Director General Statement In 2010, BTI made great efforts to provide high quality standards of vocational training in the Kingdom of Bahrain; playing a major role in developing a generation of Bahrainis and equipping them with highly competitive skills, knowledge and values. Potentially such Bahraini graduates have a better chance of attaining well paid and more rewarding work. BTI continued developing its vocational training system along the same lines as the model found in the developed countries in terms of training programs and outcomes of highly qualified trainees responding significantly to labour market needs. As well as utilizing all available opportunities and taking advantage of the benefits of economic growth in the Kingdom of Bahrain. The main efforts made by BTI in 2010 can be seen in the launching of tailor-made technical programs which respond to the rapid and continuous changes taking place in the needs of the labour market in recent years. In regard to this the Mechatronics Programs which cover a number of technical specializations and meet the current needs of a wide array of industrial companies should be mentioned. In addition to this, the Institute launched a program in automotive sales designed to serve the labour market needs for specialists in auto importing and sales. The feasibility study conducted by BTI which encompassed the Institute‟s vision on how to revitalise and re-operate the Gulf College for Hospitality and Tourism resulted in said college being administered by the Institute and proposals were submitted in regard to its re-ope ration. This is another unique achievement and a good indication that BTI is a centre of excellence. The BTI initiatives are commensurate with the government orientations once again as it managed to reduce the shortage of qualified specialists in the travel and tourism sector which arose from the closure of the college in the nineties. The continuous BTI efforts derived from our faith and conviction in providing high-quality vocational training is significant and pertinent to the Bahrain economic vision 2030 to realise an ambitious and long-term plan. Specifically in terms of human resources and directing investment toward developing society in terms of education and training .These efforts fall within the reformist framework and the ambitious vision of His Majesty the King Hamad bin Isa Al-Khalifa which aims to develop Bahrain and keep it abreast of the developments taking place in all political ,economic ,scientific and cultural areas ,continuously supported by His Highness Sheikh Khalifa Bin Salman Al Khalifa, Prime Minister of Bahrain ,and His Highness Shaikh Salman bin Hamad Al Khalifa, Crown Prince of the Kingdom of Bahrain, Deputy Supreme Commander of the Bahrain Defence Force . These efforts are also a part of the national project to develop education and training started in 2006 starting with the comprehensive reformist scheme. This was a comprehensive training and education package of initiatives. The national organizations were created primarily to reflect the national identity of the Kingdom of Bahrain benefiting from international expertise in education and training sectors; a solid cooperation that enabled BTI to adapt training and education outcomes to suit the changing needs of the labour market as well as economic and social changes. BTI has adhered to these visions and national initiatives since its inception, and the Institute‟s efforts were in harmony with all ambitions and projects. We believe strongly that the formation of a comprehensive system for the development of education and training should achieve best possible results and meet numerous academic and objective parameters in the evaluation of the education process and training programs; as well as identifying both the weak and strong points in the process . BTI works hard to implement those reforms that will benefit the next generation the Institute also seeks to achieve the reformist development vision of His Majesty the King Hamad Bin Isa Al-Khalifa. BTI Profile

For 18 years since BTI restructuring in 1992, and its conversion from „‟ A vocational Training Centre”

into BTI, the Institute continued to design and provide the highest internationally recognized standards of

vocational training that caters to the needs and ongoing developments of different sectors of the labour

market from industry ,engineering ,information technology ,travel and tourism to services .

The demand on BTI graduates from organizations in the public and private sectors is a good indication

that BTI has quality training programs as well as its graduates excellent performance , hard work and

discipline .As a result, BTI is the best Institute in the Kingdom of Bahrain and it is one of the leading

training institutes in the Middle East.

BTI has played a key role in meeting the needs of the labour market in the public and private sector by

providing quality education and training, qualifying Bahrainis to become a trained workforce that has

all the potential, skills and capabilities thus making them the employees of choice.

In its pursuit of excellence, BTI seeks to instil the following values among its staff:

Founding Philosophy: The founding philosophy of BTI, identified by the Council of Ministers on 23rd August 1992 is:

Previous Achievements

In 1994, BTI was recognized by the International Labour Organization (ILO) as a model training

organization .Five years later, in 1999, ILO praised BTI for the efficiency, effectiveness, and relevance

of its training programs to the labour market .

-In 1995, the World Bank (WB) praised BTI for its outstanding initiatives and high performance.

- In 1998, The United Nations Industrial Development Organization (UNIDO) selected BTI as an

outstanding organization in the Middle East for the delivery of small business enterprise

programs.

- In 2000, the International Federation for Training and development organization (IFTDO)

selected it as one of the 12 high performance work place (HPWP) organizations, worldwide.

- Edexcel selected BTI as a regional Centre of Excellence for the third time in a span of 7 years;

first year in 2001, second in 2003 and third in 2008.

- In 2008, BTI was ranked 13 among 34 International Universities in SAE Super-mileage

Competition, in USA, to manufacture a fuel economy car, and BTI was ranked 19th among 45

International Universities in the same Competition in 2009.

- Selected in 2009 as the best CISCO Regional Academy in MENA and Pakistan region, and a

BTI staff was awarded the best Academy Instructor.

BTI‘s Achievements 2101

-BTI staff was awarded the best Academy Instructor affiliated with the CISCO in the Middle East.

-BTI launched the first diploma program in mechatronics techniques .This new program comprises a

number of areas of specializations such as electronic engineering, mechanical engineering, control and

instrumentation and programming .It further meets the required needs for a wide range of industrial

companies .

-BTI launched the first diploma in automobile sales, and this program was designed and developed in

conjunction with automotive importing companies, and accredited by Edexcel .The program meets the

needs of companies for staff having the necessary know-how in the automotive technology and sales

skills

- Gulf College for Hospitality and Tourism is administered by BTI.

Partnership with External Accreditation Bodies

BTI is committed to providing the highest standards of vocational and professional training in Bahrain

that great importance is attached to trainees having opportunities to gain internationally recognized

qualifications .Thus, the Institute has forged alliances to deliver certificates, diploma, and bachelor level

programs with a number of external accreditation bodies. The key external accreditation bodies are as

Training Affairs The Training Affairs Department takes the responsibility of supervising and follow-up of all training programs and curricula through Engineering and IT Department and Business and Art Department .the following is one of the benchmark achievements and events in 2010: Training Programs BTI has provided more than 46 regular full time training programs along with a number of tailor-made programs designed for job seekers in both public and private sectors .These range from the first diploma to the Applied BEng degree designed in collaboration with businessmen and professionals and in accordance to the needs and requirements of the labour market . It is worth saying that most of these programs are accredited by international awarding organizations, most notably Teesside University, the British Institution-Edexcel, CISCO Networking, IATA, UFTAA and AAT, and so on. 1-BEng Batchelor Programs BTI has managed to maintain higher pass rates with distinctions, which is an outstanding achievement of BEng program students since its launch, and the degrees were awarded by Teesside University in UK three years ago. The pass rates of BTI students have reached 95% in bachelor degrees in electrical engineering, and 90% in mechanical engineering, and 89% in control and instrumentation. Such pass rates which are approximately the same results achieved by Teesside University students in UK. The outcomes indicated the excellent and extraordinary character of BTI students, most notably in the control and instrumentation programs since its launch in 2009 was based on the good and distinguished results achieved by BTI trainees in both BEng programs in electrical engineering and mechanical engineering degrees. BTI is willing to organize a variety of forums and debates , most notably the BEng students projects expo held in March ,and organized twice successively .The said expo witnessed the participation of 60 students who defended their graduation dissertations ,and were evaluated by professionals ,academicians and experts from a variety of learning institutions and different companies ,supervised by external examiners assigned by Teesside University to assess the performance and achievement output of BEng students, along with supervision of their dissertation projects . BTI is willing to enhance student‟s skills and knowledge and ease of access to resources, subjects and all classroom lectures, and the outcome is that BEng trainees can gain benefit from blackboard service available on the Teesside University website .Also, much premium in BTI is placed on the up-skilling of such programs instructors and lecturers by joining tailored-made on –job training. 2-Information Technology Academy Programs The academy offered a number of different IT specializations programs including Cisco Certified Security Professional (CCSP), and Cisco Certified Design Associate (CCDA), along with professional diplomas in computer & information technology. Some of the Academy‟s key achievements made are as follows: Cisco Networking Academies forum was organized in March, and sponsored by the Assistant Under-secretary for Labour Ministry, and attended by senior staff of the academy in Cisco Company, in addition to the wide participation of different Cisco Networking Academy trainees and students.

Another notable achievement of the Academy in April 2010 was its participation for the second time in the NetRiders international contest that was organized by Cisco Networking Academy for all Cisco Networking Academies trainees and students in Europe, Middle East and Africa. The competition was conducted online at the same time and was open to participants from 41 countries, and three candidates of each country from Cisco Networking Academies, and BTI is the only participant in this competition from the Gulf and Pakistan region. As it was regarded as the Cisco Networking Academy in the region ,BTI is authorized to grant license to different Cisco local academies as well as providing different types of technical support required by such academies to implement a variety of academic programs in conformity with the quality system adopted and approved by Cisco Company .Support is provided to train and supervise their trainees ,and Centre of Excellence for Technical and Vocational Education at the Ministry of Education availed the benefits of this service in 2010. The latest Cisco Networking Academy programs are CCNA Security, has been offered to meet the labour market requirements as part of training agreement signed in 2009 with Tamkeen ( Labour Fund) to qualify 110 Bahrainis as security professionals .

3. Edexcel Programs The Edexcel programs at BTI are offered in a wide array of engineering ,commercial studies ,art and design ,travel and tourism specializations and are introduced at three levels ; the Higher National Diploma ( HND) ; National Diploma ( ND) and the First Diploma ( FD) . The latest Edexcel programs to be introduced in Art and Design Department are as follows: Advanced Diploma in 3D Design, Foundation in Diploma Graphics, Mechanical and Motor Vehicle engineering, first Diploma in Automotive Sales which is one of the Edexcel programs. 4. AAT Programs Business Studies Division at BTI are offered programs accredited by AAT and are introduced at three levels: Certificate in Accounting, Diploma in Accounting ( Level I & II ) .This figure shows the number of registered trainees in these programs in 2010.

5. Professional Programs 5.1 Entrepreneurship Programs An entrepreneurship program was initiated at BTI in 1996 as part of the curriculum and BTI has introduced the same to develop its training schemes. The key objectives of these programs are to introduce trainees to the work environment and labour market climate ,enhance sense of appreciation for entrepreneurship spirit on starting ,managing small businesses and enterprises ,understanding innovative spirit ,taking positive initiatives ,encouraging trainees to start small businesses , equipping them with requisite skills for success ,and fostering basic skills required for trainees to be proactive and innovative in setting up projects, along with the provision of performance output training through internationally recognized standards . 33 groups of trainees were trained as part of this program in 2010: 786 trainees submitted about 160 business plans, and the figure below shows the number of trainees that BTI has qualified depending on the training programs where they have been registered.

Business Studies Division has organized a competition on the Best Trainee Competition 2010 spanning from mid February to the first week of June 2010 as a time frame for trainees to make up a business plan for a profit-earning going concern business, and the projects were presented at the expo for three days from 6 to 8 June 2010 .Three financial awards were offered to the best five winners for the following projects: „”‟Arabic Saddles‟‟ was top-ranked , „‟egg hatchery‟‟ placed second and „‟ Ghazal‟‟ project which is specialized in website design , rated third,‟‟pure life‟‟ fourth , and the fifth place was shared with Delaroche Décor and Precious Roses , and the contest was sponsored by Kuwait Finance House , GENSIS Investment Company and Family Bank in collaboration with BCCI and UNIDO. 5.2 Corporate Training Centre 90 public and private sector organizations chose BTI to be their corporate training requirements provider this year where more than 800 employees received training in the Corporate Training Centre, and rate of female employees is 22% in 100 training courses, which is the equivalent to 69895 training hours. The Corporate Training Centre works with the Business Studies Division to offer a range of tailor-made courses designed for participants to be engaged in intensive training ranging between several weeks and months , and the certificates given are as follows : -Professional Skills Certificate - Supervisory Management Diploma - Sales & Marketing Diploma - Secretarial Skills Diploma -Diploma in Procurement Management -Team Leadership and Development Course -Work Ethics Course.

The Centre collaborates as well with the Mechanical Engineering and Automotives Division to provide short-term courses for some companies such as automatic diesel engines & continuous systems course designed for a group of BATELCO staff , Certificate program in aircraft technology for a group of Bahrain Airport Services ( BAS) and Gulf Air Company employees ,along with Certificate program in Basic Electric Arc Welding for a group of Abdulla Nass Company employees ,and a course in Mechanics Basics for Gulf Closure Company employees . The Centre organized in collaboration with Instrumentation and Chemicals Division tailor-made training courses designed for a number of employees in the private sector such as Mechanical Basics for Machine Operators and Control and Instrumentation Basics for BDO employees as well as a tailor-made course made in the area of Water Treatment & Analysis for a number of Bahrain Airport Services ( BAS) employees . The Centre works as well with Electricity & Electronics Division at BTI and Specific Council for Vocational Training in the construction and contracting sector to operate Electrical Installation /Wiremen Course designed to serve scores of job-seekers as well as qualifying them to obtain electrical installation licence . With regard to CIPD program , the Centre launched in the same year a Certificate Course in Personal Practice ( CPP) for 11 groups ,along with a Certificate Course in Training Practice ( CTP) for 4 groups . These courses and programs were carried out for various stakeholders ;such as Tamkeen (Labor Fund), Ministry of Labor and organizations from the private sector.166 trainees from both sexes joined CIPD Programs as part of 15 batches, and two batches of graduating students in 2010. 5.3 Travel and Tourism Academy In accordance with the agreement signed between BTI and Tamkeen (Labour Fund) to train 80 Bahrainis in the area of travel and tourism. The first batch of students comprised 15 trainees who graduated with a Diploma in Travel and Tourism Operations (DTTO) accredited by ICM . The second batch of students started with 48 trainees (7 graduates) of the same program in February. In October, 48 trainees sponsored by the Ministry of Labour (they are split into groups) graduated with a Diploma in DTTO accredited by BTI. In September, the same program was launched as part of Bahraini University Graduates Employment Program sponsored by Ministry of Labor with two groups comprising 48 trainees. The fifth batch of trainees enrolled at the Basic Diploma Program provided by IATA-UFTAA in October, and it is likely that the trainees in this program will be subject to the international examinations in October 2011. In March, six trainees graduated in the Basic Diploma offered by IATA-UFTAA, along with the second batch of trainees in DTTO Diploma Program in June. In the same month a batch of graduating trainees with ADTTM Certificate which comprised of 15 trainees sponsored by Ministry of Labour. In addition there were a number of employees from the Gulf Air Company, Bahrain Air Company, Bahrain Airport Services; as well as a number of travel agencies all of whom benefited from the Travel & Tourism Academy. Figure shows the number of registered participants in the Academy programs in 2010.

5.4 Gulf College For Hospitality and Tourism In June, a tender was awarded on the transfer of the Gulf College for Hospitality and Tourism to BTI supervision and management, the Institute won the feasibility study application in regard to the opening of a College as BTI applied for this tender, along with other interested parties in November 2009. As a result, HCVT has decided to re-open the Gulf College for Hospitality and Tourism in Al-Muharraq ,and it was assigned to BTI which has hands-on experience in a variety of areas of specializations including travel & tourism , and the said Institute is qualified to assume responsibility to renew the role of Gulf College for Hospitality and Tourism . These efforts made are commensurate with the government orientation to make Bahrain a tourist destination of choice. Under the chairmanship of Minister of Labor, HCVT is becoming more aware of how significant it is to have a specialized institute in Tourism & Hospitality to fill the gap in this sector. 6-Art and Design Division Achievements of the Art and Design Division can be measured through the “A” grade it received in the external verifier report for its outstanding performance in two of its regular programs .Lab Division was upgraded and equipped with the updated design programs such as Adobe Photoshop , Illustrator ,In design ,Flash Professional & Dream weaver and Auto CAD to support and equip trainees with the top-rate skills needed to cope with the industry requirements .In addition to that , labs were equipped with IMac ,supported with the latest equipment ,along with scanners ,printers and sophisticated processors . The Division participated in the Doha Youth Bi-annual which started its activities on 7-12 under the patronage of the Ministry of Culture, Arts and Heritage in the State of Qatar where youths from all Arab States competed in the areas of photography and graphic design. In conjunction with Information Technology Academy, Art and Design Division trainees took part in the International Talent Competition on graphic design held in May in the Institute and prepared to participate in the Gulf Talent Contest organized every two years by the International Talent Organization in several countries .The contest includes multi-skills test and it is open to youth between 17-22 years old .The division„s trainees participated in a variety of local graphic design contests such as the Graphic Design Competition organized by ABTTA, a BTI trainee won the first award and the winner‟s design was adopted as an official logo for ABTTA . The division continued last year to provide Diploma Program in arts and design for hearing-impaired persons, sponsored by Ministry of Social Development. The program provides the requisite training in the area of jewellery design, graphic design skills, and different display styles by using the latest computer programs in collaboration with the BDO corporate training Center for the development of Interior Design Engineering Program .

7-Communication and Language Division In conjunction with the Regional English Language Office (RELO) at the US Embassy in Bahrain, The Division has carried out a program designed to develop trainees in the area of new English teaching methods together with some American tutors they undertook the teaching of regular English Language programs designed for BTI trainees as well as workshops conducted to develop the Division instructors . This cooperation between both parties also includes the implementation of the ACCESS Program for financially challenged secondary school students in Bahrain. A program under which 55 trainees, ( 15-17 years old ) received training in English language with one of the ACCESS Program trainees being sent abroad for three weeks by the Regional English Language Office ( RELO) to attend a tailored-made workshop on ACCESS. 8-Instrumentation and Chemicals Division The Division launched the First Diploma Program in Mechatronics Techniques, and this new program includes a wide range of specializations such as: electronic engineering, electrical engineering, mechanical engineering, instrumentation and programming .The program meets the future needs of larger interests of companies in the industry . A significant specialized program was organized on the development of chemical industries, chemical processes and pollution reduction with the participation of a number of major companies such as the Bahrain Petroleum Company (BAPCO), Aluminum Bahrain (ALBA), and Metal Cable.

9-Mechanical and Motor Vehicle Division In 2010, the First Diploma Program in auto sales was launched, designed and developed in collaboration with auto importing companies and accredited by Edexcel Company .This program meets the needs of the said companies designed to serve employees in their acquiring the knowledge needed in the areas of automotive technology and sales skills. In an attempt to enhance and support the training process in the Division ,CAD/CAM lab was opened and equipped with the latest CNC technology and equipment used in automotive manufacturing in most companies and engineering factories in Bahrain . A computer lab was equipped with the latest of computer programs such as Pro-Engineer Wildfire, NX IDEAS, and MATLAB to serve the needs of the applied ENg.in mechanical engineering. The Division participated in the following activities and events in 2010: -A technology competition was organized by Motor-City Company in October at Subaru motor show in Sanad. - In January the annual camp was organized by the General Federation of Bahrain Trade Unions (GFBTU) ,‟‟ Story of Success‟‟ where the Division showcased a fuel-efficient vehicle and took part in the Society of Automotive Engineers (SAE) International Super Mileage Competition in 2008/2009. -Participation in Earth Hour Event organized in March by the young Thirst Quenchers Group ,the Division trainees presented a scientific project relating to the environment, energy saving and efficiency along with the fuel-efficient vehicle. -National Talent Contest in its 13th session organized by Toyota Motor Corporation at Toyota premises in Arad.

10.Civil Engineering Technology The Division organized a seminar on the Industrial Coating Program „‟ Hempel‟‟ in cooperation with Hempel Paints Bahrain. A program was designed to cope with the technological developments in industrial coating in response to the increasing demand for specialists in this area. The length of the program is one full theoretical training year followed by an on-job training period after which graduating trainees receive an accredited Certificate as Industrial Coating Inspectors.

11- University Graduates Employment Programme His Highness Shaikh Salman bin Hamad Al Khalifa, Crown Prince of the Kingdom of Bahrain, Deputy Supreme Commander of the Bahrain Defence Force and Chairman of the Economic Development Board , demonstrated interest and unwavering support for development projects carried out by different ministries and government agencies. BTI initiated the University Graduates Employment Program implemented by Ministry of Labor in cooperation with Tamkeen (Labour Fund). This program is designed to serve university graduates and the project is supported by His Majesty King Hamad bin Isa Al Khalifa ,may Allah protect him ,supported and guided by the Prince Khalifa Bin Salman Al-Khalifa , the Prime Minister ,may Allah protect him .The project aims primarily to deal with the issues of job-seekers among university graduates ,to facilitate their access to jobs compatible with their academic qualifications in the labor market in accordance with the requirements of organizations in the private sector .This project comes within the scope of the good efforts made by the government toward the ideal investment in national human resource qualification professionally and academically which can be regarded as the key element in development as well as keeping abreast of the effective labor market needs and making it a first choice for employability in the private sector companies . The project made landmark achievements in training since its inception in October, 2009. the training Unit at the Ministry of Labor signed training contracts with 1422 graduates in the area of Basic Skills Support Program ,1126 university graduates completed the Program in BTI . As for professional programs in a variety of specializations; the Training Unit in the Project signed training contracts with 1142 university graduates, including 726 graduates who completed the program in the Institute. The Project played a part in providing a wide array of high-quality professional training programs in response to the academic majors of university graduates for their re-qualification and assimilation in the recruitment process to fit the labour market focussing on up-scaling the university graduates job performance output. The Scheme enables a number of university graduates registered in on-job training to continue working upon completion of the program. Providing an opportunity for university graduates to gain hands-on experience in the workplace where they are engaged as well as providing senior staff follow-up and mentoring in training during the scheme .This Program is tailor-made to serve the needs and requirements of the labour market as well as the program covering the necessary skills and knowledge with global participants awarding international certificates leading to career development and a professional hierarchy. An added advantage for university graduates to gain higher certificates in the future that will positively affect their advancement up the career ladder. The Business Studies Division has launched the following Project Programs:

-Certificate in Administrative Assistance -Certificate in Accounting Fundamentals

Both programs were launched in October 2009, running until April 2011. Graduates were divided between the two programs: 44 unemployed university graduates in the first program and 37 graduates in the second program.

The Business Studies Division has launched a National Certificate in Human Resources which is one of the programs accredited by the International Media and Education Company -Edexcel, implemented in October 2010 until June 2011 .In addition to that, 8 groups benefited, including 162 university graduates.

Also, Information Technology Academy has launched two CCNA and MCIW Programs, two groups for each .In February and June, the third and fourth batches of university graduates were trained and qualified in DTTO Program by the Travel and Tourism Academy sponsored by Ministry of Labor and Tamkeen and each batch comprised 16 trainees.

Also Art and Design Division contributed as well in the Project and trained 67 university graduates in the areas of graphic design and interior design engineering in August.

12. Trainee Affairs This Department in the Institute assumes the responsibility of supervising all services needed by trainees before the time of enrolment and after through a number of different divisions within the department, namely: Admission and Registration ,Guidance and Counselling, Graduate Recruitment Centre (GRC) and Learning Resource Centre ( LRC) . The key achievements of the Department through its Divisions are as follows:

12.1 Admission and Registration Division The Division is responsible for providing the required administrative support to the trainees from the time of enrolment until graduation .One of the greatest achievements of the Division is the Training Programmes Exhibition which was held between 4-29 July and offered 42 regular training programs, most notably the two new programs ,namely : First Diploma in Mechatronics , and First Diploma in Automotive Sales and these new programs were added to the package of BTI programs . Regular training programs proposed, along with BTI ordinary regular programs, Tamkeen (Labor Fund) and University Graduates Employment Project implemented by Ministry of Labor, and the Exhibition attracted about 5000 visitors , organized by the Division in cooperation with different training departments and relevant interested parties. The Division received 2800 applications forms from fresh secondary school graduates. 2491 applicants met BTI criteria and went through the computerized admission test. Around 1284 applicants passed the test and were admitted to the BTI‟s different specializations and disciplines. In October , the Division registered 1046 trainees on the BTEC programs for the First Diploma in Automotive Sales and the National Diploma ( ND) and the High National Diploma ( HND) .482 sponsored trainees were also admitted to the BTI‟s different regular programs . By the end of January, the Division conducted the First Semester Tests for 2544 trainees, whereas in June, 2469 trainees were tested. The Division issued 1076 BTI certificates: -406 certificates for the First Diploma -532 certificates for the National Diploma -138 certificates for the High National Diploma. In May 2010, the 12th an annual graduation ceremony was organized by the division for the graduate trainees under the patronage of His Excellency Prince Khalifa Bin Salman Al Khalifa, the Prime Minister. Also a “Distinguished Trainees Honour Ceremony„‟ was held to honour 240 distinguished trainees from different programs and disciplines for those trainees who scored a GPA of 3.5 in the First Semester whereas 191 distinguished trainees were honoured in the Second Semester .

12.2 Guidance & Counselling Division The Guidance and Counselling Division takes the responsibility of providing services to more than 2200 trainees as well as equipping new applicants with information and helping them in selecting the appropriate disciplines consistent with their aptitudes and preferences. A combination of mechanisms such as psychometric tests, IQ brain teaser and aptitude questions are used. In September an induction week was organized to introduce new trainees to BTI rules and regulations. There was a good response to this event with many visitors attending. Classrooms were provided where respondents received helpful advice and were able to have any possible concerns dealt with. The division held several meetings between the heads of training divisions and the trainees during which more clarification was given on all BTI rules and regulations as well as the grading system. More than 3000 flyers and trainee guide booklets were distributed.

The division has provided a number of services including follow-up on trainee affairs which includes those who use BTI transport, 64 bus routes were made available to facilitate the transport of 1100 trainees; with routes covering all areas of the Kingdom. Over 650 parking spaces were dedicated to sponsored trainees, those with special needs and others with medical conditions. 12.3 Extra-curricular Activities The division has organized a wide array of sports, cultural, artistic and social activities at the internal and external levels of Bahrain Training Institute ,including a short course entitled „‟ Smart Diary for Future Steps „‟ designed to serve trainees to study and work at the same time . In the framework of the international cultural exchange program to integrate BTI trainees with European training institutes, a student delegation of ten students from EUC VEST Centre was hosted. This facilitated an exchange of knowledge and ideas between the Danish institute students and BTI trainees. The visitors from the student delegation were introduced to the latest training techniques adopted at the BTI in a variety of technical and engineering areas .The delegation took part in classes, training workshops and lab work. Several field trips were made to the largest industrial companies and firms during the training period .Also visits to popular tourist destinations and sights of antiquity were organized to introduce the Danish delegation to Bahrain‟s culture and civilization . The division has conducted the following activities in the area of public health: -A blood donation drive was organized in cooperation with the Blood Bank Centre at Salmaniya Hospital in April. There were 38 blood donors comprised of BTI staff and trainees. A comprehensive medical check-up was conducted for the benefit of all participants. -Health education Day was held in May and around 46 healthcare institutions were invited to participate. In the area of social activities: - BTI participated in the “Love and Loyalty” festival held under the patronage of Ministry of Social Development on the occasion of both Coronation Day and National Day. -BTI took part in the commemoration of the Environment Day held on 20-24 April organized by the Barbar Club, titled „‟ Barbar Club‟s Third Environment Forum 2010‟‟ ,and this event was held under the patronage of H.E Shaikh Abdulla bin Hamad Al Khalifa , the President of Public Commission for Protection of Marine Resources, Environment and Wildlife . -BTI celebrated the International Workers‟ Day, or Labour Day, and the event was attended by Salman Al Mahfouz, Secretary General of the General Federation of Bahrain's Trade Unions. -BTI organized an annual festival to mark the anniversary of Bahrain‟s Coronation Day and the Glorified National Day, in association with the Trainee Council. -BTI celebrated the International Day against Poverty. ITI trainees were encouraged to take part in the international solidarity campaign which was held for two days under the theme : Stand Up ,Raise Your Voice against Poverty and Take Action to Achieve the Millennium Development Goals and More „‟ , in collaboration with the United Nations Information Centre in Bahrain and attended by the Head of UNIC Office ,Mr .Nejib Friji . A poetry contest was organized for trainees, and numerous Bahraini poets attended the event and participated in the jury panel to select the top three winning poems.

In the area of sports activities, the BTI trainees won the following awards and achieved top rankings as follows: -BTI trainees were the top winners ( 1,2, 3) in the marathon race , organized by Ministry of Social Development on the occasion of the National Day Event in Bahrain . -BTI took the first place at the 15th Batelco-Ramadan Soccer Championship and one BTI trainee won the best goalkeeper. -BTI topped the rankings in the First Ajyal Soccer League for university students and BTI team won the Best Coach Award, and the Best Audience Award. -BTI was ranked second in the Tennis League for Bahrain Manufacturing Companies. -BTI was ranked third in the First Ajyal Tennis League for university students. BTI was ranked third in the First Ajyal Bowling Championship-2010 which was conducted under the patronage of the United Nations titled “ Sports for Peace and Development‟‟ . 12.4 Trainee Council The trainee council works in collaboration with the Institute Administration to resolve trainees‟ problems and complaints .The council is made-up of seven members to be elected on a yearly basis by all trainees who have the right to vote and are able to participate. The election is administered in a transparent and democratic manner. In 2010, 795 trainees participated in the election of 7 candidates of whom three female trainees were successful and elected members of the council. The council participated in numerous activities and events, and the council members organized a number of short courses, namely: Neuro-linguistic programming (NLP) –Level 3 “, Photography, and Emotional Intelligence, along with their participation in the Ajyal –Ramadan Event which was held under the patronage of the BTI Director General. The council members were honoured to pay a visit to His Excellency Khalifa Bin Ahmed Al Dhahrani, Bahraini Parliament Chairman. 12.5 Fees Exemptions The division studied and reviewed 1173 trainee requests for fee exemption .About 990 trainees who met the criteria for fees exemption benefited .The number of trainees who received a grant of excellence was 100 and there were financial rewards of BD 200. 12.6 Trainee Fund The Division is aware that some trainees need financial help from the management and a trainee-fund has been established for this purpose. In 2010, 100 trainees received textbook and school subject grants in a variety of programs designed for low-income trainees; while 11 trainees had their training fees exempted through the Trainee Fund. 12.7 Graduate Recruitment Centre The main task of the Graduate Recruitment Centre is to facilitate on-job-training and employment opportunities for BTI trainees .The centre received 437 job opportunities from 90 companies; a total of 169 trainees were recruited from different specializations .The number of marketing visits made to companies was 269. As for On-Job Training, 594 trainees benefited from opportunities in the public and private sector organizations. The centre received 510 on-job training offers from 57 companies and establishments .Also, the centre made 294 follow-up visits to companies to offer the trainees any support they may need and to check on their progress.

The Sixth Career Week Exhibition was held at the Bahrain Training Institute which attracted 23 companies with more than 300 job opportunities. The centre was able to provide on-job training for travel and tourism graduates implementing the contract signed with ABTT to ensure on-job training and recruitment in the travel and tourism sector for BTI graduates from the Travel and Tourism Academy. The graduate salaries were in the range of BD300 and BD 600. In addition to which 4 on-job training opportunities were provided by Gulf Air and 5 opportunities at travel agencies. Also 3 graduates were recruited by Gulf Air, and 7 graduates by different travel agencies. In association with the Mechanical and Motor Vehicle Division, recruitment tests were conducted with a view to finding work for around 40 graduates which MTQ Company –Singapore is willing to recruit upon request from their Bahrain Branch now in operation. In addition to which the centre played a role in the selection process of highly qualified BTI graduates; as skills assessment tests were conducted for BTI

students for the benefit of MENAS Company, Y. K. Almoayyed & Sons‏ and Schlumberger.

12.8 Learning Resources Centre The Learning Resources Centre ( LRC) extends opportunities to trainees as well as staff to increase their knowledge through self-study and group learning .This is facilitated by providing the centre with the latest books ,magazines ,specialized periodicals and reference sources. Trainees have easy access to information, internet service and other support services .A specific division was dedicated to the quantity surveyor program, added last year to the BTI package and the number of new books received this year was 111. The available books at the centre totalled 17179 books, 190 encyclopaedias as well as 445 video tapes, 13 CDs , 55 DVDs ,56 documentaries and 198 educational files. In addition to which the number of magazines, newspapers and periodicals includes 10 daily newspapers, 8 magazines. The centre„s statistics indicated that the number of staff visitors reached 1952 employees in the morning and 249 employees in the evening, whereas the number of the centre visitors among trainees was 29090 trainees in the morning and 3036 in the evening .155 outside visitors in the morning and 5 visitors in the evening .170 new membership cards were issued for BTI staff and trainees. Visitors can benefit from the facilities and materials provided by the centre through a lending system, and the number of materials and resources made available through this system to staff and trainees was around 469 books and references and 138 CDs .

13. Planning and Development Department The department plays a role, through its divisions, in all training processes in terms of curriculum development, updating, formulating relevant strategies for training, reviewing whether quality control standards are met, and conducting numerous studies and researches. The following are the major accomplishments of the divisions of the department. 13.1 Planning Division The development of a new Strategic Plan for BTI- A new 5 year Strategic Plan (2009-2014) and Bahrain Economic Vision 2030 based on internal and external evaluation reports and conclusions drawn from the opinions of BTI staff through their participation in guidance workshops in regard to the new strategic plan . The development of operational plans designed for departments and divisions in accordance with the new Strategic Plan. A result of which has been that some BTI specific resources have been allocated to different training initiatives as a basis for planning and decision making. The quality of training was improved for BTI trainees through the development of guidance and assessment skills. 13.2 Curriculum Development Division In its third year as a division within BTI, the Curriculum Development Division undertook the following:

- The division made a tender for the curriculum development in accordance with the requirements of education and skills and competency–centred training.

- The approved guidelines to evaluate accredited curricula and training from International Publishers were applied for use in the different divisions.

- A proposal of the Apprenticeship Program was re-worked and designed for some specific industrial sectors, as well as the outlining of another proposal for the development of the University Graduates Employment Program.

13.3 Training and Labour Research Division The Training and Labour Research Division provides the information and analyses required to improve the training process and high light any changes taking place in the labour market so that the current needs of the market match training outcomes at all times. The main studies of the division were as follows: -Degree of benefit from training process and services -Degree of effectiveness and trainees‟ benefit from the English language programs - Result analysis of new trainee admissions in different regular programs. -Trainee result analysis in the first and second semester exams. -Graduates recruitment follow-up -Measuring degree of employee satisfaction -Analysis of labour market indicators. -A study was conducted entitled „‟ the experience of new trainees” which was in respect to the university graduates employment program in collaboration with the Quality Assurance Division.

-A study was conducted on the perceptions of business men in regard to BTI graduates as part of a joint initiative between the industrial sector and the Institute, and the study was carried out in association with the Quality Assurance Division. 13.4 Quality Assurance Division The main purpose of the Quality Assurance (QA) Division is to ensure that all BTI operations conform to the following quality standards: To assure that new foreign trainers conform to agreed quality standards used in the implementation of training programs To ensure that all training divisions complied with the tasks assigned in the training process, including filling out evaluation forms and providing reports on training classes with reference to schedules as well as follow-up on exams and complaints made by trainees. To coordinate with training departments in the preparation for the external visits from Awarding Bodies to the training divisions To prepare and followed up on any visit made by the Quality Assurance Authority for Education and Training team. To provide a self-evaluation and treatment plan and review negative aspects. Workshops were conducted to keep staff abreast of the latest changes in the area of evaluation and lesson planning, training plans and the testing and counselling of trainees. Trainee punctuality and attendance of both workshops and labs should be noted.

14-Administration and Finance Department The human resources at the Department are the cornerstone of BTI. The Department has made concerted efforts to employ those possessing the highest academic qualifications to best achieve the objectives and vision of the Institute and maintain its leading role in the development of human resources. The following are the major accomplishments of the divisions of the Department. 14-1 Human Resources Division The Human Resources Division is considered one of the key divisions which play a significant role in the achievement of the Institute‟s objectives and vision .It attracts qualified personnel who can cope with current and future challenges. The total number of full BTI staff in 2010 is around 422, of which 61 are part-time employees and 35.8% of the total BTI staff are females. One of the key policies of BTI is that while maintaining its multicultural environment, Bahraini graduates are particularly encouraged to join as trainers. The level of Bahrainization at BTI rose last year to more than 80.89% and 19 new employees were recruited in different divisions of the Institute. 14.2 Staff Training and Development The management of BTI considers staff training and the development of their managerial and technical competency as a top priority to promote career development .During 2010 BTI continued its efforts to develop its staff as 96 training courses were conducted by the Staff Training and Development Unit. More than 322 staff, 34% of whom were females, benefited from these courses. The total number of training opportunities provided by the Institute numbered 648 training places equivalent to 16200 training hours. The Unit coordinated with different divisions of the Institute to finalize the procedures regarding 12 scholarships granted by BTI for the staff and 5 study scholarships for BA and MA degrees in the UK. 3 grants were given for ENg Bachelor degrees and 2 grants for the High National Diploma as well as 2 grants for First Diploma. On the other hand, the Unit continued its efforts in the area of developing BTI staff expertise by conducting numerous awareness-raising lectures. A group of international experts and professionals were invited to participate in the relevant areas of the Institute, mainly Professor Bram Groen an expert in virtual communication at the American University in Washington and Dr Talal Abu Ghazaleh an international expert in forensic accounting , Professor Sally Zepeda , expert in continuing education at the University of Georgia –USA , Dr Mona Alzayed , the training specialist in interpersonal communication and Mike George an author and internationally recognized distinguished mentor and coach in the area of personal development . The BTI Unit participated 54 times in a number of national, regional and international conferences, mainly:

14.3 Financial Information In 2010, BTI made a total investment of BD 6, 818, 000, 4.2 % less than the previous year .The Institute has succeeded in reducing the cost of training activities by 4.3% without compromising the quality of its deliverables as compared to its cost in 2009 .The training costs in 2009 represent 53.4% of total investment .Moreover to support development and training quality the Institute invested 42.1% ( BD 2,872,000) of its total investment in these two areas. Investment in development of human resources represented 2.5% of total investment, which is equivalent to BD 173,000, an increase of 4.8% compared to 2009. Furthermore, 1.9% of the total investment was allocated by the Institute to develop and enhance technology training in the field of information technology .In total, BTI decreased its investment value by BD 296,000 compared to its 2009 investment .The following table shows the total investment of the Institute in 2010 compared to 2009. 14.4 Information Systems Division

The division has introduced some internal electronic systems and equipment to attain optimal security and

accuracy as well as the smooth flow of information between all BTI divisions and departments. Some of

the division‟s key achievements are the following:

-Online registration / enrolment for various BTI programs

-Notifications of degree completion issued in both Arabic and English

-Automated training plans used by trainees during training sessions.

-All human resources reports issued

-Data storage advanced system created

-Inventory system created to record computers, accessories and location identification.

-Interactive website design

-Wi-Fi internet services made available in all BTI premises

-LED screens installed at the key BTI premises.

-Financial electronic system was developed to facilitate tasks in the Administration and Finance Affairs

Directorate as well as saving time and effort in budget data management.

14.5 Expansion Plan for Bahrain Training Institute In June, His Excellency Dr Majeed Mohsen Al Alawi, Minister of Labour laid the foundation stone for the BTI expansion project. It is hoped by this project to increase student capacity enabling higher enrolment as well as the upgrading of various premises, labs and workshops. Moreover, the plan includes the construction of new training buildings for the increasing numbers of trainees along with upgrading all existing buildings and facilities such as classrooms, workshops and labs that have remained the same since the establishment of the Institute in the seventies. Such upgrades will utilise latest technologies as well as ensuring that workshops are commensurate with the quality of courses and programs to be offered in accordance with varying labour market requirements. The total cost of the project is around BD 9.2 million, of which BD 5.7 was allocated to the upgrading of the engineering divisions premises whereas the remaining amount was dedicated to the construction of a new academic building, including the commercial and computer studies division. The engineering building will comprise of all engineering divisions with three floors on 16.170 square metre .It will have 36 classrooms and 34 engineering laboratories along with 10 computer labs .Also, the division has various administration and academic offices, public utilities such as stores and toilets. The building will be fitted with world-class facilities and the latest technology such as audiovisuals, e-learning and electronic systems will be employed to provide high-quality technology services for trainees. The Project is likely to be completed within 24 months (June 2012) .The total investment cost was around BD 5.7 million and 42% of the project has been completed. The second phase includes the construction of a building which comprises the commercial studies division as well as the information technology academy with 16 classrooms ,20 computer laboratories for programming and maintenance .The building will, again, include the latest technology such as an automatic control and audio-visual system. The building also has meeting rooms, administration offices and public services. The project is likely to start in April 2011 and be completed within 24 months (April 2013) with a total cost of BD 1.8 million. In addition to which work has started on upgrading the BTI infrastructure, such as work on the electricity network through the construction of a main station and sub-stations with a capacity to supply both the new buildings and any other future constructions. Work on the water net-work was started with the design of two stations with a capacity to supply the new buildings as well as meeting any future needs of the Institute. In addition, telephone and information networks are under development and their design will, once again, meet current requirements and the possible needs of future expansion. Server rooms will be installed in all premises and they will be interconnected with the main network of the Institute.

15. Public Relations 15.1 Official Visits The year 2010 witnessed various official visits. The delegations were briefed on the Institute‟s activities in the field of training and human resources development which came within the framework of mutual-support partnerships and reinforcing bilateral ties. A number of officials and representatives from various companies were also briefed on the Institute‟s training programs and achievements as well as being informed on the latest equipment and highly sophisticated infrastructure which the BTI enjoys. A number of partnership contracts were signed with different interested parties to enhance BTI cooperation in a variety of training areas tailor made to the needs of those companies from both the public and private sector in the Kingdom of Bahrain. The Institute participated in the following main events: Bahrain Air Show 2010 was held from 21 to 23 January at the Sakhir Airbase. It was jointly organised by Farnborough International Limited (FIL) and Civil Aviation Affairs for the Kingdom of Bahrain (CAA). -Bahrain International Travel Expo-Bite (2010) in its sixth edition which took place from 13 to 15 May 2010 and was held at Bahrain International Exhibition Centre. -Arab Entrepreneurs‟ day -Industrial coating forum in collaboration with the International Hempel Company. -Tenth Annual Expo on campus life took place in March. -Bahrain Graduates Society Expo which took place between 11 and 12 June at Bahrain International Exhibition Centre. -Expo and forum was held on 16-16 June on the rationalization of energy and water consumption r organized by Ministry of Electricity and Water, and in collaboration with Bahrain Society of Engineers -Gulf Talent Contest organized by Global Talent Organization -Fifth Conference on human resources development organized by Electricity & Water Authority.

-First Forum of Youth Businessmen „‟Your Steps toward Growth” took place in 9 May, and organized by Bahrain Chamber of Commerce and Industry in cooperation with Labour Fund (Tamkeen) at the traders house. -Educational Conference titled „‟ Value of Learning within the boundaries of Knowledge „‟, organized by Student Support Society and it was held on 6-10 March. -Annual Arab Labour Conference was held on 6-10 March in the Kingdoms of Bahrain, jointly organized by the Arab Labour Organization and Ministry of Labour -Expo took place in January, titled “Training and Recruitment Opportunities for Female Job-Seekers „‟ was held under the patronage of Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa. -Vocational Exhibition was held in April at Al Daih School under the theme „‟ Our Crafts are an old past and an evolving present “ -Recruitment and Training Exhibition was held in May in the Western district. -Recruitment and Training Exhibition was held in October. -Career Fair took place in November -Fifth Conference on Human Resources Development was held in December, and organized by Electricity & Water Authority under the theme:” Human Resources and Leading Change “ -Sixth academic guidance was held in June, and organized by Wa'ad Society - Ministry of Social Development organized in December the fourth Love and Loyalty Festival on the occasion of the National Day. 15.2 Agreements & Memoranda of Understanding BTI has signed joint cooperation agreements in the field of training and qualification of trainees with the following organizations: - Training and joint cooperation agreement was signed with the American embassy to implement the English ACCESS Program for a number of secondary school students in Bahrain. - Joint agreement was signed with Polytechnic Bahrain, Tamkeen and Ministry of Education to train supervisors of on-job training for secondary school students. -Memorandum of understanding and training was signed with the Specific Council for Vocational Training in the contracting field for the implementation of training courses in industrial coating techniques. -Training agreement was signed with Hempel Company to carry out Hempel Program in the Institute on industrial coating. -Training agreement was signed with the German GTZ Company. -Training agreement was signed with the Royal Charity Organization. -Agreement was signed with Albattel for Training and Development Center to conduct join training programs in the area of training quality assurance.
