidder shall develop sequential interlocking logic in the SCADA software so that automatic control of
station through PID loop/ or other logic/ analog control shall be possible from SCADA when the stations
are put on control from SCADA for effective and efficient operation. For implementing this feature, the
remote loop control shall be performed on priority using "report by exceptionfeature".
Data Display
A variety of selectable VDU displays shall provide instant system visibility for real time operational
monitoring. On graphics displays, different colours and special effects such as zoom, pan, overlays,
declutter, drag & drop functions shall be used to indicate various operating conditions. These displays
normally provide the following information:

Overview Display:
This display will enable the operator to have overall picture of SCADA system network being monitored
and controlled. Provision of linking pictures to facilitate the chaining of pictures together in a linked list
as per requirement. Every picture composed of static part depicting the configuration, all devices, sub-

systems and systems and the dynamic part depicting dynamic status, parameters as per the current
database. When a picture is selected, all dynamic data fields are initialized to their current database
values and subsequently updated automatically.
Contents of overall display shall contain the following:
The schematic of network under control of SCADA and a number of important stations are displayed.
Display of schematic of entire network including all the IEDs shall be realized.
i) Important measured values and messages are indicated.
ii) All the alarms in the IED’s are also displayed.
iii) Trending of historical data.
Planned Operations:
This display will facilitate overview of results of simulation and optimization calculations.
Presentation of actual measured values and status as well as projected values and status from
compensated calculations.
Trend Generation
The trending of current and historical values of any process parameters and derived parameters
selected through keyboard averaged over a period of time shall be possible. The display should be
presented in a group form for immediate trend analysis and monitoring and/or tabulated and averaged
over equal time intervals for statistical analysis with zoom and pan feature. The sampling rate for
trending shall be operator selectable and Bidder shall mention the maximum and minimum limits for
real and historic trends with minimum 100 sampling points and historic trends. Additional information
associated with the trend shall be looped with Tag number, engineering units, span, and present value
of trend point and alarm status. Recall of up to 30 days of all loops shall be possible in case of historical
trending and 48 hours for current trends. Multi trend capability with number of trends of process
variable on a single display shall be possible. A library of tag nos. in historical trend with sampling rate
assigned shall be capable of being called from the keyboard.
Provision of collecting, storing and accessing time related data facilitating data collection at fixed cyclic
intervals and non-cyclic data collection with discrete time definitions. Such data can be presented in
tabular form or flexible trend curve element integrated into a dedicated picture also.
Any status change, which is either obtained by status contact operation at IEDs shall be suitably
annunciate (by distinct colour) for acceptance by the Operator.
Management Information Report Generation Software
This software package shall provide for generation of various types of reports for maintenance routines,
delivery of product etc. The package shall have provision of generating additional reports in the user
defined formats. Data reports in a predefined format shall be printed hourly, shift wise or daily. They
shall also be printed on demand.

The report generation shall be done through Microsoft Excel/Word and pdf.
Communication and Networking Software:
The communication software concurrently running with SCADA software shall facilitate communication
with SCADA and all the IEDs.
System Database
The system should provide a comprehensive real-time database incorporating data from analog, logical
or pulse inputs. The database should be configurable by the end user without the need for any
programming and should be able to be modified on-line without interrupting the operation of the
system.
However, in case if graphical presentation is required, little programming may be necessary. The
database should also provide historization of selected attributes and should be accessible by all facilities
of the system including standards displays, customized displays, reports, trends, etc.
Configuration
All configuration of the database should be possible while the system is on-line by users with sufficient
security access. Configuration should not require the need for any programming, compiling or linking
and should not require shutting down or restarting of the system. However SCADA/ driver process may
need restarting, if changes are for device driver or new device is to be incorporated or new graphical
representation is required. In addition, historical data collection should not be interrupted for device
attributes, not affected by configuration changes.
The system will maintain portions of the database requiring frequent highspeed access as memory
resident information and other less frequently accessed data as disk resident data. Memory resident
data shall be check pointed to disk every minute to minimize loss of data in the event of loss of
power of other system failure.
Database backup shall be possible with the system on-line including backup of historical based data. The
backup may be stored to HDD/DVD media.

Historical Database
Historical database shall be based on standard RDBMS package like Oracle / Sybase / Equivalent.
Historization of parameters / attributes shall be available and shall be configurable for the same type of
attribute. Historization for the selected attributes shall be provided for snapshots with interval ranging
from 5 seconds to 24 hours.
Once assigned to history, attribute data shall be available through standard SQL statements. The
graphical operator interfaces, trend and report generation should be able to access historical data.
Modifications to the history collection of an attribute data shall be possible on-line without the loss of
previously collected data for the attribute being changed or any other attribute in the system currently
being historized. Historical data shall be stored in the hard disk for a period of 30 days. Provision shall be
made in the MMI to archive the historical time stamped data in CD ROMs periodically. While archiving
data, digital &analog parameters, event, alarms, date & time etc. shall be selectable.
Event Database
The system will maintain the following event information:
• Alarms
• Alarm Acknowledgements
• Return to Normal
• Operator Control Actions [i.e. Operator initiated device control actions]
• Operator Login & Security Level Changes
• On-line Database Modifications
• Communications Alarms
The Event Database shall be capable of holding up to any number of events on-line. Standard Displays
shall be provided to show the current event information with the most recent event at the top of the
display. Subsequent page forward actions will allow display of progressively older events. Sorting and
filtering of the events shall be possible with pre-configured standard reports.
The Event Database entries should contain the following information:
• Time & Date Stamp
• Device Name [i.e. Device Tag]
• Event Type [i.e. Device type for the event]
• Alarm Priority
• Device Description
• New Attribute Value
• Engineering Units
• The Event Database must also be accessible from other subsystems such as the Operator
Interface and Report Generation.
The operator shall be permitted to sign on the system and shall be correct operator unlimited (Up to 6
characters) and the operator password (Up to 6 characters) has entered. This password shall be
encrypted.
