Welcome to the May–July 2011 edition of Training Today, CCI’s dynamic and practical training and development directory, distributed every two months to thousands of CCI clientele.

In this edition we would like to focus your attention on the

For over 20 years, CCI has been involved in the formation

Karin Lee has been employed at CCI since 2005. Karin deals with employers from various industries to advise them of their obligations under various pieces of legislation and provides practical information to enable employers to meet these obligations.

Karin manages the Safety and Risk Consultancy services provided by CCI and delivers

safety management systems, OSH management strategies, workers’ compensation and injury

management consultancy, workplace services and auditing expertise to employers.

Karin’s broad knowledge base is a result of her legal experience, previous work with a major

insurer and WorkCover Qld, and the broad variety of matters dealt with in the busy Safety and

Risk Services team at CCI.

Safety training – who needs it?By Karin Lee - CCI Senior OSH Advisor, Health, OSH and Workers Compensation

It can be difficult to identify the specific type and depth of training that is needed to ensure that you are meeting your obligation to provide a safe workplace. Employers have a legal duty to provide training, instruction and supervision to ensure that employees and other people at the workplace are not exposed to hazards.

How do I know who needs safety training?1. Identify the gaps

Conduct a Training Needs Analysis (TNA) to determine the OSH training needed in your organisation. This should identify the gap between current knowledge and skills, and the required OSH competencies.

2. Prepare a plan Develop and implement a Training Plan based on the outcome of the TNA. Employee training needs and plans should be regularly reviewed to ensure currency.

3. Find the right course Identify suitable training courses available. In some cases a tailored solution may be necessary.

4. Evaluate the outcome Did the training meet your needs? Effective training should bring about behaviour and/or cultural changes in your workplace, and ultimately minimise your employees’ exposure to risk.

It is important to keep your safety training focused on

your own business to minimise the exposure to risk at your

workplace. Consider what kinds of hazards exist and what kind

of information and skills your employees need to avoid injury or ill

health effects when at work.

You’ll need to identify the kind of training that is needed, who

needs to attend specific training courses, and how you can

measure the success of safety training in your workplace.

The people who are expected to enforce your safety rules

must be competent to perform this task. It is not necessarily a

skill that comes naturally to managers and supervisors and they

may require further training. It’s important to consider whether

your managers and supervisors understand the risks in their

work areas and are well-equipped to teach, supervise and direct

their teams about safety matters. Sometimes, these people will

need to attend courses specifically designed for managers and

supervisors so they aquire the skills required to manage safety in

the workplace, not just the ability to identify issues and respond

to them as the rest of the workforce would.

Make sure the courses that employees attend offer the

maximum benefits in practical terms and bring about changes

in workplace behaviour and culture. Safety training should be

focused on how to apply ideas in the workplace to reduce the

likelihood of injuries, and should be directed at real risks and real

solutions.

Your business may benefit most from safety training modules

that are tailored to the specific requirements of your business.

Sessions can be designed especially for your workplace and

delivered in your work area, addressing particular activities and

strategies for managing your safety risks. These will also refer

to your own safety policies and procedures to reinforce the

importance of these documents.

Do you understand your employer obligations?

Australia’s first national Paid Parental Leave Scheme commenced 1 January 2011. This new entitlement is fully funded by the Australian Government and supports parents taking leave from work with their newborn child.

The Paid Parental Leave Scheme provides 18 weeks of paid parental leave at the minimum weekly wage (currently $570 per week) to eligible employees.

On Thursday 24 February 2011, the Paid Parental Leave (Reduction of Compliance Burden for Employers) Amendment Bill 2010 was defeated in Federal Parliament by a narrow margin.

The Bill sought to spare employers the burden of administering the Scheme, ensuring it remained fully funded and administered by the Federal Government in all instances.

What do employers need to do?

During the first six months (January-June 2011), employers can opt into the Scheme. If you don’t, the Family Office of Assistance will administer the parental leave payments. From 1 July 2011 however, the responsibility for administering the scheme will fall to employers.

The parental leave payments should be paid by the employer in line with the employee’s normal pay cycle and treated in the same way that salary and wages are paid to an employee, so that:

• Any tax owing will need to be withheld and remitted to the Tax Office

• Any amounts paid are included on the employee’s PAYG summary

• Payslips should be provided
