SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS FOR CELEBRATION EVENTS ON HONG KONG ISLAND

AND KOWLOON DURING LUNAR NEW YEAR 2016 Notice is hereby given that special traffic and transport arrangements will be implemented during Lunar New Year 2016 to facilitate the following celebration events:

(a) 2016 International Chinese New Year Night Parade on 8 February 2016; and (b) Lunar New Year Fireworks Display on 9 February 2016.

2016 INTERNATIONAL CHINESE NEW YEAR NIGHT PARADE ON 8 FEBRUARY 2016 I. SPECIAL TRAFFIC ARRANGEMENTS

KOWLOON

A. ROAD CLOSURE AND TRAFFIC DIVERSION (See Figure 1) Stage 1: From 4.30 pm

(a) Road Closures

The following roads and bus terminus will be closed to all vehicular traffic:

(i) Canton Road southbound between Kowloon Park Drive and Salisbury Road; (ii) Kowloon Park Drive southbound between Peking Road and Salisbury Road; (iii) Ashley Road between Haiphong Road and Peking Road; (iv) Hankow Road; (v) Lock Road; (vi) Nathan Road northbound between Bowring Street and Salisbury Road; (vii) Nathan Road southbound between Granville Road and Salisbury Road; (viii) Cameron Lane; (ix) Cameron Road eastbound between Nathan Road and Carnarvon Road; (x) Kimberley Road westbound between Carnarvon Road and Nathan Road; (xi) Haiphong Road; (xii) Humphreys Avenue; (xiii) Ichang Street; (xiv) Mody Road between Nathan Road and Bristol Avenue; (xv) Peking Road between Canton Road and Kowloon Park Drive; (xvi) Peking Road between Ashley Road and Nathan Road; (xvii) Middle Road between Ashley Road and Salisbury Road; (xviii) Salisbury Road westbound between Canton Road and Kowloon Park Drive; (xix) Salisbury Road eastbound between Canton Road and Chatham Road South; (xx) Salisbury Road underpass; (xxi) The slow lane of Salisbury Road westbound between Nathan Road and

(b) Traffic Diversion (i) Vehicles on Canton Road southbound will be diverted to make an u-turn onto

Canton Road northbound outside China Hong Kong City; (ii) Vehicles on Kowloon Park Drive southbound will be diverted to turn left onto

Peking Road eastbound; (iii) Vehicles on Peking Road eastbound will be diverted to turn right onto Ashley

Road southbound; (iv) Vehicles on Ashley Road southbound will be diverted to turn right onto

Middle Road westbound; (v) Vehicles on Middle Road westbound will be diverted to turn right onto

Kowloon Park Drive northbound; (vi) Vehicles on Kowloon Park Drive northbound will be prohibited from turning

onto Canton Road southbound; (vii) Vehicles on Nathan Road southbound will be diverted to turn left onto

Granville Road eastbound; (viii) Vehicles on Carnarvon Road northbound will be diverted to turn right onto

Kimberley Road eastbound; (ix) Vehicles on Salisbury Road westbound will be prohibited from turning right

onto Nathan Road northbound; and (x) Vehicles on Salisbury Road westbound will be diverted to turn right onto

Kowloon Park Drive northbound. Stage 2: From 7.00 pm (a) Road Closures

The following roads will be closed to all vehicular traffic:

(i) Kowloon Park Drive northbound between Middle Road and Salisbury Road; and

(ii) Salisbury Road westbound between Kowloon Park Drive and Chatham Road South.

(b) Traffic Diversions

(i) Vehicles on Salisbury Road westbound will be diverted to turn right onto Chatham Road South northbound; and

(ii) Vehicles on Chatham Road South southbound will be diverted to turn left onto Salisbury Road eastbound.

B. SUSPENSION OF ON-STREET PARKING SPACES

All on-street parking spaces in Tsim Sha Tsui area south of Austin Road and Cheong Wan Road will be suspended from 2.00 pm to 12.00 midnight on 8 February 2016. All illegally parked vehicles will be towed away without prior notices.

C. RESTRICTION OF HOTEL AND CARPARK ACCESS

(a) Hotel Access

Vehicular access to and from hotels within the affected areas will be banned during the period of road closure. Vehicles bearing hotel logos will only be allowed to set down passengers at the following locations:

(i) Peking Road near Kowloon Park Drive; and

(ii) Mody Road near Chatham Road South. (b) Carpark Access

Vehicular access to and from all carparks within the affected areas will be banned during the period of road closures. Motorists wishing to park their vehicles in these carparks are advised to do so before the road closures and shall prepare to accept that their vehicles cannot leave the car parks until the uplifting of the road closures.

The following roads will be closed to all vehicular traffic and the following special traffic arrangement will be implemented until the crowd disperses and the road closure is lifted:

(a) From 1.00 pm onwards:

Central District The slip road outside Lower Peak Tram Station on Garden Road will be closed to all

vehicular traffic except for franchised buses and taxis.

(b) From 6.30 pm onwards:

Mount Austin Road will be suspended from 6.00 pm to 10.00 pm.

(c) All on-street parking spaces, metered parking spaces and motorcycle parking spaces (including disabled parking spaces) at the following locations will be suspended from 4.00 pm to 10.00 pm:

(i) Lung King Street; (ii) Expo Drive East; (iii) Hung Hing Road; (iv) Jaffe Road between Percival Street and Luard Road; (v) Lockhart Road between Percival Street and Luard Road; (vi) Lung Wui Road; (vii) Gloucester Road service road; (viii) Stewart Road between Jaffe Road and Gloucester Road service road; and (ix) Marsh Road between Hennessy Road and Lockhart Road

C. RESTRICTIONS ON ACCESS TO/EXIT FROM CARPARKS

Vehicles parked in car parks within the closed areas in Wan Chai and Central will not be permitted to leave or enter the car parks during the road closure period until the road closure is lifted. The carparks on Gloucester Road westbound between Paterson Street and Percival Street may be closed subject to the crowd and traffic condition.

right onto Metropolis Drive westbound; (iii) Vehicles on Metropolis Drive eastbound will be prohibited from turning right

onto Princess Margaret Road Link southbound; (iv) Vehicles on Kowloon Park Drive northbound will be prohibited from turning

onto Canton Road southbound; (v) Granville Road between Nathan Road and Carnarvon Road will be re-routed

as one-way eastbound; (vi) Granville Road between Chatham Road South and Science Museum Road will

be re-routed to one-way eastbound and restricted for entry of franchised buses and green minibuses only;

(vii) Vehicles on Science Museum Road will be prohibited from turning onto Mody Road westbound and Granville Road;

(viii) Vehicles on Canton Road southbound will be diverted to make an U-turn onto Canton Road northbound outside China Hong Kong City;

(ix) Vehicles on Nathan Road southbound will be diverted to turn left onto Granville Road eastbound;

(x) Vehicles on Chatham Road South southbound will be prohibited from turning right onto Cameron Road westbound;

(xi) Vehicles on Chatham Road South southbound will be prohibited from turning left onto Granville Road eastbound;

(xii) Vehicles on Chatham Road South southbound will be diverted to turn left onto Mody Road eastbound;

(xiii) Vehicles on Hong Tat Path will be prohibited from turning onto Science Museum Path;

(xiv) Vehicles on Salisbury Road westbound near Cheong Wan Road will be diverted to the slip road leading to Tsim Sha Tsui East;

(xv) Vehicles on Granville Road eastbound near Chatham Road South will be diverted to turn left onto Chatham Road South northbound;

(xvi) Vehicles on Salisbury Road eastbound will be diverted to turn left onto Kowloon Park Drive northbound;

(xvii) Vehicles on Kowloon Park Drive northbound will be prohibited from turning right onto Peking Road; and

The following roads will be closed to all vehicular traffic:

(i) Austin Road West between Canton Road and Nga Cheung Road; (ii) Wui Man Road between Austin Road and Wui Cheung Road; (iii) Wui Cheung Road between Canton Road and Wui Man Road; (iv) Nga Cheung Road flyover between private road (North) on podium level of

Kowloon Station and Austin Road West; (v) Nga Cheung Road between Station Perimeter Road (South) on ground level

and Austin Road West; and (vi) Kin Wan Street.

(b) Traffic Diversions

(i) Vehicles on Austin Road westbound will be prohibited from turning onto Austin Road West;

(ii) Vehicles on Canton Road northbound will be prohibited from turing left onto Austin Road West;

(iii) Vehicles on Canton Road both bounds will be prohibited from turning onto Wui Cheung Road;

Additional Road Closure on 9 February 2016 (Subject to crowd situation)

Depending on the crowd situation, the following additional road closures and traffic diversions will be implemented by the Police:- (a) Additional Road Closures

The following roads will be closed to all vehicular traffic:

(i) Hung Luen Road between Wa Shun Street and Hung Lok Road; and (ii) Oi King Street.

B. SUSPENSION OF ON-STREET PARKING SPACES

All on-street parking spaces in Tsim Sha Tsui area south of Austin Road and Cheong Wan Road will be suspended from 3.00 pm to 12.00 midnight on 9 February 2016. All illegally parked vehicles will be towed away without prior notices. All parking spaces at Cheung Yip Street (near Shing Cheong Road) will be suspended from 4.00 pm to 9.30 pm on 9 February 2016. All illegally parked vehicles will be towed away without prior notices.

C. RESTRICTION ON HOTEL AND CARPARK ACCESS

(a) Hotel Access Vehicular access to and from hotels within the affected areas will be banned during the period of road closures. Vehicles bearing hotel logos will be allowed to set down passengers at the following locations before relevant road closures: (i) Chatham Road South/Mody Road; and (ii) Kowloon Park Drive/Peking Road.

(b) Car Park Access Vehicular access to all car parks within the affected areas will be banned during the period of road closures. Motorists wishing to park their vehicles in these car parks are advised to do so before the road closures and shall prepare to accept that their vehicles cannot leave the car parks until uplifting of the road closures.

(2) KAI TAK CRUISE TERMINAL

ROAD CLOSURE

The section of Shing Fung Road (about 230 metres) south of its junction with the unnamed road connecting Shing Fung Road and Shing Cheong Road will be closed to all vehicles except authorized vehicles from 5.00 pm to 10.00 pm on 9 February 2016。

The terminus of the Cross Boundary Coach Service between Wan Chai and Huanggang at the Wan Chai North Bus Terminus will be suspended from 6.30 pm onwards until the road closure is lifted. A temporary terminus will be provided at Hennessy Road eastbound underneath O’Brien Road footbridge.

(a) The taxi stand at the slip road outside Lower Peak Tram Station on Garden Road will

be suspended from 1.00 pm to 10.00 pm. A temporary taxi stand will be designated at the layby on Garden Road outside St. John’s Building.

(b) The taxi stands at the following locations will be suspended from 6.30 pm onwards

until the crowd disperses and the road closure is lifted:

(i) Expo Drive; (ii) Harbour Road; and (iii) Wan Chai North Temporary Public Transport Interchange.

(c) The taxi stands at the following locations will be suspended from 6.30 pm to 10.00 pm:

(i) Outside Central Ferry Piers 6, 7 and 8; (ii) Man Kwong Street; (iii) Edinburgh Place; (iv) Jaffe Road between Percival Street and Canal Road East; (v) Lockhart Road near O’Brien Road; (vi) Lockhart Road before the junction with Marsh Road; (vii) Stewart Road; and (viii) Tonnochy Road.

REMOVAL OF ILLEGALLY PARKED VEHICLES

Motorists are advised that strict enforcements will be taken by the Police, including multiple ticketing and towing of vehicles found illegally parked within the precinct of the special traffic arrangements specified above, without prior notice. ATTENTION AND APPEAL Appropriate traffic signs will be erected to guide motorists. Public transport operators will also display notices to advise passengers of the above temporary arrangements. Actual implementation of and adjustments to road closures, traffic control and public transport diversions will be made by the Police at the time depending on conditions in the areas. To boost the turnover rate of on-street parking spaces, motorists are advised to avoid long-term parking at designated parking spaces during Lunar New Year holidays. Moreover, motorists are advised to pay parking fees for all vehicles parked at metered parking spaces on-street unless the vehicles are parked at designated parking spaces which are not charged on Sundays and public holidays. Members of the public who intend to go to the affected areas are advised to use public transport services as far as possible, plan their journey early and allow more traveling time to cater for unexpected delay. Members of the public are advised to avoid driving to the affected areas. Motorists should exercise tolerance and patience in case of traffic congestion, observe the instruction given by the Police; and watch out for the latest traffic news through media.
